Multa praeclare
Bull on the abolition of the Portuguese Padroado in the East Indies
to depend, with any jurisdiction whatsoever, even that of the Archbishop of Goa, removed.
GREGORY PP. XVI.
for perpetual remembrance of the matter.
1 Many things have been excellently established by Our predecessors, the Roman Pontiffs, in fulfillment of the apostolic office, so that they might provide for the increase of the Catholic religion in the vast regions of the Oriental Indies. For since, on account of the great distance of those regions from the Apostolic See, the length of journeys and the difficulties of places, the cultivation of so great a part of the Lord's vineyard was most arduous, the Roman Pontiffs demonstrated their solicitude intensely, so that whatever seemed in the changing circumstances of times to be useful for religion among those peoples, they would sanction by their authority and command to be carefully observed.
2 We omit to mention that care never neglected by the Apostolic See, that priests be everywhere stirred up to undertake the offices of sacred ministry in those regions: we say nothing of the singular facility and benignity applied by Our predecessors, so that the progress of the Catholic religion might not be retarded in those places, they granted almost innumerable concessions, by which they permitted those peoples to be dealt with more leniently than the institutes of the canons and stricter discipline required. We shall mention here only that expression of grateful sentiment which the Roman Pontiffs, according to their dignity, showed toward those whom it was established had been useful to religion by their labors in those places.
3 Clear testimony of this matter is contained in the patronage privilege granted by the Apostolic See to the most faithful kings of Portugal, so that bishops of certain dioceses in those regions should be chosen by their nomination. For since the piety and munificence of those princes had greatly contributed to the establishment of certain bishoprics in those vast regions, Our predecessors, wishing to follow up their merits with an expression of grateful sentiment, granted that the Apostolic See should choose the bishops of those dioceses whom they had nominated as suitable. Moreover, by the granting of this privilege the Apostolic See provided that the vacancy of those episcopal sees should not be prolonged, that they might more easily have bishops suitable for those places, and that to the prelates themselves there should be at hand sufficiently appropriate subsidies, which would be fitting to their dignity. It came to pass, however, by the change of times, that this, which for a long time had been useful to religion in those regions, could not remain in that state which the decrees of Our predecessors, issued in circumstances far different, had commanded to be observed.
4 Many times We, when We still presided over the Council for the Propagation of the Christian Name, had to consider the weight of reasons which demonstrated that those regions, extending so widely, which constitute a very great part of the vast peninsula beyond the Ganges, necessarily required that the Apostolic See come to the aid of religion in peril there, and that the form of ecclesiastical governance be moderated in such a way as could be equal to the safety of religion to be obtained. It was known to Us that those regions were comprehended within the limits of the dioceses of Cranganore, Cochin, and Meliapore or of St. Thomas. It was established for Us that Our predecessors had granted to the most faithful kings of Portugal the patronage in those dioceses and the privilege of nominating bishops. For this is contained in the apostolic letters of Paul IV of happy memory of the fourth day of February in the year 1 From the Liber Pontificalis of P. F.
5 2 For this celebrated constitution, see the same Pontiff's letter Pastorale officium, Latissimi terrarum tractus, Ex debito pastoralis officii, Ex munere, Commissi nobis pastoralis officit, Apostolici muneris, Ex munere pastoralis, | Epistola vestra, Nuncium ad te, Quanta laetitia. 6 IN THE YEAR 1838.
7 one thousand five hundred fifty-seven, which begin Pro excellenti, by which he established the diocese of Cochin; likewise of Clement VIII of the fourth day of August in the year one thousand six hundred, beginning In supremo, and of Paul V of the sixth day of February in the year one thousand six hundred sixteen, beginning Alias postquam, concerning the erection of the archbishopric of Cranganore; and finally by the apostolic decree of Paul V of the ninth day of January in the year one thousand six hundred six, by which the bishopric of Meliapore or of St. Thomas was established. We have not omitted from that time, for the promotion of the good of religion, to attempt all those things which the circumstances of times permitted.
