Encyclical to the French Episcopate on the flourishing of Catholic religion in France

Encyclical of Pope Pius IX ·

1 TO OUR BELOVED SONS THE CARDINALS OF THE HOLY ROMAN CHURCH AND TO OUR VENERABLE BROTHERS THE ARCHBISHOPS AND BISHOPS OF GAUL

2 BELOVED SONS AND VENERABLE BROTHERS, GREETINGS AND APOSTOLIC BLESSING

3 Amidst the manifold difficulties by which we are pressed on all sides, in the care of all the Churches committed to us, albeit unworthy, by the hidden counsel of Divine Providence, in these most harsh times, when many from their number appear to be those of whom the Apostle foretold, "that they will not endure sound doctrine but, gathering to themselves teachers according to their own desires, will turn away their hearing from the truth" and seducers "shall advance to worse things, erring themselves and leading others into error" 1, we are certainly filled with great joy when we turn our eyes and mind to this renowned nation of the Gauls, illustrious in so many ways and having earned well of us. For with the highest consolation of our paternal heart we see how in that very nation, God favouring it, the Catholic Religion and its salutary doctrine flourish, grow, and prevail more each day, and with how much care and zeal you, our Beloved Sons and Venerable Brothers, called to share in our solicitude, strive to fulfil your ministry and to provide for the safety and salvation of the beloved flock committed to you.

4 And this consolation of ours is increased in no small measure when from the most obedient letters which you write to us we learn more and more with what filial piety, love, and reverence you honour us, and this Chair of Peter, the centre of Catholic truth and unity, and the head, mother, and teacher of all the Churches 2, to which all obedience and honour must be rendered 3, to which by reason of its superior principality it is necessary that every Church, that is, the faithful from everywhere 4, should come together. Nor are we affected with less joy when we are not ignorant that you, most mindful of the grave duty and office of your episcopate, devote diligent labour to the amplification of God's glory and the defence of his holy Church, and apply all your pastoral care and vigilance, so that the men of your diocesan churches, walking daily more worthily in the vocation to which they are called, may set forth examples of all virtues to the Christian people, may diligently perform the duties of their ministry, and so that the faithful committed to you, being nourished more each day by the words of faith and confirmed through the charisms of grace, may grow in the knowledge of God and press forward on the way that leads to life, and that those miserably erring may return to the path of salvation.

5 Hence with equal joy of our heart we learn with what eagerness you, complying with our desires and admonitions, strive to celebrate Provincial Councils, so that in your dioceses the deposit of faith may be kept whole and inviolate, and sound doctrine may be handed down, and the honour of divine worship may be increased, and the instruction and discipline of the clergy may be strengthened, and honesty of morals, virtue, religion, and piety may everywhere be stirred up and confirmed with favourable and happy progress each day. And we rejoice greatly while we see that in very many of these dioceses, where particular circumstances have not hitherto stood in the way, the Liturgy of the Roman Church has been restored by your singular zeal according to our desires. This matter has indeed been most pleasing to us, because we knew that in many dioceses of Gaul, owing to the changes of times, those things had not been observed which our holy Predecessor Pius V wisely and providently established in his Apostolic Letters given on the seventh day of the Ides of July in the year 1568, whose opening words are "Quod a Nobis postulat." Although we rejoice to commemorate all these things not without great pleasure of our heart and distinguished praise of your Order, Beloved Sons and Venerable Brothers, nevertheless we cannot dissemble the grave sadness and sorrow with which we are at present greatly troubled, when we learn what dissensions the ancient enemy strives to stir up among you to shake and weaken the harmony of your minds.

6 Therefore, in fulfillment of Our apostolic ministry and with that supreme charity with which We regard you and these faithful peoples, We write to you these Letters, in which We address you with the intimate affection of Our heart, Beloved Sons and Venerable Brethren, and at the same time We admonish, exhort and beseech you, that day by day you may be bound together more closely by the strongest bond of charity and be united in mind, and thinking the same things among yourselves, you may with outstanding virtue drive out and completely eliminate all discord which the ancient enemy strives to stir up, and with careful piety and all humility and gentleness preserve in all things the unity of the spirit in the bond of peace. For you possess such wisdom that each of you well knows how necessary and beneficial to the prosperity of the Church and to the procuring of the eternal salvation of men is the harmony of priests and the faithful agreement of minds, desires and opinions. This concord of minds and wills, if ever at any other time, certainly now ought to be fostered among you with all zeal, especially since by reason of the distinguished pleasure of Our Dearest Son in Christ, Napoleon, Emperor of the French, and the works of his Government, the Catholic Church there

