Mensa vero Episcopalis constituetur e quinque millium circiter libellarum summa, quam illi Parochi ultro obtulerunt; e reditibus Sedis Apostolicae Indultorum, quae-antiquam Cruciatae Bullam substituunt; e Curiae Episcopalis emolumentis necnon e piorum fidelium oblationibus.

CONCERNING RESTITUTION. BENEDICT, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR A PERPETUAL RECORD OF THE MATTER.
1 The more keenly the Apostolic See grieved when the circumstances of affairs, on the twenty-seventh day of September in the year of Our Lord one thousand eight hundred and eighty-one, compelled it to suppress the diocese of Leiria in Portugal, which Pope Paul III had erected on the twenty-second day of May in the year of Our Lord one thousand five hundred and forty-five; so much the greater is its joy now that the conditions of the times permit that ancient Cathedral Church to be restored to its former state.
2 Therefore, with the faithful of that ancient diocese interceding, We, adhering to the footsteps of Our Predecessors, and considering with careful reflection how much this would benefit the increase of faith and evangelical truth, have received their petitions with a joyful heart.
3 For truly it has always been the concern of the Roman Pontiffs, as their divine office suggests, to provide more abundantly for the spiritual needs of peoples according to circumstances and time. Having therefore heard the Most Reverend Ordinaries of Portugal, first and foremost the present Patriarch of Lisbon, Our beloved son Antonio, Cardinal of the Holy Roman Church, of the title of Ss. Marcellinus and Peter, presbyter, Mendes Bello, and the present Bishop of Coimbra, Our venerable brother Aloisius Coelho da Silva, to whom this matter more nearly pertains, inasmuch as the ancient diocese of Leiria was divided between their Churches by Our Predecessor Pope Leo XIII of happy memory for many reasons; and having moreover supplied, insofar as it was necessary, the consent of others to whom it pertains or who might presume it to pertain; by the counsel of Our beloved sons, the Cardinals of the Holy Roman Church placed in charge of Extraordinary Ecclesiastical Affairs, We have again established the aforesaid ancient See of Leiria.
4 We therefore declare that you shall restore those fifty parishes, of which twenty-five were ordered by Leo the Thirteenth of happy memory to be united to the Patriarchate of Lisbon, and twenty-five to the diocese of Coimbra, and which have remained under the jurisdiction of the Patriarch of Lisbon and the Ordinary of Coimbra up to the present time. Such are the parishes of the places commonly called: Alearía, Aliubarrota (Prazeres), Aliubarrota (S. Vicente), Alpedris, Alvados, Alqueidâo, Amor, Arrabal, Arrimai, Azoia, Baroza, Barreira, Batalha, Garangueira, Carvide, Coimbrâo, Coimeias, Cortes, Erpite, Fatima, Freiscanda, Iuncal, Leiria, Maceira, Marinha Grande, Mazzares, Mendiga, Milagres, Minde, Mira, Monte Real, Monte Redando, Olival, Ourem, Pataias, Porto de Moz (S. Ioâo), Porto de Moz (S. Pedro), Ponsos, Parceiros, Requeira da Ponte, Reguengo do Xetal, Rio de Couros, S. Catherina da Serra, S. Simâo, Seica, Serro Ventoso, Souto de Corpalhosa, Vermoil, Vieira, Villa Nova de Ourem. Moreover, we erect anew the principal city "Leiria" as an episcopal see, with all the rights and privileges which the other episcopal sees in Portugal enjoy. The parish church of the Blessed Virgin Mary Assumed into Heaven we elevate again to the rank of Cathedral, in which we order that a Chapter of six Canons be established, to which there shall be two Dignities, namely: the Deanery and the Cantorship. But if this cannot be done at present, in place of Canons, we order that diocesan Consultors be chosen, according to the tenor of canons 423 and following of the new Code of Canon Law. It shall be for our beloved son Cardinal Anthony Mendes Bello to judge whether in the present circumstances of times and things it be more opportune to proceed immediately to the establishment of the aforesaid Cathedral Chapter, or to those things which the cited canons decree.
5 We further desire that, as soon as resources permit, a diocesan Seminary be established; in the meantime, however, the Ordinary shall provide in the best manner possible for those who aspire to the priesthood, namely by sending them to other Seminaries of excellent reputation. The Episcopal Mensa shall be constituted from a sum of approximately five thousand libellae, which the Pastors voluntarily offered; from the revenues of the Apostolic See from Indults, which replace the ancient Crusade Bull; from the emoluments of the Episcopal Curia as well as from the offerings of the pious faithful. This diocese, thus reconstituted, We declare to be Suffragan to the Patriarchate of Lisbon and, until such time as a proper Bishop can be provided for the new See, We elect and constitute as its Apostolic Administrator our beloved son Anthony Cardinal Mendes Bello, Patriarch of Lisbon. But those things which by these Letters, by Apostolic authority, have been decreed by Us, it is permitted to no man, at any time whatsoever, to infringe, or to oppose, or in any way to contravene. If anyone, which God forbid, shall presume to attempt this, let him know that he shall incur the penalties established by the sacred canons against those who resist the exercise of ecclesiastical jurisdiction. For the execution of all these things, We appoint and decree the same Cardinal Patriarch, granting to him the necessary and opportune faculties, even of subdelegating, for the purpose in question, another man constituted in ecclesiastical dignity, and of pronouncing a definitive sentence concerning any difficulty or opposition that may arise in any way in the act of execution; imposing upon him the obligation of sending to the Sacred Consistorial Congregation, within three months, an authentic copy of the execution accomplished, that it may be preserved in the archives of the same Sacred Congregation.
6 We finally decree that these present Letters shall be valid, notwithstanding any contrary provisions, even those worthy of particular and express mention.
7 Given at Rome at St. Peter's, in the year of Our Lord one thousand nine hundred and eighteen, on the seventeenth day of the month of January, in the fourth year of Our Pontificate.
