Breve sulle dimissioni dei vescovi francesi dell'Ancien Régime
PIO PAPA VII.
1 Venerabili fratelli, salute e benedizione apostolica.

PIUS PAPA VII.
Intclligimus sane , quanti stare debeat amori vestro eas oves relinquere quas semper carissimas habuistis , in quarum salute procuranda tantas curas impendistis , quibus vel absentibus, tanta sollicitudine prospexistis.
5 Cum igitur minime dubitemus quin , pro explorará vestra religione ac sapientiá vos Ecclesiae rationibus ac fídelium utilitati consulturi sitis , Deum optimum , máximum rogantes , ut confirmet virtutem vestram , quo alacrius, ut hilares datores decet, hoc tantum munus ei offerre possitis , ac pollicentes vobis nos , quantum in nobis erit , omni studio curaturos , ut meliori quá fieri possit ratione vobis prospiciatur , apostolieam benedictionem pignus paternae caritatis nostrae peramanter impertimur.

POPE PIUS VII.
1 Venerable brethren, greetings and apostolic blessing. — So many and so excellent are the deeds by which you, both collectively as a whole and individually each one, have deserved well of the Catholic religion, that for this reason you have been most abundantly commended by us and by Pius VI of happy memory, our predecessor, with testimonies of admirable virtue by every right. Although, however, great and glorious have been the things which have thus far been accomplished by you for the utility of the Church and the faithful, yet the circumstances of the times compel us to make known to you that you have not yet completed that course of merits and glory to which the counsels of divine providence have reserved your virtue for these times. Greater, venerable brethren, sacrifices remain to be added to those earlier ones by which you have been so distinguished. Your former merits toward the Catholic Church must be accumulated with more abundant merits. The preservation of the unity of the Holy Church, the restoration of the Catholic religion in France now demand from you a new testimony of virtue and greatness of spirit, from which the whole world may understand more and more that those most holy endeavors with which you have burned for the Church have been turned, not to your own advantage, but solely and truly to the good of the Church. Your episcopal sees must be voluntarily relinquished by you, and the same must be freely resigned into our hands. This is indeed a great thing, venerable brethren; yet it is of such a kind that it must necessarily be both demanded by us and performed by you for the settlement of Church affairs in France. We understand indeed how much those sheep whom you have always held most dear must cost your love to leave, in procuring whose salvation you have expended such great care, whom even in your absence you have regarded with such solicitude. But the more bitter this sacrifice shall be to you, the more acceptable also will it be to God; and from Him a recompense equal to your sorrow, equal to His generosity, is to be expected by you. To this end, therefore, we exhort your virtue with the greatest possible earnestness of our mind to offer it willingly; we beseech, we implore, we adjure you through the bowels of our Lord Jesus Christ that you accomplish this for the preservation of unity with strong and ready spirit.
2 The knowledge of your singular doctrine and proven virtue, which we have always admired in you during the most difficult times of the Church, assures us certainly that you will send to us immediately the letters of your free abdication; nor does it allow us to suspect that any one of the wise and most virtuous pastors of the Gallican churches would interpose any delay whatsoever, but will obey our paternal exhortations with ready and constant mind, having before him the illustrious example of St. Gregory of Nazianzus in laying down the episcopate of Constantinople. And truly, in that condition of affairs in which we are placed, what ground for suspicion could there be for us that any one of you would resist our exhortations and prayers, if that be remembered which the Church has constantly felt and St. Augustine against Cresconius: "Bishops are not for our own sake, but for the sake of those to whom we minister the word and sacrament of the Lord; and therefore, if the necessity of governing them without scandal to them should require it, thus we ought either to be or not to be, because we are not for ourselves, but for others?" You know indeed, Venerable brethren, that many most distinguished prelates of the Church, to conform themselves to this principle of the Church, for the preservation of unity, have willingly laid down their sees, and nearly three hundred Catholic bishops shortly before the most celebrated conference of Carthage openly professed themselves ready; and indeed they considered themselves bound by this, namely to abdicate the episcopate if their abdication should be judged to avail for the removal of the schism of the Donatists 1. These examples assuredly many of you, Venerable brethren, have had before your eyes, and have conceived these same counsels in your minds, who to Pius VI of blessed memory, our predecessor, in your letters of 3 May of the year 1791 professed yourselves ready and prepared to leave your churches, if the good of religion should demand it. Which that most wise Pontiff attributed to the highest praise of those bishops themselves 2. Nor were there lacking among you, even in these recent times, who signified to us in their letters that they would willingly do the same, if it should seem necessary for the preservation of religion in Gaul. Since therefore we have now fallen upon times in which the free abdication of your sees is altogether necessary for the good of the Catholic religion, we can in no wise doubt that you will render this obedience to God, and will offer this new sacrifice, to the offering of which you know yourselves to be bound; and if the utility of the Church should demand it, you have long since professed yourselves ready with such praise. Certain therefore, from the opinion which we have always held of your religion and virtue, that upon reading our letters, for the increase of your merits toward the Church and for the preservation of its unity in Gaul, with no hesitation interposed, you will obey our exhortations with full docility, we first congratulate you on that immortal glory which this so illustrious testimony of virtue, religion and obedience, which