Quo graviora
Bull condemning the Carbonari and secret societies
1 Leo XII, const. Quo graviora, 13 March 1825.
2 § 1. The greater the evils that threaten the flock of Christ our God and Saviour, the greater solicitude must the Roman Pontiffs display in warding them off, to whom in blessed Peter, the prince of the Apostles, the power and care of feeding and governing that flock has been entrusted. It pertains to them, inasmuch as they are placed in the highest watchtower of the Church, to foresee from afar the snares which the enemies of the Christian name are plotting against the Church of Christ (which they shall never accomplish) to destroy it, and both to make these known and manifest to the faithful, that they may guard against them, and by their authority to turn them aside and remove them. Understanding this most grave duty imposed upon them, Our predecessors the Roman Pontiffs have kept perpetual watch with the vigilance of a good shepherd, and by exhortations, teachings, decrees, and even by laying down their lives for their sheep, have taken care to prohibit and utterly destroy sects threatening the Church's final ruin. Nor can the memory of this pontifical solicitude be drawn from the antiquity of ecclesiastical annals alone.1 What has been done in Our age and that of Our fathers by the Roman Pontiffs, that they might oppose themselves to the clandestine sects of men plotting malice against Christ, this clearly demonstrates. For when Clement XII, Our predecessor, saw that the sect of Free Masons, or Francs Magons, or called by another name, which he knew by many arguments not merely to be suspect, but to be altogether an enemy of the Catholic Church, was growing stronger day by day and acquiring new firmness, he condemned it by a lucid constitution beginning In eminenti, issued on the fourth day before the Kalends of May in the year one thousand seven hundred and thirty-eight, the tenor of which is as follows.
3 The insertion of this constitution is omitted, because you have it above, in No. 299. § 3. Yet these were not sufficient for Benedict XIV, likewise Our predecessor of blessed memory. For it had become widely spread in the talk of very many that the penalty of excommunication contained in the letters of the long-dead Clement had already vanished, because Benedict had not expressly confirmed those letters. It was indeed absurd to contend that the laws of superior pontiffs become obsolete unless expressly approved by their successors, and moreover it was plainly evident that Benedict had repeatedly held Clement's constitution as ratified. Nevertheless, Benedict judged that even this cavil must be wrested from the hands of the sectarians, and issued a new constitution beginning Providas, on the fifteenth day before the Kalends of April in the year one thousand seven hundred and fifty-one, by which he confirmed Clement's constitution, repeated word for word in the form, as they say, specific, which is held to be the most ample and efficacious of all. Such indeed is the constitution of Benedict.
4 The insertion of this constitution is omitted, because you have it above, in No. 299. § 3. Yet these things were not sufficiently satisfactory even to Benedict XIV, a predecessor of like memory to Us. For it had become widespread in the discourse of very many that the penalty of excommunication contained in the letters of Clement, long since deceased, had already vanished, because Benedict had not expressly confirmed those letters. It was indeed absurd to contend that the laws of superior pontiffs become obsolete unless successors expressly approve them, and moreover it was manifestly evident that Benedict had repeatedly held Clement's constitution as ratified. Nevertheless, Benedict judged that even this cavil was to be wrested from the hands of sectarians, and issued a new constitution whose beginning is Providas, on the fifteenth day before the kalends of April in the year one thousand seven hundred fifty-one, by which he confirmed Clement's constitution, related in the same words in the form, as they say, specific, which is held to be the most ample and most efficacious of all. Such indeed is the constitution of Benedict.
