DECREE
On the dispositions required for receiving frequent and daily Eucharistic Communion.
ON DAILY RECEPTION OF THE MOST HOLY EUCHARIST
1 The Sacred Council of Trent, having considered the ineffable riches of divine grace which come to the faithful of Christ receiving the most holy Eucharist, (Sess. 22, cap. 6) says: The most holy Council would indeed wish that in each Mass the faithful present communicate not only in spiritual affection but also in the sacramental reception of the Eucharist. Which words sufficiently clearly reveal the desire of the Church that all the faithful of Christ be refreshed daily at that heavenly banquet, and draw from it the fuller effects of sanctification 1.
2 Such wishes moreover cohere with that desire by which Christ the Lord, moved by zeal, instituted this divine Sacrament. For He neither once nor obscurely indicated the necessity of eating His flesh frequently and drinking His blood, especially in these words: This is the bread that cometh down from heaven; not as your fathers did eat manna, and are dead: he that eateth this bread shall live for ever (John vi, 59). From which comparison of angelic food with bread and manna it could easily be
3 understood by the disciples how, just as the body is nourished daily by bread, and the Hebrews in the desert were refreshed daily by manna, so the Christian soul could be nourished daily by heavenly bread and restored. Furthermore, in that the Lord's Prayer commands us to ask for our daily bread, the holy Fathers of the Church teach almost unanimously that by this is meant not so much material bread, the food of the body, as the Eucharistic bread to be received daily 2.
4 The desire of Jesus Christ and of the Church, that all the faithful come daily to the sacred banquet, consists chiefly in this: that the faithful, joined to God through the sacrament, may draw strength from it to restrain concupiscence, to wash away the light faults which occur daily, and to guard against the graver sins to which human frailty is subject: not however principally that honour and veneration be paid to the Lord, nor that it be to those receiving it as it were a reward or recompense for their virtues (S. Augustine, Serm. 17 in Matth. De Orat. Dom., n. 7). Whence the holy Council of Trent calls the Eucharist an antidote by which we are freed from daily faults and preserved from mortal sins (Sess. 13, cap. 2).
5 The early faithful, understanding well this will of God, hastened daily to this table of life and strength. They were persevering in the doctrine of the Apostles and in the breaking of bread (Acts ii, 42). That this was done also in later centuries, not without great benefit to perfection and holiness, the holy Fathers and ecclesiastical writers have handed down 3.
6 As piety grew cold, and especially afterwards when the Jansenian plague raged everywhere, there began to be dispute about
7 the dispositions of the Congregation of the Council, by which one ought to approach frequent and daily Communion, and some demanded greater and more difficult conditions than others, as if necessary. Such disputes had the effect that very few were deemed worthy to receive the most holy Eucharist daily, and to draw the fuller effects from so salutary a sacrament; the rest being content to be refreshed from it either once a year, or monthly, or at most once a week. Indeed, the severity went so far that entire groups were excluded from the heavenly table, such as merchants, or those joined in matrimony.
8 Some, however, went to the contrary opinion. These held that daily Communion was prescribed by divine law, so that no day should pass without Communion, and besides other things alien from the approved use of the Church 4, they even held that the Eucharist should be received and administered on Friday in the Passion. To these matters the Holy See did not fail in its proper office. For by a decree of this Sacred Congregation, which begins Cum ad aures, on the 12th day of February in the year 1679, approved by Pope Innocent XI, it condemned such errors and restrained abuses, at the same time declaring that all persons of any class whatsoever, merchants and the married not at all excepted, could be admitted to frequent Communion, according to the piety of each and the judgment of each one's Confessor 5. On the 7th day of December in the year 1690, by decree of Our Most Holy Lord Pope Alexander VIII, the proposition of Baius, requiring the purest love of God without any admixture of defect from those who wished to approach the sacred table, was condemned 6.
9 The Jansenian virus, however, which had infected even good minds, under the guise of the honour and veneration due to the Eucharist, did not entirely disappear. The question concerning the dispositions for rightly and lawfully approaching frequent Communion survived the declarations of the Holy See; with the result that even some theologians of good repute thought that daily Communion could be permitted to the faithful only rarely and with many conditions imposed.
