For perpetual memory of the matter.

1 § 1. Among the principal duties of Our apostolate, that is certainly to be reckoned which pertains to the protection of episcopal sees, so that by whatever means we are able, we may take care to accomplish all those things which appear to conduce to the increase of the Catholic religion, to the adornment of churches, and to the benefit and advantage of Christ's faithful. And since we grieve deeply that in the past troubled vicissitudes ecclesiastical matters in certain regions especially had been greatly disturbed, for this reason we have deemed it to be part of Our pastoral office to remedy these evils successively to the best of our ability by establishing new cathedral churches, setting up chapters of dioceses, circumscribing their boundaries, and adding to them appropriate revenues, so that each diocese may be able to be administered by its own authority in accordance with the prescription of the sacred canons.

2 § 2. Recognizing by this same counsel that the bishopric of Basel, which had flourished both in the extent of its diocese and in the splendor of its bishops, as illustrious and distinguished monuments testify, in the terrible upheaval of former times had been stripped of its cathedral church, its chapter dissolved, its episcopal revenue lost, and its diocese reduced within new boundaries to a wretched condition, we have seriously considered what appropriate remedies ought to be applied to these evils according to the circumstances and times, and after long consultation with those to whom it pertained, we finally judged it expedient that the episcopal see of Basel be transferred to the city of Solothurn with all matters pertaining to the constitution of the chapter and the cathedral church arranged appropriately as is set forth below by us.

3 § 3. Wishing therefore to provide for the spiritual governance of this episcopal church and diocese as much as we are able in the Lord, from certain knowledge and mature deliberation of ours, and from the fullness of apostolic power, having first made complete suppression, extinction, and annulment of the prior church and chapter of Basel, and likewise having made extinction of the collegiality in the church under the invocation of Saints Ursus and Victor in the city of Solothurn, we erect this same city into an episcopal city; we exalt the aforesaid church of Saints Ursus and Victor, hitherto collegiate and parochial, to the rank of cathedral; we transfer into it the episcopal see of Basel, and there, with the right of parochial status remaining firm, we erect and establish the cathedral chapter of Basel, and we perpetually grant and assign this new see, chapter, and diocese to our venerable brother Francis Xavier of Neveu, the present bishop, and to his successors in the bishopric of Basel, with all respective rights, prerogatives, and privileges legitimately pertaining to them.

4 § 4. We will that the new chapter in the said cathedral consist of seventeen canons, including in this number the prepositus, the first dignity after the pontifical, and the dean, the second dignity, and in the same number of seventeen canons, beyond the prepositus, nine other canons from the prior now suppressed collegiate church, and three other ecclesiastical men from each of the cantons of Lucerne and Bern, and one from the canton of Zug. If any canons of the ancient chapter of Basel should meanwhile survive, they shall be enrolled in the new chapter, and if any of them shall have held a dignity, we order that the deanery of the new chapter be assigned to him. This chapter shall indeed be divided into twelve residential and five non-residential prebends. The residential canons bound to choir service shall be ten Solothurn canons and one from each of the three canons of the cantons of Lucerne and Bern respectively; the five non-residential, not bound to residence, shall be two from each of the cantons of Lucerne and Bern, and one from the canton of Zug. Moreover, ten of these seventeen canons together with the two dignities shall constitute the bishop's senate, and shall possess both votes in the chapter and the right of electing the bishop according to the manner to be defined hereafter. Among the aforesaid number of ten canons constituting the bishop's senate, there shall always have a place three from the canton of Solothurn, namely the prepositus and two other canons to be designated by the government of that canton, likewise three others from each of the cantons of Lucerne and Bern, one from the canton of Zug.

5 § 5. And since according to canonical sanctions cathedral chapters ought to have a theological and a penitential prebend, we therefore commend with all earnestness to the venerable brother bishop of Basel for the time being, that as soon as it can be done two of the prebends be added to the canons, one theological and one penitential, laying this burden upon the conscience of the bishop himself.

