Pastoralis officii
Bull confirming the constitution Unigenitus against its opponents
CCLX.
A pastoral letter given to the Christian faithful against those refusing to render obedience to the constitution Unigenitus1. Clement, bishop, servant of the servants of God, to all Christian faithful who shall inspect these present letters, greeting and apostolic benediction.
1 The care of the pastoral office, which by the disposition of divine counsel we bear, admonishes us that we should watch with all diligence everywhere throughout the earth for the provision of the salvation of souls, and especially for the preservation of the purity of the orthodox faith, without which it is impossible to please God.
2 § 1. For this reason, when we came to know that in certain regions beyond the mountains and especially in the most ample kingdom of France, the seeds of vain and depraved doctrines, indeed even of heresies, were germinating on the occasion of a certain book published in the French language long ago under the title: Le Nouveau Testament en francois, avec des réflexions morales sur chaque verset, etc.; or otherwise: Abrégé de la morale de l'Évangile, des Actes des Apótres, des Épîtres de S. Paul, des Épîtres canoniques, et de l'Apocalypse; or: Pensées chrétiennes sur le texte de ces livres sacrés, etc., being admonished no less by the duty of our office to eradicate the same, and being stirred also by the frequent prayers of many bishops of the Catholic world and especially of France, and indeed moved by the pious and often repeated wishes and efforts of Louis XIV of blessed memory, the most Christian King of the Franks, while he lived, we did not fail, with God's assistance, to interpose whatever parts of our apostolic solicitude we could. But what and how much we have done and suffered in this difficult and most grave matter over many years, and what evils have arisen in that renowned kingdom from the actions of disobedient men and of a few (which we say with great sorrow) even of illustrious prelates of the Church not acquiescing in the truth, we believe is scarcely unknown to almost all of you. For indeed, after imploring the aid of the divine house and with all care,
3 Unigenitus to be set forth.
4 study and labor, as the gravity of the matter demanded, pursued for a very long time, against the aforesaid book a constitution of ours, which begins Unigenitus Dei filius, in the year of our Lord's Incarnation 1713, on the 6th day of September, we issued and promulgated, in which we noted many harmful articles excerpted from the same book with various censures, which respectively, as they say, that is, each one at least deserved some of them, and we proscribed them according to the custom of this Holy See (a necessity of such a remedy which both the aforesaid King Louis and very many of the aforesaid bishops from Gaul had impressed upon us with repeated entreaties, constantly affirming that the dissensions which had arisen could not otherwise be settled), and indeed the whole Church of Christ, following Peter through us, although unworthy, received the apostolic doctrine of that same constitution with due obedience and submission; but the innovators, who follow their own spirit and see nothing, from the undeliberate hesitation of those few prelates, so lifted up their minds that they did not blush to perversely interpret and assail the constitution itself with incredible audacity, and even to impute to it depraved doctrine through shameless calumnies. And so, in order that we might stir up those resisting bishops to follow in the footsteps of their brethren, and extinguish the source of all tumults and evils, which that improvident delay had supplied, we had determined to apply canonical censures after long experience of three years' forbearance. But our venerable brethren the cardinals of the Holy Roman Church, with whom we deemed it right to communicate the reason of our counsel, earnestly besought us that we would be willing to refrain for a time from more severe remedies, while meanwhile by common letters they might endeavor to recall their colleague, who was refusing to submit himself to our constitution and was therefore liable to those same censures, to the counsels of unity and peace. Yielding to their prayers, that we might leave no path of gentleness untried, through those very same intervals we also sent forth letters in the form of a Brief on the 20th day of November 1716 to all the archbishops and bishops of the kingdom of Gaul, in which, having set forth more fully the series of events and the disturbance of the churches, we exhorted them that they should approach their dissenting fellow bishops, also in our name, and admonish them with fraternal charity concerning their duty, and moreover with all the arguments of pastoral solicitude, and imploring also with our own words the patronage of our most beloved son in Christ Philip, Duke of Orleans, rector of that same kingdom, they should strive to bend them toward repairing the losses of ecclesiastical unity and discipline, and toward averting the dangers to the Catholic religion. We indeed hoped for abundant fruit from such letters of ours, and joined with us by the zeal of the most illustrious prelates of Gaul, who were contending for the truth in very great numbers, we believed it would come to pass that we might gain the dissenting brethren, which was so much in our desires. But we soon saw ourselves disappointed in our hope, and grieving we were forced to cry out: We have waited for peace and it came not; we sought for good things and behold disturbance; and indeed so grave that those who were opposed to us attempted by various arts almost to intercept those very voices of ours and of this Holy See. Nor indeed did those offices which the aforesaid cardinals performed through the intervals obtained from us, as we have said, turn out more happily. For