8 After We, though unworthy, were raised to the Chair of blessed Peter, We were moved much more frequently and with all gravity by outstanding monuments to bring aid to religion in great peril among those peoples. Turning these matters over in Our mind and considering the duties of apostolic solicitude, We were thus led to constitute by apostolic letters of the eighteenth day of April in the year one thousand eight hundred and thirty-four, beginning Latissimi terrarum tractus, an apostolic vicar depending solely upon the Apostolic See, who would have subject to him the populous city of Calcutta and its civil prefecture. Since, however, there were found those who resisted the jurisdiction of the apostolic vicar instituted by Us and contended that Our apostolic letters were not to be obeyed, because in them express mention was not made of derogation from those things which Paul V on the ninth day of January in the year one thousand six hundred and six had decreed concerning the boundaries of the jurisdiction of the Bishop of Meliapore or of St. Thomas, We by another apostolic Brief of the fourth day of August in the year one thousand eight hundred and thirty-five, whose beginning is Commissi Nobis, rejected all this pretext of dissension and declared many things which could pertain to more firmly establishing the authority of the apostolic vicar of Bengal. For the same reason it came about that We judged another apostolic vicariate of Madras to be instituted by letters of the twenty-fifth day of April in the year one thousand eight hundred and thirty-four, beginning Ex debito pastoralis. This also was the reason why on the twenty-third day of December in the year one thousand eight hundred and thirty-six We issued another apostolic Brief, beginning Ex munere pastoralis, by which We entrusted the vast island of Ceylon to be governed by an apostolic vicar instituted by Us. Finally, by this reasoning it came about that, desiring to provide for the necessity of religion among those peoples who inhabit a part of the peninsula which extends toward the east of the Ghats and stretches from the river Cavery as far as Cape Comorin, We committed the entire tract of those regions, which comprehends the kingdoms of Madura, Tanjore, Malabar and Mysore, through Our congregation of the Propagation of the Faith on the third day of June in the year one thousand eight hundred and thirty-seven to the venerable brother Clement, bishop of Drusipara, apostolic vicar on the Coromandel Coast, in a provisional manner and until the Holy See shall decree otherwise, to the care and jurisdiction. We understand by these things which have thus far been established by Us concerning that region of the Indies, that the utility of religion has been consulted in a very large part of the peninsula. But besides those places which have been entrusted to apostolic vicars to be governed, not small regions still remain there, whose spiritual welfare We are bound to provide for, and which are situated between the boundaries of the dioceses of Cranganore, Cochin and Meliapore or of St. Thomas. We know that ecclesiastical discipline, the morals of the people, the Catholic faith in those places which have long lacked a pastor have suffered great harm, and it is known to Us that under the pretext of defending and preserving the rights of those dioceses many abuse this to resist the apostolic vicars whom the Apostolic See has constituted, to oppose their authority and to attempt to stir up pernicious schism. Indeed We feel that We are bound by the office which God has committed to Us in the succession of blessed Peter to care for the Church even in any remote part of the world, and to decree those things which appear to be able to conduce to aiding religion everywhere. Having therefore communicated counsel concerning so grave a matter with Our venerable brothers the cardinals of the Holy Roman Church placed over the Propagation of the Faith, their opinion approved and mature consideration of the whole matter having been instituted by Us, by the fullness of apostolic power, We have judged these things to be decreed. Namely, in a provisional manner and until the Apostolic See shall decree nothing else new, We decree that all those regions which are contained within the boundaries of the diocese of Meliapore or of St. Thomas, and which have thus far been committed to no apostolic vicar, are to be united to the apostolic vicariate of Madras, and the whole ecclesiastical and spiritual jurisdiction and authority in those regions pertains to the venerable brother Daniel, bishop of Salditana, apostolic vicar of Madras, and his successors. Concerning the regions which are contained within the boundaries of the dioceses of Cranganore and Cochin and which have thus far been entrusted to no apostolic vicar, by the same reasoning We command that they ought to be united to the apostolic vicariate instituted in the Malabar region, whose seat is in the town of Verapoly, and the whole ecclesiastical and spiritual jurisdiction and authority in those regions pertains to the venerable brother Francis Xavier, bishop of Amathos, apostolic vicar residing at Verapoly, and his successors. And so that the Malacca region beyond the Ganges may also receive the fruit of Our apostolic solicitude, and We may consult for the safety and increase of religion in that region, We subject the entire region to the jurisdiction of the venerable brother Frederick Cao, bishop of Zamensis, apostolic vicar of Ava and Pegu, in the same provisional manner.