6 § 6. We likewise command that ten chaplains of the former collegiate church are to be aggregated to the new cathedral chapter in place of beneficiaries, who shall decently serve the church and cathedral chapter in the performance of sacred functions. § 7. To the new cathedral chapter thus formed, consisting of ten canons constituting the bishop's senate, we grant the right of electing within three months from the diocesan clergy, with canonical rules observed, the future Bishop of Basel for the time being; commanding at the same time that the authentic instrument of the completed election be sent to the Supreme Pontiff in the customary manner, by whom, if the election is recognized to have been canonically completed, and from the inquiry process made according to the form customarily used for episcopal elections in Switzerland concerning the qualities of the elect according to the norm of sacred canons it shall be duly established, such election shall be confirmed by the Holy See, and by it thereafter canonical institution shall be given to the elect through apostolic letters.

7 § 8. But if the election shall not have been canonically completed, or the one to be promoted shall not be found to be instructed in the aforesaid qualities, we indulge by special favor that the cathedral chapter may proceed to a new election in a similarly canonical manner.

8 § 9. The collation of dignities and canonries we freely reserve to ourselves for this first time; in future vacancies, however, only the provision of the single deanery shall be perpetually reserved to the Apostolic See. We wish the former right of the Solothurn government to remain in nominating the provost and canons to be instituted according to the custom hitherto observed; and to the Lucerne government we grant the privilege of nominating three prebends of the chapter allotted to its canton. For the designation of three canons to be received from the Bern canton, the chapter canons shall present a list of six clerics on each occasion. The Bern magistracy, to which shall be the right of excluding three at most, and from the remainder the bishop for the time being shall select the new canon. Finally, a single dignity can be conferred on a single canon only, nor shall it be permitted at one time for a provostship and deanery to be held by ecclesiastical men of the same canton. In the designation of these canons, however, it must be provided that the candidates be born from the canton to which the prebends were allotted, or exercise their ministry there, and that they be secular priests, and have prudently and carefully held a benefice with cure of souls for at least four years, or have assisted in the administration of the diocese or seminary, or finally have usefully devoted themselves to teaching theology, or canon law, and sacred disciplines.

9 § 10. We moreover confirm all things which in past times were ordained concerning the dismemberment of the diocese of Basel, and with the prior derogation and consent of all those having an interest, and separated insofar as it is necessary from any and every diocese all those parts which to the modern Bishop of Basel in administration have hitherto been delivered in the name of the Holy See, and also 67?

10 parochial churches dismembered and separated by these presents we establish, that from now henceforth a new and ample territory of the diocese of Basel shall consist of the complete cantons of Lucerne and Solothurn, from that part of the canton of Bern which had been ceded to the same canton of Bern through the Vienna convention, and from the canton of Zurich with their Catholic inhabitants, except those lands of the cantons of Basel and Aargau, and parishes which have hitherto belonged to the same diocese of Basel, and still pertain to it; it shall moreover be permitted to the canton of Thurgau, as well as to those parts of the cantons of Basel and Aargau, which were formerly assigned to the diocese of Constance, to accede to the Basel diocese according to the manner to be determined hereafter, in which case we confirm to the aforesaid episcopal see of Basel, immediately subject to this apostolic See, the right of having a suffragan bishop titular for carrying out all the duties of the whole diocese which require the episcopal order, whose suffragan bishop's nomination is to be made to the Supreme Pontiff in the customary manner and shall always freely pertain to the bishop of Basel for the time being. § II. But in order that the present and for the time being existing bishop of Basel, his suffragan, insofar as his nomination takes place, and the cathedral chapter may be decently and suitably provided with appropriate and stable support, we command that there be assigned to the episcopal table a free annual income of eight thousand pounds of Swiss currency, which income however is to be increased through the participation, connection, and union of the other three cantons, mention of which was made above, up to the sum of ten thousand pounds of the same currency according to the proportion of Catholics of each canton pertaining to the Basel diocese; to the suffragan bishop titular two thousand pounds of similar currency; to the provost, nine canons, and ten chaplains the same incomes which the chapter of the collegiate church of Solothurn, now suppressed, previously enjoyed, namely eight hundred pounds beyond the fruits of the canonical prebend. Two thousand pounds to each of the canons residing in the cantons of Lucerne and Bern, and three hundred pounds to each of the non-resident canons called foreigners. 14 Concerning the provision of the prefect and the erection of the seminary of clergy to be established in the city of Solothurn. For the time being, the respective cantonal governments, which have obliged themselves in valid form to accomplish these things, shall be permitted to provide. Both to the bishop of Basel and to his suffragan, and to all resident canons, necessary residences suited to each dignity shall be provided by the governments, and the same governments are obliged to protect the canonical residences; and the Solothurn government shall provide the expenses necessary for the protection of both the cathedral church and the episcopal residences.