10 [12] There were not lacking elsewhere men endowed with learning and piety who would provide an easier approach to this so salutary and God-pleasing practice, teaching by the authority of the Fathers that there is no precept of the Church concerning greater dispositions for daily Communion than for weekly or monthly Communion; but the fruits would be far more abundant from daily Communion than from weekly or monthly 7.
11 [13] Questions on this matter have been increased in our days and have been agitated not without acrimony; by which the minds of Confessors and the consciences of the faithful are disturbed, with no small detriment to Christian piety and fervor. For this reason, most distinguished men and Pastors of souls have earnestly presented petitions to Our Most Holy Lord Pius X, that He would deign by His supreme authority to settle the question concerning the dispositions for receiving the Eucharist daily: so that this most salutary and God-pleasing custom might not only not be diminished among the faithful, but rather be increased and propagated everywhere, especially in these days when Religion and the Catholic faith are attacked from all sides, and true love of God and piety are greatly desired. His Holiness, since it is most dear to Him, with the solicitude and zeal which He possesses, that the Christian people should approach the Sacred banquet very frequently and even daily, and should partake of Holy Communion, to whom there does not yet belong the purest love of God and free from all admixture » (N. R.).
12 [15] From the S. [16] Congregation of the Council, let it be called upon and enjoy its most abundant fruits, He committed the aforesaid question to this Sacred Order for examination and definition.
13 [17] The Sacred Congregation of the Council therefore, in plenary session on the 16th day of December 1905, recalled this matter for most careful examination, and having weighed with diligent maturity the reasons brought forward on both sides, decreed and declared the following: 1. Frequent and daily Communion, as being most desired by Christ the Lord and by the Catholic Church, is open to all Christian faithful of whatever order or condition; so that no one who is in a state of grace and approaches the sacred table with a right and pious mind can be prohibited from it.
14 [18] 2. But right mind consists in this, that he who approaches the sacred table should not indulge in use, or vanity, or human considerations, but should wish to satisfy God's pleasure, to be joined to Him more closely in charity, and to meet his infirmities and defects with that divine remedy.
15 [19] 3. Although it is most expedient that those using frequent and daily Communion should be free from venial sins, at least those fully deliberate and their affection, it is nevertheless sufficient that they be free from mortal sins, with the purpose never to sin hereafter: by which sincere purpose of mind, it cannot but be that those communicating daily gradually free themselves from venial sins also and their affection 8. 4. Since, however, the Sacraments of the New Law, although they produce their effect from the work worked, nevertheless produce a greater effect the greater the dispositions with which they are received, therefore care must be taken that diligent preparation for sacred Communion precede, and fitting thanksgiving follow, according to the strength, condition and duties of each one.
16 405 Decree 5°. In order that frequent and daily Communion may be done with greater prudence and increased with greater merit, the counsel of Confessors must intervene. Let Confessors beware, however, lest they turn anyone away from frequent or daily Communion who is found in a state of grace and approaches with a right mind. 6°. Since it is clear from frequent or daily reception of the S. Eucharist that union with Christ is increased, spiritual life is more abundantly nourished, the soul is more abundantly furnished with virtues, and a firmer pledge of eternal happiness is given to the recipient, therefore Pastors, Confessors and preachers, according to the approved doctrine of the Roman Catechism (Part ii, cap. 4, n. 60), should exhort the Christian people to this so pious and so salutary practice with frequent admonitions and great zeal 9. 7. Frequent and daily Communion should be especially promoted in religious Institutes of every kind; for which, however, the firm decree Quemadmodum of the 17th day of December 1890 issued by the S. Congr. of Bishops and Regulars shall stand 10. It should also be promoted as much as possible in seminaries of clerics, whose students aspire to the service of the altar; likewise in all other Christian youth of every kind.