is now to be given by you to the universal Church, will obtain. So great indeed will it be, that it will be far to be preferred to the other praises which you have merited by undergoing so many perils, by enduring so many calamities with such constancy, for the preservation of religion in the churches entrusted to your faith. Since indeed what the same St. Augustine writes in his letter to Castorius: It is far more glorious to have laid down the burden of the episcopate to avoid the perils of the Church, than to have undertaken it for the sake of governing 3. We congratulate you moreover on those most ample rewards which this sacrifice of yours will merit for you from God the rewarder of the good. "For not indeed (as the aforesaid St. Gregory of Nazianzus writes) will those who have yielded their thrones suffer loss even in God's sight, but will have the supreme chair, much more sublime and secure than these (oration 32, vol. 1, works, Bally edition)." We congratulate you finally, considering how many advantages will enrich the universal priesthood these memorable examples of a mind caring for nothing of its own, but only for those things which are God's and of the laboring Church; these documents of obedience, humility, faith, and of all episcopal sanctity, with which you will crown the conclusion of your episcopate. This virtue of yours will assuredly close the mouths of the lies of those who detract from the priesthood, who, calumniating, find nothing in the ministers of the sanctuary but pride, cupidity, arrogance. This new praise by which you will be illustrated will extort admiration of virtue even from the unwilling, who will be forced to confess of the Church that which the same St. Augustine in the cited Letter to Castorius proclaims: "That there are in her bosom those who seek not their own, but those things which are Jesus Christ's."
3 We are compelled by the urgent necessity of the times, which exerts its force upon us in this matter as well, to signify to you that it is altogether necessary for us to receive a written response from you within at least ten days, and that this response be delivered to him from whom our letters shall be returned to you, and you ought to make us certain by an authentic document that you have received these same letters. This also, by the same pressing causes, must be signified to you, namely that the response which you are about to give to our letters must be altogether absolute, and not dilatory, so that unless within ten days you have given an absolute response (such as we earnestly and repeatedly request be sent by you), even if you should respond to us with dilatory letters, we shall be compelled to regard you just as if you had refused to comply with our requests. What we are led to hope will by no means be done by you, both because the desire for preserving religion and reconciling the peace of the universal Church, with which you are wonderfully inflamed, and your own piety which is proper to those of your station, and the due obedience owed to us, and that zeal which you have always shown, in so great a burden of cares by which we are pressed, supply the aids of your virtue to our infirmity. Indeed we are confident that you will obey our admonitions with ready and willing mind, by which we are driven with such intensity of purpose to establish the good of the Church, urging your virtue. Especially since you, being possessed of wisdom, ought to know that if you refuse to comply with our requests, lest any obstacles be placed by us in France to the preservation of Catholic unity and the restoration of the Church's tranquility (we say this with sorrow, but nevertheless so great a danger to Christian affairs impends that it must altogether be said by us), we shall necessarily be forced to come to those measures by which all impediments may be removed, and that good alone be achieved which religion can altogether accomplish.
4 As to our own zeal and benevolence with which we have always embraced you, Venerable Brethren, and the regard and care which we have always held for your virtue, dignity, and merits, we believe you to be so persuaded that we think it scarcely necessary to explain to you at greater length that nothing has been left undone by us whereby we might prevent so great a bitterness of sorrow from you. Nevertheless it must be confessed with great sorrow that our solicitudes, our labors have not been equal to resisting the necessity of the times, to which we have been altogether forced to yield, lest through this sacrifice of yours we might not provide for Catholic religion. Weighing these matters in an equal balance, we should have seemed to think more unjustly of your virtue if we had believed that you would prefer your reasons to the preservation and advantages of the Church, and that you would forget what St. Augustine wrote in the name of the African bishops to Marcellinus the tribune, when he testified that those bishops were prepared to lay down the episcopate. "For why do we hesitate to offer this sacrifice of humility to our Redeemer? Or did He descend from the heavens into human members, that we might be His members: and shall we fear to descend from the chair lest His very members be torn by cruel division? For us nothing is more sufficient than to be Christian faithful and obedient: This we always are; but bishops are ordained for Christian peoples. What therefore profits Christian peoples for Christian peace, let us do from our episcopate. If we are useful servants, why do we grudge the eternal gains of the Lord for our temporal dignities? Episcopal dignity will be more fruitful for us if it gathers the flock of Christ by laying it down rather than scatters it by retaining it. For with what face in the future age shall we hope for the honor promised by Christ, if our honor in this age impedes Christian unity?"
5 Since therefore we do not in the least doubt that, given your known piety and wisdom, you will consult the interests of the Church and the welfare of the faithful, beseeching God almighty and most high that He confirm your virtue, so that the more readily, as becomes cheerful givers, you may offer this great burden to Him, and promising you that, as far as in us lies, we shall take care with all diligence that you be provided for in the best manner that can be done, we most lovingly impart the apostolic blessing as a pledge of our paternal charity.
