SANDEO, FELINO MARIA. - Bishop and canonist, born at Felino (Parma) in 1444, died at Rome on 6 Sept. 1509. Professor of canon law at Ferrara (1466), of Roman law at Pisa (1474), he was subsequently appointed auditor of the Rota, referendary utriusque Signaturae, canon of Ferrara, vice-auditor of the Apostolic Camera, bishop of Atri and Penne (1495), and finally of Lucca (1499).
He stood alongside the Holy See in its disputes with Ferdinand I of Naples and Charles VIII of France. To uphold against the former the rightful claim of the Holy See against the so-called privilege of the Sicilian monarchy, he wrote the work De regibus Siciliae et Apuliæ (Milan 1485, Hanover 1601), in which he summarizes events from 537 to 1494. In legal matters he wrote a Commento alle Decretali (Venice 1497–99; Lyons 1519, 1535, 1587); Consilia (Leipzig 1553, Venice 1582); Repetitiones on certain particular points of law (Bologna 1498); a Concordantia iuris, civil and canonical, which has remained unpublished; and several essays on the diplomatic history of the period.
At Lucca he collected manuscripts that formed the first collection of the Chapter Library, which he called the Feliniana.