For the maintenance of the fabric of the cathedral church, and for expenses necessary in sacred furnishings and in the worship of God, provision shall be made by the annual income of two thousand pounds long since assigned to the fabric of the former collegiate church of Solothurn; and in order that such matters may be more abundantly provided for, the fruits accruing during the vacancy of the apostolic episcopal see are to be assigned for this purpose.

We moreover impart to the cathedral chapter of Basel thus newly erected the faculty of drawing up ordinances and statutes sacred to the canons, and not adverse to apostolic constitutions, and to be expressly approved by the bishop, and they likewise enjoy all the honors, insignia, and privileges which other cathedral chapters existing in Switzerland enjoy, provided they are not acquired by burdensome title.

17 § 14. If it should happen by any chance in the future that the episcopal see and the cathedral chapter of Basel be canonically transferred elsewhere, then the chapter of the collegiate church of Saints Ursus and Victor of Solothurn shall be restored to that very state which it previously held as a cathedral.

18 § 15. We judge it necessary for the benefit and decree and command that provision be made in an appropriate and stable manner for the maintenance of the ancient, now suppressed cathedral church of Basel, and for the divine worship to be performed in it.

19 § 16. We further will that by the venerable brother the Bishop of Basel in the city of Solothurn an ecclesiastical seminary for boys be erected, in which young clerics may be suitably trained and properly instructed, and that the governments of the cantons shall provide the necessary buildings for the same seminary and an annual free stipend; and if it shall be necessary to erect other seminaries in other cantons, the bishops shall erect them, having consulted with the respective governments, which shall furnish what is necessary for buildings and annual free stipend, as above. The bishop, however, shall always watch over the governing, administering, and instruction in sound doctrine of these seminaries according to the prescription of the Council of Trent, with the assistance of four canons to be assumed from different cantons, of whom the bishop himself shall elect two, and the other two shall be elected by the canons constituting the senate of the bishop.

20 § 17. We likewise command that the aforesaid episcopal church of Basel, according to its revenues now assigned to its table as above, be taxed in the customary manner at two hundred and forty gold crowns of the camera, and such tax shall be described in the books of the apostolic camera.

We grant finally that the bishop may lawfully emit the oath of fidelity before the deputies of the cantons, by which the diocese of Basel is formed, in these words: "I swear and promise on the holy Gospels of God fidelity and obedience to the government of the cantons of which the diocese consists; I likewise promise that I shall have no communication, shall take part in no counsel, and shall preserve no suspect union neither within nor outside Switzerland, which could be harmful to public tranquility, and if I shall know either in my diocese or elsewhere of any conventicle being formed to the detriment of the state, I shall make it known to the government."

22 § 19. In order that all and singular things thus disposed by Us as above may be duly and speedily brought to their effect, We choose and appoint our beloved son the apostolic nuncio for the time being at Lucerne, and in his default the manager of the affairs of the Apostolic See among the Swiss, as executor of these Our letters, granting to him the necessary and opportune faculties, so that either by himself or through another person constituted in ecclesiastical dignity and specially subdelegated by him, he may freely and lawfully be able to carry out, establish, dispose, decree all things ordered above, and upon any opposition whatsoever against the aforesaid matters arising in any way in the act of execution, to recognize and pronounce definitively.

