BALAN, PIETRO. - Priest, controversialist and historian, b. at Este on 3 Sept. 1840, d. at Pragatto (Bologna), on 17 Feb. 1893. Of indomitable spirit, keen intellect and vast and well-nourished historical culture, he took an active part in the heated politico-ecclesiastical conflicts of the moment and in the most combative journalism in defense of the rights of the Church, in vindication of the glories of the past especially in relation to the most genuine Italian traditions. Thus he, from his youth, inserting himself in the wake of Neo-Guelphism, set out to fight against those who wanted to banish the Pontiff from national life, and against those "compromising" Catholics ready to assert that the Pope "ought" to change course by accepting outright the "accomplished facts."
A priest in 1863, when he had already for a year been teaching history at the seminary of Padua, and for two years had sent to press the first Studi sul Papato, he began with Alessio De Besi and with Giuseppe Sacchetti the Letture Cattoliche, and then, in '65 at Venice, also as director, the Libertà Cattolica, to move the following year to Florence to L'Unità Cattolica, and to found in '67 at Modena the Diritto Cattolico.

Beatrice d'Este (ibid. 1878); Le Tombe dei Papi profanate dal Gregorovino (ibid. 1879); and finally Il Popato e l'Italia (ibid. 1879).
The informing thought of these writings soon issued in two works of bold design, of vast and open breath, unfortunately neglected, while it is still of yesterday and quite timely the observation that the three volumes of Storia della Chiesa in continuazione a quella del Rohrbacher (3 vols., Modena 1879-86) are a passionate defense of the dramatic life of Pius IX. The other work dictated with the same spirit is the Storia d'Italia (7 vols., ibid. 1875-90; 2nd ed. in 11 vols., 1894-1899) with notes by R. Maiocchi who profited from the corrections and additions of B. himself.
Placed in 1879 by Leo XIII in the Vatican Archive, he was also invested with delicate political assignments, with deserved honors (beneficiary of St. Peter, secret chamberlain, domestic prelate, referendary of the Segnatura and Roman count). But this did not prevent him from being the object of bitter polemics and the victim of malicious insinuations intended to strike at his priestly honor by attributing to him the paternity of anonymous writings against important pontifical directives. Calumnies that did not let go even when B., struck to the heart, withdrew in 1883 to the solitude of Pragatto.
