1 Constitution of Pope Pius X « Commissum Nobis », 20 January 1904
2 Entrusted to Us, as God has so disposed, with the duty of governing the universal Church, We are seriously admonished to take care with all Our strength that the freedom which Christ bestowed upon it for the common good suffer no detriment from the encroachment of alien power, a freedom which so many heralds of the Gospel, so many most holy prelates, and so many illustrious Predecessors of Ours have defended by word, by writings, and even by the shedding of their blood. Moved by their examples and authority, as soon as We, though unequal to the task, ascended this Chair of Peter, We deemed it to belong to Our Apostolic office to apply Ourselves especially to this end, that the life of the Church be developed freely and completely, with all external intervention removed, as the divine Founder Himself willed it to develop, and as its exalted mission entirely requires.
3 Now, if there is any function in the life of the Church which demands such freedom above all, it is surely that which concerns the election of the Roman Pontiff; for the salvation not of one member alone, but of the whole body is at stake, when the head is being chosen.1
4 Opposed to this full freedom in choosing the Supreme Pastor is, in the first place, that civil Veto, more than once pronounced by the supreme rulers of certain states, by which an attempt is made to bar access to the Supreme Pontificate to someone. If this has happened at times, it has never been approved by the Apostolic See. Indeed, the Roman Pontiffs, in those provisions which they made concerning the holding of the Conclave, have striven with scarcely any greater effort and zeal than to repel from the sacred College of Cardinals, when called to elect the Pontiff, any intervention of external power whatsoever. This is clearly shown by the Constitutions « In eligendis » of Pius IV; « Aeterni Patris » of Gregory XV; « Apostolatus officium » of Clement XII; and especially those of Pius IX, « In hac sublimi » - « Licet per Apostolicas » and « Consulturi ».
5 But since experience has also taught that the provisions hitherto made to prevent civil Veto, or Exclusion as it is called, have not answered the wishes as well as hoped, and because on account of changed circumstances of the times such intermixture of civil power appears in Our age to be far more destitute of every foundation of reason and equity, therefore We, in virtue of the Apostolic office committed to Us, and adhering to the footsteps of Our Predecessors, having maturely deliberated upon the matter, with certain knowledge and of Our own motion, do utterly reprobate civil Veto, or what is called Exclusion, even under the form of a simple wish, and likewise all interventions and intercessions of any kind whatsoever, declaring that it is permitted to no one, not even to the supreme rulers of states, on any pretext whatsoever to interpose or interfere in the grave matter of the election of the Roman Pontiff.
6 Wherefore by virtue of holy obedience, under the threat of divine judgment and the penalty of excommunication incurred by the very fact, in a special manner reserved to the future Pontiff, We prohibit all and each of the Cardinals of the Holy Roman Church, both present and future, likewise the Secretary of the College of Cardinals and all others who have a part in the Conclave, that they receive, on any pretext whatsoever, from any civil power the office of proposing a Veto or Exclusion, even under the form of a simple wish, nor that they make known this Veto, in whatever manner it may come to their knowledge, either to the entire College of Cardinals assembled together, or to individual purple-clad Fathers, either in writing or orally, either directly and immediately, or indirectly and through others. We will that this prohibition be extended to the aforesaid interventions, intercessions and all other modes whatsoever by which lay powers of any grade and order may have wished to involve themselves in the election of the Pontiff.
7 Finally, with the same words as Our Predecessors, We earnestly exhort the Cardinals of the Holy Roman Church that in electing the Pontiff, paying no heed whatsoever to the intercessions of secular princes and other worldly considerations,2 but having solely before their eyes the glory of God and the good of the Church, they cast their votes for him whom they shall judge in the Lord to be most suitable among all others for governing the universal Church fruitfully and usefully. We also will that these Letters of Ours together with other Constitutions of this kind be read before all in the first Congregation to be held after the death of the Pontiff; again after entrance into the Conclave; and also when anyone shall have been raised to the honour of the purple, with the interposition of an oath to religiously observe those things which are decreed in the present Constitution.
8 Notwithstanding any contrary provisions whatsoever, even those worthy of special or most special mention.
9 Let no man therefore be permitted to infringe this page of Our prohibition, command, declaration, binding, will, admonition, exhortation, and precept, or to act against it with rash presumption. If anyone, however, should presume to attempt this, let him know that he will incur the indignation of Almighty God and of the Apostles Peter and Paul.
10 Given at Rome at St. Peter's in the year of Our Lord's Incarnation one thousand nine hundred and four, on the twentieth day of January, in the first year of Our Pontificate.

1 Constitutio Pii PP. X « Commissum Nobis », 20 Ianuarii 1904
4 Huic plenae libertati in Summo Pastore eligendo opponitur in primis civile illud Veto, a supremis nonnullarum civitatum rectoribus haud semel prolatum, quo tentatur aditum ad Supremum Pontificatum alicui praecludere.
9 Nulli ergo hominum liceat hanc paginam Nostrae inhibitionis, mandati, declarationis, innodationis, voluntatis, admonitionis, hortationis, praecepti infringere vel ei ausu temerario contraire.

11 PIO PP. X