although by a common letter of the whole sacred college they had employed persuasions, counsels, entreaties, and all the faith, diligence and solicitude of their ministry and fraternal benevolence, they nevertheless understood that they had labored in vain, and obtained no other fruit of their work except the complaints of scandals and dissensions, but without the will to remove the true cause from which they had arisen. Yet we did not on that account lose heart, and indeed we had not yet withdrawn from milder counsels, caring nothing meanwhile how men might interpret this manner of acting of ours, since we knew that God must be served equally through infamy and good repute. And so, in order that we might gently recall those going astray into the way of justice, we added prayers also to our repeated exhortations, and to that same end in private letters written by our own hand, we fulfilled all those offices of paternal gentleness which Christian charity, which is patient, which is kind, which beareth all things, which endureth all things, could suggest to us. Meanwhile very many Gallic prelates, illustrious no less in wisdom and learning than in piety and zeal for the faith, from among those who had embraced our constitution with due submission, mindful of the dignity and duty of their office, and complying with our wishes and offices, and also favored in their endeavors by the aforesaid Philip, Duke and rector, did not cease to apply all their cares and assiduous labors earnestly toward moving the minds of the discordant brethren. But all these things had not that prosperous outcome which we awaited with the greatest longing. For the eyes of the resisters were darkened that they might not see, and their ears were stopped that they might not hear; so that some of them, not without the sorrow of all honors and the applause of the enemies of the Church, dared even to proceed publicly to those things which all of you, to whom they became known, we do not doubt disapproved, and which those themselves who perpetrated them knew full well ought to be openly and perpetually condemned and execrated by us and by the holy Roman Church.
5 2. Wherefore, we, who cannot and ought not to be wanting in the supreme mandate of divine pastoral care, since we are commanded both to feed His sheep and to confirm our brethren, having considered in our mind that the word of God is not bound, after having long attempted counsels of peace without success, and having remained silent hitherto, we judge that it is no longer safe for us to remain silent further, and that it would be harmful to the Christian people. To you therefore, as Christians, we direct our voices to all the faithful of Christ from every nation under heaven, that you may first become sharers in our sorrow, and may offer your prayers with us to God, so that, with heavenly grace inspiring, those who have hitherto been contumacious, no longer being wise in high things but consenting to humble things, may come to that unity which is due with the other faithful in professing sound and Catholic doctrine. This indeed is what we seek with all our heart, this we implore from the Lord day and night, and not without tears; for neither can a woman forget her infant, nor can the holy Roman Church forget her sons. Furthermore, that no one of the Christian people may be seduced by the refractoriness of such men or be deceived by their empty words, we will that all such men be warned and made certain, as is necessary, that it is in vain, and indeed not without the leaven of malice and wickedness, that such men boast they agree with us in the doctrine of religion, while meanwhile, following the example of the heterodox, they dare maliciously to assail the constitution published by us, which the whole Church embraces with due veneration, not only with interpretations alien from the very tenor of the words themselves, but also with open calumnies heaped upon it, and to censure it with the accusation of monstrous errors; just as if they alone, while other faithful everywhere are foolish, were wise, they alone, while others are blind, beheld the light of truth. Nor is the guilt less of those who, in order more easily to deceive the unwary, while they are doing these very things, pretend that they are not at all opposed to this constitution of ours, but are seeking only declarations in matters nevertheless perfectly clear to all others, desiring not indeed to learn but to test, so that they may, if they can, involve the Church in useless and endless questions, and cast shadows of obscurity upon the light of Catholic truth in some way. Thus indeed, abusing our patience, they glory in showing obedience and reverence to apostolic authority at that very time when they inflict upon it the gravest injury; for by these very requests for explanations they show quite plainly that they have not yet rendered due obedience to our constitution because they fear lest by it Catholic dogmas be overturned, lest the praiseworthy ecclesiastical discipline approved by the Holy See be broken, and lest finally the more wholesome rules of Christian morals be subverted; which is plainly the same as fearing lest the faith of Peter should fail, and the whole Church of Christ, imbued with the teaching of the apostolic voice, should have erred from the way of truth and salvation. Furthermore, in order to procure a splendid patronage for a most evil cause and to create greater ill-will against the aforesaid constitution from every quarter, they assert that they are hindered from accepting it because they suspect that by it are condemned sentences and doctrines which distinguished Catholic schools have hitherto held and transmitted without any censure; whereas, unless they had departed from the ancient paths and the footsteps of the holy Fathers, and indeed from the very institute of those schools which they profess