2 Plurimi, specie officii commodioris allecti, ad brevitatem novi Breviarii a Francisco Quignonio tiluli S. Crucis in Hierusalem presbytero cardinali compositi, confugerunt.

Approbation of the Roman Breviary for reciting the canonical hours, restored by decree of the Sacred and Ecumenical Council of Trent, with prohibition of the use of other Breviaries, except those approved from the primitive institution of an Order by the Apostolic See or by custom approved for more than two hundred years.

Pius, bishop, servant of the servants of God, for perpetual remembrance of the matter.

1 What the reason of pastoral office demands of us, we take care that all, as much as, with God's help, it shall be possible, the decrees of the sacred Council of Trent may be carried out, and we understand that this must be done much more earnestly, since those things which are to be brought into practice chiefly embrace the glory of God and the due office of ecclesiastical persons. In this matter we consider that sacred prayers, praises and thanksgivings to be rendered to God, which are contained in the Roman Breviary, are to be numbered first. This formula of divine office, piously and wisely established of old by the Supreme Pontiffs, especially by Gelasius and Gregory the First, and reformed by Gregory the Seventh, since with the length of time it had departed from the ancient institution, it seemed necessary that it be recalled to conform to the pristine rule of prayer. For some had mutilated the excellent constitution of the old Breviary in many places, and elsewhere deformed it by uncertain and foreign changes.

2 Many, attracted by the appearance of a more convenient office, had recourse to the brevity of the new Breviary composed by Francis Quignonio, cardinal of the title of the Holy Cross in Jerusalem, a presbyter. Moreover, that evil custom had gradually crept into the provinces, that bishops in churches, which from the beginning commonly with others, in the old Roman manner, had been accustomed to say and sing the canonical hours, should each make for themselves a private Breviary; and they would tear asunder that communion of offering to one God one and the same formula of prayers and praises, by offices most dissimilar to each other and almost peculiar to each bishopric. Hence that disturbance of divine worship in so many places, hence the greatest ignorance in the clergy of ecclesiastical ceremonies and rites, so that innumerable ministers of churches conducted themselves indecorously in their office, not without great offense to the faithful.

3 § 1. This variety of prayer indeed, the form of divine office having been instituted by Gelasius I and Gregory I and reformed by Gregory VII; but afterwards it was changed in many ways. Paul, of blessed memory, Pope Paul IV, grievously troubled by this, had determined to correct it, but being prevented by death and having taken precaution lest any license of a new Breviary be permitted in the future, he undertook to bring back this whole manner of saying and singing the canonical hours to the pristine custom and institution.

4 § 2. But when he afterwards departed from life, those things which Pius IV had begun so excellently not yet being perfected, when the Council of Trent, which had been variously interrupted before, was recalled by the pious memory of Pope Pius IV, the fathers, in that salutary reform established by the same council, thought to restore the Breviary according to the plan of Pope Paul himself. And so whatever had been collected and worked out by him in this sacred work was sent by the aforesaid Pope Pius to the fathers of the Council of Trent.

5 § 3. When certain learned and pious men chosen by the council had been entrusted with the task, the council remitted it to the Roman Pontiff for the remaining care and arrangement of the Breviary; and with the conclusion of the council now pressing, the whole matter was referred by decree of the same council to the authority and judgment of the Roman Pontiff, who, with those same fathers selected for that duty called to Rome, and certain suitable men in the City added to that number, saw to the completion of the work. But he too having gone the way of all flesh:

6 § 4. We, thus divine clemency disposing, though unworthy, have been assumed to the apex of the apostolate, when the sacred work, with suitable men also employed, we saw completed. Having learned the plan of its arrangement not once from those same men who had been placed in charge of the work, when we understood that they had not departed in the completion of the matter from the ancient Breviaries of the noble churches of the City and of our Vatican library, and that moreover certain grave writers in that genre had been followed; and finally, with those things removed which were foreign and uncertain, nothing of the proper substance of the old divine office had been omitted, we approved the work and ordered it to be printed at Rome, and when printed, to be published. And so, in order that the effect of this divine work may be realized in fact, by the authority of the present letters, we first of all remove and abolish the new Breviary edited by the aforesaid Cardinal Francis and in whatsoever church, monastery, convent, Order, military order and place of men and women, even exempt, both from the primitive institution and otherwise from this See.

7 § 5. And we also abolish whatsoever and all other Breviaries, whether more ancient or furnished with any privilege or promulgated by bishops in their own dioceses from the beginning, and every use of them by custom or practice from all the churches, monasteries, convents, military orders, Orders and places of men and women, even exempt ones, in which the divine office according to the rite of the Roman Church was or ought to be said; excepting nevertheless those which from their very first institution have been approved by the Apostolic See, or by custom, or which have been used according to other certain Breviaries antedating that institution by two hundred years, to which, as we do not take away that ancient right of saying and singing their office, so to them, if perchance this Breviary which we have now promulgated pleases them more, provided the bishop and the whole chapter consent to it, we permit them to say and sing it in the choir.

