LEONE PP. XIII.

Dato

Letters in the form of a Brief, by which a College for Armenian clergy is founded and established at Rome
LEO PP. XIII. FOR PERPETUAL REMEMBRANCE OF THE MATTER
1 The benign mother Church, conformed by the examples and precepts of her founder Jesus Christ, has never ceased at any time to provide for the salvation of mankind, distributing her maternal charity to all nations in such a way that, however much they may be separated either by variety of customs or by distance of places, she guards them with equal and like care. And this excellence, truly divine in character, the illustrious Armenian nation has long experienced in many respects from the Eastern peoples. For those people, as it is handed down, having been vindicated partly by the work of the Apostles and partly by apostolic men already in ancient times into the freedom of the children of God, the Catholic Church has embraced them with great affection: and from that time the histories speak abundantly of how much care and zeal Our predecessors, the Roman Pontiffs, have expended in Armenia: and this always with the design that, insofar as it could be done by them, there might be preserved among the Armenians those things which are held to be great goods in states, namely public dignity, agreement, tranquility, and, what far surpasses all these, the sanctity of the Catholic faith together with the uncorrupted integrity of Christian morals.
2 Which in times, indeed not ancient but only in more recent ages, appeared not without difficulty.
3 For Urban VIII, having admitted Armenian students into the Urban College for propagating the Christian name:
4 Benedict XIV, having restored the dignity of the Patriarchate of Curia: Gregory XVI, having arranged the matter of the Diocese of Constantinople, and having liberally bestowed effort upon an urban hospice for receiving pilgrims from Armenia, testified to their illustrious will by deed itself. But above all others, the benefice and grace of Pius VIII shall endure; by whose chiefly insistence and counsel, with the efforts of the King of France and the Emperor of Austria and Hungary, it was obtained from the prince of the Ottoman empire that he should command that Armenians be free from the servitude of schismatic prelates in the Catholic rite according to his power.

