Inscrutabilis iudiciorum
4 [10] Affidiamo ai diletti figli nostri, nostro vicario nella Nostra Urbe in spiritualibus generale, nonché al governatore della medesima Urbe, e all'uditore generale delle cause della curia della camera apostolica, e a ciascuno di essi solidalmente; fuori invece dalla Urbe e dal distretto predetto nelle province a Noi e alla Sede Apostolica soggette ai cardinali della Santa Romana Chiesa legati di latere e prolegati in quelle province e ai presidi costituiti in dignità ecclesiastica per il tempo essendo, in tutte le altre e singole province, regni, città, terre, castelli e luoghi, tanto sotto la nostra e della detta Sede quanto sotto il dominio di qualsiasi altro principe compresi, privativamente riguardo a tutti, anche ai superiori dei religiosi, essendo gli stessi superiori completamente esclusi, agli Ordinari dei luoghi, e dovunque anche agli inquisitori della pravità ereticale; § 6. Ordinando ai diletti figli nostri e ai legati di latere della Sede medesima della cognizione di [11] cause di questo genere e ai loro vicelegati e presidi predetti ora e per il tempo essendo, nonché ai venerabili fratelli patriarchi, arcivescovi e vescovi, singolarmente cioè nella loro città e diocesi, e, riguardo ai luoghi entro i confini di alcuna diocesi non però della diocesi stessa, delle diocesi entro i cui confini gli stessi luoghi si trovino, quanto invece a quelli che fuori dei confini di alcuna diocesi si trovano, agli Ordinari più vicini di quei luoghi, e anche agli inquisitori predetti, affinché, su istanza di qualsiasi fisco o denunziatore, e anche di loro ufficio, ricevendo la cognizione di cause di questo genere, previo anche l'avocazione da qualsiasi altri sopra non espressi né da Noi specialmente delegati, nelle cause stesse nel modo premesso procedano con tutti i rimedi opportuni di diritto e di fatto, invocato anche l'aiuto del braccio secolare;
9 [18] § 10. Vogliamo però che le presenti lettere nelle porte della chiesa Lateranense e della basilica del Principe degli apostoli dell'Urbe, e della cancelleria apostolica, nonché nella piazza del Campo di Fiore si pubblichino e si affliggano, le quali, dopo che così affisse e pubblicate saranno, chiunque, tanto nello Stato nostro temporale, quanto fuori di esso, dovunque, allo stesso modo vincolino e colpiscano, come se a ciascuno nominatamente e personalmente fossero state intime;

Testo inglese
Urban, Bishop, servant of the servants of God, for the perpetual memory of the matter.
1 The inscrutable depth of God's judgments does not permit that the human intellect, confined in the dark prison of the body, raising itself above the stars, should presume with wicked curiosity not only to explore the mysteries hidden in the bosom of the divine, and unknown even to the most blessed spirits, but also, as if they were explored, to the contempt of God, the disturbance of the commonwealth, and the danger of princes, to put forth with arrogant and pernicious example. 8 1. Hence it is that, although by civil and canonical constitutions, and most recently by the constitution issued thereupon by Sixtus, Pope of happy memory, our predecessor, the art, profession, or practice of astrologers, mathematicians, soothsayers, and those who dare to divine or predict future events, whom antiquity esteemed as murderers and malefactors, are known to be prohibited by grave penalties, especially those who have presumed to make judgments concerning the highest welfare of the commonwealth or of princes; nevertheless, as we have learned, certain children of iniquity, forgetful of their own weakness, and made bolder perhaps by leniency or connivance, and seeking the vain reputation of soothsayers, to the deplorable perdition of their own souls, and grave scandal to the Christian faithful, and also bringing upon themselves solicitude concerning the safety of the commonwealth and princes, and upon restless men occasion for the innovation of things, do not blush to issue prognostications and predictions by word or even in writing.
