2 Placed upon the Chair of the Prince of the Apostles by the inscrutable mystery of Divine providence, we continually direct the gaze of our mind through all parts of the Christian world, so that we may salutarily provide for the spiritual direction and care of the faithful of Christ existing everywhere, insofar as it is granted to us from on high.

3 Therefore, wishing to provide for the faithful of Christ existing in the Kingdom of Tonkin and in the underwritten adjacent Provinces, namely Junam, Queichen, Hu-quang, Sutchuen, Quansii and Laos, an Apostolic Vicar who may direct them prosperously in the way of the Lord, and trusting greatly in the Lord in your zeal for the Catholic Religion, doctrine, prudence, dexterity, integrity, charity and other virtues; and considering you to be absolved from excommunication, suspension, ... by the counsel of the Venerable Brothers, our fellow Cardinals of the Holy Roman Church, placed in charge of the business of propagating the Faith, we, by Apostolic authority, by the tenor of the present, make, constitute and appoint you Apostolic Vicar in the aforesaid Kingdom of Tonkin with the administration of the Provinces expressed above, until and for so long as it shall be otherwise ordered or disposed by the aforesaid Congregation of Cardinals.

4 Giving to you the faculty that, if it should happen that one of the Venerable Brothers, Peter Lamber, Bishop of Berithensi, Apostolic Vicar of Cochinchina, with the administration of the underwritten Provinces, namely Cuhian, Foquien, Quantimg, Chiamsi, the Island of Hainan and other islands constituted by Us; as well as the Bishop soon to be sent forth for the Vicariate of Nankin in Sina, with the administration of the Provinces of Peking, Xantii, Xantung, Córese and Tartarise, should fail by death or other event in the journey or after they have arrived there, you, if you should be nearer to the one failing, may also extend your administration to those Provinces which were subject to the same failing Bishop, or may enter into a new division with another Bishop, by which arrangement the necessities of their faithful may be more aptly provided for, lest they remain wholly destitute of a pastor, until the aforesaid Congregation of Cardinals, which you shall take care to inform immediately of the aforesaid matters, shall otherwise dispose.

5 But so that in the aforesaid regions the Ordination of Indigenous Priests may be more easily carried out, and thus the Catholic Faith may be able to take root there more firmly, with the blessing of the Lord, we grant and impart to you, as Apostolic Vicar, by the force of the present, for the time being to the Indigenous faithful of the same regions subject to you, although they do not understand the Latin language, nevertheless provided that they know how to read it, and the Canon of the Mass and the formulas of the Sacraments of the Church are explained to them, the faculty likewise by authority and by the tenor of the present, for seven years only, to promote them to all Sacred Orders and to the Priesthood, with other things being observed which ought to be observed, and the promoted may freely and lawfully minister in the service of the Altar; and likewise to dispense and to commute for the same faithful the recitation of the Divine Office, namely the Canonical Hours, into the recitation of other prayers in their language, at your discretion, saving always in the aforesaid matters the authority of the aforesaid Congregation of Cardinals. 3 Pertanto, volendo provvedere i Cristifedeli nel Regno del Tonchino e nelle Province sottoscritte adiacenti, cioè Iuam, Queichen, Hu-quang, Sutchuen, Quansii e Laos, di un Vicario Apostolico che li diriga prospera mente nella via del Signore, e confidando molto nel Signore della tua sollecitudine per la Religione Cattolica, dottrina, prudenza, destrezza, integrità, carità e altre virtù; e considerandoti assolto da coloro da cui l'Scomunica, la sospensione... 4 Concedendoti la facoltà che, se accadesse che uno dei Venerabili Nostri Fratelli, Pietro Lamber Vescovo di Beritene, Vicario Apostolico della Cocincina, con l'amministrazione delle Province sottoscritte, cioè Cuhian, Foquien, Quantimg, Chiamsi, Isola di Hainan e altre isole da Noi costituito; nonché il Vescovo prossimamente da spedirsi per il Vicariato di Nanchino nella Sina, con l'amministrazione delle Province di Pekino, Xantii, Xantung, Córese e Tartarise, nel viaggio o dopo che vi fossero giunti, venisse a mancare per morte o altro evento, tu, se fossi più prossimo al defunto, potessi estendere anche a quelle Province, che al medesimo Vescovo defunto erano soggette, l'amministrazione, o con un altro Vescovo stipulare una nuova divisione, in quella maniera che sembrerà più opportuno per provvedere alle necessità dei loro Cristifedeli, affinché non rimangano affatto privi di pastore, finché dalla ricordata Congregazione dei Cardinali, della quale avrai cura di renderla subito consapevole dei predetti, sia altrimenti disposto.

5 Affinché però nelle predette parti l'Ordinazione dei Sacerdoti Indigeni più facilmente si compia, e così la Fede Cattolica ivi più fermamente, benedicente il Signore, possa radicarsi, a te come Vicario Apostolico, in virtù del presente, per il tempo essendo sottoposti ai Cristifedeli indigeni delle medesime parti, benché non intendano la lingua latina, tuttavia purché sappiano leggerla, e sia loro dichiarato il Canone della Messa e le formule dei Sacramenti della Chiesa, per promuovere a tutti gli Ordini Sacri e del Presbiterato, osservate le altre cose da osservarsi, e i promossi nel ministero dell'Altare possano e valgano liberamente e lecitamente ministrare; nonché di dispensare e di commutare la recitazione dell'Ufficio Divino, cioè delle Ore Canoniche, ai medesimi Cristifedeli nella recitazione di altre preghiere nella loro lingua, a tuo arbitrio, la facoltà parimente con autorità e per il tenore del presente, per sette anni soltanto concediamo e impartiamo, salva sempre in quanto sopra l'autorità della predetta Congregazione dei Cardinali.