23 § 20. We will that these letters and whatever is contained in them, even for the reason that anyone having or pretending to have an interest has not been heard, and the aforesaid matters are not contended to be null, shall be described in the books of the camera.

Notwithstanding acquired rights not to be taken away, and Our other rules and those of the apostolic chancery, as well as apostolic constitutions and ordinances, and the statutes and customs of the aforesaid churches even confirmed by oath, apostolic confirmation, or any other firmness whatsoever, and privileges also and indults, and other things even worthy of specific and individual mention, contrary in any way whatsoever.

26 § 92. We will indeed that the executor of these letters shall transmit to the sacred congregation placed over consistorial matters, to be preserved in the archive of the same congregation, as soon as it can be done, copies in authentic form drawn up of all and singular acts to be made in the execution of these same letters.

27 § 93. Moreover we will that transcripts of these letters, even printed, subscribed however by the hand of some public notary and furnished with the seal of a person constituted in ecclesiastical dignity, shall have the same force entirely in judgment and outside of judgment as would be had by these same presents if they were exhibited or shown.

28 §. 94. Let no one whatsoever be permitted to infringe this page of Our suppression, extinction, annulment, translation, erection, attribution, assignment, mandate, commission, derogation, and will, or to dare to act contrary to it; but if anyone should presume to attempt this, let him know that he will incur the indignation of almighty God and of the blessed Apostles Peter and Paul His. 1 § 1. Tra i compiti principali del Nostro apostolato, quello certamente si annovera che riguarda la tutela delle sedi episcopali, affinché con tutti i mezzi possibili curiamo di compiere tutto ciò che sembra conferire all'incremento della religione cattolica, al decoro delle chiese, e al vantaggio e all'utilità dei fedeli di Cristo. E poiché con grande dolore constatiamo che nelle passate vicissitudini i beni ecclesiastici in alcune regioni soprattutto erano stati grandemente turbati, per questo abbiamo ritenuto che fosse parte del Nostro ufficio pastorale di rimediare a questi mali secondo le Nostre forze successivamente, restaurando nuove cattedrali, stabilendo capitoli diocesani, circoscrivendo i limiti delle diocesi, e aggiungendo ad essi opportuni redditi affinché ciascuna diocesi possa essere amministrata con propria autorità secondo la prescrizione dei sacri canoni.

2 § 2. Riconoscendo con questo sano proposito che il vescovato di Basilea, che un tempo era fiorito tanto per l'ampiezza della diocesi quanto per lo splendore dei suoi presuli, come attestano illustri e insigni monumenti, nella terribile rovina dei tempi precedenti era stato ridotto in miseranda condizione con la chiesa cattedrale spogliata, il capitolo sciolto, il reddito episcopale perduto, la diocesi ristretta entro nuovi confini, abbiamo seriamente riflettuto sui rimedi opportuni da applicarsi a questi danni secondo i luoghi e i tempi, e dopo aver lungamente consultato coloro che vi avevano interesse, abbiamo infine giudicato conveniente che alla sede episcopale di Basilea fosse trasferita nella città di Soletta tutto ciò che riguarda la costituzione del capitolo e la chiesa cattedrale, come da Noi stabilito qui sotto.

