Motu proprio di papa Pio XI ·

PIO PP. XI
MOTU PROPRIO

MOTU PROPRIO

10 II. A christifidelibus preces piaque opera eo consilio postulet, ut caelestis pastorum Princeps quam plurimos velit ex ethnicis nationibus iuvenes bene animatos superno quodam instinctu ad sacerdotium vocare, itemque velit quos sua aspirante gratia ad huiusmodi inceptum sanctissimum allexerit, iidem scientia ac virtute praestantes omnino evadant.

11 III. Postulet praeterea a fidelibus ut suam quisque opem pro viribus conferant, sive certam quotannis donando pecuniae vim, sive stipem in populo corrogando, sive aliquem e Seminarii alumnis, ut aiunt, adoptando, sive denique annuum reditum, vulgo borsa di studio, constituendo, quo unus saltem e sacris hisce levitis sustentari atque educari perpetuo possit.

12 IV. Sedem principem Romae habeat in aedibus Sacrae Congregationis Fidei propagandae, a cuius quidem auctoritate ut diximus, omnino pendeat.

13 V. Operi praesideat universo Secretarius generalis Sacrae Congregationis Fidei propagandae, qui, sicuti ad munus moderandi Operis a propagatione fidei, ita ad hoc pariter munus expresse a Summo Pontifice eligitur, quique Opus de consensu Ei Praefecti eiusdem Sacrae Congregationis regat, sessionibus Consilii generalis praesit, eiusque deliberationes ad opportunum exitum dirigat.

14 VI.

17 IX.

19 XI.

21 XIII. Omnes Missiones Sacrae Congregationi Fidei propagandae subiectae, prout eorum necessitates postulant, a Pontificio Opere a Sancto Petro Apostolo pro viribus iuvandae sunt.

22 XIV. Pontificium Opus a S. Petro Apostolo Secretarium habeat generalem, qui, proponente quidem Consilio generali, a Sacra Congregatione Fidei propagandae eligatur, eiusque ad nutum suo munere fungatur. Secretario generali certum quoddam statuatur ac tribuatur honorarium.

23 XV. Secretarii generalis officium esto, Praeside generali probante, ea omnia curare, quae ad ordinariam Operis administrationem pertinent.

24 XVI. Idem, Consilii mandata diligenter exsequendo, res ordinet atque disponat in generalibus coetibus agendas; in coetibus tamen Consilii Generalis suffragii tantum consultivi ius habeat.

25 XVII. Omnibus officialibus inferioribus a Consilio generali, prout res postulat, delectis, Secretarius generalis praesit, curet que ut iidem proprium cuiusque munus fideliter naviterque obeant, atque attente invigilet ut Arcarius rem sibi concreditam accurate regat.

26 XVIII. Thesauri custos aream pii Operis diligentissime custodiat, curet que ut, probante Consilio generali, pecunia tuto frugifero que modo collocetur.

27 XIX . Quotannis Arcarius accepti et expensi accuratam rationem reddat quae ratio a duobus censoribus in hanc rem a Consilio generali deputatis excussa atque probata, Consilio generali iterum probanda subiiciatur.

28 XX.

29 XXI . Pontificium Opus a S. Petro Apostolo in singulis nationibus ubi viget, proprium constituat Consilium nationale, quod quidem suum habeat secretarium suosque officiales, circa quos, congrua congruis referendo, ea quae de Consilio generali statuta sunt, diligenter serventur ; de Directoribus vero nationalibus in Litteris Decessor Noster a Nobis hoc eodem die Motu proprio datis, iam provisum est.

30 XXII . Consilia nationalia opes a fidelibus oblatas, quantaecumque sunt, - sive pecuniam, sive missionalium alumnorum adoptiones, sive denique

31 XXIII .

33 Datum Romae, apud Sanctum Petrum, die XXIV mensis Iunii, in festo Sancti Ioannis Baptistae, anno MDCCCCXXIX, Pontificatus Nostri octavo.

MOTU PROPRIO
VIX AD SUMMI PONTIFICATUS*
THE PONTIFICAL WORK "FROM ST. PETER THE APOSTLE" FOR THE TRAINING OF NATIVE CLERGY IS ENDOWED WITH ITS OWN AND DEFINED STATUTES.

1 Scarcely had We been raised to the chair of the Supreme Pontificate when We pursued with particular favor and zeal those Pontifical institutions whose purpose is to advance the Catholic Missions with all possible effort, namely the Pious Work for the Propagation of the Faith, which indeed holds the first place in this category, and likewise the Work of the Holy Infancy and the Work of St. Peter the Apostle, all of which render Us opportune and diligent service, so that the Kingdom of Jesus Christ may be happily extended everywhere.

2 The Work of St. Peter the Apostle, with which We are here concerned, had its beginning, as all know, from certain most pious French women, Stephanie Cottin-Bigard and her daughter Joan, who, being eager to assist the sacred missionary expeditions with the utmost religious zeal by which they burned, conceived the idea of contributing their own prayers and resources to the best of their ability for the fostering and proper formation of the native clergy, and sought to gather as many as possible into a confraternity established for this purpose.

3 But when in the year 1903 the pious woman Stephanie Cottin-Bigard, whom We have mentioned, departed from life, her daughter Joan, who was laboring under infirm health, entrusted and commended the Work begun to the religious woman Mary of the Passion—at the sacred font of baptism Helen of Chappotin—and to the Congregation of Sisters founded by her, namely the Franciscan Missionaries of the Virgin Mary. These religious women, having advanced the matter entrusted to them with all diligence, then in the year 1920 earnestly petitioned the Sacred Congregation for the Propagation of the Faith that this pious Work and the laws by which it should be governed be legitimately approved by the Apostolic See.