5 The insertion of this constitution is omitted, because it is found above, in No. 412. § 5. Would that those who held power at that time had valued these decrees as much as the safety of both the Church and the commonwealth demanded. Would that they had persuaded themselves that in the Roman Pontiffs, successors of blessed Peter, they ought to undertake not only universal pastors and teachers of the Church, but also strenuous defenders of their dignity and most diligent observers of the dangers which threaten. Would that they had used that power of theirs to uproot the sects, whose pestilential designs had been laid bare to them by the Apostolic See, and had completely finished the matter from that very time. But since, whether through the fraud of sectarians craftily concealing their own affairs, or through the imprudent persuasions of certain persons, they judged this cause to be neglected or at least to be treated most lightly, from those ancient Masonic sects, which never grew cold, many others arose far worse and bolder. All of these the sect of the Carbonari seemed to embrace as it were in its bosom, which was held to be the chief of the others in Italy and in certain other regions, and divided into various branches bearing different names in appearance, undertook most fiercely to attack the Catholic religion and every supreme legitimate civil power. In order that Italy, other regions, and indeed the Pontifical dominion itself (into which, with the Pontifical government hindered for a time, it had crept in together with foreign men who were its invaders) might be freed from this calamity, Pius VII of happy memory, to whom We have succeeded, condemned the sect of the Carbonari, by whatever name it might be called on account of the diversity of places, languages, and peoples, with the gravest penalties, by a constitution issued by the Roman Pontiffs on the Ides of September in the year one thousand eight hundred and twenty-one, whose beginning is Ecclesiam a Iesu Christo. We have also judged that an example of this ought to be inserted in these Our letters, which is as follows. The insertion of this constitution is omitted, because it is found above, in No. 479. § 7. Not long after this constitution was issued by Pius VII were We, by no merits of Our own, raised to the supreme chair of blessed Peter; and immediately We turned all Our effort to discovering what was the state of clandestine sects, what their number, what their power. In inquiring into these things We easily understood that their insolence had grown, chiefly on account of their multitude increased by new sects. Among which that one is especially worthy of mention which is called the University sect, because it has its seat and dwelling in many universities of studies, in which young men by certain masters, who study not to teach them but to corrupt them, are initiated into its mysteries, which ought most truly to be called mysteries of iniquity, and are trained for every crime. § 8. Hence it comes to pass that even after so long a time, from when the torches of treachery were first kindled in Europe by clandestine sects through their associates and raised up, and after the most glorious victories reported by the most powerful princes of Europe, by which it was hoped that these sects would be suppressed, their nefarious attempts have not yet come to an end. For in those very regions in which the former tempests seem to have subsided, what fear is there of new disturbances and seditions, which those sects perpetually stir up? What dread of impious assassins, whom they secretly drive into the bodies of those whom they have marked for death? How many and how grave matters are not rarely decreed, or even unwillingly forced upon those who preside over them with power, in order that they may protect public tranquility? § 9. Hence also arise the most bitter calamities by which the Church is vexed almost everywhere, and which We cannot recall without sorrow, indeed without grief. Her most holy dogmas and precepts are attacked most shamelessly; her dignity is diminished; and that peace and happiness which by a certain right she ought to enjoy is not merely disturbed, but utterly overthrown.
6 8 10. Nor should it be thought that all these evils, and others which have been passed over by Us, are wrongly and calumniously ascribed to these clandestine sects. The books which those who have given their names to these sects have not hesitated to write concerning religion and the state, in which they spurn dominion, blaspheme majesty, and call Christ either a scandal or foolishness; indeed, not rarely they teach that there is no God, and that the human soul perishes together with the body: the codices and statutes by which they explain their counsels and institutions openly declare all things which We have already mentioned, and which tend toward the undermining of legitimate principalities and the complete destruction of the Church, to proceed from them. And this is to be held as certain and established, that these sects, although diverse in name, are nevertheless bound together by the nefarious bond of the most impure counsels. 8 11. Since these things are so, We judge it to be Our duty to condemn again these clandestine sects, and in such a manner that none of them may boast that it is not comprehended in Our apostolic sentence, and under this pretext lead the unwary and less discerning into error. Therefore, by the counsel of Our venerable brethren the cardinals of the Holy Roman Church, and also by Our own motion, certain knowledge, and mature deliberation, We perpetually prohibit all occult societies, both those which now exist and those which perhaps may hereafter arise, and which propose to themselves the things against the Church and the supreme civil powers which We have mentioned above, by whatever name they may be called, under the same penalties which are contained in the letters of Our predecessors already cited in this Our constitution, which We expressly confirm.