3 § 3. Volendo dunque provvedere al governo spirituale di questa chiesa episcopale e diocesi quanto in Noi è, da certa scienza, e da matura deliberazione Nostra, e dalla pienezza della potestà apostolica, previa la soppressione, estinzione e annullamento totale della chiesa e del capitolo precedente di Basilea, e previa altresì l'estinzione della collegialità nella chiesa sotto l'invocazione dei santi Orsola e Vittore nella città di Soletta, erigiamo questa stessa città in città episcopale; la predetta chiesa collegiale e parrocchiale dei santi Orsola e Vittore la eleviamo al grado di cattedrale, e in essa traseriamo la sede episcopale di Basilea, e ivi, rimanendo fermo il diritto di parrocchialità, erigiamo e costituiamo il capitolo cattedrale basilese, e questa nuova sede, capitolo e diocesi al venerabile fratello Francesco Saverio di Neveu, moderno presule, e ai suoi successori nel vescovato di Basilea, con tutti i rispettivi diritti, prerogative e privilegi legittimamente loro competenti, perpetuamente attribuiamo e assegniamo.

4 § 4. Il nuovo capitolo nella detta chiesa cattedrale vogliamo che consti di diciassette canonici, compresi in questo numero il preposto. La prepositura avrà il primo posto dopo la sede pontificale, e il decanato il secondo grado di dignità, e nello stesso numero di diciassette canonici, oltre il preposto, saranno cooptati gli altri nove canonici del precedente capitolo collegiale ora soppresso, e altri tre ecclesiastici, uno da ciascuno dei cantoni di Lucerna e Berna, e uno dal cantone di Turgovia. Se tuttavia nel frattempo rimangono alcuni canonici antichi del capitolo di Basilea, questi saranno iscritti nel nuovo capitolo, e se tra essi alcuno avrà ottenuto una dignità, ordiniamo che gli sia assegnato il decanato del nuovo capitolo. Questo capitolo sarà diviso in dodici prebende residenziali e cinque non residenziali. I canonici residenziali, obbligati al servizio del coro, saranno dieci di Soletta e uno dai tre canonici dei singoli cantoni di Lucerna e Berna; i cinque non residenziali, non obbligati alla residenza, saranno due da ciascuno dei cantoni di Lucerna e Berna, e uno dal cantone di Turgovia. Inoltre dieci di questi diciassette canonici insieme con le due dignità costituiranno il senato del vescovo, e godranno di doppio voto nel capitolo e del diritto di eleggere il presule secondo il modo che sarà stabilito in seguito. Tra il predetto numero di dieci canonici che costituiscono il senato del vescovo avranno sempre posto tre del cantone di Soletta, cioè il preposto e altri due canonici designati dal governo di quel cantone, inoltre altri tre, uno da ciascuno dei cantoni di Lucerna e Berna, uno dal cantone di Turgovia.

5 § 5. E poiché secondo le sanzioni canoniche alle cattedre capitolari devono essere presenti una prebenda teologale e una penitenziaria, per questo al venerabile fratello vescovo per il tempo di Basilea raccomandiamo con ogni sollecitudine che al più presto possibile siano aggiunte due prebende ai canonici teologo e penitenziere, gravando su questo la coscienza del medesimo vescovo.

6 § 6. Ordiniamo parimenti che al nuovo capitolo cattedrale debbano aggregarsi dieci cappellani della precedente collegiata in luogo di beneficiati, i quali nelle funzioni sacre da compiersi servano decorosamente alla chiesa e al capitolo cattedrale. § 7. Al nuovo capitolo cattedrale così formato, costituito da dieci canonici che formano il senato del vescovo, concediamo il diritto di eleggere entro tre mesi dal clero diocesano, osservate le norme canoniche, il futuro e per il tempo presente vescovo di Basilea; ordinando insieme che l'atto autentico dell'elezione compiuta sia trasmesso secondo l'uso al sommo pontefice, dal quale, se l'elezione sarà riconosciuta canonicamente compiuta e dalla inchiesta processuale secondo la forma usitata per i vescovati in Elvezia risulterà debitamente provato che l'eletto possiede le qualità richieste secondo la norma dei sacri canoni, l'elezione di tal genere sarà confermata dalla santa Sede, e da essa quindi per lettere apostoliche sarà data al canonicamente eletto l'istituzione.

