EUGENE II, Pope. - He was a Roman priest of the title of St. Sabina when, upon the death of Paschal I, he was elected pontiff (May 11, 824) amid the conflicts provoked by the rivalries of the factions, thanks to the pacifying intervention of Wala, a monk of Corbie and counselor of the emperor Lothair. To close the door to new possible discord, Lothair promulgated a constitution that regulated the nature of imperial protection, the personal rights of Roman citizens, the selection of officials under sovereign supervision; the institution of two missi: one for the emperor, the other for the pope, a kind of arbiters in disputed affairs; the election of the pope to be carried out with the participation of the laity and with the obligation for the elect to swear an oath before the imperial missus and the people.

And he accepted this constitution and in turn, in Nov. 826, convened a council of 62 bishops and promulgated some forty disciplinary rules in relation to the present difficulties. M. in Aug. 827.