7 8 12. Wherefore to all and each of the Christian faithful of whatever status, grade, condition, order, dignity, and pre-eminence, whether lay or clerical, both secular and regular, even those worthy of specific and individual mention and expression, We strictly command, and in virtue of holy obedience enjoin, that no one under any pretext or sought-for colour dare or presume to enter, or propagate, foster, and in his houses or dwellings or elsewhere receive and conceal the aforesaid societies, by whatever name they may be called, and to be enrolled in, aggregated to, or attend any of them, or to provide power or opportunity for them to assemble anywhere, to minister anything to them, or otherwise to render counsel, aid, or favour openly or in secret, directly or indirectly, by himself or through others in any manner whatsoever, nor to exhort, induce, provoke, and persuade others to be enrolled in, numbered among, or attend such societies, or to help and foster them in any way, but rather ought to abstain entirely from the same societies, their assemblies, meetings, aggregations, or conventicles under the penalty of excommunication incurred by all who act contrary to the above by the very fact itself without any declaration, from which no one may obtain the benefit of absolution save through Us or the Roman Pontiff existing for the time being, except one constituted in the article of death.
8 8 13. We further command all under the same penalty of excommunication reserved to Us and to Our successors the Roman Pontiffs, that they are bound to denounce to the bishops or others to whom it pertains all those whom they know to have given their names to these societies, or to have defiled themselves with any of the crimes which have just been mentioned.
9 8 14. But especially that impious and wicked oath by which those who are admitted into these sects bind themselves never to reveal what pertains to those sects, and to put to death all fellow members who reveal these things to superiors whether ecclesiastical or lay, We utterly condemn and plainly declare null and void. For what? Is it not wicked that an oath which ought to be pronounced in justice should be held as a bond by which one binds himself to unjust slaughter, and to the contempt of their authority who, whether they govern the Church or legitimate civil society, have the right to know those things on which their safety depends? Is it not most iniquitous and most unworthy that God himself should be called upon as it were a witness and surety of crimes? Most rightly do the fathers of the Council of the Lateran III say in canon 3: "For these are not to be called oaths, but rather perjuries, which come against the utility of the Church and the institutions of the holy fathers."1 And intolerable is the impudence or madness of those men from these societies, who, although they say not only in their hearts but also openly and in public writings that there is no God, yet dare to exact an oath from all whom they choose for their sects.
10 § 15. These things have been established by Us to suppress and condemn all these furious and wicked sects. Now indeed, venerable brothers, Catholic patriarchs, primates, archbishops, and bishops, We do not merely request but earnestly beseech your assistance. Take heed to yourselves and to the entire flock in which the Holy Spirit has placed you as bishops to govern the Church of God. Ravening wolves will indeed invade you, sparing not the flock: but fear not, nor make your soul more precious than yourselves. Hold this fast, that it depends in great measure upon you whether those committed to your care persevere in religion and in right conduct. Although we live in those days which are "evil", and in a time when many "do not endure sound doctrine", yet the observance of very many of the faithful toward their pastors endures, whom they rightly receive as ministers of Christ and dispensers of His mysteries. Use therefore this authority, which by the immortal benefit of God you retain in the souls of your sheep, for the advantage of your flock. Let them know through you the deceits of the sectaries, and with how great diligence they ought to beware of them and their practices. Let them abhor through you as authors and teachers their depraved doctrine, who mock the most holy mysteries of our religion and the most pure precepts of Christ, and assail all legitimate authority. And that We may address you in the words of Our predecessor Clement XIII, in his encyclical letter to the patriarchs, primates, archbishops, and bishops of the entire Catholic Church of the fourteenth day of September in the year one thousand seven hundred and fifty-eight: "Let us be filled, I beseech you, with the fortitude of the spirit of the Lord in judgment and virtue, lest as dumb dogs unable to bark we suffer our flocks to be made a prey, and our sheep to be devoured by all the beasts of the field. And let nothing deter Us from offering ourselves to all struggles for the glory of God and the salvation of souls. Let us remember Him who endured such contradiction from sinners against Himself. But if we fear the audacity of the most wicked, it is all over with the vigor of the episcopate; and with the sublime and divine power of governing the Church: nor can we any longer be or endure as Christians, if it has come to this, that we fear the threats or snares of the lost."