7 § 8. Qualora poi l'elezione non sia stata canonicamente compiuta, oppure il da promuoversi non si trovi fornito delle predette qualità, con speciale indulto concediamo che il capitolo cattedrale possa procedere a nuova elezione con metodo canonicamente simile.

8 § 9. La collazione delle dignità e dei canonicati per questa prima volta Noi liberamente ci riserviamo; nelle future vacanze invece una sola provisione, quella della decanalia, sarà perpetuamente riservata alla Sede apostolica. Il pristino governo di Solodoro vogliamo che rimanga nel diritto di nominare il preposto e i canonici da istituirsi secondo il costume finora osservato; e al governo di Lucerna sia donato il privilegio di nominare a tre prebende capitolari assegnate a quella regione. Per la designazione di tre canonici da scegliersi dalla regione di Berna, i canonici capitolari presenteranno ogni volta una lista di sei chierici. Al magistrato di Berna, al quale spetterà il diritto di escluderne tre al massimo, e dai rimanenti il vescovo per il tempo presente sceglierà il nuovo canonico. Infine una sola dignità potrà essere conferita a un solo canonico, né sarà lecito che in un medesimo tempo la prepostura e la decanalia siano possedute da uomini ecclesiastici della medesima regione. Nella designazione di questi canonici dovrà provvedersi affinché i candidati siano nati dalla regione cui furono assegnate le prebende, oppure vi esercitino le funzioni sacre, e siano presbiteri secolari, e abbiano prudentemente e diligentemente tenuto un beneficio curato per almeno quattro anni, oppure abbiano coadiuvato nella procura della diocesi o del seminario, oppure infine si siano dedicati utilmente all'insegnamento della teologia, del diritto canonico e delle discipline sacre.

9 § 10. Confermando inoltre tutto ciò che nei tempi passati fu ordinato circa la dismembrazione della diocesi di Basilea, e con previo consenso di coloro che avessero interesse, e separando per quanto sia necessario da qualsiasi diocesi tutte quelle parti che al moderno vescovo di Basilea erano state finora consegnate in amministrazione a nome della santa Sede, e inoltre 67?

10 parrocchiali alle chiese smembrate e separate per mezzo dei presenti stabiliamo, che da ora in avanti il nuovo e ampio territorio della diocesi di Basilea consti interamente dai cantoni di Lucerna e Soletta, dalla parte del cantone di Berna che per la convenzione di Vienna era stata ceduta al medesimo cantone di Berna, e dal cantone di Turgovia con i loro abitanti cattolici, eccettuate quelle terre e parrocchie dei cantoni di Basilea e Argovia che fino ad ora appartennero alla medesima diocesi di Basilea e ancora appartengono; sarà inoltre lecito al cantone di Turgovia, nonché a quelle parti dei cantoni di Basilea e Argovia che un tempo erano state assegnate alla diocesi di Costanza, di accedere alla diocesi di Basilea secondo il modo che sarà determinato in seguito; in questo caso confermiamo alla predetta sede episcopale di Basilea, immediatamente soggetta a questa Sede apostolica, il diritto di avere un vescovo suffraganeo titolare per compiere tutte le funzioni relative all'intero territorio diocesano, che richiedono l'ordine episcopale, la cui nomina dovrà sempre farsi al Sommo Pontefice secondo il consueto, e spetterà liberamente al vescovo di Basilea pro tempore. § II. Affinché però all'odierno e al vescovo di Basilea che pro tempore esisterà, al suo suffraganeo, qualora abbia luogo la sua nomina, e al capitolo della cattedrale sia provveduto convenientemente e congruamente alla sussistenza opportuna e stabile, ordiniamo che alla mensa episcopale sia assegnata una rendita annua libera di ottomila lire di moneta elvetica, la quale tuttavia dovrà essere aumentata per partecipazione, connessione e unione degli altri tre cantoni, di cui sopra è stata fatta menzione, fino alla somma di diecimila lire della medesima moneta; al vescovo suffraganeo titolare duemila lire simili; al preposto, nove canonici e dieci cappellani i medesimi redditi di cui prima usufruiva il capitolo della collegiata di Soletta ora soppressa, cioè ottocento lire oltre i frutti della prebenda canonica. Duemila lire a ciascuno dei canonici residenti dei cantoni di Lucerna e Berna, e trecento lire a ciascuno dei canonici non residenti detti forestieri. Tali redditi, la cui fondazione sarà debitamente determinata per mezzo di una convenzione da stipularsi in seguito,

