ISAAC II ANGELOS, Emperor of the East. - He was emperor twice, from 1185 to 1195 and, with the help of the Latins, from Aug. 1203 until Jan. 1204. His government was very turbulent. He obtained the throne by an act of violence in 1185 and lost it through a revolutionary conspiracy of his brother Alexius III (1195-1203), who had him blinded.
Among the acts of his government stand out the imperial diplomas for the Italian republics of Venice, Genoa, and Pisa, his treaty with the sultan of Egypt Saladin against the Latin expedition of the Crusade of the emperor Frederick I, and some ordinances concerning monastic law (Patmos, Athens), matrimonial law (dissolution of the impediment of the seventh degree of consanguinity in one case), the new provision regarding the organization of episcopal sees (Taxis), and finally the prohibition for bishops of the use of marriage and also of cohabitation with a spouse.
It was therefore well said that I. followed the system of caesaropapism; even toward the Roman Church he showed little sympathy in his first government, but in the second he recognized the primacy of the pope.
