Summum semper
Apostolic Letter confirming the Benedictine Confederation
Recent Constitutions of the Benedictines.
1 June 1893.
1 We have always been held by the greatest concern for the renowned Order of St. Benedict, which by the holiness of its life and by every cultivation of humanity has been in the greatest times of the Church and of the commonwealth an outstanding support and ornament to both. Wherefore we are not unwilling, as the matter requires, to offer many proofs of this concern and of the solicitude flowing from it; for we are sustained by sure confidence that the present students of this Order, emulating the industry of their predecessors in both the praise we have mentioned, will bring it about that that Order flourishes just as it flourished in that age when it reached the highest pinnacle of solid glory, and extends its branches even to the sea 1. With our attention directed to this end, there came to our aid in timely fashion our beloved Son Joseph Benedict, Cardinal of the Holy Roman Church Dusmet, who, obediently complying with our wishes, came recently to the City at our summons, so that he might first lay the stone of the College of St. Anselm on the Aventine Hill to be built, and preside over the assembly. An assembly of Abbots and men delegated from the various families of Benedictines, whom they call the black monks. The reason for convening this assembly was that, with counsels pooled together, matters pertaining to the common concerns and advantages of the entire Order might be dealt with, and especially that a fraternal association might be formed, as if by a covenant struck, which would hold together all the Families of which the same Order consists, by the sweet bond of mutual charity.
2 When the aforesaid Abbots and delegates, having met several times in the buildings at St. Callistus, had deliberated carefully and seriously about the matters proposed, they drew up in writing certain decrees and decisions on which they had agreed among themselves for the common advantage of the entire Order. Our said beloved Son Joseph Benedict, Cardinal Dusmet, reported these carefully to us when he came to us on the day before the Kalends of May of this year, requesting that they, if they should please us, be confirmed by us.
3 Therefore, having sought and examined the opinion of certain Cardinals of the Holy Roman Church, to whom we specifically entrusted the care of reviewing the submitted writing, we judged that we should accede to this most just petition. And by our Apostolic authority we determined to approve and confirm the decrees and decisions of the aforesaid Abbots and Delegates expressed in the following words:
4 « I. All Congregations of Benedictines, whom they call the black monks, enter into a true fraternal Confederation, which Confederation, however, subjects no Congregation to another. » But so that this Confederation may have some unity, with the Congregations of all the Benedictines we have mentioned remaining firm, and their Constitutions or declarations; and the proper Archabbots or Abbots General, Abbots President, and likewise Procurators General and Visitors of each remaining in place; likewise with the rights and privileges of each monastery remaining firm. An Abbot Primate of all the Congregations shall be created, who shall reside in Rome for matters directly concerning the good of the entire Order.
5 » 2. The Abbot Primate shall be chosen from the whole body of the Congregations, with no distinction of nations made, and with no distinction of the same Congregations observed, but with consideration of virtue, fitness and merits alone.
6 » 3. The Abbot Primate, constituted in the manner set forth above, with the attributes to be benignly granted to him by our Most Holy Lord, shall at the same time be Abbot of the College of St. Anselm in the City with ordinary jurisdiction, and shall remain there. The College itself shall not be considered to belong to any of the said Congregations, but shall have a family composed of all the Congregations, which the Primate himself shall arrange to constitute, having heard the Rector of the College. All the superiors of each Congregation shall comply with the Primate in forming the aforesaid family of the College, except in the case of special necessity.
7 » 4. The office of Primate of the Benedictine Congregations and Abbot of St. Anselm shall last for twelve years; and therefore every twelfth year the Presidents of all the Congregations, and as far as it can be done, also all the Abbots of governance shall convene in Rome for the election of a new Primate, or for the confirmation of the same for another twelve years, and also for matters as above, unless it shall seem good to the same Primate to convene the Presidents and Abbots aforesaid within the twelve years for some very grave cause. » But if the Primate should depart from life within the twelve years (or if his office should otherwise happen to become vacant by law and in fact), the governance of the College of St. Anselm during the time of vacancy shall be in the hands of the Rector of the same College, who, however, without any delay interposed, after the death of the Primate, by mandate of the Supreme Pontiff, shall convene all the Presidents of the Congregations and Abbots as was said above, for an election to be held within six months. » But he alone is validly considered elected Primate and Abbot of St. Anselm to whom two-thirds of the votes in the election shall have been cast. But for this first time, let the Abbot of St. Anselm and Primate be he whom our Most Holy Lord Leo, Pope XIII, our most benign Protector and Patron, shall deign to assume to the burden of this office.
8 » 5. The Rector of the College of St. Anselm, holding the governance and discipline of the same College by the will and consent of the Abbot, shall know well that all matters which concern the relations of the College with the individual Congregations pertain to the Abbot of St. Anselm as Primate of all the Congregations. The Rector shall be bound to render to the same Abbot every assistance in fostering the same College, especially in selecting Professors, in establishing a course of studies accommodated, so far as it can be done, to the necessities of the individual Congregations, and he shall introduce no new matter of any importance concerning the manner of living, monastic discipline or studies without the consent of the Abbot of St. Anselm. »
9 These therefore being known, all and singular the statutes, decrees, and ordinances of the Families of the Black Benedictines, as written above, we approve and confirm in every part by Our Apostolic authority, and we command that they obtain the force of law, which all the aforesaid families shall be bound to observe perpetually, notwithstanding any constitutions, decrees, privileges, customs and other matters to the contrary whatsoever, even though worthy of special mention, to which we will that derogation be made for the effect of these presents in the same manner as if their tenor had been inserted here word for word.
10 Moreover, since according to the statutes and decrees aforesaid which we have confirmed, an Abbot Primate is to be placed at the head of the Confederation of the Families of the Black Benedictines, who shall at the same time be Abbot of the College of St. Anselm of the City, at this first instance, by Our own motion and authority, We elect and constitute as Primate, and therefore as Abbot of St. Anselm, Our beloved Son Hildebrand Hemptinne, Abbot of Maredsous from the Congregation of Beuron, to which office conferred by Us shall endure so long as it shall please Us and Our successors in this Holy See. For the rest, through Our Congregation set over the affairs of Bishops and Regulars, there shall be separately defined in detail what are the particular duties of the office of Abbot Primate, and what are his singular rights and offices toward the entire Order, so that the union of all the families may be preserved to which its institution is directed. Meanwhile, since ancient wisdom teaches that even small matters, much less great ones, grow by concord, and concord of brethren is celebrated in divine utterances, as being approved before God and men, we not unreasonably trust that this union of all parts of the most worthy Order shall contribute not only to its honor and increase, but also that the fruits which it shall bear in abundance may, with God's assistance, turn to the advantage of the Church and of all human society.
11 Given at Rome at St. Peter's under the Fisherman's Ring on 12 July in the year 1893, in the sixteenth year of Our Pontificate.

Nuperrimae Constitutiones Benedictinorum.
Abbatum virorumque delegatorum a variis Benedictinorum, quos atratos vocant, familiis.
3 Igitur quaesita inspectaque sententia quorumdam S. R. E- Cardinalium, quibus nominatim recognoscendae oblatae scriptionis curam demandavimus, postulationi aequissimae censuimus annuendum.
4 « I. Omnes Congregationes Benedictinorum, quos nigros vocant, veram fraternam Confoederationem ineunt, quae tamen Confoederatio nullam Congregationem alteri subiicit.
5 » 2. Abbas Primas assumatur ex universo corpore Congregationum, nullo facto nationum discrimine, nullaque servata eorumdem Congregationum distinctione sed sola virtutis, idoneitatis et meritorum contemplatione.
