(LYCOPOLITAN OF THE COPTS) A NEW EPARCHY OF LYCOPOLIS OF THE COPTS IS ERECTED IN EGYPT, FROM TERRITORY SEPARATED FROM THE EPARCHY OF THEBES OF THE COPTS. PIUS, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR PERPETUAL REMEMBRANCE OF THE MATTER

1 From Peter's Chair, as from a lofty watchtower, the Roman Pontiffs, fulfilling the supreme office of apostolate committed to them, looking out upon the entire Christian world, strive with earnest care to ensure that the circumscriptions of Churches correspond as aptly as possible to the circumstances of things and places. New dioceses are accordingly erected by them whenever this appears to serve the greater good of souls and the increase of the Catholic faith. With this very intention our predecessor of happy memory, Leo the Thirteenth, moved by the zeal he bore toward the Coptic people and the vigilant solicitude by which he was impelled, through Apostolic Letters under lead of Christ the Lord, dated the twenty-sixth day of November in the year of Our Lord one thousand eight hundred and ninety-five, so that "both the Catholics might be confirmed in their union and faith toward the Apostolic See, and those in dissent might be invited to seek and renew that same union," restored the Patriarchate of Alexandria and established it for the Copts and erected for it two suffragan dioceses, namely the Hermopolitan and the Theban. We, following in the footsteps of so great a Pontiff, moved by no less charity toward the Coptic people, having especially before our eyes that the Catholic name among that people, by the help of God and the assistance of the Almighty Mother of God, whom all Christians of the Alexandrian rite venerate with filial obedience, has already received no small increase and shall obtain greater increase in the future, have deemed it fitting to erect a new Eparchy in that province of the preaching of St. Mark. Wherefore, having favorably received the wishes of our venerable Brethren Mark Khouzam, Bishop of Thebes and Apostolic Administrator of the Patriarchate of Alexandria of the Copts, and Arthur Hughes, Bishop Titular of Hierapolis and Regent of the Apostolic Delegation in the territory of Egypt, and having taken counsel with our venerable Brethren the Cardinals of the Holy Roman Church presiding over the Sacred Congregation for the Oriental Church, having supplied, insofar as it is necessary, the consent of others whose concern it is, or who presume it to be their concern, having maturely weighed all things and with certain knowledge, by the fullness of apostolic power, we dismember from the Eparchy of Thebes a portion of territory, which we erect and establish into a new Eparchy for the Catholic Copts of the Alexandrian rite, which we decree shall be named Lycopolitan from the city of Lycopolis, commonly called Assiut, in which we fix the episcopal see, and we subject it as suffragan to the Patriarchate of Alexandria of the Copts. The boundaries of this new Eparchy shall be these: to the north the Eparchy of Hermopolis (latitude 28°); to the east the Red Sea; to the south the Eparchy of Thebes (latitude 27°); to the west the Libyan Desert. We establish the bishop's chair in the principal church of Lycopolis, or in another to be built hereafter, to which accordingly and for the time being we grant to the Bishops of Lycopolis all the rights, insignia, and privileges which the other cathedral Churches throughout the world and their Prelates enjoy, and we likewise bind them by the burdens and obligations by which the other Cathedrals and their Ordinaries are bound. The episcopal table of this new Eparchy shall be constituted by the emoluments and offerings of the faithful, for whose good the Eparchy itself has been erected, besides those which shall be collected for this purpose. We further decree that as soon as these Our Letters shall be put into execution, on the day, month and year strictly defined, all Catholic persons, the faithful and clergy existing within the boundaries of the Eparchy described above, shall by that very fact be subject to the jurisdiction of the Ordinary of Lycopolis both in spiritual and temporal matters, according to the norms of the sacred canons and the particular law of the Coptic Church. As regards the Clergy in particular, we decree that after the execution of these Letters, those who legitimately dwell in its territory shall be considered enrolled in the Eparchy of Lycopolis; and young men called to the lot of the Lord shall be sent to the Seminary of St. Leo existing in the city of Tanta, so that imbued with doctrine and piety they may be trained in hope for the Church. Finally, we command that all documents and acts concerning this new Eparchy be transferred from the episcopal curia of Thebes to it as soon as possible, so that they may be carefully preserved in its archive. For the execution of all these things, as disposed and constituted above, we appoint the venerable Brother Arthur Hughes mentioned above, and we therefore grant to him the necessary and opportune faculties, even of subdelegating, for the effect in question, any man adorned with ecclesiastical dignity, and we impose upon him the duty of transmitting to the Sacred Congregation for the Oriental Church an authentic copy of the acts of the execution performed as soon as possible. These present Letters and whatever is contained in them, even from the fact that anyone whose concern it is or who presumes it to be his concern, even if worthy of specific and individual mention, has not been heard or has not consented to the foregoing, can never at any time be noted, impugned, or called into question on account of the vice of subreptiousness or obreption or nullity, or of Our intention, or any other defect, however substantial and unforeseen; but these Letters, as made and emanated from certain knowledge and the fullness of power, shall exist perpetually valid and shall produce their full and complete effects and obtain them and ought to be inviolably observed by all to whom they pertain; and if it should happen that anyone, by whatever authority, knowingly or unknowingly, should attempt anything contrary to these things, we will and decree that it be entirely null and void; notwithstanding, insofar as it is necessary, the rules established in synodal, provincial, general, and universal Councils, general or special constitutions and apostolic ordinances and any other dispositions of Our Predecessors the Roman Pontiffs and other contrary matters, even those worthy of special mention, all of which we derogate by these presents. Finally, we will that to copies or excerpts of these Letters, even printed ones, but subscribed by the hand of some public notary and sealed with the seal of a man constituted in ecclesiastical dignity, the same faith be given as would be given to these presents if exhibited or shown. Let no one be permitted to infringe this page of dismemberment, erection, constitution, concession, statute, subjection, decree, delegation, derogation, and Our will, or to act contrary to it. If anyone, however, should presume to attempt this with rash boldness, let him know that he will incur the indignation of Almighty God and of the blessed Apostles Peter and Paul.

2 Given at the Castle of Gandulph, in the year of Our Lord one thousand nine hundred and forty-seven, on the tenth day of the month of August, in the ninth year of Our Pontificate.
