Apostolic Constitution on the promotion of the sacred liturgy, Gregorian chant and sacred music

Apostolic constitution of Pope Pius XI ·

AN APOSTOLIC CONSTITUTION ON THE LITURGY AND ON GREGORIAN CHANT AND SACRED MUSIC TO BE PROMOTED DAILY MORE AND MORE. PIUS, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR THE PERPETUAL MEMORY OF THIS MATTER

1 Since the Church has received from her Founder Christ the duty of preserving the holiness of divine worship, it is surely her prerogative, while safeguarding the substance of the Sacrifice and the sacraments, to prescribe those things—namely, ceremonies, rites, formulas, prayers, and chant—by which that august and public ministry may be best regulated, which has the special name of Liturgy, as it were a pre-eminent sacred action. And indeed the liturgy is a sacred thing; through it we are lifted up to God and united with Him, we testify to our faith and bind ourselves to Him by the most serious obligation on account of the benefits and aids we have received, of which we are perpetually in need. Hence there is a certain intimate connection between dogma and sacred liturgy, and likewise between Christian worship and the sanctification of the people. Wherefore Celestine I held that the rule of faith was expressed in the venerable formulas of the liturgy; for he says: "Let the law of prayer establish the law of belief." For when the leaders of the holy peoples discharge the mandate committed to them by delegation, they plead the cause of the human race before divine mercy, and the whole Church, groaning together with them, makes petition and supplication."

2 These common supplications, first called the work of God, then the divine office, as a debt to be paid daily to God, were performed night and day in ancient times, with great frequency of Christians.

3 And it is remarkable how much those ingenuous chants, which adorned the sacred prayers and liturgical action, contributed from that very antiquity to fostering piety in the people. For in the ancient basilicas especially, where the bishop, clergy, and people sang the divine praises in alternation, the liturgical chant was of no small avail in bringing many of the barbarians to Christian and civilized worship, as history testifies.

4 In the temples the opponents of the Catholic faith learned more deeply the dogma of the communion of saints;

5 wherefore the Emperor Valens, an Arian, seized by an unusual amazement at the majesty of the divine mystery performed by St. Basil, fainted away; and at Milan St. Ambrose was accused by heretics of bewitching the crowds with liturgical chants, by which Augustine was so moved that he resolved to embrace the faith of Christ. Then in churches where a huge choir was formed from almost the entire city, craftsmen, builders, painters, sculptors, and even those devoted to letters were imbued through the liturgy with that knowledge of theological matters which shines forth so brightly today from the monuments of that medieval age.

6 From this it is understood why the Roman Pontiffs have exercised such great care in guarding and preserving the liturgy; and just as they were so concerned with expressing dogma in apt words, so they strove to ordain, protect, and preserve the laws of sacred liturgy from all corruption. Likewise it is clear why the holy Fathers commented upon sacred liturgy (or the law of prayer) in their writings; and why the Council of Trent wished it to be expounded and explained to the Christian people.

7 As for these present times of ours, Pius X, twenty-five years ago, in promulgating those prescriptions by Motu Proprio1 which pertain to Gregorian chant and sacred music, set before himself in the first place this goal: namely, to arouse and foster the Christian spirit in peoples, wisely removing those things which would be unbecoming to the sanctity and majesty of the temple. For it is for this reason that the faithful gather in sacred buildings so that they may draw piety from there, as from a principal source, by actively participating in the venerable mysteries of the Church and in public and solemn prayers. It is therefore of great importance that whatever pertains to the ornament of the liturgy be contained within certain norms and precepts of the Church, so that the arts may truly serve divine worship, as is fitting, like most noble handmaids; which indeed will result not to their detriment, but rather to the greater dignity and splendor of the arts themselves which are employed in sacred places. And this has been brought about in a remarkable way in sacred music: wherever those prescriptions have been diligently put into practice, there both the beauties of refined art have revived and the religious spirit has flourished widely; because the Christian people, imbued more deeply with liturgical sense, have become accustomed to participate more earnestly in the Eucharistic rite and sacred psalmody and public supplications. This We ourselves experienced with joy when, in the first year of Our Pontificate, a great choir of clerics from every nation, celebrating the solemn liturgy which We celebrated in the Vatican Basilica, ennobled it with Gregorian chant.

