Bull dividing the Diocese of Paraguay and erecting the ecclesiastical province of Asunción with the dioceses of Concepción and Villarrica
CONCERNING PARAGUAY OR THE DIOCESE OF THE MOST HOLY ASSUMPTION: ON THE DISMEMBERMENT THEREOF AND THE ERECTION OF A NEW ECCLESIASTICAL PROVINCE AND NEW DIOCESES OF CONCEPCIÓN AND OF VILLARICA AND CHACO. PIUS, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR THE PERPETUAL MEMORY OF THIS MATTER
1 The governance of the universal flock of the Lord, divinely committed to the Roman Pontiffs, requires that the circumscriptions of Churches and their hierarchical order be sometimes changed, whenever the reason of the governance of souls or the circumstances of places and times appear to demand it in the Lord. Since therefore the diocese of Paraguay or of the Most Holy Assumption, which embraces the entire republic of Paraguay, extends most widely both in the number of the faithful and in the extent of territory, it has seemed fitting to withdraw it from the metropolitan right of the archdiocese of Buenos Aires, and to divide it into three distinct dioceses and to constitute from these a new ecclesiastical province. Wherefore, having obtained the favorable vote of our venerable brothers Philip Cortesi, Archbishop of Syracuse and Apostolic Nuncio in the Republic of Paraguay, and Symphorian Bogarin, Bishop of Paraguay or of the Most Holy Assumption, and having supplied, insofar as it is necessary, the consent of those to whom it pertains or who presume their consent to be necessary, all things having been maturely considered, by the fullness of Apostolic power, we decree and establish what follows: First, we withdraw and exempt the diocese of Paraguay or of the Most Holy Assumption from the metropolitan right of the archdiocese of Buenos Aires in the Argentine Republic, to which it has hitherto been subject as a suffragan, and we declare it exempt. Next, we divide the entire territory hitherto pertaining to the same diocese into three distinct parts, in one of which we circumscribe and restrict the same diocese of the Most Holy Assumption, with the title of Paraguay omitted; and from the other two parts we erect new dioceses, one of which we wish to be called of Villarica, and the other of Concepción and Chaco. The diocese therefore of the Most Holy Assumption shall be circumscribed by such limits that it shall comprise twenty-seven parishes only, which are commonly named as follows, namely: Asunción, Limpio, Luque, San Lorenzo del Gran Grande, San Lorenzo de la Frontera, San Antonio, Areguá, Capiate, Villetta, Ypané, Guarambaré, Ita, Itauguá, Ypacaray, Pirayú, Yaguarón, Paraguarí, Emboscada, Altos, San Bernardino, Atyrá, Tobatí, Caacupé, Piribebuy, Franca, Oliva, Alberai. The same diocese of the Most Holy Assumption, restricted by these new boundaries and, as we have said above, exempt from the metropolitan right of the archdiocese of Buenos Aires, we raise and exalt to the dignity and rank of a metropolitan Church together with its chapter of canons, to be called metropolitan for that reason, with all the rights, privileges and prerogatives which metropolitan Churches and their chapters possess by common law or legitimate custom. Moreover, to the same archdiocese of the Most Holy Assumption and to its Archbishops for the time being, we subject as suffragans the new dioceses of Villarica and of Concepción and Chaco which we have mentioned above. Likewise to the Archbishops of the Most Holy Assumption for the time being we grant all rights, insignia, privileges and honors, which other Archbishops in Latin America enjoy and possess according to the norm of law and in accordance with legitimate customs, and especially the right within the limits of their province to bear the Cross before them and to use the Pallium, which however they may use after it has been duly requested and obtained in the Sacred Consistory. Wherefore, the venerable brother Symphorian Bogarin, who now holds the see of the Most Holy Assumption, we increase with the title, dignity, rights and privileges of Archbishop as above stated, and we will that he be regarded as such by all.
2 The boundaries of the new dioceses of Villarica and of Concepción and of Chaco shall be the same as the boundaries of the parishes which We assign and attribute to each respectively as follows. The new diocese of Villarica shall comprise these parishes: Villarica, Escobar, Supacai, Caballero, Ybytyni, Coronel Martines, Eyaty, Itapé, Yatayty, Mocayaty, Yhacaguazú, Iturbe, Caazapá, San Juan Nepomuceno, Maciél, Yegros, Yuty, San Pedro del Paraná, Cangó-Bobi, Coronel Bogado, Carmen, San Cosme, Jesús y Trinidad, Encarnación, Carapeguá, Tabati Acahay, Quiindy, Ybycuí, Mouyapey, Quyquyó, Coapucú, Florida, San Miguel, San Juan Bautista, Santa María, San Ignacio, Santa Rosa, Santiago, San José-mi (Ayolas) Yabebyry, Laureles, Bemoschados, Pedro Gonzalez, Paso de la Patria, Hamaitá, Islahumbú, Pilar, Cuazucuá, Tacuaras, San Juan de Neebecú, Ajos, Carayaó, San Joaquín, Yhú, Caaguazú. The other diocese of Concepción and of Chaco shall be contained within the boundaries of the parishes which follow, and which exist in the civil province of Concepción: Concepción, Bella Vista, Pedro J. Caballero, Capitan Bado, Sorieta, Belén, Tacuatí, Loreto, San Pedro, Lima, Rosario, Itacumí del Rosario, San Estanislao, Unión, Curuguaty, Igatimi, Arroyos y Estros, Caraguatay, Barrero Grande, Itaeurubi de la Cordillera, Valenzuela, San José, Tacurupucú and also the parish of Villa Mayes, as well as the faithful and properties included in the territory of Chaco, subject to the civil authority of Paraguay. The boundaries of this diocese toward the Republic of Bolivia shall be the same as those which shall be mutually established between that republic and the Republic of Paraguay. Furthermore, We establish the episcopal seat of the two new dioceses of Villarica and of Concepción and Chaco respectively in the cities commonly called