2 § 2. We therefore, desiring to oppose such pernicious and rash undertakings, insofar as it is granted to us from on high, and wishing to restrain by the severity of penalties and the bridle of more rigorous discipline those whom the regard of God does not hold in duty, by our own motion, and from certain knowledge and mature deliberation of ours, and from the fullness of apostolic power, do by apostolic authority, by the tenor of these presents, perpetually approve and renew the constitution issued on this matter by the aforesaid Sixtus, our predecessor, as is aforesaid. § 3. And furthermore, to all and each and every cleric and layperson of whatsoever sex, condition, status, grade, quality and dignity, even if they be of baronial or ducal rank, who henceforth shall consult mathematicians, soothsayers, aruspices, diviners or those called vaticinating practitioners, or others exercising judicial astrology, or otherwise professing it in any way whatsoever, concerning the state of Christian Christendom, or of the Apostolic See, or concerning the life or death of the Roman Pontiff for the time being, and his blood relatives up to the third degree inclusive; or who shall receive their judgments, prognostications, predictions, or foreknowledge even if offered to them, and shall have used them in any way whatsoever, or shall knowingly have retained them with themselves, or shall have shown them to anyone; and likewise to those same mathematicians, soothsayers, aruspices, diviners, or others professing judicial astrology or any art of divination in any way whatsoever, who shall have made judgments, prognostications, predictions and foreknowledge concerning the aforesaid matters, even if they protest that they do not affirm it with certainty, or who shall have retained, whether from themselves or from others, those already made or to be made hereafter in like manner with themselves, or shall have given or shown them to anyone, or shall have treated of them in any way whatsoever, even by disapproving, in writing or in words—not only excommunication latae sententiae, but also, as guilty of lèse-majesté, the penalty of death, and confiscation of all their goods, even of offices of the Roman Curia, and the forfeiture of whatsoever cities, castles and jurisdictional and feudal places; § 4. To clerics also and presbyters and any ecclesiastical persons whatsoever, of any quality, and of any Order, congregation, society or institute, or of any militias whatsoever, even of the Hospital of St. John of Jerusalem, and to others in any way exempted, and to regulars of either sex immediately subject to us and the Apostolic See, beyond the aforesaid penalties, also privation of benefices and ecclesiastical dignities and offices, even of monasteries, priories and preceptories, and of any others whatsoever, and perpetual incapacity to obtain them hereafter (so that ecclesiastical persons, after their degradation, shall be delivered to the secular court to be punished); but to those constituted in episcopal, archiepiscopal, metropolitan, primatial, patriarchal, or any other, even superior, ecclesiastical or worldly dignity, however sublime, excellent and worthy of special note, even the supreme, we do by apostolic authority, by the tenor of these presents, inflict and impose the same penalties of excommunication, and of privation even of the governance and administration of churches, and of any other benefices and dignities however most ample and greater than patriarchal, and of their offices, and of incapacity to be incurred ipso facto.
3 of judges. § 5. The cognition of cases, however, of this kind, both in the City and outside the City, as regards ecclesiastical persons both secular and regular in Our City and its district, We assign to Our beloved sons, Our vicar in the City in spiritual matters general, as well as the governor of the same City, and the auditor general of the cases of the apostolic camera court, and each of them jointly and severally; but outside the City and the aforesaid district in the provinces subject to Us and the Apostolic See, to the cardinals of the Holy Roman Church, legates and prolegates of the same provinces and those constituted as presidents in ecclesiastical dignity existing for the time being; in all other and singular provinces, kingdoms, cities, towns, fortresses and places, comprehended both under Our and the said See's dominion and that of any other prince, exclusively as regards all, even the superiors of religious orders, with the same superiors entirely excluded, to the Ordinaries of places; and wherever places may be, also to the inquisitors of heretical depravity, We wish to pertain.
4 [10] Commanding § 6. Commanding Our beloved sons and the cognition of cases of the aforesaid See, the legates of the same kind and their vicelegates and the aforesaid presidents now and existing for the time being, as well as Our venerable brothers the patriarchs, archbishops and bishops, each namely in his city and diocese, and, as regards places within the bounds of some diocese yet not of the diocese itself, those of the dioceses within whose bounds the same places shall have been situated, but as to those things which consist outside the bounds of some diocese, to the nearer Ordinaries of the same places, and also to the aforesaid inquisitors, insofar as at the instance of any fiscal or denouncer, and also from their own office, undertaking the cognition of such cases, after also avocation from any others not expressed above nor specially delegated by Us, they proceed in the same cases in the manner aforesaid with all remedies of law and fact opportune, with the aid of the secular arm also invoked;
5 [12] § 7.