6 wise man, having constituted a Primatial See at Constantinople, to which all Catholic Armenians would be subject, put an end to long-standing inconveniences.
7 his eyes upon them and those very great ones. And in a similar manner Pius IX from the very beginning of his Pontificate turned his gaze upon Armenia with singular benevolence: and he decreed many things in the course of time, which seemed to serve for the public good of that people and the safety of sacred discipline. And if in these recent years, not without great sorrow of all good men, an unexpected and grave misfortune afflicted the Armenian Catholic cause, truly the constancy and charity of this Apostolic See were not lacking in extinguishing that fatal flame, which the turbulent passions of a few stirred up sedition. We trust in God's mercy that the remnants shall not be utterly taken away, and that all may turn themselves to the holy Catholic Church, and to their former obedience toward the Apostolic See, on account of which the Armenians endured severe vexations and heavy labors often before with memorable fortitude. By these examples of Our predecessors which have been recalled, and by the not inconsiderable services of the Armenian people themselves toward the Church, Our mind is moved and incited to do well, being otherwise of its own accord inclined toward the East, noble in the glory of great virtues, and consecrated by the origins of the Christian name. We have indeed long been in this thought, by what means it may be most fitting to direct Our effort toward the public utility of that nation. In this matter we seem to have already achieved something, with God's help, through the apostolic industry of men both from the Society of Jesus and from the Christian Schools, whom We ourselves sent into Armenia, and who for now the third year have been laboring and working in literary instruction and likewise in religious matters. Yet it is Our desire to accomplish something greater, and to provide that, just as many from other nations have their own house in the City as a nursing mother, so also Armenia should have hers, to which she might send her young men generously to be educated, to be exercised in diligent preparation and to be fitted for sacred duties. For in truth, nowhere perhaps is there greater opportunity than at Rome for training suitable administrators of sacred things, in this principal city of the Christian world, near the tombs of the greatest Apostles, in the very eyes of the supreme Pontiff, who by God's office is the common father of all nations and the guardian and interpreter of the Catholic faith. This very same thing the provident mind of Gregory XIII, Our predecessor, had taken care of, who, having given Apostolic Letters for this purpose, decreed that a College of Armenians should be established in the City
8 and to sacred duties. For indeed in establishing suitable administrators of sacred things, perhaps nowhere is there greater opportunity than in Rome, in this principal city of Christian world, near the tombs of the greatest Apostles, in the very sight of the Supreme Pontiff, who by the office of God's vicar is the common father of all nations and the guardian and interpreter of the Catholic faith. This very same thing was indeed provided for by the prudent mind of Gregory XIII, Our predecessor, who, by Apostolic letters given for this purpose, ordered the Armenian college of the Roman Church to be established in the City on the third day before the Ides of October in the year
9 MDLXXXIV.
10 Death prevented it.
LETTERS
11 if it did not deprive the Supreme Pontiff of praise for his intention, it certainly interrupted the course of the undertaking he had accepted. For a long time the matter remained unfinished, until in recent times the Armenian Bishops, having frequently come to Rome with supplications, besought that what Gregory XIII had begun and what ought to be perfected by his authority and care, be brought to completion. A petition was presented to Pius IX on the occasion of the solemn commemoration of the Prince of the Apostles. Nor is it to be doubted that the prayers of the Bishops would have received a swifter response, had not great and various causes intervened. We, however, with confidence in divine goodness, now undertake the work long desired: and although the difficult times do not permit Us to give and assign to its perfection and protection as much as both Our will would bear and the matter itself would require, yet the constant liberality of Christians throughout the whole world observed by Us confirms and commands Us to be of steadfast spirit. Therefore, for the increase of the Catholic religion, for the honor and advantage of the Armenian nation, by these Letters with Our apostolic authority We found and establish in this venerable City a College of Armenian Clergy, and to it We grant all the privileges and rights of a legitimate college, according to the laws which are written below.
12 I. Our beloved son Anthony, Cardinal of the Holy Roman Church Hassun, an Armenian by nation, well deserving of the Catholic cause among his own people, shall be the first to undertake the Patronage of the Armenian College according to this institution, and in that capacity shall exercise right and power over the College.
13 II. Since it pleases Us that the College be bound with the sacred Council for the propagation of the Christian Armenian name by certain ties, therefore for the remaining time the Cardinal who shall be Prefect of this sacred Council shall be Patron or Protector of the Armenian College.
14 If that Patron shall not be, another Cardinal from the same sacred Council shall be chosen as Patron by the authority and will of the Supreme Pontiff.
15 III. The Cardinal Patron shall report to the Supreme Pontiff by letter each year concerning the discipline and the domestic affairs of the College.
16 IV. The Curator or Prefect of the sacred Council shall be the one to oversee the affairs of the College, who shall also be an assistant from the Orientals.
17 If that Curator shall not be, a Curator shall be appointed by command of the Supreme Pontiff, from the order of the Urban Antonians.
18 V. Armenian students shall be admitted to the College by the Cardinal Patron, with the approval of the Bishops of the individual Dioceses.
19 VI. They shall be admitted after having progressed beyond the first elements of the humanities, in which greater aptitude for the priesthood appears to be evident.
20 VII. These same students in the College, for the propagation of the Christian name, shall attend schools for the sake of studies: and after examination, shall be admitted to academic degrees.
21 VIII. Armenian students by nation, who are at this time in the Urban College, shall be transferred to the Armenian College.
22 IX. The Urban College shall pay from its treasury, in proportion to the decreasing number of students, six thousand Italian silver scudi to the Armenian College in individual years, as long as these Letters of Ours remain firm and valid.
23 Finally We will that, as they are, so they shall remain in the future: but We decree that it shall be null and void if anything contrary to these things shall be attempted by anyone whatsoever: notwithstanding any contrary provisions. Given
