2 Neque his finibus contenta fuit provida Apostolicae Sedis sollicitudo erga fideles illius regionis.
Denique Vice-Cancellarii munus Archiepiscopo Marianopolitano a Nobis creditum est.
7 Consilium Universitatis Lavallensis iara sua sive in sede Quebecensi, sive in sede Montis Regii exercebit iuxta ea quae in Regia Charta eidem Consilio conceduntur.
Quo exhibito testimonio, a Consilio, quod Universitati regendae praeest, diploma tradetur, quo eiusdem Universitatis alumni gradum illum adepti, honestantur.

CONSTITUTION OF OUR MOST HOLY LORD LEO XIII ON THE GREAT LYCEUM OF QUEBEC
1 For some time now that part of the Canadian region, which is called French and Lower, has turned the cares of the Roman Pontiffs toward itself with the intention that the Catholic cause might flourish there for private and common prosperity. — Indeed, from the time when repeated migrations from Europe first brought the light of civilization more abundantly to that place, Clement X established an Episcopal See at Quebec, which is regarded as the mother of the Dioceses that had their origin from French colonists in those regions of America that look toward the north. — To this See, Pius VII in turn, in the nineteenth year of this century, conferred the name and dignity of an Archiepiscopal See; to which a fitting jurisdiction was added after twenty-five years, when Gregory XVI constituted the ecclesiastical province of Quebec. — Moreover, We ourselves took care to provide something further; for, as the number of the faithful increased, We judged it to be for the good of the Catholic cause if that province were divided into two; and so not long ago We granted archiepiscopal honors and rights to the See of Marianopolis, or Montreal, and assigned to it its own suffragan Sees, as was fitting.
2 Nor was the provident solicitude of the Apostolic See toward the faithful of that region content with these measures. — For, as soon as circumstances permitted, it turned its attention to the right and solid education of youth. Indeed, Pius IX, Our predecessor of illustrious memory, at the request of the Bishops of the Province of Quebec, willingly undertook to establish a Catholic University of studies at Quebec. To this University he granted all legitimate rights through Apostolic Letters given on the Ides of May in the year 1876: he appointed as its patron the Cardinal prefect for the time being of the Sacred Council for the Propagation of the Christian Name, and as its Chancellor the Archbishop of Quebec. Through these same Letters he gave to this Athenaeum (which is called by the name of the most worthy Prelate Laval) the faculty of creating doctors and conferring other academic degrees in all disciplines: the Bishops of the Province were urged and encouraged to aggregate their Seminaries and Colleges to it; and to these same Prelates was entrusted the care to watch over and ensure that nothing alien to the faith or depraved should creep into the doctrines or moral discipline of the University.
3 In the same year, so that sound doctrine might flow more conveniently and abundantly to more people, and at the same time that Montreal, an illustrious city, might have a particular honor, it pleased the Sacred Congregation for the Propagation of the Christian Name (whose decree was approved by Our Predecessor) that, with subsidiary schools established in Montreal, the Laval Athenaeum might also exercise its teaching function there in a branch as they call it. — It was then decreed that all the disciplines taught to the students at Quebec should be taught there, with this condition, however, that these schools should be subject to the Supreme Council by which the Laval Academy is administered and governed, and to the vigilance of the Bishops of Lower Canada, with the Archbishop of Quebec taking the lead. Finally, the office of Vice-Chancellor was entrusted by Us to the Archbishop of Montreal. — From this no small fruit has followed for the more complete education of youth. For men of the highest learning discharge the duty of teaching there, many of whom have been trained in the Gregorian Athenaeum, in Our Roman Seminary, and in the Urban College, and by their aid the studies of the sciences flourish there, especially Theology and Philosophy, recalled to the doctrine of St. Thomas Aquinas, which We have taken care to restore in all schools and colleges of the Catholics. — But as is wont to happen in human affairs, from the variety of studies and opinions certain dissensions and disturbances have arisen; which, unless they be quickly calmed by the authority of this Holy See, can bring the stability of this salutary institution into grave danger, and cause fear lest the hoped-for and expected fruits wither away. For some have been seized with the desire of having several separate Academies; and the minds of the youth themselves, diverted from the care of learning, have begun to be distracted into contrary studies and dissenting opinions.
4 Although these matters are agitated in various ways, We have nevertheless learned with pleasure that the Laval Athenaeum at Quebec still flourishes and enjoys happy prosperity; and at the same time that the schools of Montreal are so constituted that nothing is lacking in them for the complete education of youth who wish to be imbued with knowledge of divine things, law, medicine, and the arts.
5 Certainly for this reason We cannot refrain from congratulating most heartily the Venerable Brethren, the Archbishops and Bishops of Lower Canada, and other ecclesiastical men and lay faithful, who have contributed their industry and resources to establishing and adorning so useful a work, and those who, obedient to the exhortations of this Holy See, have taken care to aggregate to this Athenaeum other Colleges and Gymnasia, which are contained within the boundaries of both provinces. For this avails so much that there may be the same method of teaching and instructing youth among all, and thus stronger and closer bonds are made, which bind together the faithful of that region.