in words, they ought well to remember that the leaders of those schools, whose names they rashly put forward for their obstinacy, just as also the other more illustrious writers of the Church, have always held it to be their duty to learn from the Apostolic See what they should believe, what they should hold, what they should teach, to direct their writings to it for examination and correction, to receive from it the light of Catholic faith, where faith itself could not experience defect, and that none of them defended their opinion against the authority of Peter. Moreover, in this very perverse judgment they do not abandon their customary manner of calumniating; for unless their malice blinded them, and unless they loved darkness more than light, they ought not to be ignorant that those sentences and doctrines which they confuse with the errors condemned by us are openly and freely taught and defended in Catholic schools even after the constitution mentioned by us was published, under our eyes, and are therefore by no means proscribed by it. But the fire of contention and rivalry has come upon them, and they have not seen the sun of most brilliant truth. Hence, by the just judgment of God, walking in darkness they plainly know not whither they go; for they fabricate a scandal concerning our constitution, but they do not recognize that they themselves rather create a scandal by their stubborn disobedience. They declare that they wish to exalt the most sacred dignity of the episcopate, but in fact they depress it, while meanwhile they themselves despise fraternity, they furnish fuel to the most audacious rebellion of the lower clergy, and they do not attend to the fact that the whole ecclesiastical order is unbecomingly and wrongly subjected to lay tribunals, or even in the very matter of religion. Concerning the distinction between the old and new law, as if it were a matter perceived by themselves alone, they dispute much and for the most part uselessly, and they do not cease to inculcate the excellence of the new, which all acknowledge and profess; yet they by no means observe the fullness of either law, which is charity. They praise charity to none more earnestly, they violate it to none more shamelessly; they preach the truth of divine grace, which no Catholic denies, but favoring condemned errors, they offer contumely to the spirit of grace. But what torments us most, since we are greatly concerned about the scandal of the little ones, is this: that while many of them do these things or consent to those doing them, still covering themselves with a certain specious cloak of feigned severity, they do not cease to seek the glory of more rigid doctrine, and they magnificently display zeal for improving the lives of Christians and for composing them according to the norm of the Gospel.
6 so that they may repent. § 3. Wherefore we, bound by the duty of apostolic ministry, desiring to turn aside this pernicious heresy, which could prepare certain destruction for those redeemed by the most precious blood of Christ, do now make public and before the whole Church the admonition which we have often made privately to these erring brethren, that they may no longer flatter themselves with the false reputation of stricter discipline; for true virtue cannot subsist without humility, piety without obedience, and Christian perfection finally without charity. But what humility is it to obstinately prefer one's own judgment to the common sentiment of the brethren, and even to the judgment of the supreme chair of blessed Peter? What obedience is it to resist apostolic definitions? What charity finally is it to act with injuries and insults, to disseminate everywhere anger, quarrels and contentions? Let them therefore recognize, as the splendor of divine light shines forth, in what grave guilt and dangers before God and the Church they are involved. Let them remember that it is written, that to resist is as the sin of divination, and to be unwilling to acquiesce is as the crime of idolatry. Let them fear the dreadful and imminent judgment of Almighty God, who resisteth the proud, and let them at length cease to disturb the peace of the Church and the tranquility of the commonwealth. We then admonish, require and beseech all the rest of you, obedient and guarding the whole orb of the earth from apostolic frauds, as faithful cultivators of the faith, that, to discern properly those who come to you in sheep's clothing, you may apply that most certain rule which our Lord and Savior left to us, namely, By their fruits you shall know them. But what these fruits are, proceeding from the contumacy of those who refused to submit themselves to our constitution, have already become sufficiently known and manifest to almost the whole Christian world; concerning them, therefore, lest we reopen the wounds of our most bitter sorrow, we willingly refrain from speaking at greater length. Do not therefore, most beloved sons, and you especially, who are nearer both in place and in danger, do not become partakers with them, do not believe every spirit, do not be led away by various and strange doctrines, but safely follow and firmly keep the sound and orthodox doctrine of the holy Roman Church, which preserves inviolate the sacred deposit of faith. We truly, whom it behooves to go before others no less in zeal for the house of God than in dignity, so that we may opportunely meet, as the present condition of affairs and times permits, the gravity of so many impending evils, especially lest shepherds, erring and leading into error, proceed to scatter and tear apart the flock of the Lord with no one restraining them; and lest the sheep of Christ, while we are silent, allow themselves to be snatched into precipices: we have determined to make plain and declare to all Christian faithful what we have meanwhile decided to do in this most grave matter.