11 § 16. We also earnestly beseech your protection, most beloved sons in Christ, Our Catholic princes, whom We love with singular and truly paternal affection. We therefore recall to your memory the words which Leo the Great, whose successors in dignity and unworthy heirs of whose name we are, used in writing to the Emperor Leo: "I ought without delay to make known to you that royal power has been granted to you not only for the governance of the world, but especially for the protection of the Church, so that by suppressing wicked daring you may defend what has been rightly established, and restore true peace to what has been disturbed". Although the state of affairs at this time is in such peril that these sects must be restrained by you not only for the defense of the Catholic religion, but also for the protection of your own safety and that of the peoples subject to your rule.4
12 132 Roman Pontiffs. For the cause of religion at this time especially is so joined with the welfare of society that it cannot in any way be separated from it. For those who follow those sects are enemies no less of religion than of your authority. They attack both, they strive utterly to undermine both. Nor would they certainly permit, if they could, either religion or any royal authority to survive.
13 § 17. And so great is the cunning of most crafty men, that when they seem most to be striving for the amplification of your authority, they especially aim at its overthrow. They teach indeed very many things to persuade that Our authority and that of the bishops ought to be diminished and weakened by those who hold power, and that more rights ought to be transferred to them, both from those which are proper to this apostolic see and to the "principal Church", and from those which pertain to the bishops, who are called to share in Our solicitude. But they teach these things not only from the most bitter hatred with which they are inflamed against religion, but also from this design, that they hope it will come to pass that peoples, which are subject to our rule, if perchance they perceive that the boundaries which Christ and the Church instituted by Him have established concerning sacred things are being overthrown, will easily be led by this example to change and destroy the form of political government as well.
14 8 18. You also, all of you, beloved sons, who profess the Catholic religion, we regard with particular prayer and exhortations of Ours. Men who put light for darkness and darkness for light must be entirely avoided. For what utility of true name could arise for you from conjunction with men who think that no account is to be taken of God, or of any of the higher powers, who through snares and clandestine assemblies strive to wage war against them, and who, although they cry out in the forum and everywhere that they are most devoted lovers of the public good of the Church and of society, have nevertheless already declared by all their deeds that they wish to disturb all things, to overturn all things. These men are indeed similar to those to whom neither hospitality is to be given nor a greeting to be said, as John commands in his second epistle, chapter 10, and whom our predecessors did not hesitate to call the firstborn of the devil. Beware therefore of their blandishments and honeyed words, by which they will persuade you to give your name to those sects to which they themselves are enrolled. Hold it for certain that no one can be a participant in those sects without being guilty of the gravest wickedness, and repel from your ears their words, who, in order that you might assent to your enrollment in the lower degrees of their sects, vehemently affirm that nothing is admitted in those degrees which is contrary to reason, nothing which is contrary to religion, indeed nothing which is either preached or accomplished which is not holy, which is not right, which is not uncontaminated. For indeed that wicked oath, which has already been mentioned, and which must also be sworn in that lower enrollment, is sufficient in itself for you to understand that it is also wicked to be enrolled in those lighter degrees and to engage in them. Then, although the graver and more wicked things are not usually entrusted to those who have not attained the higher degrees, it is nevertheless clearly evident that the force and audacity of these most pernicious societies grow strong from the consent and multitude of all who have given their name to them. Therefore those also who have not passed beyond those lower degrees must be held to be participants in their crimes. And upon them falls that word of the Apostle to the Romans, chapter 1: "they who do such things are worthy of death, and not only they who do them, but also they who consent to