THE DIOCESE OF THE ANGELS OF ST. JAMES IS DISMEMBERED AND A NEW DIOCESE OF "ST. JAMES" IS ERECTED. IT IS FURTHER DECREED THAT THE DIOCESE OF THE ANGELS OF ST. JAMES SHALL BEAR THE NAME "OF THE ANGELS" ONLY IN THE FUTURE. PIUS, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR PERPETUAL REMEMBRANCE OF THE MATTER

1 For the more salutary and easier exercise of spiritual rule over the Christian people and pastoral ministry, the alteration of the boundaries of Churches throughout the world is of the greatest benefit, if the circumstances of things and times demand it. Since therefore the diocese of the Angels of St. James is open to excessive territorial extent, it has seemed most opportune to divide it and to establish another diocese. Wherefore, by the counsel of the venerable Brethren Our Cardinals of the Holy Roman Church placed over the Consistorial Congregation, and having obtained the favorable vote of the venerable Brother Hamlet John Cicognani, Archbishop with the title of Laodicea in Phrygia and Apostolic Delegate in the United States of North America, having supplied, insofar as it is necessary, the consent of those to whom it pertains, or of those who presume it to pertain to them, by the fullness of apostolic power, We separate from the Diocese of the Angels of St. James that part of territory comprising the civil counties of St. James, Imperial, Riverside and St. Bernard, and from it We erect a new and distinct diocese, and declare it erected by these presents, and We will and decree that it be named from the city of St. James, namely St. James, with the boundaries of the Diocese of the Angels of St. James henceforth contracted, to which henceforth the name Angels only shall pertain. We establish the seat of the New Diocese in the city of St. James, which We therefore raise to the rank and dignity of an episcopal city and grant to it the rights and privileges which other episcopal cities enjoy; and We fix the Bishop's cathedral chair in the parochial church of St. Joseph, standing in the same city, which We therefore raise to the rank and dignity of a Cathedral Church, and to it and to its Bishops for the time being We grant all the rights, privileges, honors, insignia, graces and prerogatives which other cathedral churches and their Prelates enjoy and possess by common law, and We likewise bind them with the same burdens and obligations. This Diocese of St. James We constitute as a suffragan of the Church of the Angels, which by other Our Letters given on this very day We raise to and constitute as a Metropolitan; We therefore subject the Bishops of St. James to the metropolitan authority of the Prelates of the Church of the Angels. As to what pertains to the governance, administration, endowment of the diocese of St. James, and likewise the rights and burdens of the faithful and other such matters, We command that those things be observed which on this matter the sacred canons prescribe, as well as the Third Plenary Council of Baltimore; as to what pertains especially to the clergy, We decree that as soon as the erection of this Diocese shall be mandated for execution, by that very fact the clergy shall be considered enrolled in that Church in whose territory they legitimately exist. Until moreover a Chapter of Canons shall be constituted in the Cathedral, We will that the Diocesan Consultors be selected and employed according to the rule of law. Finally We command that the documents and acts which pertain to the new Diocese be delivered as soon as possible from the Chancery of the Archdiocese of the Angels to the episcopal Curia of St. James, that they be religiously preserved in its archive. These things therefore being disposed and established, for mandating all the same to execution, We designate the venerable Brother Hamlet John Cicognani, whom We mentioned above, Apostolic Delegate in the United States of North America, and We therefore grant to him the faculties necessary and opportune for this, even to subdelegating for the effect in question any man constituted in ecclesiastical dignity, with the charge to him to transmit to the Consistorial Congregation within six months, to be reckoned from the date of these Letters, an authentic copy of the acts of the execution accomplished. We will moreover that to copies of these Letters, even printed ones, subscribed however by the hand of some public notary and furnished with the seal of a man constituted in ecclesiastical dignity or office, the same faith be given as would be given to these Letters if they were exhibited or shown. We will that these present Letters and whatever is contained in them can never at any time be noted, impugned, or called into question on account of the vice of subreptitiousness or obreption or nullity, or of Our intention, or any other substantial and unforeseen defect, but that they as made and emanated from certain knowledge and the fullness of power shall exist perpetually valid and shall be, and shall obtain and secure their full and complete effects, and ought to be inviolably observed by all to whom it pertains, and if otherwise anything should be attempted against these things by anyone, by whatever authority, knowingly or unknowingly, We will and decree that it be entirely null and void. Notwithstanding, insofar as it is necessary, the rules established in synodal, provincial, general and universal Councils, special or general Apostolic Constitutions and Ordinances, and whatever other dispositions of the Roman Pontiffs, Our Predecessors, and other contrary matters, all of which, even those worthy of special mention, We derogate from by these presents. Let it be lawful for no one to infringe this page of division, erection, subjection, decree, concession, commission, mandate, derogation and Our will or to act contrary to it. If anyone therefore shall presume to attempt this with rash boldness, let him know that he will incur the indignation of almighty God and of the blessed Apostles Peter and Paul.