7 enjoys all peace, tranquility and favor. And this happy condition of affairs and times in this Empire ought to be a greater stimulus to you, so that by one and the same method of action you may accomplish all things, so that the divine religion of Christ and its doctrine and the honesty of morals and piety may be fixed with deepest roots everywhere in Gaul and the excellent and undefiled instruction of youth may be promoted more each day, and thus the assaults of enemies may be more easily repelled and broken, which assaults are now manifesting themselves in the efforts of those who have been and are constant enemies of the Church and of Christ. Wherefore, Beloved Sons and Venerable Brethren, with the greatest zeal we can muster, We again and again earnestly beseech you that in the cause of the Church and its saving doctrine and liberty to be preserved, and in all other parts of your episcopal office to be discharged, you wish to hold nothing as more important, nothing as more urgent, than that with most harmonious minds you all say the same thing and be perfect in the same sense and in the same opinion, and with all confidence consult Us and this Apostolic See regarding every kind of question and controversy to be completely removed by you.

8 And first of all, since it is known and established to you how greatly the proper instruction of the Clergy conduces to the prosperity both of sacred and of public affairs, do not cease to bring your cares and thoughts to bear with harmonious minds on a matter of such importance. Continue as you do, leaving nothing ever untried, so that young Clerics in your Seminaries may be properly formed for all virtue, piety and ecclesiastical spirit, so that they may grow in humility, without which we can never please God, and at the same time may be so diligently imbued with more refined letters and severer disciplines, especially sacred ones free from all danger of error whatsoever, that they may not only learn true elegance of speech and writing, both from the most wise works of the Holy Fathers and from the most renowned Pagan Writers purged of all corruption, but also may be able to attain perfect and especially solid knowledge of theological doctrines, Ecclesiastical History and Sacred Canons drawn from authors approved by this Apostolic See.

9 Thus this illustrious Clergy of Gaul, which shines forth with so many men distinguished by genius, piety, learning, ecclesiastical spirit and singular obedience to this Apostolic See, will abound more each day with worthy and industrious workers, who, excelling in the ornament of virtues and equipped with the protection of saving knowledge, may be able to render auxiliary service to you in cultivating the Lord's vineyard in due time, to refute those who contradict, and not only to confirm the faithful of Gaul in our most holy religion, but also to propagate it among distant and infidel nations through sacred expeditions, as this same Clergy has hitherto taken care to accomplish with great honor to its name, for the good of religion and the salvation of souls. And since you grieve together with Us vehemently over so many pestilential books, pamphlets, periodicals and pages which the virulent enemy of God and men ceases not to vomit forth from every side to corrupt morals, to shake the foundations of faith and to undermine all the dogmas of our most holy religion, therefore, Beloved Sons and Venerable Brethren, by your episcopal solicitude and vigilance, never cease to be united in turning the flock committed to your care away from these poisoned pastures with all zeal, and to instruct, defend and confirm it against so great a flood of errors with salutary and timely warnings and writings.

10 And here we cannot but recall to your minds the admonitions and counsels with which four years ago we earnestly stirred up the Prelates of the whole Catholic world, that they should not cease to exhort men distinguished by talent and sound doctrine to bring forth opportune writings into the light, by which they might strive both to illuminate the minds of peoples and to dispel the darkness of serpentine errors. Wherefore we earnestly beseech you, that while you strive to remove from the faithful entrusted to your care the deadly pestilence of pernicious books and periodicals, at the same time you may be pleased to pursue with all benevolence and favour those men who, animated by a Catholic spirit and cultivated in letters and disciplines, take care to write and publish books and periodicals in order that Catholic doctrine may be defended and propagated, that the venerable rights of this Holy See and its documents may be kept safe and sound, that opinions and views contrary to that See and its authority may be removed from circulation, that the darkness of errors may be driven away and the minds of men may be illuminated with the most sweet light of truth.

11 And it shall be the concern of your episcopal solicitude and charity to stir up these well-intentioned Catholic writers, that they may proceed with ever greater zeal in diligently and wisely defending the cause of Catholic truth, and to admonish them prudently with paternal words if they should offend in any way in their writing. Now indeed it is your wisdom to know well that all the most bitter enemies of Catholic religion have always waged, though in vain, the fiercest war against this Chair of the most blessed Prince of the Apostles, not unaware that religion itself can never fall and waver so long as that Chair stands, on which it is founded upon the rock, which the proud gates of hell do not overcome 5(1), and in which there is the complete and perfect solidity of Christian religion 6(2). Wherefore, Beloved Sons and Venerable Brethren, we earnestly beseech you that by reason of your singular faith in the Church and your special piety toward that Chair of Peter, you never cease with one mind and one spirit to direct all your care, diligence and effort especially to this end, that these faithful peoples of Gaul, carefully avoiding the most cunning snares and errors of those who lie in wait, may daily more and more glory in adhering firmly and steadfastly to this Apostolic See with truly filial affection and devotion, and in obeying it with the highest obedience that is fitting.

