2 PIUS EPISCOPUS Servus Servorum Dei AD PERPETUAM REI MEMORIAM

16 Datum Romae apud S. Petrum, anno Incarnationis Dominicae millesimo quingentesimo septuagesimo, pridie Idus Julii, Pontificatus nostri anno quinto.

18 Anno a Nativitate Domini 1570, Indict.

1 Pius PP V

2 PIUS, BISHOP, Servant of the Servants of God, FOR THE PERPETUAL MEMORY OF THIS MATTER

3 FROM THE FIRST TIME we were assumed to the summit of the Apostolate, we willingly turned our mind and strength to those matters, and directed all our thoughts to those things which pertained to preserving the pure ecclesiastical worship, and we strove to prepare those things and, with God himself assisting, to accomplish them with all diligence applied.

4 And whereas among the other decrees of the sacred Council of Trent, it was necessary for Us to determine concerning the sacred books, the Catechism, the Missal and the Breviary to be published and corrected: the Catechism having already been published, God himself assenting, for the instruction of the people, and the Breviary having been corrected for the rendering of due praises to God, it seemed altogether necessary that the Missal should correspond to the Breviary, as is fitting and proper (since it is most fitting that there be one manner of chanting in the Church of God, one rite of celebrating Mass), that we should think as soon as possible about what remained in this matter, namely the publishing of the Missal itself.

5 Wherefore we deemed this burden should be entrusted to learned men chosen for this purpose: who indeed, having diligently compared all things with the ancient manuscripts of Our Vatican Library and others sought out from every quarter, corrected and uncorrupted; and also having consulted the writings of the ancient and approved authors, who left us monuments concerning the institution of those same rites, restored the Missal itself to the pristine norm and rite of the holy Fathers.

6 Which having been reviewed and corrected, mature consideration having been applied, so that all fruits might be reaped from this institution and undertaken work, we commanded it to be printed at Rome as soon as possible, and being printed, to be published: namely so that priests might understand by which prayers to use, which rites, and which ceremonies in the celebration of Masses they ought henceforth to retain.

7 But so that all may embrace and observe everywhere what has been handed down from the most holy Roman Church, the mother and teacher of the other churches, lest in the future, in perpetual times to come, in all the Provinces of the Christian world, in Patriarchal, Cathedral, Collegiate and Parochial churches, secular and of whatever Orders, monasteries of both men and women, even of military religious communities, and in churches or chapels without cure in which the conventional Mass is accustomed to be celebrated aloud with Choir, or in a low voice, according to the rite of the Roman Church, or ought otherwise to be sung or recited than according to the formula of the Missal published by us, even if those same churches are in any way exempted by indult of the Apostolic See, by custom, by privilege, even by oath, by Apostolic confirmation, or by any other faculties whatsoever; unless from the first institution itself approved by the Apostolic See, or by custom which, either the institution itself having been observed for over two hundred years in the celebration of Masses in those same churches continuously: from which, as we do not take away the aforesaid celebration constitution or custom; so if this Missal, which we have now caused to be brought to light, should please those same churches more, by the consent of the Bishop, or Prelate, and the whole Chapter, so that notwithstanding anything whatsoever, they might celebrate Masses according to it, we permit; but from all the other aforesaid churches, removing the use of those same Missals, and utterly and entirely rejecting them, and decreeing that nothing ever be added to, taken from, or changed in this our newly published Missal, under the penalty of our indignation, by this our constitution to endure perpetually we establish and ordain.

8 Commanding and strictly enjoining all and each of the Patriarchs of the aforesaid churches, Administrators, and other persons whatsoever shining with Ecclesiastical dignity, even if they be Cardinals of the Holy Roman Church, or of any other grade and preeminence, to them in virtue of holy obedience commanding, that all other reasons and rites from other Missals, however ancient, hitherto accustomed to be observed, henceforth being entirely omitted and plainly rejected, they sing and read Mass according to the rite, manner, and norm which through this Missal is now delivered by Us; nor in the celebration of Mass presume to add or recite other ceremonies or prayers than those which this Missal contains.

9 And so that this same Missal in singing or reciting Mass in whatever churches henceforth be altogether followed without any scruple of conscience or incurring any penalties, sentences and censures, and that they may freely and lawfully use it and be able to do so, by Apostolic authority, by the tenor of these presents, we also grant and indulge in perpetuity.

10 Let no Bishops, Administrators, Canons, Chaplains and other Presbyters of whatever name, whether secular or of any regular Order, be compelled to celebrate Mass otherwise than as We have ordained: nor let this Missal be changed by anyone, nor let these present letters be revoked or modified at any time whatsoever, but let them always remain firm and valid in their force; We likewise decree and declare. Notwithstanding the foregoing, and notwithstanding Apostolic constitutions and ordinances, and general or special constitutions and ordinances issued in Provincial and Synodal Councils, as well as the use of the aforesaid Churches, confirmed by the longest and immemorial prescription, not however exceeding two hundred years, and any statutes and customs to the contrary whatsoever.

11 We will moreover and by the same authority decree, that after the publication of this Our constitution and Missal, the Presbyters who are in the Roman Curia shall, after one month; those who dwell within the mountains, after three; and those who dwell beyond the mountains, after six months, or as soon as this Missal shall be offered for sale to them, according to it sing or read Mass, and shall be bound to do so.

12 That this may be preserved everywhere uncorrupted and purged of faults and errors, to all printers dwelling in Our and the Holy Roman Church's dominion, whether mediately or immediately subject, under penalty of loss of books and one hundred gold ducats to be applied ipso facto to the Apostolic Camera: and to others dwelling in any part of the world, under penalty of excommunication latae sententiae and other penalties at Our discretion, We prohibit by Apostolic authority and by the tenor of these presents in like manner, that without Our special license or that of the Apostolic Commissioner appointed by Us in those parts, and unless by the same Commissioner a copy of the Missal to the printer, from which the norm for printing others shall be taken by the same printer, shall have been compared with the Missal printed in the City according to the great printing and found to agree, and in no way to differ, before full faith shall have been made thereof, they dare or presume to print, or offer, or receive in any way whatsoever.

13 But because it would be difficult for these present letters to be carried to every place of the Christian world and to be brought to the knowledge of all at the earliest time, We command that they be published and affixed in the customary manner at the Basilica of the Prince of the Apostles, and at the Apostolic Chancery, and in the open space of the Campus Florae, and that copies of the same letters, whether printed and subscribed by the hand of some public notary, as well as furnished with the seal of a person constituted in Ecclesiastical dignity, shall have the same undoubted faith everywhere among all peoples and places, which these present would have if they were shown or exhibited.

14 Let no one whatsoever be permitted to infringe this page of Our permission, statute, ordinance, mandate, precept, concession, indult, declaration, will, decree and prohibition, or to dare to act contrary to it with rash presumption.

15 If anyone, however, shall presume to attempt this, let him know that he will incur the indignation of Almighty God and of the blessed Apostles Peter and Paul His.

16 Given at Rome at St. Peter's, in the year of the Incarnation of the Lord one thousand five hundred and seventy, on the day before the Ides of July, in the fifth year of Our Pontificate.

17 H. Cumin Caesar Glorierius

18 In the year from the Nativity of the Lord 1570, Indiction 13, on the 19th day of the month of July, of the Pontificate of the most holy Father in Christ and Our Lord Pius by divine providence Pope V in the fifth year thereof, the aforesaid letters were published and affixed to the doors of the Basilica of the Prince of the Apostles, and the Apostolic Chancery, and in the open space of the Campus Florae, as is customary, by us John Andrew Rogerius and Philibert Cappuis Couriers.
