Apostolic Constitution approving a new breviary for the Braga rite

Apostolic constitution of Pope Benedict XV ·

APOSTOLIC CONSTITUTIONS
OF BRAGA
REVISION AND APPROVAL OF THE NEW BREVIARY
BENEDICT BISHOP
SERVANT OF THE SERVANTS OF GOD
FOR PERPETUAL REMEMBRANCE OF THE MATTER

1 It has always been the solemn care of this Apostolic See, as the supreme Directress of Liturgical Law, that the sacred Rites of the Catholic Church should persist everywhere in their integrity, or, if perchance they have declined from it anywhere, should be recalled to their pristine purity. This matter necessarily follows from the Pastoral Office itself, which is committed to the Roman Chair, to watch diligently that "due veneration be exercised in external worship toward God, that the sacred mysteries which are performed may become more august and may conduce to the great edification of the Christian faithful, stirring up their piety toward God and the affection of devotion."

2 This vigilant care shines forth especially when sacred rites differ one from another; for this variety, if it be legitimate, contributes not a little to amplifying the splendor of divine worship. Nor is such diversity incompatible with the unity of faith, but rather expresses the divinely revealed dogmas 1 much more vividly and declares them more plainly: "For the unity of faith is most excellently consistent with the variety of legitimate Rites, from which indeed greater splendor and majesty wonderfully redound to the Church." Hence that saying of St. Leo the Ninth: "Diverse customs according to place and time are in no way harmful to the salvation of believers, when one faith, working through charity, commends all to the one God."

3 For by a certain wonderful harmony from the various Liturgies, faith is drawn forth against heresies from almost each of the dogmas of the Catholic Church: whence it came to pass that theologians have recognized in the Liturgies an abundant theological source, from which the doctrine of the Church is abundantly made manifest to us. To this also pertain those most true words of Our Predecessor, Leo XIII: "The august antiquity by which the various kinds of Rites are ennobled is both a splendid ornament to the whole Church and affirms the unity of the Catholic faith. Wherefore the true Church of Christ, just as she greatly strives to keep inviolate those things which, being divine, she has received immutable; so in using the same forms she sometimes permits something new or indulges in those things especially which accord with venerable antiquity. In this way also the force of her never-aging life is shown forth, and she herself excels more magnificently as the Spouse of Christ, whom the wisdom of the holy Fathers recognized as it were foreshadowed in the Davidic utterance: The Queen stood on thy right hand in gilded clothing, surrounded with variety... in golden fringes, surrounded with varieties."

4 Considering all these things, the Roman Pontiffs have not only never rejected the sacred Rites which, on account of their antiquity, were worthy of veneration, so long as they retained obedience to the Apostolic See united with the unity of faith; but they have also always wished the same to be reverently preserved and faithfully brought into use in all things which would not be opposed to some new and legitimate regulation, perhaps introduced by the same Apostolic Chair, to which, namely, as to the supreme Teacher, all Rites ought to obey.

5 Since these things are so, it is altogether pleasing and acceptable to Us, that zealous effort, most worthy of praise, by which we see Our Venerable Brother, Emmanuel Vieira de Mattos, the present Archbishop of Braga, moved, complying with the wishes of his Predecessors and likewise of the Clergy present, to whom the ancient Rite of Braga is so dear and worthy of special reverence, has spared neither care nor labor, so that the liturgical books of this Rite might be published again by the press; in such a way, however, that, the native form being retained, they would not only not offend the general laws of Catholic Liturgy, to be observed in individual Rites, but would also be entirely conformed to the same laws, as it has been piously and perpetually in use in the Rite of Braga.

6 This particular Rite, by which the Church of Braga has rejoiced from remote antiquity, is to be numbered among the principal titles of glory in which the Portuguese people justly glory, having merited so eminently well of the Catholic Church, that they have been called by the Roman Pontiffs most faithful. This glorious name the Portuguese have earned for themselves, not only on account of their singular piety and devotion to this Apostolic See, but also on account of the outstanding effort which they have always exerted in spreading far and wide throughout the world the name and worship of Christ. Hence also, as a just reward of faith, the Roman See conferred upon Portugal that right of Patronage in churches, where so many illustrious sons of Portugal have poured forth their apostolic labors and even their blood; by which right, even to these times, in many places still Religion continues to be extended and fostered, temples are adorned with sacred furnishings, subsidies are supplied to pious works and institutions of every kind, together with priests engaged in this most salutary ministry.

