Encyclical on the rebuilding of the Basilica of Saint Paul Outside the Walls
1 1823 to archbishops and bishops. To our venerable brothers the patriarchs, primates, archbishops and bishops
2 Leo, Pope XII.
3 Venerable brothers, greetings and apostolic blessing. To the many and most grave calamities by which the memorable and most glorious pontificate of our predecessor was afflicted, there has been added, to the extreme sorrow of this city and of all Catholic peoples, as it were a final accumulation of misfortune: that most ancient edifice, a marvel of price, amplitude, and art, dedicated to the honor of the apostle, teacher of the gentiles, a distinguished monument of the piety and magnificence of Constantine the Great, by whom it was first built, and by the emperors Valentinian, Theodosius, Arcadius, and Honorius, by whom it was restored and adorned anew, and by the Roman pontiffs, by whose care it was subsequently restored, was suddenly consumed by a single fire in a few hours of the night. That same predecessor of ours had illustrated his piety toward the holy apostle by commanding the necessary repairs of that temple; and while these were being completed at great expense, the flames consumed almost everything with incredible force, and a few days later there was added to us and to the universal Church a most bitter sorrow, by the death of that pontiff which followed. In his place, though with unequal merits, we, God so willing, have been appointed; grieving over the most sad fate of the city thus despoiled of such an ornament, and reverencing the hidden counsels of divine providence amid the most grave cares of our ministry, we have turned our attention to those ruins, and have summoned all the aids of art and industry, so that whatever the fire had left of the building might be supported by whatever means could be employed. For we hoped that we ourselves would also achieve by our diligence that the golden door of that basilica might be opened again in the customary manner in the coming jubilee year, which was the reason why in our letters, by which we proclaimed the universal jubilee, we ordered that the Ostian church also be visited along with the patriarchal basilicas for the purpose of gaining indulgences. But so many and so grave new ruins have accumulated upon the former ones day by day, that it has become clearly known that what we desired cannot be done without great danger, at least so that the sacred rites of the jubilee might be performed in some manner. Wherefore we had to abandon that plan and think of a new construction almost from the foundation. The straitness of our resources indeed stood in the way, which surely will seem strange to no one after so many and such great losses to the public treasury; but nevertheless we have not lost heart, and we have undertaken the work not doubting in the least that the faithful would not only approve our plan, but would also be helpers in perfecting it by contributing money according to each one's ability, vying with one another.
4 For who would not strive according to his strength to comply with our wishes in this matter, if he would but consider that we are laboring for the glory and honor of that man, of whom Christ himself said, His name is declared to me, that I may make it known to the gentiles and kings; who from that time, inflamed by divine fire, became all things to all men, that he might gain all to Christ, who traversed so many regions by the most difficult journeys, exposed himself to all perils by land and sea, endured with unconquered spirit poverty, vigils, shipwrecks, stripes, stonings, robberies, and hardships of every kind, so that, though his modesty resisted, he was compelled by the instinct of the divine Spirit to say that he had labored more abundantly than all the other disciples of Christ, who finally poured out his life in blood, confirming by his illustrious martyrdom the truth which he had taught by word and example, so that it may truly be said that it was chiefly through his labors that our ancestors were called by Christ from darkness into his admirable light? And indeed he still breathes and lives in his epistles, which, even if all else were lacking, would alone suffice to persuade men of the Gospel; so living and efficacious are they, and more penetrating than any two-edged sword, and reaching even to the division of soul and spirit, the word of God manifesting itself in them. Therefore, since we owe him so much that nothing can be greater, let no one be found so ungrateful as not to consider it his duty to contribute whatever he can to his honor.
5 But an Apostle so inflamed with such love of Christ, and perfected in so many and such great labours for Him, and with such fruit—how much power do we reckon he has as an intercessor with God, or how worthy is he of the honour and veneration of all? And he is next to that supreme prince to whom the keys of the kingdom of heaven were given, an intercessor now for the Church with God, who shall judge with Christ at the end of the world the twelve tribes of Israel; and just as those twin lights of that Church are first among those who had the firstfruits of the Spirit, the first seats in heaven; so the first honours have always been accorded to them on earth, rendering to each his proper degree by God, so that in those whose study it was chiefly to spread the divine glory, that divine word may be fulfilled in the chief manner: Whosoever glorifieth me, I will glorify him. Hence it came to pass that, with our predecessors Boniface the Ninth, Martin the Fifth, and Eugenius the Fourth exhorting, citizens and foreigners contributed most generously to the restoration of either basilica: hence the Vatican temple, the most spacious and magnificent in all the world, was built with the resources of Julius the Second and his successors, with donations freely offered: and hence we trust in like manner that it will come to pass, that all who are faithful to Christ and to this holy See, wherever they are, will show themselves pious and generous, while we seek aid for our poverty in the name of Paul. Which we have all the more reason to hope for now from the faithful people, since, with God Himself as our guide, we ought rightly to be seen to have undertaken this assertion of the mind and will of the glory of the Apostle; for indeed amid the ruins of the entire collapsed structure, amid the very columns reduced to dust of solid marble, like those three youths in Babylon in the burning fiery furnace, unharmed, the very sepulchre of that same Apostle has been preserved intact.
6 There shall arise therefore on the same ground not far distant, where he gave his life for Christ, there shall arise again a temple to Peter, the sharer in the merits and glory of Paul, though lacking those columns and surpassing all the monuments in value, as magnificent as the abundance will allow; and the honour due to that sepulchre shall be paid, for the sake of venerating which chiefly that great Chrysostom said he desired to see Rome; to which, by the same witness, emperors hastened, consuls, commanders of armies; finally to which, as to a certain perpetual fountain of heavenly beneficence, men of every kind and rank, having undertaken even distant pilgrimages, never ceased to come.
7 Would that, venerable brethren, we had the power and eloquence of that same Chrysostom, so that in the same manner as he spoke of Paul's merits, we too could speak to stir the hearts of the faithful. Clothed in his spirit, you will draw from his most apt sermons the most suitable arguments, by which the faithful committed to your care may be inflamed with religion and love of the Apostle of the Gentiles, that is, of those very people, so that it comes to pass that they strive with all their might to aid our efforts. What we know Paul himself did for the faithful, do not you hesitate to do for Paul himself. He gathered alms from everywhere, and brought them to Jerusalem to relieve the bodily want of the faithful; you will gather alms by which their spiritual want may be relieved by his intercession with God. In a word, we appoint you administrators of so religious a work. Whatever you shall collect from the pious generosity of the faithful, you will take care to send to us. In this confidence of your piety and zeal we write to you, so that there is also hope for us that the expectation of our desire will be surpassed through you, indeed that there will not be lacking those who follow the example of that most blessed widow, who was deemed worthy of the highest praise of Christ the Lord, because, though she was poor, she cast in more than all the others into the treasury, who gave of their abundance; and hence we hope that from our hands a new basilica may arise with such magnitude and beauty as the name and ashes of that doctor of the Gentiles demand. While we console our sorrow by this hope, beseeching all blessings upon you, venerable brethren, we impart the apostolic blessing to you perpetually.

1 1823^ arcivescovo» e vescovi. Venerabili fratelli patriarchi», primati, arcivescovi e vescovi»
2 Leone Papa XII.
3 Venerabili fratelli Salute e benedizione apostolica.