8 § 6. All and whatsoever apostolic and other permissions and customs and statutes, even if fortified by oath, apostolic confirmation or otherwise; as well as privileges, licenses and indults of praying and singing, both in the choir and outside it, according to the manner and rite of the Breviaries thus suppressed, granted, approved and renewed to the aforesaid churches, monasteries, convents, military orders, Orders and places, as well as to the cardinals of the Holy Roman Church, patriarchs, archbishops, bishops, abbots and other prelates of churches, and to all and each of the other ecclesiastical persons, secular and regular of either sex, for whatsoever cause, conceived in whatsoever formulas, and strengthened by decrees and clauses, we revoke entirely, and we will that all these things have no force and effect henceforth.

9 § 7. Therefore, with all other use forbidden to all, as has been said, we command that this our Breviary and formula of praying and singing be observed in all the churches, monasteries, Orders and places throughout the whole world, even exempt ones, in which the office according to the manner and rite of the said Roman Church ought to be or is accustomed to be said, saving the aforesaid institution or custom exceeding the aforesaid two hundred years. And we command that this new Breviary be received, and that prayer be made according to its form.

10 Decreeing that this Breviary itself is never at any time to be changed, either in whole or in part, or anything to be added to it or wholly taken away from it; and we bind all those who, by right or custom of the said Roman Church, ought to say or sing the canonical hours, with the penalties proposed by canonical sanctions against those who do not say the divine office daily, henceforth in perpetuity to say and sing these same hours, diurnal and nocturnal, according to the prescription and method of this Roman Breviary, and that none of those to whom this duty of saying and singing is necessarily imposed can satisfy except by this formula alone.

11 § 8. We therefore command all and each of the patriarchs, archbishops, bishops, abbots and other prelates of churches that, with those Breviaries which we have thus suppressed and abolished omitted, and all others, even those privately constituted by them, they introduce this Breviary in their respective churches, monasteries, convents, Orders, military orders, dioceses and aforesaid places, and that both they themselves and all other presbyters and clerics, secular and regular of either sex, as well as knights and exempt persons, to whom the duty of saying and singing the office is enjoined in whatsoever manner, as aforesaid, take care to say and sing according to the formula of this our Breviary, both in the choir and outside it.

12 § 9. But what is prescribed in the rubrics of this our indulgent office, on which days those saying the office ought to say and sing the Psalms of Penance of the Blessed Mary ever Virgin and the Graduals of the Dead, likewise the Seven Penitential Psalms and Graduals of the Dead on those days, we, being indulgent toward the vain occupations of this life and the many preoccupations of men, have judged that the danger of sin ought to be removed from that prescription, yet being admonished by the duty of pastoral providence, we earnestly exhort all in the Lord that, anticipating our remission by their devotion and diligence as much as possible, they strive to consult for their own and others' salvation also by those prayers, sufferings and praises. And, that the will and zeal of the faithful may be incited even more to this salutary custom, trusting in the mercy of Almighty God and the authority of the blessed Apostles Peter and Paul, to all who on those very days prescribed in the rubrics shall have said the office of the Blessed Mary or of the Dead, we remit one hundred days; and to those who shall have said the Seven Psalms or Graduals, fifty days of the penance enjoined upon them.

14 § 10. Moreover, in order that the present letters may be more fully made known to all, we command that they be published at the doors of the basilica of the Prince of the Apostles in the City and of the Apostolic Chancery and in the open space of the Campus Florae, and that copies thereof be affixed in the customary manner. And we will and by apostolic authority decree that, after such publication, those who are present in the Roman Curia shall be bound to pray and chant according to its rite both in choir and outside it immediately after the lapse of one month; the rest, however, who dwell within the mountains, after three months; and those who dwell beyond, anywhere in the world, after six months have passed, or as soon as they shall have the opportunity to obtain copies of the volumes of this Breviary. And copies of the same letters, sealed by the hand of a public notary and the seal of an ecclesiastical prelate or of that curia, or even the volumes themselves, printed at Rome without the aforesaid or any other aid, shall have the same force everywhere as these present letters would have if they were exhibited or shown.

15 § 11. But, in order that the Breviary itself may be preserved inviolate and uncorrupted everywhere, we forbid that it be printed, proposed or received anywhere in the whole world without the express licence of our Apostolic See or of a special commissioner appointed by us for this purpose in each kingdom and province of the Christian world. Whosoever, however, shall have printed, proposed or received it otherwise, we bind with the sentence of excommunication ipso facto.

16 § 12. Let no one whatsoever presume to infringe this page of our offering, permission, revocation, command, precept, statute, indult, mandate, decree, relaxation, exhortation, prohibition, binding, will, or to act against it with rash presumption. If anyone, etc. Given at Rome at St. Peter's, in the year of our Lord's Incarnation one thousand five hundred sixty-eight, on the seventh day of July, in the third year of our pontificate.