12 Therefore with all the vigilance of your episcopal care, let nothing ever be omitted by you either in deed or in words by which these faithful may love, venerate, receive and carry out with all obedience whatsoever this Holy See teaches, establishes and decrees. But here we cannot but express to you the deepest sorrow with which we were affected when, among other wicked writings published there, there recently came to us a pamphlet written in the French language and published by Parisian printers, and entitled « Sur la situation présente de l'Église Gallicane relativement au droit coutumier » whose author plainly opposes those things which we so earnestly commend and inculcate to you. This pamphlet we have committed to our Congregation of the Index to be condemned and damned. But before we bring our letter to an end, Beloved Sons and Venerable Brethren, we again signify to you that it is most desirable to us that every question and controversy be rejected by you which, as you know, disturbs peace, injures charity, and furnishes arms to the enemies of the Church with which they may harass and assail it.

13 Therefore let it be of the utmost concern to you to have peace among yourselves and to pursue peace with all, seriously considering that you perform the office of legation for Him who is not the God of dissension but of peace, and who never ceased to inculcate, command and enjoin peace upon his disciples. And indeed Christ, as each of you knows, « promised all the gifts of his promise and rewards in the preservation of peace. If we are heirs of Christ, let us remain in the peace of Christ; if we are sons of God, we ought to be peacemakers. . . Peacemakers befit the sons of God with meek hearts, simple in speech, concordant in affection, faithfully holding together in the bonds of unanimity 7(i).» Certainly such is our opinion and confidence in your virtue, religion and piety, Beloved Sons and Venerable Brethren, that we do not at all doubt that you will most willingly obey these paternal admonitions, desires and requests of ours, and will root out completely the seeds of all dissension, and thus fulfill our joy, and bearing with one another in all patience in charity and working together unanimously for the faith of the Gospel, you will proceed with ever greater zeal to keep watch over the flock committed to your care, and diligently fulfill all the most serious parts of your office unto the perfecting of the saints in the building up of the Body of Christ.

14 Be fully assured that nothing is more pleasing to Us, nothing more desirable, than to provide all things which We know can pertain to your greater utility and that of these faithful. Meanwhile in the humility of Our heart We pray to God and beseech Him, that He may always propitiously pour forth upon You the abundance of all heavenly charisms, and bless your pastoral cares and labors, so that the faithful committed to your vigilance may walk day by day more worthily of God, pleasing Him in all things and bearing fruit in every good work.

15 And as an omen of this divine protection and a witness of that most ardent charity with which We embrace You in the Lord, We most lovingly impart the Apostolic Blessing, proceeding from the depths of Our heart, to You, Our Beloved Sons and Venerable Brethren, and to all the Clergy and faithful Laity of these Churches.

16 Given at Rome at St. Peter's on 21 March in the year 1853. In the seventh year of Our Pontificate.

Atque vehementer gaudemus, dum conspicimus, in quamplurimis istis Dioecesibus, ubi hactenus peculiaria rerum adjuncta minime obstiterunt, Romanae Ecclesiae Liturgiam singulari vestro studio juxta Nostra desideria fuisse restitutam.

6 Itaque pro Apostolici Nostri ministerii munere et summa illa, qua Vos et istos fideles populos prosequimur, caritate, has Vobis scribimus Literas, quibus intimo Nostri cordis affectu Vos alloquimur, Dilecti Filii Nostri et Venerabiles Fratres, atque una monemus, hortamur et obsecramus, ut quotidie magis arctissimo inter Vos charitatis foedere devincti et obstricti atque unanimes, et id ipsutri invicem sentientes omnia dissidia,quae antiquus hostis commovere adnititur* pro eximia vestra virtute propula ac penitus eliminare studeatis et solliciti pitjs cym omni humilitate et mansuetudine servare in omnibus unitatem spiritus in vinculo pacis. Ea enim Sapientia praestatis, ut quisque Vestium optime Sfliat; quantopere sacerdotalis et fida animorum, voluptatum et sententiarum concordia ad Ecclesiae prosperitatem atque ad sempiternam hominum salutem procurandam sit necessaria atque proficiat. Quam quidem animorum et voluntatum concordiam, si unquam alias, nunc certe studiis omnibus inter Vos foveatis eportet, cum praesertim ob egregiam Carissimi in Christo Filii Nostri Napoleonis Francorum Impera Unis voluptatem , ejusque Gubernii operum nipio eatboljca istic;

. i Pacificos febsettportet Dei filios corde mites,'sermone simplices affeetidnfe concordes, fideliter sibi unanimitatis nexibus cohaeren to tes 7(i).»

1 AI DILETTI FIGLI NOSTRI CARDINALI DI SANTA ROMANA CHIESA E AI VENERABILI FRATELLI ARCIVESCOVI E VESCOVI DELLA GALLIA

2 DILETTI FIGLI NOSTRI E VENERABILI FRATELLI SALUTE E BENEDIZIONE APOSTOLICA