8 Now indeed it is to be lamented that in certain places these most wise laws have not been fully put into practice; and therefore the desired fruits have not been obtained from them. For We know well that some have even claimed that they were not bound by those laws which had been promulgated so solemnly; or that some, having at first obeyed them, gradually introduced that kind of music which is altogether to be excluded from temples; or finally that in some places, especially when secular solemnities were celebrated in memory of illustrious musicians, occasion was sought to perform certain works in the temple which, although excellent, were not at all to be employed in churches, since they were not in keeping with the sanctity of the sacred place and the liturgy.

9 But in order that the clergy and people may more religiously obey these laws and prescriptions, which are to be kept holy and inviolate throughout the whole Church, We are pleased to add certain things which We have learned by experience during this period of twenty-five years. And We do this the more willingly because in this year not only the commemoration of the restoration of sacred music, which We have mentioned, but also the memory of that monk Guido of Arezzo has been celebrated; who, when about nine hundred years ago he came to the City at the command of the Roman Pontiff, brought forth that ingenious invention of his, by which the liturgical chants, handed down from antiquity, might be both more easily spread abroad and, for the benefit and honor of the Church and of the art itself, be preserved intact for posterity. In the Lateran palace, where St. Gregory the Great, having collected, arranged and augmented the treasury of sacred monody—the inheritance and monument of the Fathers—had so wisely established that celebrated School for perpetuating the true interpretation of the liturgical chants, the monk Guido made trial of his wonderful invention before the Roman clergy and the Supreme Pontiff himself; who, greatly approving the matter and honoring it with deserved praise, brought it about that this same innovation was gradually propagated far and wide, and the whole art of music received great increase therefrom.

10 To all Bishops and Ordinaries, therefore, to whom, as guardians of the liturgy, the care of sacred arts in churches ought to belong, We wish here to commend certain things, as it were responding to the wishes which not a few sacred Pastors and most zealous promoters of this matter have signified to Us from so many musical gatherings, especially from the more recent assembly held in Rome, all of whom We here honor with deserved praise; and the same things, as set forth below by more effective ways and means, We command to be carried into effect.

11 I. Whoever desire to be initiated into the priesthood should be imbued, not only in Seminaries but also in the houses of religious communities, from their earliest years with Gregorian chant and sacred music; for the reason that they more easily master those things which pertain to modulations and sounds; and vocal defects, if perchance they have any, can be eradicated or at least corrected, which later, when they are older in years, could not possibly be remedied. The instruction of chant and music should be begun in the primary schools themselves, and then continued in the gymnasium and lyceum; thus those who are to receive the sacred orders, having gradually and imperceptibly become skilled in chant, will be able to be instructed in the theological course of studies, without any labor or difficulty, in that higher discipline which one might truly call the aesthetics of Gregorian monody and the art of music, of polyphony and the organ, which the clergy ought altogether to know.

12 II. Let there be, therefore, in Seminaries and other houses of studies, for the proper formation of both clergy, a brief indeed but frequent and almost daily reading or practice of Gregorian chant and sacred music; which, if performed in a liturgical spirit, will bring solace rather than burden to the minds of the students after the study of the more serious disciplines. Thus a fuller and more abundant instruction of both clergy in liturgical music will certainly bring it about that the choral office be restored to its former dignity and splendor, which is a principal part of divine worship; and likewise that the schools and chapels of musicians, as they are called, be recalled to their ancient glory.