4 Now it could not but be that such petitions were benignly received; for when the Eminent Fathers of that Sacred Congregation had duly considered the matter proposed to them by Our immediate predecessor of blessed memory Benedict XV and had supported it with their vote, the Pontiff ordered a decree to be issued by which such a Work was approved on the condition that it should depend upon the same Sacred Council for the Propagation of the Faith.

5 However, before definite and perpetual laws were granted to this most useful Work, it seemed opportune to establish certain norms by which it should be governed for a time, with this design and sure hope that the use of things and the growth of the undertaking would teach what might more fittingly be decreed in the future.

6 Thus it came to pass that, recognized by the Apostolic See and legitimately approved, and moreover enriched by Our immediate Predecessor and by Us with constant signs of paternal benevolence, the Work of St. Peter the Apostle from the year 1920 onward bore increasingly happy fruits, both by opportunely stirring the Christian faithful to obtain from the Prince of Pastors, through prayers offered to God, a native clergy distinguished in number and virtue, and by collecting alms so that nothing whatsoever should be lacking to all those called from pagan nations into the lot of the Lord for the achievement of this most holy purpose. In this field of good fruits growing happily, We clearly perceive and marvel at the aid of the most provident God, which appears to have been more abundantly obtained through the intercession of that most holy virgin Thérèse of the Child Jesus, whom We Ourselves have designated and appointed as heavenly patroness of this Work of St. Peter the Apostle.

7 It pleases Us moreover at this point to honor with deserved praise those who have not ceased to foster the Institute with active zeal each according to his ability; and to render heartfelt thanks especially both to the Sisters of the Congregation of the Franciscan Missionaries of the Virgin Mary, and to the much-lamented man Julius Tiberghien, Archbishop Titular of Nicaea, who, being of generous spirit, spared neither labor nor private expense to advance the matter in every way, and finally to the religious man Joseph Drehmans of the Congregation of the Most Holy Redeemer, who, when he served as General Secretary in the early period of this Institute, labored diligently in this undertaking.

8 As to what remains, just as on the 3rd day of the month of May in the year 1922 We granted to the pious Work for the Propagation of the Faith special institutions and laws for its governance, so now to the Work of St. Peter the Apostle, most dear to Us, which We are pleased to see has now attained a firmer maturity, so that it may henceforth respond ever more fully to Our paternal will and to the expectations of the Catholic Missions, We likewise decree and define its own institutions and laws, by which, as We are altogether confident will be the case, it shall indeed bear greater fruits day by day. Therefore, having maturely considered the matter, from the fullness of apostolic power, by Our own motion and certain knowledge, We establish and enact these things:

9 I. The Pontifical Work of St. Peter the Apostle ought by its very nature to aim at being a help to the Sacred Congregation for the Propagation of the Faith in the proper and holy formation of the native clergy and especially in establishing major and minor seminaries, wherever the circumstances of affairs appear to demand it.

10 II. Let him request from the faithful prayers and pious works with the intention that the heavenly Prince of Pastors may wish to call from pagan nations very many well-disposed young men by some supernatural impulse to the priesthood, and likewise may wish that those whom His grace inspiring has drawn to this most holy undertaking may become altogether outstanding in knowledge and virtue.

11 III. Let him further request from the faithful that each one contribute his aid according to his means, either by giving a fixed sum of money annually, or by collecting alms among the people, or by adopting, as they say, one of the Seminary students, or finally by establishing an annual income, commonly called borsa di studio, by which at least one of these sacred levites may be sustained and educated in perpetuity.

12 IV. Let it have its principal seat in Rome in the buildings of the Sacred Congregation for the Propagation of the Faith, upon whose authority, as we have said, it depends entirely.

13 V. Let the General Secretary of the Sacred Congregation for the Propagation of the Faith preside over the entire Work, who, just as he is chosen by the Supreme Pontiff expressly for the duty of directing the Work for the propagation of the faith, is likewise chosen for this duty, and who shall govern the Work with the consent of its Prefect of the same Sacred Congregation, preside over the sessions of the General Council, and direct its deliberations to a fitting conclusion.

14 VI. Let the Work moreover be directed by a General Council established in Rome, which, besides the General President, shall consist of counselor members who are chosen by the Sacred Congregation for the Propagation of the Faith for a five-year term from among priests of various nations residing in Rome, in whom this pious work already flourishes.

15 VII. If any of the Counselors is raised to the episcopal order or to the dignity of the Roman purple, he shall by that very fact cease from the office of Counselor.

16 VIII. In this especially, as their particular duty, let the General Council apply itself diligently: namely, that the resources and subsidies, whatever pertain to the Pontifical Work—for example, alms collected, adoptions of missionary students and incomes (commonly called borse di studio) for completing their ecclesiastical education—be distributed equitably. Let it moreover take care that the Work daily gains greater increase in individual nations.

17 IX. Let it likewise be the particular duty of the General Council to examine and approve the particular institutions and laws of the National Councils, as they are called, to consider the accounts rendered by them annually, and to review the registers.

18 X. Let the General Council convene together each month, so that money and other things offered by the faithful may be distributed equitably, and these, with the approval indeed of the Sacred Congregation for the Propagation of the Faith, may be carefully sent to those to whom they pertain. Let the right of convening the General Council rest with the President.
