Brief erecting Baltimore as a metropolitan see and assigning suffragan dioceses

Brief of Pope Pius VII ·

Pope Pius VII. To perpetual memory of the matter.

1 The office of the Pontificate, entrusted to Us, though unworthy, by divine authority, moves Us with paternal care to erect Cathedral Churches, which the vigilant zeal of Bishops, with the aid of Divine grace, has made flourishing, with all the greater diligence, inasmuch as We perceive and trust that their eminent dignity can contribute most usefully to the glory of Almighty God and to the increase of devotion of the faithful of Christ. Since therefore the Catholic Religion, having been first brought into Maryland, which is one of the Provinces of the United States of America, received from it the blessings of heaven, so that thence through workers of souls burning with zeal it was propagated into the remaining regions of that empire and took deep root everywhere; of blessed memory, Pope Pius VI, Our Predecessor, in order to provide more opportunely for the increase of the Faith and the welfare of the faithful there, erected an Episcopal See in that City called Baltimore, which is situated in Maryland and in which the greater part of Catholics dwelt, and which seemed more suitable for commerce with the other provinces, and there constituted the Venerable Brother John Carroll as Bishop and Pastor, and others, as is more fully contained in the Apostolic Letters of that same Predecessor in the form of a Brief issued on 6 November 1789. And whereas by the benignity of Our Lord and Saviour, wonderfully favoring the workers of His vineyard, it has come to pass that His Orthodox Faith, spread far and wide throughout all the Provinces of the United States of America, seems to require new Bishops, who, with the faithful multiplied, yet dwelling separately and often at great distance from Baltimore, might assist them more closely here and there: We, attending chiefly to this, that, as the City of Baltimore by the advantage of its location affords great facility to all parts of the United States of America for having commerce with it, so it will be easy and convenient for Catholics of those parts, both Ecclesiastical and Secular, to have recourse to it for their causes of justice: for this reason, by the counsel of Our Venerable Brothers, the Cardinals of the Holy Roman Church presiding over the Congregation of the Propagation of the Faith, We do, by Apostolic authority, in the tenor of these presents, declare, make and institute the aforesaid Episcopal See of the City of Baltimore into an Archiepiscopal and Metropolitan See and the head of other Sees throughout the United States of America, and to it We fully attribute and assign all and singular the rights, privileges and prerogatives which are wont to be held and enjoyed by other Archiepiscopal and Metropolitan Sees: then to the Venerable Brother John aforesaid, who still holds the aforesaid Episcopal See, on account of his singular merits toward the Catholic Religion and the Apostolic See, the title of Archbishop, so that henceforth he shall be called Archbishop of Baltimore, together with the conferral of the Pallium and Cross, and other insignia and honors, rights and privileges, graces and indults, which other Archbishops by right, use and custom enjoy, possess and hold, in the same manner and without any discrimination whatsoever, both to him and to his future successors in the Archbishopric of Baltimore, by the aforesaid authority and tenor, We do grant and confer.

2 Furthermore, to the same Archiepiscopal and Metropolitan See of Baltimore, four new Episcopal Churches, namely New York, Philadelphia, Boston and Bardstown, erected by Us this day, and others in the same parts of the United States of America, to be erected by the Apostolic See in the future, by the counsel of the same Cardinals and by the same authority, We do assign as Suffragan Sees, and We do enroll the Bishops existing for the time being in these Churches as Suffragans of the Archbishop of Baltimore, who, as members to the head, shall be subject to his Archiepiscopal and Metropolitan right, and We do subject to the Archbishop himself, as regards Archiepiscopal and Metropolitan rights, the Clergy and all the People of these Churches, whose causes shall be referred to the said Archbishop according to the statutes of the Sacred Canons.

3 Finally, for the Diocese, which shall henceforth be the peculiar and proper Diocese of the Archiepiscopal Church of Baltimore, We do establish and assign to it both Maryland and the remaining regions, which it has from the south to Georgia inclusive, until, however, otherwise provided by this Holy See, whose authority We wish to be preserved intact in these matters, as also that of the aforesaid Congregation of Cardinals. Commanding therefore to the same Archbishop now and for the time being existing, by virtue of holy obedience, that he obey that Congregation dutifully, faithfully carry out its commands, transmit the acts of his Archiepiscopal visitation to it at proper times, and keep it informed of all things which he shall know in the Lord to be more profitable to the spiritual welfare of the flock committed to him and to the advancement of the Suffragan Churches. Decreeing that these same present Letters are firm, valid and effective and shall be... Given at Rome, at St. Mary Major, under the Fisherman's Ring, on 8 April 1808, in the ninth year of Our Pontificate. (From Bull. de Prop. Fide, vol. 4, p. 341.)

Pio Papa VII.

Fide, tom 4, pag. 341.)