Villarica and Concepción in perpetuity, and We raise them on this account to the rank of episcopal cities and grant to them all the rights and privileges which other episcopal cities in Latin America enjoy and possess. The mother church of St. Anthony Abbot in the city of Villarica, and the church of the Blessed Virgin Mary of the Immaculate Conception in the city of Concepción, dedicated under these same invocations and titles, We raise to the dignity of cathedrals under the same invocations and titles, and at the same time We grant to them and to their Bishops in due time the rights, insignia, privileges and honors which other cathedral churches and their prelates in Latin America possess by common law. We will and decree that a chapter of canons be erected in each diocese according to the prescription of the sacred canons: if, however, the circumstances of the present time do not permit the chapter to be erected immediately in these new dioceses, We grant that in the meantime diocesan Consultors be chosen in place of canons according to the norm of law. We further command that as soon as it can be done, at least a small diocesan seminary be erected in each diocese according to the prescriptions of the Code and the norms handed down by the Sacred Congregation for Seminaries, and likewise that from each diocese and at their expense two chosen young men or at least one be sent without interruption to be trained in the Pontifical Pius Latin American Seminary of the City. As regards the governance and administration of these dioceses, the election of a Vicar Capitular when the see is vacant, the rights and duties of clergy and faithful and other such matters, We command that what the sacred canons decree be observed. As regards the clergy in particular, We decree that, as soon as the erection of these dioceses is ordered to be carried out, the clergy shall by that very fact be considered ascribed to that diocese in whose territory they legitimately exist. We further decree that the episcopal mensa of these new dioceses shall be constituted by revenues, offerings, and goods which have been collected or shall be collected for this purpose. All documents and acts concerning the aforesaid new dioceses and their clergy and faithful, as soon as it can be done, shall be handed over from the chancellery of the Holy See respectively to the chancelleries of the new dioceses of Villarica and of Concepción and of Chaco, so that they may be kept in their own archives and preserved with reverence.
3 Therefore, with all these matters arranged as above, we appoint to carry out all the same things the venerable brother Philip Cortesi, whom we mentioned above, Apostolic Nuncio in the Republic of Paraguay, and we grant to him the necessary and opportune faculties, even to subdelegate for the matter in question any man constituted in ecclesiastical dignity, and we impose upon him the duty of transmitting to the Sacred Congregation of Consistory within six months, to be reckoned from the receipt of this Letter, an authentic copy of the execution completed. Moreover, these Letters and whatever is contained in them can never at any time be noted, impugned, or called into question on account of any defect of surreption or obreption, or nullity, or of Our intention, or any other substantial and unforeseen defect whatsoever; but they, as made or emanated from certain knowledge and fullness of power, shall exist perpetually valid and shall be, and shall obtain and secure their full and complete effects, and ought to be inviolably observed by all to whom it pertains; and if otherwise anything contrary to these should happen to be attempted by anyone whatsoever, by any authority, knowingly or unknowingly, we will and decree that it be entirely null and void and shall be. Notwithstanding, insofar as it may be necessary, the rules issued in synodal, provincial, general and universal Councils, special or general Apostolic constitutions and ordinances and any other dispositions of Our Predecessors the Roman Pontiffs, and all other things contrary whatsoever, even those worthy of special mention. We will moreover and command that to copies of these Letters, even printed ones, subscribed however by the hand of some public Notary and furnished with the seal of some man constituted in ecclesiastical dignity or office, the same faith be given as would be given to these Letters if they were exhibited or shown in the original. Let no one be permitted to infringe these Our Letters concerning dismemberment, removal, erection, subjection, mandate, statute, derogation and Our will, or to act contrary to them. If anyone, however, should presume to attempt this with rash boldness, let him know that he will incur the indignation of almighty God and of the blessed Peter and Paul, His Apostles.
4 Given at Rome, at St. Peter's, in the year of Our Lord one thousand nine hundred twenty-nine, on the first day of the month of May, in the eighth year of Our Pontificate.

1 Universi Dominici gregis regimen, Bomanis Pontificibus divinitus commissum, postulat ut Ecclesiarum circumscriptiones earumque hierarchicus ordo aliquando immutentur, quoties sive animarum gubernationis ratio, sive locorum temporumque adiuncta id in Domino exigere videantur.
La nuova diocesi di Villarica comprenderà queste parrocchie: Villarica, Escobar, Supacai, Caballero, Ybytyni, Coronel Martines, Eyaty, Itapé, Yatayty, Mocayaty, Yhacaguazú, Iturbe, Caazapá, San Juan Nepomuceno, Maciél, Yegros, Yuty, San Pedro del Paraná, Cangó-Bobi, Coronel Bogado, Carmen, San Cosme, Jesús y Trinidad, Encarnación, Carapeguá, Tabati Acahay, Quiindy, Ybycuí, Mouyapey, Quyquyó, Coapucú, Florida, San Migel, San Juan Bautista, Santa María, San Ignacio, Santa Bosa, Santiago, San José-mi (Ayolas) Yabebyry, Laureles, Bemoschados, Pedro Gonzalez, Paso de la Patria, Hamaitá, Islahumbú, Pilar, Cuazucuá, Tacuaras, San Juan de Neebecú, Ajos, Carayaó, San Joaquín, Yhú, Caaguazú.
