2 Sapienti igitur consilio f. r.
4 Minilo setius, per longum adhuc annorum intervallum, haud uberes, quin immo exiguos fructus tulit sedula, in opportuno eiusmodi incepto provehendo, Summorum Pontificum navitas.
9 ActaApostolicaeSedis-CommentariumOfficiale Quae denique hisce Litteris statuimus, decrevimus, indiximus, ea rata omnia firmaque permanere auctoritate Nostra volumus, iubemus: quibuslibet etiam speciali mentione dignis minime obstantibus. APOSTOLIC CONSTITUTION ON THE PONTIFICAL SEMINARY OR COLLEGE OF ETHIOPIA. PIUS, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR PERPETUAL REMEMBRANCE OF THIS MATTER
1 The Apostolic See has never spared care and labor so that those whom a lamentable schism had separated from the unity of the Church—children most dear—might be brought back as quickly as possible to the embrace of the common Father. That most ancient Church of Ethiopia was not without a share in this active solicitude of the Supreme Pontiffs, which Church, enlightened by the evangelical light of truth through the apostolic man St. Frumentius in the fourth century already, immediately shone forth with distinguished praises of doctrine and holiness; yet, since it was as if enclosed by the hostile dominion of the Saracens, and access to the Chair of Blessed Peter was cut off from it, and since by the example and influence of the schismatic Church of Egypt it was drawn from the right way, it gradually fell into the heresy of the Monophysites. For this reason, through the long course of centuries, the people of Ethiopia did not retain the doctrine of Christ in its genuine and complete form; which indeed the legates of that Church themselves confessed in some way in the assemblies of the Ecumenical Council of Florence, when in excuse of their schism they addressed Our Predecessor of happy memory, Pope Eugene IV, with these words among others: "The secession and rebellion of other Churches was voluntary; and therefore their peoples were given over to servitude and destruction. But our separation and withdrawal from Thy See proceeded in no way from perfidy or any other levity, but arose from the distance of provinces and from the dangers which those traveling incur."
2 With wise counsel, therefore, Our Predecessor Pope Sixtus IV, so that the bonds of those relations which had happily bound the Ethiopian people again to the Apostolic See in the Council of Florence might not merely remain, but become even closer and firmer in the future, assigned to the Ethiopians a house near the Vatican buildings and adjoining to it the chapel of St. Stephen the Greater, with the intention that those who had come to the City from those distant regions to venerate the tomb of the holy Apostles Peter and Paul might be received in this same house not only with hospitality, but might also conveniently devote themselves therein to studies of the Christian religion which they had undertaken, and might fittingly satisfy their piety. Thus, over the course of about two centuries, not a few monks coming from Ethiopia to Rome inhabited this dwelling assigned to them, and in it lived a common life according to the norm of regular discipline. This indeed brought no small benefit to them, since dwelling in this as it were center of the Catholic name and as if under the eyes of the Supreme Pontiffs, they were not only salutarily stirred to a more earnest union with the Apostolic See, but could also continually draw from it the precepts and institutions of the Christian religion. Nor was it less advantageous to Our Predecessors, since from the religious men coming hither they could more easily learn the affairs of the Ethiopian Church, and could provide for them more wisely and prudently.
3 But the most wretched conditions of the Catholic cause in Ethiopia in the following age brought it about that these most holy bonds of faith and charity with the Vicar of Jesus Christ were broken, and so that ancient hospice of St. Stephen the Greater, which the liberality of the Roman Pontiffs had granted to the Ethiopians, was abandoned by them. Yet the paternal care and solicitude of Our Predecessors toward that distant part of the Lord's flock never grew cold, as letters also testify, which in the year seventeen hundred and four the Cardinal Prefect of the Sacred Congregation for the Propagation of the Faith gave to the august Emperor of Ethiopia in the name of the Pontiff. For in these are contained these words: "That also which His Holiness has recently done in favor of thy people is most praiseworthy, in that he has with piety and magnificence worthy of himself repaired and adorned the church of St. Stephen the Protomartyr, which by the Supreme Pontiffs together with the adjoining hospice was formerly granted to the Ethiopian nation in the City; and moreover he thinks of amplifying and decently adorning the same hospice at the earliest opportunity, so that Ethiopians whom in the future either the love of religion or the zeal of the Sacred Congregation might impel to the City might be received here with more commodious buildings and with the proper offices of humanity."
4 Nevertheless, for a long interval of years thereafter, the diligent efforts of the Supreme Pontiffs in advancing such an undertaking bore fruit that was scarcely abundant, indeed rather meager. But when, in the previous century, more favorable auspices shone forth for the Catholic cause in Ethiopia, and when sacred missionary expeditions were received there by many and even by the Princes of the State with considerable goodwill, then by certain Apostolic men this most opportune counsel was undertaken, that a Seminary for Ethiopian sacred students to be properly trained should be established and opened first in Marseilles, and then in this venerable City. This counsel indeed our predecessor Pope Benedict XV pursued with such willing spirit that he brought it to a happy conclusion, designating for this purpose the ancient Ethiopian hospice, in which not only Ethiopian monks would be received again but also students from those regions would be nourished and so instructed in sacred disciplines that, having been adorned at some time with priestly dignity and having returned to their own people, they would prove to be strenuous defenders and heralds of Catholic truth. Yet this hospice, being a house too narrow indeed and not sufficiently suitable and fit for the purpose, it seemed fitting to Us to show also a particular benevolence of Our own toward the most noble Ethiopian nation, to build a new and more spacious seat of the Ethiopian College near Us, and within the very State of the Vatican City, which indeed, when completed and conveniently furnished with necessary things, has now been happily dedicated.
5 But in order that We may more clearly testify Our paternal will toward this College, We have determined to proceed to its juridical erection. Therefore, for the greater glory of the divine Name and for the increase of the Catholic cause, the Seminary or Ethiopian College, established in the State of the Vatican City, We constitute by Our apostolic authority, and to it We attribute the name and rights of a Pontifical College.
6 Indeed, wishing to embrace it more closely, as We already do in mind and in Our sight, and desiring to give to the same College a new pledge of benevolence, We derogate from those things which by Apostolic Letters under lead Ex Lateranensi pacto on the thirtieth day of the month of May of the year just past We decreed; and We will and decree that from now it shall be under the jurisdiction of Our Vicar General in the State of the Vatican City. And We trust and earnestly beseech God that this Pontifical College, just as it has obtained a new and more dignified seat, so also may it burn with new zeal, and may apply itself with all its strength in properly and holily forming students, so that Our most beloved sons, whom unfortunate circumstances of affairs, rather than the wickedness of men, have separated from the Apostolic See, may be recalled as soon as possible to the common fold of one Shepherd.
7 Since moreover the house of the Ethiopian hospice of St. Stephen the Greater has been demolished for the benefit of the College, We declare the same hospice, united with or included in the newly constructed College, together with all goods, rights and privileges granted to it by Our Predecessors.
8 We further will that to copies even printed of these Letters, subscribed however by the hand of some public notary and furnished with the seal of some man constituted in ecclesiastical dignity or office, the same faith be given as would be given to these Letters themselves, if they themselves were exhibited or shown.
9 Finally, all things which We have established, decreed, and ordained by these Letters, We will by Our authority to remain ratified and firm, We command: notwithstanding anything whatever, even those worthy of special mention. Given at Rome at St. Peter's, in the year of Our Lord one thousand nine hundred and thirty, on the twelfth day of the month of February, in the ninth year of Our Pontificate.
