Decree extending the Feast of the Immaculate Heart of Mary to the universal Church
may obtain it. Through the Lord.
And a Commemoration of the Holy Martyrs is made.
OF THE CITY AND OF THE WORLD
1 The liturgical cult toward the Heart of the Blessed Virgin Mary, whose remote traces are provided by the commentaries of the Fathers on the Spouse of the Song of Songs, and to which many men and women saints of the medieval and more recent ages prepared the way, was first approved by the Apostolic See itself at the beginning of the nineteenth century, when Pope Pius the Seventh instituted the Feast of the Most Pure Heart of Mary, to be celebrated piously and holily by all dioceses and religious families that had sought the faculty of its celebration, on the Sunday after the Octave of the Assumption. In the middle of that same century, however, the Feast of the Most Pure Heart of the Blessed Virgin Mary, which was being propagated more widely throughout the Catholic world year by year, was enriched with its own Office and its own Mass by the command of Pius the Ninth and through the care of the Sacred Congregation of Rites. By this cult the Church renders due honor to the Immaculate Heart of the Blessed Virgin Mary, when under the symbol of this Heart she devoutly venerates the singular and extraordinary holiness of the soul of the Mother of God, and especially her most ardent love toward God and Jesus her Son, and her maternal piety toward men redeemed by the divine Blood. Meanwhile, the Sacred Congregation of Rites was strengthening in the hearts of Pastors alike and of the faithful a burning zeal and a desire that the Feast of the Most Pure Heart of the Blessed Virgin Mary should become common to the whole Church. Wherefore, our Most Holy Lord Pope Pius the Twelfth, taking pity on the gravest afflictions by which the Christian people are oppressed on account of the impending terrible war, dedicated the whole holy Church and the entire human race, which once Pope Leo the Thirteenth had consecrated to the most sacred Heart of Jesus, also to the Immaculate Heart of the Blessed Virgin and Mother in the year one thousand nine hundred and forty-two, on the day sacred to her Immaculate Conception, in perpetuity. And in order that the memory of this same consecration might be preserved, he decreed that the Feast of the Immaculate Heart of the Blessed Virgin Mary, with its own Office and Mass, on 22 August, in place of the day of the Octave of the Assumption of the same Blessed Virgin Mary, to be celebrated each year under the rite of a double of the second class, should be extended to the universal Church: so that, with the help of the Blessed Mother of God, peace might be granted to all nations, freedom to the Church of Christ might be assured, sinners freed from their own guilt might be reconciled, and all the faithful might be strengthened in the love of purity and in the practice of virtues.
2 Therefore, obeying these commands of the Father, the undersigned Charles, Cardinal Salotti, Bishop of Praeneste, and Prefect of the Sacred Congregation of Rites, in the Audience of 10 December 1943, presented to the same Most Holy Lord the schema of the proper Office and Mass of the Immaculate Heart of the Blessed Virgin Mary that had been drawn up. His Holiness approved the schema presented and commanded that it be used in the universal Church on the Feast of the Immaculate Heart of the Blessed Virgin Mary, as appears in the example above. The Rubrics being otherwise observed. Notwithstanding any contrary provisions whatsoever. Given on 4 May 1944.

VARIATIONS IN THE RUBRICS OF THE ROMAN MISSAL AND BREVIARY
5 With the introduction of the Feast of the Immaculate Heart of the Blessed Virgin Mary on 22 August, in place of the day of the Octave of the Assumption of the same Blessed Virgin Mary, the Rubrics which are found in their places in the Roman Missal and Breviary for the Octave of the Assumption are to be reformed as follows:
6 In the Roman Breviary, on 15 August in the Rubric at the end of the Office: "Within the Octave and on the day of the Octave Antiphons and Psalms etc..." the words "and on the day of the Octave" are to be deleted.
7 On 21 August in the Rubric set out for Vespers the Commemoration of Sts. Timothy, Hippolytus and Symphorian Martyrs is to be omitted.
8 On 22 August on the Feast of the Immaculate Heart of the Blessed Virgin Mary this Rubric is to be placed:
9 Nothing is done in the Office of the Immaculate Heart from the day of the Octave of the Assumption of the Blessed Virgin Mary. If, however, on this day some double Feast of the first or second class is celebrated, which is not of the Blessed Virgin Mary, a commemoration of the day of the Octave is made, according to the Rubrics.
10 In the Roman Missal on 22 August on the Feast of the Immaculate Heart of the Blessed Virgin Mary this is to be placed:
11 Nothing is done in the Mass of the Immaculate Heart from the day of the Octave of the Assumption of the Blessed Virgin Mary. If, however, on this day some double Feast of the first or second class is celebrated, which is not of the Blessed Virgin Mary, on that same day a Commemoration is made by the prayers of the day of the Feast, according to the Rubrics, and the Preface of the Blessed Virgin Mary is said, "And thee in the Assumption," unless the Mass occurring itself, or a Commemoration previously made, requires another Preface. From the Office of the Sacred Congregation of Rites, on 4 May 1944. A.

Sanctitas porro Sua exhibitum schema approbavit et illud in universali Ecclesia adhibendum mandavit in Festo Immaculati Cordis Beatae Mariae Virginis, prouti in superiori prostat exemplari.