those doing them." Roman Pontiffs 133 § 19. Finally, those who, although they had once been enlightened and had tasted the heavenly gift and had been made partakers of the Holy Spirit, have nevertheless afterwards most miserably fallen away and follow those sects, whether they engage in the lower or in the higher degrees thereof, we call to Us with the greatest affection. For, performing the office of Him who professed that He came not to call the just but sinners, and who compared Himself to the shepherd who, leaving the rest of the flock, carefully seeks the sheep which he has lost, we exhort and beseech them to return to Christ. For although they have polluted themselves with the greatest crime, they ought not nevertheless to despair of the mercy and clemency of God and of Jesus Christ His Son. Let them therefore receive themselves at length, and again flee to Jesus Christ, for whom also their repentance was suffered, who will not only not despise their repentance, but indeed, in the manner of a most loving father who has long been awaiting his prodigal sons, will most willingly receive them. We moreover, in order that, as far as in Us lies, we may stir them up and make a more easy path for them to penance, suspend for the full space of one year after these Our apostolic letters have been published in the region in which they dwell, both the obligation of denouncing their associates in those sects and also the reservation of censures into which those giving their name to those sects have incurred, and we declare that they can be absolved from those censures, even without their associates being denounced, by any confessor, provided he be from among those who have been approved by the ordinaries of the places in which they dwell. We also determine that this same facility is to be extended to those who perhaps dwell in the city. But if anyone of those whom we now address be so obstinate (which may God the Father of mercies avert) as to allow that space of time which we have designated to pass without abandoning those sects and truly repenting, when that time has elapsed, both the obligation of denouncing associates and the reservation of censures shall immediately revive against him, nor shall he thereafter be able to obtain absolution unless his associates have first been denounced or at least an oath has been sworn that they will be denounced as soon as possible, nor can he be absolved from those censures by any other than by Us or by Our successors or by those who have obtained from the Apostolic See the faculty of absolving from the same.
15 We will, however, etc.

1 Leo XII, const. Quo graviora, 13 mart. 1825.
Fide, litt, 27 iul. 1822. - Ius. Pontif. de Prop. Fide, pars I, vol. IV, p. 621, 622, nota (1).
3 728 Romani Pontifices sticorum vetustate tantum erui potest pontificiae huius sollicitudinis memoria.
4 Omittitur insertio huius constitutionis, quia eam habes supra, in N. 299. 8 3. Haec tamen recolendae memoriae Benedicto XIV itidem praedecessori Nostro satis non fuerunt. Percrebuerat enim sermonibus permultorum latam in Clementis dudum mortui literis excommunicationis poenam iam evanuisse, quod Benedictus eas literas diserte non confirmasset. Erat profecto absurdum contendere superiorum pontificum leges obsolescere, nisi a successoribus expresse approbentur, et praeterea manifeste patebat a Benedicto saepius Clementis constitutionem ratam habitam fuisse. Attamen hanc etiam cavillationem de sectariorum manibus extorquendam iudicavit Benedictus edita nova constitutione cuius initium Providas, decimo quinto kalendas aprilis anno millesimo septingentesimo quinquagesimo primo, qua Clementis constitutionem totidem verbis relatam in forma, ut aiunt specifica, quae omnium amplissima et efficacissima habetur, confirmavit. Talis vero est Benedicti constitutio.
5 Omittitur insertio huius constitutionis, quia habetur supra, in N. 412. S 5. Omittitur insertio istius constitutionis, quia habetur supra, in N. 479. S8 7. Non nullo post editam hanc a Pio VII constitutionem ad supremam beati Petri cathedram nullis Nostris meritis evecti Nos fuimus; et continuo omnem Nostram operam convertimus ad detegendum, quis esset clandestinarum sectarum status, quis numerus, quae potentia. Haec inquirentes facile intelleximus crevisse illarum insolentiam praecipue ob earum multitudinem novis sectis auctam. S 8.
Rectissime patres concilii Lateranensis IIl inquiunt can. C. 1, X, de his, quae fiunt a maiori parte capituli, MI, 11.
- Cf. Bull. Rom. Cont, tom. 1, p. 27-33.
12 132 Romani Pontifices coercendae sint.

Fide, litt. 27 iul. 1822. - Ius. Pontif. de Prop. Fide, pars I, vol. IV, p. 621, 622, nota (1).
Infatti, come?
12 132 Romani Pontifices coercendae sint.
15 8 20. Vogliamo inoltre, ecc.
16 8 21. A nessun uomo dunque, ecc.