7 This institution is therefore truly most acceptable to God and at the same time most pleasing to Our paternal heart—the revision of the Rite of Braga, undertaken under the authority of the Apostolic See, and the careful correction of it from all the blemishes which have crept into it over the course of time. For thus this glory will stand purer for the Portuguese, and greater virtue of salvation and sanctification will arise in the clergy and people of the Church of Braga, upon whom, by almighty God, through the intercession of the Immaculate Mother of God, the special Patroness of Portugal, We implore the most abundant outpouring of heavenly gifts.

8 Now among the chapters which in this typical edition of the Breviary of Braga, as it has come forth from Our Vatican Press, have been changed for the better and deserve particular praise, special mention must be made not only of the more constant use of Sacred Scripture which has been piously observed in all Rites through the happier ages, and of the new arrangement of the Psalter introduced by Our Predecessor Pius X through the Apostolic Constitution Divino afflatu; but also of the norms to be observed which have been established by the Apostolic See, where Offices concur or occur, and of certain narratives expunged from the historical part of the Breviary of Braga which were at variance with the truth of things or with the approved tradition of the Church of Braga. Moreover, the most diligent care which has been employed in publishing the Breviary of Braga ought likewise to be expended in preparing the new edition of the Missal and other liturgical books. In this matter We willingly acknowledge the excellent spirit of the Clergy of Braga and the intimate union of its venerable Church with the Roman See.

9 Now that the new Breviary has been published, the difficulty which the Clergy of Braga has hitherto laboured under—that of using their own Rite on account of the scarcity of copies—disappears. Wherefore now full satisfaction is given to the wishes and desires of the priests, such as were expressed in the most recent Synod of Braga: and approving these wishes entirely and holding them as ratified, by these Our letters We command and enjoin that all and each who are bound to the Canonical Hours in the Archdiocese of Braga shall use this Breviary revised by Us and by Our authority. May this unity of liturgical prayers in the whole venerable Clergy of Braga more and more kindle and foster that spirit of prayer by which We admire animated the two illustrious Patrons of the Archdiocese and City of Braga, the holy St. Peter of Rates and St. Gerald.

10 These things We decree, declare, and enact, determining that these Our letters shall be valid and effective always and in perpetuity; notwithstanding apostolic constitutions and ordinances, general and special, and all other things whatsoever to the contrary. Let no one whatsoever be permitted to infringe this page of Our approbation, decree, concession, indult and will, or to contravene it by rash presumption. If anyone, however, shall presume to attempt this, let him know that he will incur the indignation of almighty God and of the blessed Peter and Paul, His Apostles.

11 Given at Rome at St. Peter's, in the year of the Lord's Incarnation one thousand nine hundred nineteen, on the day before the Ides of May, on the Octave of the Solemnity of St. Joseph, spouse of the blessed Virgin Mary, in the fifth year of Our Pontificate.

CONSTITUTIONES APOSTOLICAE
BRACARENSIS
REVISIO ET APPROBATIO NOVI BREVIARII
BENEDICTUS EPISCOPUS
SERVUS SERVORUM DEI

9 Edito iam novo Breviario, evanescit apud Clerum Bracarensem difficultas, qua hactenus laborabat, suo proprio utendi Ritu ob exemplariorum penuriam.

11 Datum Romae apud sanctum Petrum, anno Incarnationis Dominicae millesimo nongentesimo decimo nono, pridie Idus Maii, die Octava Solemnitatis sancti ioseph, sponsi beatae Mariae Virginis, Pontificatus Nostri anno quinto.

BOLLA
SEDIS HUIUS
IL VESCOVO BENEDETTO, SERVO DEI SERVI DI DIO. A PERPETUA MEMORIA

12 BENEDICTUS PP. XV