6 Since nothing is more important to Us than that this union of minds be strengthened day by day, and it is indeed Our wish that this Athenaeum, which has such great power and usefulness in fostering it, remain steadfast, We earnestly exhort again and again the Venerable Brethren, sacred Prelates of the region of French Canada, that with the pastoral zeal in which they excel they continue to aid with their vigilance the Archbishop of Quebec, taking care lest anything harmful to the integrity of faith and morals infect this most honorable seat of sciences. Moreover, whatever acts, deeds, and decrees have been done by this Apostolic See or by its authority concerning the University of Laval We hold as ratified and confirm; and especially We declare that this one University is recognized and held by Us as the Catholic University of Lower Canada, sufficiently equipped and furnished with the resources which are necessary, so that proper and complete instruction of youth may be provided for, and We shall not permit another Catholic University separated from it to exist in that region, which has the right to confer academic degrees. But that which is at Montreal is a succursale Athenaeum, this We wish to be preserved as a second seat of the same University, and to be held in place of the University of Laval functioning in Montreal. Its Pro-Rector shall be designated by the Bishops of the province of Montreal, who shall present him to the Council which presides over the governance of the University; and he cannot be rejected except for reasons which the same Bishops shall have approved.
7 The Council of the University of Laval shall exercise its authority both in the seat at Quebec and in the seat at Montreal according to those things which are granted to the same Council in the Royal Charter. But in order that peace and harmony between the same Council and those who administer the succursale at Montreal may be more fully provided for, We enact the following things; which the same Council, on account of its devotion toward the Apostolic See, We do not doubt will faithfully observe.
8 In the succursale at Montreal professors and deans shall be elected by the rite which is now customarily observed in the individual faculties, and shall be recognized and received by the aforesaid Council, except if the Archbishop of Montreal shall have intervened to prevent their admission. Once admitted, however, they may be removed from office by the Council, provided that the reasons for removal have been approved by the same Archbishop.
9 In that faculty which is called the faculty of arts, which contains the study of letters, natural sciences, and their doctrines adapted to various industrial crafts, let there be the right and power of electing professors, whether from either Clergy, secular and regular, or from lay men, as use shall have been and circumstances shall demand.
10 In preparing the tables which are called programmes, by which namely the prescribed method is set forth for experiments to be conducted by those who seek the baccalaureate in the faculty of Arts, We judge it best that the custom now observed be retained, so that namely at the seat of Montreal they be proposed with the consent of those who oversee the affairs of the affiliated colleges. To this custom it is consonant that these cannot be changed except if the change shall have pleased the Delegates of the same Colleges, or those who shall have taken their place. The right and care of preparing other programmes shall belong to the Doctors of the individual faculties, which are taught both at Quebec and at Montreal, the rules and prescriptions contained in the Statutes being observed: which programmes likewise, the will of the Doctors of the faculties to which they pertain being set aside, or of those to whom power has been given to act in their name, cannot be changed.
11 Since there exists at Montreal a College called St. Mary, which is governed by religious members of the Society of Jesus and is distinguished by the excellent learning of its teachers and the large number of its students, We, lest the special privileges which have long been granted to the same Society by the Apostolic See be entirely revoked, benignly permit that the members themselves, an examination having been instituted, may test the proficiency of their students, and to those whom they shall have approved may give a written testimonial, by which they are declared worthy of those honors of degrees which are conferred by the University of Laval upon young men endowed with equal learning in the Colleges affiliated to it. This testimonial having been presented, a diploma shall be delivered by the Council, which presides over the governance of the University, by which the alumni of the same University, having obtained that degree, are honored.
12 Let the Bishops of both the province of Quebec and of Montreal meet together once a year so that they may inquire into the doctrine and discipline of the Athenaeum; and let the same men, by common consent, decree all things which it shall be necessary to determine concerning the same matter in the course of time.
13 Indeed We are confident that their prudence will bring it about that whatever seeds of discord shall hereafter show themselves be immediately uprooted, and the University always flourish with new increments of praise.
14 Moreover, since from the very beginning of this salutary Institution the most powerful Queen of England has fortified it with her authority and protected it with her patronage, We rest on the sure hope that this strong protection shall not fail it in the future, and likewise We are confident that favor and the zeal of illustrious men who preside over the federated cities of Canada and who govern Quebec shall always be at hand for it.
15 First indeed We are persuaded that the Catholics of Canada, setting aside dissensions and joining their forces, will give constant effort that this distinguished Athenaeum may remain as enduring as possible, and may enjoy increasingly prosperous and favorable circumstances day by day.
16 That this may happily come to pass according to Our intention, We establish, command and enjoin the things written above, decreeing that these Our Letters are firm, valid and efficacious and shall be and obtain their full and complete effects, and shall most fully avail for those to whom it pertains in all things and through all things; and thus in the foregoing matters by any ordinary and delegated Judges whatsoever, even the Auditors of the Causes of the Apostolic Palace, judgment ought to be rendered and decision made, and null and void if otherwise anything contrary to these things shall happen to be attempted by anyone whatsoever exercising any authority, knowingly or unknowingly. Notwithstanding, insofar as it may be necessary, Our and the Apostolic Chancery rule concerning acquired right not to be taken away, as well as Apostolic Constitutions and Ordinances and other things whatsoever acting to the contrary, although worthy of special and individual mention.
17 Given at Rome at St. Peter's under the Fisherman's Ring on 2 February in the Year 1889, the Eleventh Year of Our Pontificate.
