CONSTITVTIO APOSTOLICA DE NOVA. ECCLESIASTICAE HIERARCHIAE IN ANGLIA ORDINATIONE.

Tres ActaApostolicaeSedis.-CommentariumOfficiale.

4 Porro in hac nova Angliae dioecesum constitutione quaedam alia pro opportunitate, seu prout experientia animarumque bonum suggesserit, ulterius statuenda Nobis reservavimus.

Datum Romae, apud Sanctum Petrum, anno Incarnationis Dominicae millesimo nongentesimo undecimo, v Kalendas novembres, Pontificatus Nostri anno nono.

APOSTOLIC CONSTITUTION ON THE NEW ARRANGEMENT OF ECCLESIASTICAL HIERARCHY IN ENGLAND. PIUS, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR PERPETUAL REMEMBRANCE OF THE MATTER

1 If there is any church in the whole Christian world that deserves the particular care and providence of the Apostolic See, it is surely the Church of England; which indeed, having been increased from blessed beginnings among the Britons by St. Eleutherius and then more happily established by Gregory the Great through apostolic men, was subsequently ennobled by innumerable sons, some illustrious for the sanctity of their lives, others most renowned for having bravely suffered death for Christ. Considering this with Ourselves, and since We foster no less a spirit of benevolence toward the Church of England, We have determined to arrange the ecclesiastical hierarchy there more fittingly, which today, after it has been restored, is contained in only one province, and to add those things which would easily conduce to the great good of souls and the increase of the Catholic faith; namely, We have decreed to establish two new ecclesiastical provinces.

2 By these Our letters, therefore, We establish the new ecclesiastical provinces of Birmingham and Liverpool. Three Acta Apostolicae Sedis.—Official Commentary.

3 for this reason the ecclesiastical provinces in England shall henceforth be: Westminster, to which shall be subject the churches of Northampton, Nottingham, Portsmouth and Southwark, as before; Birmingham, to which shall be suffragans the churches of Clifton, Menevia, Newport, Plymouth and Salop; and Liverpool finally, which shall have as suffragans the churches of Hexham and Newcastle, Leeds, Middlesbrough and Salford. Moreover, certain new prerogatives shall accrue to the Archbishop of Westminster for the time being, to be observed for the unity of governance and action, which are contained in these three heads, namely: 1st, He himself shall be the perpetual president of episcopal appointments throughout England and Wales; and for this reason it shall be his to convoke such assemblies and to preside over them according to the norms in force in Italy and elsewhere; 2nd, He shall enjoy the first place above the other two Archbishops, as well as the use of the pallium and cathedral chair and the privilege of the processional cross throughout all England and Wales; 3rd, finally he himself shall bear the person of the whole Order of Bishops of the region of England and Wales before the supreme civil power, always however having heard all the Bishops, whose majority opinion he ought to follow. The Archbishops of Birmingham and Liverpool, however, shall enjoy the very same privileges and rights which other Metropolitans possess in the Catholic Church. By special grace, however, and as a sign of Our greater benevolence, We graciously grant that by these very Our letters, by which the new provinces are erected, the Reverend Edward Ilsley, hitherto Bishop of Birmingham, and Thomas Whiteside, hitherto Bishop of Liverpool, shall be elevated to the metropolitan office of these same sees as Archbishops without any other expedition of Apostolic letters. For the execution of all these things, We appoint the Eminent Francis Bourne, today Archbishop of Westminster, who shall afterwards transmit testimony and a copy of the mandate fulfilled to the Sacred Consistorial Congregation.

4 Moreover, in this new arrangement of the dioceses of England, We have reserved to Ourselves certain other matters to be determined further as opportunity may suggest, or as experience and the good of souls shall have indicated. But what is now determined by these letters, We judge to be sufficient for the utility and increase of the Catholic faith in England, being confident in good hope that what is here accomplished by human ministry, God Almighty shall perfect and strengthen; and from this it shall come to pass that in England, that most noble foster-mother of saints, the ancient examples of sanctity may be more happily restored.

5 These things, moreover, We decree and enact, determining that these Our letters shall be valid and effective always and forever, notwithstanding Apostolic constitutions and ordinances, general and special, and all other things whatsoever made to the contrary. Given at Rome, at St. Peter's, in the year of the Incarnation of the Lord one thousand nine hundred and eleven, on the 28th day of October, in the ninth year of Our Pontificate.
