QUEVEDO Y QUINTANO, PEDRO. - Cardinal, b. Jan. 12, 1736 at Villanueva del Fresno (diocese of Badajoz), d. March 28, 1818 at Orense. At Salamanca he took his degree in law and in theology; on Apr. 15, 1776 Pius VI appointed him bishop of Orense, and he retained this see until his death, although the archbishopric of Seville was several times offered to him.
Particularly zealous in his ministry, in 1790 he gave shelter to the French priests who were refugees from the Revolution. In May 1808 he was appointed by the governing Junta of Madrid a member of the national Junta that was to assemble at Bayonne to approve Napoleon's usurpation of the throne. On May 29, pleading his advanced age (he was by then 73) and his frail health, he refused to take part in that Assembly, but at the same time he declared that he could not accept the policy pursued by the Emperor with regard to Spain. On Jan. 29, 1810 Q. was elected a member of the Regency, but, having reached Cadiz in May, he refused to recognize the sovereign power of the Cortes and resigned both as regent and as deputy. As he did not intend to swear an oath on the Constitution, on Aug. 17, 1812 he was deprived of Spanish citizenship, whereupon he withdrew to Portugal. In 1818 Pius VII created him cardinal. In his diocese he earned merit for the founding of a hospice, of a home for foundlings and of the conciliar Seminary of St. Ferdinand.