13 III. Whoever conduct and exercise the worship in basilicas and cathedral churches, collegiate and conventual religious houses, let them strive with all their might that the choral office be restored rightly, that is, according to the prescriptions of the Church; not only that which pertains to the common precept of always performing the divine office with dignity, attention and devotion, but also as far as the art of singing is concerned; for in psalmody, both the correct ratio of the tones with their proper numbers and clauses adapted to the sound must be observed, and a fitting pause at the asterisk, and finally that full harmony in the versicles of the psalms and the strophes of the hymns sung together. Which if these things be done excellently, all who psalmody rightly, while they marvelously show forth the unity of their souls in adoring God, then, in the measured alternation of the two choirs, seem to emulate that eternal praise of the Seraphim, who cried out one to another: "Holy, Holy, Holy."

14 IV. But lest anyone in the future put forward easy excuses and think himself freed from the duty of obeying the laws of the Church in these matters, let all orders of canons and the same religious communities deal with these things in their regular assemblies; and just as formerly there was a cantor or director of the choir, so in the future let someone skilled be chosen in the choirs of canons and religious, who shall both see to it that the norms of the liturgy and of choral chant are put into practice, and correct the faults of individuals or of the entire choir. In this matter it must not be overlooked that, from the ancient and constant discipline of the Church and from the very capitular constitutions which still remain in force, all those who are bound to the choral office ought at least to know Gregorian chant properly. But Gregorian chant, which is to be used in all churches of any order, is that which, restored according to the authority of the ancient manuscripts, has already been set forth by the Church in the authentic edition, Vatican printing.

15 V. We also wish to commend choirs of musicians to all those to whom it pertains, inasmuch as they, in the course of time, having taken the place of the ancient schools, have been established in the larger basilicas and churches in such a way as to produce polyphonic music chiefly there. And indeed in this matter, sacred polyphony is rightly accustomed to be held in the second place after Gregorian chant: and therefore We earnestly desire that such choirs, just as they flourished from the fourteenth century to the sixteenth century, should be renewed and revived especially today where the frequency and grandeur of divine worship demand a greater number of singers and a more refined selection of them. VI. Schools of boys should be established, not only in the larger churches and cathedrals, but also in smaller and parish churches; and boys should be trained by the masters of the choirs to sing correctly, so that their voices, according to the ancient custom of the Church, may join the choirs of men, especially since in polyphonic music, as formerly, they are to be used for the highest voice, which is customarily called the treble. From their number, especially in the sixteenth century, most skilled composers of polyphony came forth, as is well known, among whom the prince of all was easily that John Peter Aloysius of Palestrina.

16 VII. But since We have learned that an attempt is being made in some places to revive a certain kind of music not altogether suited to the performance of sacred offices, especially on account of the immoderate use of instruments, We indeed profess here that song joined with instrumental music is in no way held by the Church as a more perfect form of music or more suited to sacred things; for it is more fitting that the voice itself should resound in sacred buildings than instruments: namely the voice of the clergy, of the singers, of the people. Nor should it be thought that the Church opposes the advancement of the art of music by preferring the human voice to any instrument; since no instrument, however excellent and perfect, can surpass the human voice in expressing the feelings of the soul, especially when the soul itself uses it to lift up prayers and praises to almighty God.

17 VIII. It is indeed the proper musical instrument of the Church, handed down from the ancients, the organ, as they say; which, on account of a certain wonderful grandeur and majesty, has been deemed worthy to be joined with the liturgical rites, either by accompanying the chant, or, while the choir is silent, by drawing forth most sweet harmonies according to the prescribed rules. But in this too that mixing of the sacred and profane must be avoided, which, arising from the fault both of those craftsmen who make organs and of certain composers who indulge in the monstrosities of the newest music, has finally come to the point that they deflect this wonderful instrument from the very purpose for which it is destined. Indeed, We ourselves desire that whatever pertains to the organ should always receive new improvements according to the norms of the liturgy; but We cannot refrain from complaining that, just as formerly with other forms of music which the Church rightly prohibited, so today an attempt is being made with the newest forms to introduce a profane spirit into the temple; which forms, if they should begin to spread, the Church could not do otherwise than condemn entirely. Let only those organ sounds resound in churches which reflect the majesty of the place and breathe the holiness of the rites; for in this way the art both of those craftsmen in constructing organs and of those musicians in using them will flourish again as an effective aid to the sacred liturgy.

