MOTU PROPRIO
SEMINARIA CLERICORUM
A NEW SACRED CONGREGATION « OF SEMINARIES AND OF UNIVERSITIES OF STUDIES » IS ESTABLISHED.

1 Seminaries for the clergy have been seen from the beginning to be of such great utility for the discipline of the Church, that the fathers of Trent, when they had drawn up a decree concerning their establishment in session XXIII, chapter XVIII, did not hesitate to affirm that the most holy Synod, having accomplished this one thing, if it had done nothing else, would have deserved well of the Church, and would have obtained the reward of their common labors. And so those sacred prelates, with St. Charles Borromeo leading the way, as soon as they returned home from the Council, and all the most diligent Bishops thereafter, among whom should be mentioned the Blessed Barbadicus, the light of the Church of Padua, in caring for the reform of Christian life had nothing more urgent than to carry out this salutary prescription of the Council by establishing sacred Seminaries in each of their dioceses, and by providing them with the best laws. The Apostolic See showed how much it valued this very thing, not only when it hastened to establish the Roman Seminary, which it has never ceased to foster with special care, but also when it constituted its own College of Cardinals to protect sacred Seminaries throughout the whole world.

2 Although this duty was later divided, partly assigned to the Sacred Congregation of the Council, and partly to that of Bishops and Regulars, nevertheless the Roman Pontiffs have not diminished their original care for Seminaries; indeed, whether by consulting with dioceses after legitimate reports, or by approving the laws of certain religious communities, or by addressing bishops coming to Rome according to prescription, they have never failed to take account of Seminaries and their condition. Our predecessor of holy memory Pius X applied himself especially to this, who in the Constitution Sapienti Consilio concerning the ordering of the Roman Curia, among other things established that « all those matters which pertain to the government, discipline, temporal administration and studies of Seminaries » should be assigned to that Sacred Congregation which the Supreme Pontiff himself presides over, and which has the duty to watch over those matters « which pertain to the government of individual dioceses in general », that is, to the Sacred Congregation of the Consistory.

3 But since the burden of business at this Sacred Congregation has grown excessively, and the care of Seminaries demands greater effort day by day, it has seemed good to Us to undertake some new arrangement for moderating all their discipline.

4 Indeed, when a new ordering of the Roman Curia was being prepared, thought was given to establishing a special Sacred Congregation which would preside over Seminaries; which plan, since the circumstances of the times prevented it from being carried out, We judge should be revived, yet not in such a way that the handling of matters concerning Seminaries should be withdrawn and completely separated from the Sacred Congregation of the Consistory, since We wish the one and the other Congregation to be joined together by some connection.

5 Having therefore given mature consideration to the matter and having explored the opinions of several Cardinals, by this apostolic authority We decree and establish what is written below.

6 I. Let there now be a proper Sacred Congregation for Seminaries, in the manner of the other offices of the Roman Curia, and to it shall pertain all those matters which up to now have been handled concerning Seminaries at the Congregation of the Consistory, so that henceforth it shall be its duty to form the minds and souls of clerics.

7 II. To the duties of this Sacred Congregation shall be added the duties of the Congregation of Studies; and so this same Congregation shall be called « Of Seminaries and of Universities of Studies ».

8 III. The Prefect of this Congregation shall be one of the Cardinals of the Holy Roman Church: to him a Secretary with an adequate number of officials shall render service.

9 IV. Whoever shall be given as Prefect to the Sacred Congregation shall by virtue of his office be numbered among the Cardinals of the Sacred Congregation of the Consistory: whoever shall be Secretary shall be numbered among the Consultors. Conversely, the Cardinal Secretary of the Sacred Congregation of the Consistory shall be co-opted by virtue of his office among the Cardinals of the new Congregation, and the Assessor among the Consultors.

10 V. Those who are at present numbered among the Cardinals of the Sacred Congregation of Studies shall be considered by that very fact to be enrolled in the new Congregation « of Seminaries and of Universities of Studies ». To these shall be added Our Vicar General in spiritual matters, for the duration of his office.

11 VI. The laws for Seminaries, both diocesan and regional, laid down by Our predecessor of holy memory and approved by Us, We wish and command to be carefully observed in all respects, so that in the government, discipline and studies of Seminaries nothing shall be considered changed.

12 These things We establish and command, notwithstanding any contrary provisions, even those worthy of special mention.

13 Given at Rome at St. Peter's, on 4 November 1915, on the feast of St. Charles Borromeo, who merited most brilliantly in establishing clerics for the Church, in the second year of Our Pontificate.

MOTU PROPRIO
SEMINARIA CLERICORUM*

7 II . Huius Sacrae Congregationis muneribus munera accedant Congregationis Studiorum; itaque haec eadem Congregatio « De Seminariis et de studiorum Universitatibus » appelletur.

8 III. Praefectus huius Congregationis anus esto e S. R. E. Cardinalibus: cui secretarius cum idoneo administrorum numero operam navet.

9 IV.

His accedet Noster in spiritualibus Generalis Vicarius, durante munere.

11 VI.

13 Datum Romae apud S. Petrum, die IV novembris MCMXV, in festo S. Caroli Borromaei de clericis Ecclesiae instituendis praeclarissime meriti, Pontificatus Nostri anno secundo.