9 We declare that the apostolic vicars mentioned by Us in the ecclesiastical and spiritual governance of those regions depend immediately upon Us and the Apostolic See alone, that they alone are to be held by all as the true ordinaries of those regions, that all ought to obey them and receive ecclesiastical jurisdiction and faculties from them. We therefore derogate from the apostolic letters reviewed above of Our predecessors concerning the erection and boundaries of the dioceses of Cranganore, Cochin and Meliapore or of St. Thomas, and likewise from those issued by Paul IV on the fourth day of February in the year one thousand five hundred fifty-seven, beginning Pro excellenti, concerning the erection of the bishopric of Malacca, and furthermore We derogate also from the apostolic letters of Our predecessor of happy memory Paul IV of the fourth day of February in the year one thousand five hundred fifty-seven, beginning Etsi Sancta, concerning the erection of the archbishopric of Goa, so that the archbishop of Goa may in future exercise no jurisdiction, under whatever title, even one worthy of special mention, in the regions of which we treat.
10 With these matters thus established in this manner, We seem to have altogether provided for the proper governance of religion through those regions, and We certainly hope that, with God the best and greatest blessing the plan initiated by Us, these things will greatly contribute to the increase of the Church: We also trust that it will come to pass that all will obey Our decrees with that observance which is owed to Our dignity, to which power has been granted by God in the person of St. Peter to feed, rule and govern the universal Church. We do not doubt, finally, that those who have hitherto resisted Our will shall adopt sounder counsels and shall be sincerely alienated from the most grave evil of schism.
11 For beyond that which is the proper duty of every Catholic, namely to obey St. Peter speaking through Our mouth, We are persuaded that they have understood that what they have brought forward in defense of their dissent can in no way excuse their resistance. For it is known to all that the Apostolic See, in granting that patronage to the most faithful kings of Portugal, never wished to bring impediment upon itself, lest it should provide for religion in those regions, and that it could not establish those things which, according to the necessity of the times, the salvation of the Christian people would have demanded.
12 We think that they also see how greatly that privilege, granted and preserved, has been observed at different times and distinct from the present state of affairs: We believe that they also perceive that those regions, to whose good We have turned Our mind, no longer are subject to the old political governance by which it was easy for the Portuguese kings to exercise patronage in those regions, but that they have come under the dominion of a most powerful king, whose form of government and institutions will in no way permit this, as We have ascertained. We recall, finally, that Our predecessors, the Roman Pontiffs, notwithstanding the grant of patronage, have rightly decreed by law that provinces were sometimes to be separated from the dioceses comprehended by that privilege and apostolic vicariates, embracing those provinces, were to be constituted for the utility of religion: wherefore We trust that those who have not hesitated to dissent hitherto will easily perceive that they ought to beware lest, resisting Our decrees, issued in the present condition of affairs, under the pretext of patronage, they openly show that they can bring forward no reason for their dissent except that of an insubordinate mind. Decreeing that these present letters shall always be firm, valid and efficacious and shall be and obtain their full and complete effect, and shall most fully avail for those to whom they pertain and shall pertain, now and in future times. Notwithstanding anything to the contrary whatsoever. Given at Rome at St. Peter's under the Fisherman's ring on the twenty-fourth day of April in the year one thousand eight hundred thirty-eight, in the eighth year of Our pontificate.

7 millesimo quingentesimo quinquagesimo septimo, quae incipiunt Pro excellenti, quibus dioecesim Coccinensem constituit; item Clementis VIII diei quartae augusti millesimo sexcentesimo, incip.
Latissimi terrarum tractus, vicarium apostolicum a Sede Apostolica tantum dependentem constitueremus, qui populosam Calcuttae urbem eiusque politicam praefecturam subiectam haberet. Haec quoque ratio fuit cur die vigesima tertia decembris millesimo octingentesimo trigesimo sexto aliud Breve apostolicum, incip. Ex munere pastoralis, ediderimus, quo vastissimam insulam Ceylan vicario apostolico a Nobis instituto gubernandam commisimus.