18 IX. But in order that the faithful may participate more actively in divine worship, Gregorian chant, in those parts which pertain to the people, should be restored to the use of the people. And it is truly necessary that the faithful, not as strangers or silent spectators, but deeply moved by the beauty of the liturgy, should take part in the sacred ceremonies — even when processions, as they are called, are conducted with the assembled ranks of the clergy and confraternities — in such a way that they alternate their voice with the voice of the priest or the choir, according to the prescribed rules; and if this should happily come to pass, it will no longer happen that the people either do not respond at all, or with scarcely a faint and subdued murmur to the common prayers proposed in the liturgical or vernacular language.

19 X. In this let both clergy exert themselves, with Bishops and local Ordinaries taking the lead, so that they may care for the liturgical and musical instruction of the people, whether by themselves or through others skilled in the matter, as this is joined with Christian doctrine. This indeed will be accomplished more easily by instructing schools especially, pious confraternities and other associations in liturgical chants; and let communities of religious, sisters and pious women be eager to attain this end in the various institutions entrusted to them for educating and instructing. Likewise we are confident that those societies will be of great value to this matter which in certain regions, obedient to ecclesiastical authorities, strive to restore sacred music according to the laws of the Church.

20 XI. To attain all these things which are hoped for, skilled masters and very frequent ones are altogether necessary. In this regard, we give due praise to those Schools and Institutes established throughout the Catholic world; for by diligently teaching such disciplines, they form the best and most suitable teachers. But it is especially pleasing to us to mention and commend in this place the Pontifical School for the higher teaching of sacred music, which from the year 1910 was established in the City by Pius X. This School, which our predecessor Benedict XV subsequently advanced with care and endowed with a new seat, we also follow with a certain special favor, as a precious inheritance left to us by two Pontiffs, and for this reason we wish it to be greatly commended to all Ordinaries.

21 Indeed we well know how much study and labor all those things which we have mandated above demand. But who does not know how many works and how many things made with great skill, overcome by no difficulties, our ancestors handed down to posterity, inasmuch as they were imbued with the study of piety and the spirit of the liturgy? Nor is this surprising: for whatever proceeds from the very interior life which the Church lives transcends all the most perfect things of this world.

22 Let the difficulties of this most holy undertaking stir up and raise the spirits of the Church's Prelates, and not break them; all of them, in harmony with our will and with steadfast constancy, will labor in a manner most worthy of the Supreme Bishop in their episcopal office. We decree, declare, and enact these things, determining that this Apostolic Constitution shall always be firm, valid and effective, and shall obtain and secure its full and complete effects, notwithstanding anything to the contrary. Therefore let no one be permitted to infringe this Constitution promulgated by us or to oppose it with rash presumption.

23 Given at Rome at St. Peter's, on the fiftieth anniversary of our priesthood, on 20 December in the year 1928, in the seventh year of our Pontificate.

2 Quae communes supplicationes primum opus Dei, deinde officium divinum appellatae, quasi debitum cotidie Deo solvendum, noctu dieque olim fiebant, magna quidem christianorum frequentia.

4 In templis catholicae rei oppugnatores altius sanctorum communionis dogma didicerunt;

VI.

16 VII.

Hanc Scholam, quam deinde proximus decessor Noster Benedictus XV studiose provexit novaque sede donavit, Nos quoque peculiari quodam favore prosequimur, tamquam pretiosa Nobis hereditate a duobus Pontificibus relictam, eandemque idcirco Ordinariis omnibus magnopere commendatam volumus.

Nulli igitur hominum liceat hanc Constitutionem a Nobis promulgatam infringere vel eidem temerario ausu contraire.

4 Nei templi gli oppositori della religione cattolica impararono più profondamente il dogma della comunione dei santi;