18 § 15. Necessarium profectu iudicamus decernere ac mandare, ut manutentioni antiquae ad praesens suppressae cathedralis ecclesiae Basileensis, et divini cultus in ea peragendi expressis opportuno et stabili modo provideatur.

19 § 16. Vogliamo inoltre che dal venerabile fratello vescovo di Basilea nella città di Solodoro sia eretto un seminario di fanciulli ecclesiastici, nel quale gli adolescenti chierici siano opportunamente allevati e rettamente istruiti, e che i governi dei cantoni forniscano le cose necessarie per le sedi di questo seminario e per il libero mantenimento annuale: e se sarà necessario erigere altri seminari negli altri cantoni, i vescovi li erigeranno, consultati i rispettivi governi, i quali forniranno le cose necessarie per gli edifici e per il libero mantenimento annuale, come sopra. Il vescovo però veglia sempre su questi seminari per governarli, amministrarli e istruire gli alunni nella sana dottrina secondo la prescrizione del concilio di Trento, avvalendosi dell'aiuto di quattro canonici da assumersi da diversi cantoni, dei quali due elegga lo stesso vescovo e gli altri due li eleggano i canonici che costituiscono il senato del vescovo.

20 § 17. Ordiniamo parimenti che la predetta chiesa episcopale di Basilea, secondo i suoi redditi assegnati ora come sopra alla mensa, sia tassata al solito di Corone d'oro della camera duecento e quaranta, e una tale tassa sia descritta nei libri della camera apostolica.

21 § 18. Concediamo infine che il vescovo possa lecitamente emettere dinanzi ai deputati dei cantoni, ai quali è formato il territorio della diocesi di Basilea, il giuramento di fedeltà con queste parole: «Io giuro e prometto sui santi Vangeli di Dio fedeltà e obbedienza al governo dei cantoni di cui consta la diocesi, prometto inoltre che non avrò alcuna comunicazione, non parteciperò ad alcun consiglio, e non conserverò alcuna unione sospetta né dentro né fuori l'Elvezia, che possa nuocere alla pubblica tranquillità, e se tanto nella mia diocesi quanto altrove verrò a conoscenza di alcuna conventicola ordita a danno dello stato, la manifesterò al governo».

22 § 19. Affinché però tutte e singole le cose da Noi disposte come sopra siano rettamente e celermente condotte al loro effetto, eleggiamo e deputiamo il diletto figlio nunzio apostolico per il tempo presente di Lucca, e in sua mancanza il gestore degli affari della Sede apostolica presso gli Elvetici, quale esecutore di queste Nostre lettere, concedendogli le facoltà necessarie e opportune, affinché sia e valga liberamente e lecitamente, sia per se stesso sia per altra persona costituita in dignità ecclesiastica da lui specialmente subdelegata, eseguire, statuire, disporre, decernere tutte le cose ordinate sopra, e su qualsiasi opposizione contraria ai premessi che per qualche modo per avventura sorgesse nell'atto dell'esecuzione, pronunciare definitivamente.

Nessuno dunque assolutamente tra gli uomini sia lecito infrangere questa pagina della Nostra soppressione, estinzione, annullamento, traslazione, erezione, attribuzione, assegnazione, mandato, commissione, deroga, e volontà, oppure osare di contravvenire ad essa; se qualcuno però avrà presunto di tentare ciò, sappia che incorrerà nell'indignazione di Dio onnipotente e dei beati apostoli Pietro e Paolo suoi.
