Decree on frequent and daily Communion

Decree of Pope Innocent XI ·

DECLARATIONS AND RESOLUTIONS

1 1. When it came to the ears of Our Most Holy Lord by trustworthy testimony that in certain dioceses there prevails a custom of daily communion, even on Friday of the Passion, and at the same time it is affirmed that this daily communion is prescribed by divine law, and moreover that certain abuses have crept in in its administration, namely that some receive the Most Holy Eucharist not in churches but in private oratories and at home, indeed while lying in bed and not laboring under any grave mark of infirmity, which the Most Holy Eucharist enclosed in a silver case, uncovered or secretly, priests both secular and regular convey to them, and others receive in communion several forms and particles, or larger than usual, and finally others confess venial sins to a simple priest not approved by the bishop or ordinary: since Our Most Holy Lord committed these matters to be considered to the Sacred Congregation of Cardinals for the Interpretation of the Council, that same Sacred Congregation, after mature discussion on the aforesaid matters, with unanimous opinion thus judged: Although the frequent and daily use of the Most Holy Eucharist was always approved by the Most Holy Fathers in the Church, nevertheless they never established either days for receiving it more often, or for abstaining from it for individual months or weeks, which the Council of Trent also did not prescribe, but as if taking into account human weakness, prescribing nothing but only indicating what it wished, when it says: "The Most Holy Synod would indeed wish that in each Mass the faithful standing by would communicate in the sacramental reception of the Eucharist," and that not without reason; for there are manifold recesses of consciences, various alienations of spirit on account of business, many on the contrary graces and gifts of God granted to the little ones, which since they cannot be scrutinized by human eyes, nothing certain can be established concerning the dignity and integrity of each person, and consequently concerning more frequent or daily consumption of the bread of life, and therefore, as far as the merchants themselves are concerned, frequent access to receive the sacred nourishment is to be left to the judgment of confessors exploring the secret of hearts, who from the purity of consciences and the fruit of frequency and progress toward piety ought to prescribe to lay merchants and the married what they shall foresee will profit their salvation. But in the married let them observe this further, that since the Blessed Apostle does not wish them to defraud one another, unless perhaps by consent for a time that they may attend to prayer, let them seriously admonish them, all the more on account of reverence for the most sacred Eucharist to abstain from intercourse, and to come to the communion of heavenly food with a purer mind. In this therefore the diligence of pastors will watch most carefully, not that by a single formula of precept some be deterred from frequent or daily reception of the Sacred communion, or that days of receiving be generally established, but rather that they consider what is to be permitted to each individually through themselves, or to be determined by their parish priests or confessors, and that they altogether provide that no one who has approached or frequently or daily the Sacred banquet be repelled, and nevertheless let them take care that each one, according to the manner of his devotion and preparation, taste the sweetness of the Lord's body more rarely or more frequently. Likewise nuns requesting daily sacred communion are to be admonished that they communicate on the days established by the institute of their order, but if any should excel in purity of mind and burn with such fervor of spirit that they appear worthy of more frequent or daily reception of the Most Holy Sacrament, let this be permitted to them by their superiors. It will also be profitable, besides the diligence of parish priests and confessors, to employ also the work of preachers and to have it established with them that when the faithful approach the frequency of the Most Holy Sacrament (which they ought to do), they immediately have a prayer of great preparation for receiving it and generally show that those who are stirred by devoted zeal to more frequent or daily consumption of the saving food, whether they be lay merchants or married or any others whatsoever, ought to acknowledge their weakness, so that by reverence for the dignity of the Sacrament and fear of divine judgment they may learn to revere the heavenly table in which Christ is, and, if ever they feel themselves less prepared, to abstain from it and to prepare themselves for greater preparation. But bishops, in whose dioceses such devotion toward the Most Holy Sacrament prevails, ought to give thanks to God for it, and ought themselves to nourish it by applying the temperament of prudence and judgment, and ought to persuade themselves that it is demanded of their office that no labor or diligence be spared, so that all suspicion of irreverence and scandal in the reception of the true and immaculate Lamb be removed, and virtues and gifts in those receiving be increased. This will abundantly come to pass if those who are held by such devoted zeal through God's grace bestowing it, and who desire to be refreshed more frequently by the most sacred bread, shall have become accustomed to weigh and prove their strength with fear and charity, to whom Christ the Lord, who gave himself to the faithful to be eaten and gave himself as the price in death, and in the heavenly kingdom is to be given as a reward, the Sacred Congregation prays that He may bestow His aid for worthy preparation and reception.

2 Moreover, bishops and parish priests or confessors shall reprove those asserting that daily communion is of divine law; they shall teach in churches or private oratories by dispensation or privilege of the Pontiff, that the Most Holy Eucharist is to be received from the hand of a priest, and is in no way to be carried in a purse or secretly to those existing at home or lying in bed, except to the sick, who are unable to go to the aforesaid places to receive it, and to them, if it be brought from a church, it shall be brought publicly and with ceremony, but if from a privileged oratory, with becoming form. Let them also take care that concerning communion on Friday of the Passion, the rubrics of the Missal and the usage of the Roman Church be observed. Furthermore, let them admonish that no more than the customary forms or particles be given to anyone, nor larger ones, but the customary ones. Let them not permit that confession of venial sins be made to a simple priest not approved by the bishop or ordinary. If parish priests and confessors, even regulars, or any other priests act otherwise, let them know they shall render an account to God Almighty, nor shall there be lacking the just and rigorous correction of bishops and ordinaries toward those acting contrary, even regulars, even of the Society of Jesus, the faculty being specially attributed to the bishops and ordinaries themselves by this decree through the Apostolic See. And having been made a report of all the foregoing matters and word for word, His Holiness approved it, and willed that the present decree be sent to press and published. Given at Rome, 12 February 1679.

DECLARATIONES ET RESOLUTIONES