7 so that they may know. § 4. Let all therefore know, whoever they may be throughout the lands who glory in the Catholic name, that we, who, by no merit of our own, bear the place of the only-begotten Son of God and our Savior Jesus Christ, the Roman Pontiff, on earth, do not acknowledge as true sons of the holy Roman Church, nor as adhering and consenting to us and the chair of blessed Peter, as they falsely claim, but rather do hold, keep and regard as openly disobedient and notoriously contumacious and refractory, all those of whatsoever status, rank, order and condition they may be, even if they shine forth with episcopal, archiepiscopal, or any other dignity, even cardinal, who have hitherto refused to render due and complete obedience to our aforesaid constitution, or shall hereafter dare to refuse it. And, since they themselves have first departed from us and the holy Roman Church, if not in express words, certainly in deeds and by the manifold signification of a persistent and hardened mind, we similarly hold them as separated from us and from the charity of the same holy Roman Church; and there shall be no ecclesiastical communion between us and them hereafter on the part of the holy Roman Church itself, until
8 (which God grant) they repent entirely, and, having completely rejected the audacity of resistance, through the exhibition of true obedience, which many of them have repeatedly promised to the Roman Pontiff, the successor of blessed Peter and vicar of Jesus Christ, in that very solemn profession of Catholic faith, with the interposition of an oath sworn upon the holy Gospels of God, they may deserve to be restored to their former charity and unity by the same Apostolic See.
9 8 5. To you finally, venerable brethren, patriarchs, primates, archbishops, bishops and all other prelates of the Church, our joy and crown of apostolic love, we turn our discourse, exhorting and beseeching you in the Lord, that by the pastoral zeal with which you are endowed, you diligently keep the sheep of Christ committed to your care from poisonous pastures, that is, from profane voices and novel doctrines, and at the same time more effectively aid our paternal solicitude in recalling to sounder counsels all those who dissent, so that with you professing most firmly the unity undivided with the holy Roman Church in the doctrine of faith, which already many of you have excellently maintained, all Christians may recognize that you are far from those who have separated themselves from us, and that you together with us abhor and disapprove their damnable disobedience, and regard them, unless they repent, as wholly estranged from the communion of common charity. Would that those who have hitherto resisted our paternal humility with their voices, being confuted not only by all of you arguing, beseeching and rebuking, but also by your complete abstention from their communion, might blush, be confounded and be converted, and that God might grant them repentance unto the knowledge of the truth, so that, according to apostolic doctrine, we may all at last say the same thing, and there be no schisms among us, but that we be perfect in the same mind and in the same judgment, with the grace of our Lord Jesus Christ helping us in all things, to whom be honor and glory forever. Amen.
10 § 6. But that these present letters may more easily come to the knowledge of all the faithful existing in whatsoever places, we will that copies of them, even printed ones, subscribed by the hand of some public notary and furnished with the seal of a person constituted in ecclesiastical dignity, shall have the same force entirely as the original letters themselves would have if they were exhibited or shown.
11 § 7. Let no one whatsoever be permitted to infringe this page of our admonition, edict, declaration, exhortation, beseeching and will, or to act against it with rash presumption; but if anyone shall presume to attempt this, let him know that he will incur the indignation of almighty God and of the blessed Apostles Peter and Paul.

6 come contumacia. § 3.
