PUGINIER, PAUL-FRANÇOIS. - B. on 4 July 1835 at Saix (Tarn, France), he entered the Seminary of the Foreign Missions of Paris on 1 July 1854. Ordained priest on 29 May 1858, he left in August of the same year for western Tonkin, which he was unable to enter until 1862 because of the persecution.
In Nov. 1867 he was appointed coadjutor to Msgr. J. S. Theurel, apostolic vicar of western Tonkin, and was consecrated bishop of Mauricastro on 26 Jan. 1868 at Hoang-Nguyen. On 3 Nov. of that year he succeeded Msgr. Theurel. During the various expeditions of Francesco Garnier (1872) and of Rivière (1883), Puginier offered counsels of moderation in order to succeed in pacifying the country.
