Bull on the pastoral care and customs of the faithful in the West and South Indies
1 In the name of the Holy and indivisible Trinity, Father and Son and Holy Spirit, Amen. Let all who shall inspect, read, and likewise hear this public instrument of transcript know that We, PETER PAUL of Paris, Apostolic Protonotary, Doctor of both laws, of our Most Holy Lord the Pope, and of his Chamberlain, and also General Auditor of the causes of the Apostolic Chamber, and Judge Ordinary of the Roman Curia, and executor of the Apostolic letter universal, have had, seen, and diligently inspected the letters of our Most Holy Father in Christ and Lord, D. Paul, by divine providence Pope III, his letters, with a true leaden bull with a hemp cord hanging after the manner of the Roman Curia, lacking nothing in every respect. The tenor of which letters was as follows in its contents.
2 Paul, Bishop, servant of the servants of God. To our venerable brethren, all the Bishops of Western and Southern India, greeting and Apostolic benediction. The depth of divine counsel, which human reason cannot comprehend, from the essence of his immense goodness, always bringing forth something for the salvation of the human race, in due time and by his secret ministry, which God himself knows, opportunely produces and manifests: so that mortals may know that from their own merits, as from themselves, they can profit nothing; but that their salvation and every gift of grace proceeds from the Most High God himself, and the Father of lights.
3 Indeed, as we have received with great and spiritual joy of our mind, very many inhabitants of Western and Southern India, although they are inexperienced in divine law, yet being illuminated by the cooperation of the Holy Spirit, have utterly cast away from their minds and hearts the errors which they have hitherto observed, and desire and propose to embrace the truth of the Catholic faith and the unity of the Holy Church, and to live according to the rite of the same Roman Church: We, to whom all sheep have been divinely entrusted, desiring to lead those which are outside the true sheepfold, which is Christ, to that same sheepfold, so that there may be one Pastor and one sheepfold, and adhering to the footsteps of the most holy Apostles, who, handing down to us by word and example the form of pastoral office, nourished the infancy of the nascent Church with milk, and its advanced age with solid food, do intend to foster the new plantations of the Church itself, which the Most High has deigned to plant in the said Western and Southern India, in such manner that, until they grow strong, we do not commit to them all things which the Church already established throughout the world guards, but as to little ones in Christ, we desire to cherish them with paternal affection in some things.
4 And concerning their regenerations, wishing first to remove certain doubts which, as we have also heard, have arisen, mature deliberation having been had thereupon, by the Apostolic authority delivered to us by our Lord Jesus Christ himself, through Blessed Peter, to whom and to his Successors he committed the dispensation of the ministry of the apostolate, by the tenor of these presents we decree and declare: that those who baptized Indians coming to the faith of Christ, without employing the ceremonies and solemnities observed by the Church, in the name alone of the Most Holy Trinity, have not sinned, since, considering the causes then occurring, we think it seemed good to them for a good reason to proceed thus. And so that these new plantations may not be ignorant of how great dignity the washing of regeneration is, and how much it differs from those washings which they formerly used in their infidelity, we ordain that those who in future shall minister the Sacred Baptism outside urgent necessity shall observe those things which the said Church observes, burdening their consciences upon such necessity, outside which necessity, at least these four things shall be observed.
5 First, let the water be sanctified by sacred actions. Second, let Catechism and Exorcism be done for each one. Third, let salt, saliva, chrism, and candle be placed for two or three for all of both sexes then to be baptized. Fourth, let Chrism be placed for each one on the crown of the head, and the oil of Catechumens shall be placed over the heart of an adult man, of boys and girls; but for adult women it shall be placed in that part which the reason of modesty shall demonstrate. Concerning their marriages, we decree that this shall be observed, that those who before conversion had several wives according to their customs, and do not remember which one they first took, being converted to the Faith, shall take one of them whom they wish, so that they may contract Matrimony with her by words of the present, as is the custom; but those who do remember which one they first took, dismissing the others, shall retain her. And we grant to them that those joined even in the third degree both of consanguinity and of affinity shall not be excluded from contracting Matrimonies until this Holy
6 We have deemed it fitting to establish something further on this matter. And concerning the abstinence to be undertaken by them, we also decree that on the Vigil of the Nativity and of the Resurrection of Our Lord Jesus Christ, and on all the Fridays of Lent they are bound to fast, but the other days of fasting we permit at their pleasure on account of their new conversion to the Faith and the weakness of that people. So that a fast repugnant to health, or not well suited to office or to the exercise of some work, shall not be reckoned by the Church as commanded to them. And we also grant to them that during Lent and other prohibited times of the year they may eat dairy products, eggs, and meat at that time only, when other Christians are able to eat similar foods on account of some holy work to be performed, as the Apostolic See shall have granted for the time being. But the days on which we wish them to cease from servile works, we declare to be all Sundays, and the Nativity, Circumcision and Epiphany, Resurrection and Ascension, and the Corpus Christi of the same Our Lord Jesus Christ and Pentecost; as well as the Nativity, Annunciation, Purification, and glorious Assumption of the Mother of God, the Virgin Mary, and of the Blessed Peter and Paul his Co-apostles. But the other feast days we indulge to them for the reasons aforesaid...

Quarum quidem literarum tenor in continencia erat iste.
2 Paulus Episcopus servus servorum Dei. Venerabilibus fratribus universis Episcopis Occidentalis & Meridinais Indiae. Salutem & Apostolicam benedictionem.
5 Primum, aqua sacris actionibus sanctificetur.

6 Sede sopra ciò altro visum fuerit statuendum.
