Divina Providentia
Bull erecting the Diocese of Yakima
(YAKIMA) FROM THE DIOCESES OF SEATTLE AND SPOKANE TERRITORY PARTS ARE SEPARATED AND A NEW DIOCESE IS THEREUPON ERECTED, TO BE CALLED YAKIMA. PIUS BISHOP SERVANT OF THE SERVANTS OF GOD FOR PERPETUAL REMEMBRANCE OF THE MATTER
1 We, who by Divine Providence hold, though unworthy, the supreme office of the apostolate, ought with all diligence to take care that ecclesiastical circumscriptions throughout the Catholic world be so ordered that they may more aptly respond to the necessities of the Christian people according to the circumstances of times and places.
2 Considering this indeed, we take care to divide dioceses which extend over too vast a territory and are distinguished by a great multitude of the faithful, so that, with the number of vigilant Pastors increased, they may be governed more healthily and more easily. We have therefore determined to receive benignly the earnest petitions addressed to Us by our venerable Brother Hamlet Cicognani, Archbishop with the title of Laodicea in Phrygia, Apostolic Delegate in the United States of North America, which petitions, with the consent also of our venerable Brothers Edward D. Howard, Archbishop of Portland in Oregon, Thomas Arthur Connolly, Bishop of Seattle, and Charles Daniel White, Bishop of Spokane, requested from the Apostolic See that parts be separated from the very extensive territory of the dioceses of Seattle and Spokane and that a new diocese be thereby constituted.
3 Having therefore supplied, insofar as it may be necessary, the consent of others whose concern it is, or who may presume it to be their concern, having taken counsel with our venerable Brothers the Cardinals of the Holy Roman Church placed over the Consistorial Congregation, having maturely weighed all things and with certain knowledge, by the fullness of our apostolic power, from the territory of the Church of Seattle, which on this very day by our Apostolic Letters under lead We have elevated to a metropolitan See for the Lord's flock, four civil counties, namely Okanogan, Kittitas, Yakima and Klickitat; and from the territory of the diocese of Spokane three civil counties, Douglas, Grays and Benton, we separate and from that territory erect and constitute a new diocese, to be called Yakima from the city of Yakima, in which We establish the episcopal see. The temple dedicated to God in honor of St. Paul the Apostle, standing in the city of Yakima, we elevate to the dignity of a Cathedral Church, and to it and to the Bishops of Yakima for the time being we assign all the rights, insignia, honors, privileges and favors which other cathedral churches throughout the world and their Prelates enjoy by common law, and we bind them equally to the burdens and obligations to which others are bound. This new cathedral Church of Yakima we constitute suffraganean to the metropolitan Church of Seattle which we mentioned above, and we subject its Bishops for the time being to the metropolitan authority of the Archbishop of Seattle. Furthermore, until such time as a cathedral Chapter cannot be constituted, we grant that diocesan Consultors be chosen and employed in place of Canons according to the rule of law. We command moreover that as soon as it can be done a diocesan Seminary, at least a small one, be erected according to the sacred canons and the norms handed down by the Sacred Congregation for Seminaries and Universities, so that young men called to the Lord's portion may be properly trained in hope for the Church. As regards the governance and administration of the diocese, the election of a Vicar Capitular or Administrator during a vacant see, the rights and burdens of clergy and faithful and other such matters, we command that what the sacred canons prescribe be observed. What pertains especially to the clergy, we decree that, as soon as these Letters of Ours shall be committed to execution, by that very fact the clergy shall be considered enrolled in that Church in whose territory they legitimately dwell. We further decree that the episcopal table of this new diocese be constituted from the revenues and offerings of the Curia, which are accustomed to be provided by the faithful, for whose good the diocese itself has been erected. We will finally that all documents and acts which pertain to the new diocese be delivered by the Chancellors of the archdiocese of Seattle and the diocese of Spokane to the Chancellery of the new diocese of Yakima, as soon as it shall be possible, so that they may be properly preserved in its archive.
4 For the execution of all things as above disposed and constituted, we choose the venerable Brother whom we mentioned above, the Apostolic Delegate in the United States of North America, or he who shall preside over the Delegation itself in the act of execution, and we grant to him the necessary and opportune faculties, even of subdelegating for the purpose in question any man constituted in ecclesiastical dignity, and we impose upon him the duty of transmitting as soon as possible to the Consistorial Congregation an authentic copy of the acts of the execution accomplished.
5 These present Letters are firm, valid and efficacious, and shall produce their full and complete effects and obtain them, and ought to be inviolably observed by all to whom it pertains; and if it should happen that anything contrary to these be attempted by anyone whatsoever, by whatever authority, knowingly or unknowingly, We will and decree that such action be entirely null and void, notwithstanding any contrary provisions whatsoever, all of which We derogate. Moreover, We will that copies of these Letters, even printed ones, provided they are subscribed by the hand of some public notary and furnished with the seal of a man constituted in ecclesiastical dignity or office, be accorded the same full faith as would be accorded to these same Letters if exhibited. Let no one whatsoever presume to infringe this page of Our separation, erection, constitution, subjection, statute, commission and will, or to act contrary to it. If anyone indeed presume to attempt this with rash audacity, let him know that he will incur the indignation of almighty God and of the blessed Apostles Peter and Paul. Given at Rome at St. Peter's, in the year of the Lord one thousand nine hundred fifty-one, on the twenty-third day of the month of June, in the thirteenth year of Our Pontificate.

Datum Romae apud S. Petrum, anno Domini millesimo nongentesimo quinquagesimo primo, die vicesima tertia Iunii mensis, Pontificatus Nostri anno tertio decimo.
