Giulio Maria Cardinal della Somaglia
DELLA SOMAGLIA, GIULIO MARIA. - Cardinal, b. at Piacenza on 29 July 1744, d. at Rome on 30 March 1830. Of the noble Capece Anguillara family of the counts D.S., in 1774 he was secretary of the Congregation of Indulgences and Sacred Relics, then, in 1784, secretary of that of the Sacred Rites. Created cardinal on 1 June 1795, after the French occupation of Rome he was held prisoner and subsequently removed from the city. He took part in the Conclave of Venice in 1800, after which Pius VII sent him as legate to the government of Rome. Summoned to Paris by order of Napoleon, he refused to attend the emperor's second marriage and went into exile, first to Mazières in 1810, and then to Charleville.
Once the pontifical government was re-established in Rome in 1814, he was appointed secretary of the Congregation of the Holy Office and bishop of Frascati. In the Pope's absence he governed the city and the province from 22 March to 7 June 1815 in the capacity of president of the junta of State. Already commendatory of S. Lorenzo in Damaso, he became on 29 May 1820, as dean, bishop of Ostia and Velletri. Under Leo XII, he was secretary of State from 1823 to 1828.