17 [21] 8°. If there are any Institutes, whether of solemn or simple vows, whose rules or constitutions, or even n
18 of the Congregation of the Council in the calendars, Communions affixed to certain days and commanded in them are to be regarded as merely directive norms and not as preceptive ones (i). The prescribed number of Communions, however, must be held as the minimum for the piety of Religious. For this reason, more frequent or daily access to the eucharistic table ought always to be freely open to them, according to the norms handed down above in this decree. But so that all Religious of both sexes may rightly come to know the dispositions of this decree, the moderators of individual houses shall take care that it be read aloud each year in the vernacular language in common within the Octave of the feast of Corpus Christi. 9°. Finally, after this Decree has been promulgated, let all ecclesiastical writers abstain from any contentious disputation concerning the dispositions regarding frequent and daily communion.
19 When all these matters had been reported to Our Most Holy Lord Pope Pius X by the undersigned Secretary of the S. C. in an audience of 17 December 1905, His Holiness ratified this decree of the Eminent Fathers, confirmed it, and ordered it to be published, with no contrary provisions whatsoever standing in the way. He further commanded that it be sent to all the Ordinaries of places and Regular Prelates, so that they communicate it with their Seminaries, Parishes, religious Institutes, and priests respectively, and inform the Holy See in their reports on the state of the diocese or institute concerning the execution of those things which are established in it. Given at Rome, on 20 December 1905.

Notes
- Such a desire of the Church is also drawn from a certain ancient declaration of the S. C. of the Council, the text of which is found in De Lugo (De Euch., disp. 17,
- For the Eucharist was administered by them even to those lying at home in bed, excluded by any grave infirmity; and moreover priests not yet approved for confessions absolved from venial sins (N. R.).
- This decree can also be read in the Opuscule written by His Eminence Card. Gennari, which has the title La Communione frequente, ed. 2, pag. 77, where moreover many things are available which are opportune to know concerning this matter (N. R.).
- Thus St. Cyprian (lib. De Orat. Domin., 18), Tertullian (lib. De Oratione, cap. 4), St. Ambrose (De sacram., lib. 5, cap. 4), St. Augustine (Serm. 80, cap. 4), St. Thomas (Summ. Theol., part. 3, quaest. 80, art. 10), Catechismus Romanus, etc. (N. R.).

- The condemned proposition of Baius under n. 23 reads thus: « Similarly to be excluded
- (1) Provided that, as is supposed, Communion takes place in a state of grace and with right intention (N. R.).
- (1) Thus teach St. Augustine (epist. 118, cap. 3), St. Ambrose (De sacram., lib. 4, cap. 6), St. Cyprian (De Orat. Dom. 18), St. Bede (in ep. ad Cor., cap. 11), St. Thomas (Summ. Theol., part. 3, q. 79, art. 8) etc. (N. R).
- (1) The Catechismus Romanus (De sacram. Euch., cap. 4, 63) prescribes on the matter: « It shall be the duty of parish priests frequently to exhort the faithful, so that just as they consider it necessary to supply nourishment to the body on each day, so also they should not neglect the care of nourishing and sustaining the soul daily with this sacrament: for it is evident that the soul has no less need of spiritual food than the body of natural food. It will be very helpful, moreover, to repeat in this place those great and divine benefits which, as has been demonstrated before, we obtain from sacramental communion in the Eucharist. There should also be added the figure of how the strength of the body had to be restored each day with manna: likewise the authorities of the holy Fathers, who greatly commend frequent reception of this sacrament. For it was not the opinion of Augustine alone: You sin daily, take daily; but if anyone attends carefully, he will easily discover that it was the opinion of all the Fathers who wrote on this matter » (N. R.).

DECRETUM
Serm. /7 in Matth. De Orat. Dom., n. 7). Unde S. Tridentinum Concilium Eucharistiam vocat antidotum quo liberemur a culpis quotidianis et a peccatis mortalibus praeservemur (Sess. ij, cap. 2).
8 Nonnulli tamen in contrariam abierunt sententiam. Hi arbitrati Communionem quotidianam iure divino esse praeceptam, ne dies ulla praeteriret a Communione vacua, praeter alia a probato Ecclesiae usu aliena 4 , etiam feria vi in Parasceve Eucharistiam sumendam censebant, et ministrabant.

Serm. 17 in Matth. De Orat. Dom., n. 7).
8 Alcuni tuttavia andarono in contraria opinione.
