13 clausula § 8. Nulli ergo omnino hominum liceat poenales.

Erection of the Congregation for the Propagation of the Faith.
Gregory, Pope XV, servant of the servants of God, for perpetual memory of the matter.
1 By the inscrutable mystery of divine providence, called by the Holy Spirit to hold the helm for governing the Church of Christ, we understand that the principal parts of our pastoral duty are to watch diligently and, with all the efforts granted to us from on high, to strive that the sheep miserably wandering may be brought to the fold of Christ and may know the Lord and shepherd of the flock. Wherefore, with divine grace inspiring, they may cease to wander through the unhappy pastures of infidelity and heresies, and to drink the deadly water of pestilence, but may be placed in a place of pasture of true faith and saving doctrine, and may be led to the fountains of the waters of life. And truly, who does not understand that all our solicitude desires, and every effort is demanded of us by, the work of bringing souls to the Church of Christ? For God so valued the salvation of the world that He gave His only-begotten Son, that only-begotten Son who, being the brightness of His glory and the figure of His substance, bearing all things by the word of His power, emptied Himself, taking the form of a servant, becoming obedient unto death, even the death of the cross; that by His exceeding charity the Lord might redeem servants, and wicked servants, by the price of His Blood. All who faithfully glory in the Christian name and have become members of Christ ought assuredly to be imitators of this inestimable charity, that they may be doers of His word, not hearers only: for He admonishes also through His holy Apostle: Be ye imitators of God, as most dear children, and walk in love, as Christ also hath loved us, and hath delivered Himself for us. If this, written to each of the Christians, has grown in calamitous times for those who err, how much more does it press upon those who, called to the lot and warfare of Christ, are placed as bishops to rule His Church? To whom He often threatens through His prophets with grave words, if they feed themselves and do not feed the flock, and if they kill what is fat and do not strengthen the weak, do not heal the sick, do not bind up the broken, do not bring back the cast out, do not seek the lost. These voices ought assuredly to make all rectors of churches vigilant, although they are called to a share of solicitude; yet they press upon us much more vehemently, who are chosen in fullness, set over not only the whole flock, but also over the shepherds themselves. Wherefore what was commanded by the Lord to all the apostles, that they preach the Gospel to every creature, fell principally upon Peter, who excelled all in the prerogative of primacy, and to whom alone it was enjoined by the Lord to feed His sheep. For this reason also to Peter alone that vessel, as it were a linen cloth, is shown to be let down from heaven to earth by four corners, in which were all four-footed beasts and creeping things of the earth and fowls of the air, and that voice followed, Arise, Peter, kill, and eat; that it might be prefigured that the duty of Peter and his successors was to gather from the four parts of the world men foolish in various impiety, and by killing them, that is, stripping them of their old life, and eating them, that is, converting them into his members, who was the visible head of the Church, he would also make them members of Christ, the invisible head of the Church; and thus they would attain to a share in the generation of Christ, and having attained it, would think the things of Christ, would do the things of Christ, and finally through the grace of the Holy Spirit would be transferred by him into eternal pastures, drinking from the inexhaustible torrent of the pleasure of God. But as to how 1 the number of these scattered and dispersed sheep, who have either never known His holy Church, the Catholic Church, the fold of Christ, or having known it have deserted it through the wiles of Satan, cannot be remembered without tears. For if we turn the gaze of our mind to the innumerable multitude of peoples, already for so many centuries held captive by the most foul madness of the Agarenes, blinded by the darkness of mad error and falsehood, our bowels are moved with compassion, seeing that so many and various nations once celebrated by heavenly gifts have through the stupor of ignorance and pestilent persuasion almost changed humanity into the nature of beasts, and are nourished and propagated unto the eternal fires prepared by the devil and his angels. And although among them there are some peoples held in justice who invoke the name of Christ; yet they are so infected with the poison of ancient heresies that very few acknowledge sincere truth, and almost all, sinning in many things if not in one, have become guilty of all. But where, our sins bringing it about, the enemy man has sown the tares of heresies over the good seed in the northern regions, such dire contagion has spread that it has long since lost innumerable souls, and has wrested provinces and kingdoms from Christ to the utmost injury, and has enslaved them to its tyranny.
2 8 1. Wherefore, although by the happy memory of our predecessors, the Roman Pontiffs, this matter has been worked out with pastoral vigor, aid, study and industry by our beloved brothers, the cardinals of the Holy Roman Church, so that so great a harvest should not lack workers, and this holy business should not be neglected; nevertheless we, so that we may pursue the work with greater vigilance, care and fervor, and so that our successors in the future may be able to do so, by the particular solicitude of certain venerable brothers of ours, cardinals of the Holy Roman Church, 2
3 He grants faculties which shall seem necessary for the missions to merit.
4 The revenues for administering the same are attributed to the Congregation and the apostolic camera.
5 we have deemed fit to commit this business, and by the tenor of these presents we commit and entrust it.
6 § 2. Willing that, gathered together in one place, with also some prelates of the Roman Curia and religious men being employed, and a secretary, as we have willed and named them to be employed in this first instance, they may consult in common, and keep watch with us over so great a matter, and apply themselves to so holy a work and one most pleasing to the divine majesty, as well as it can be done. So that this may be more conveniently accomplished, let them be gathered together once before us and at least twice in the month in the house of the more senior of them, and let them know and treat all and singular matters pertaining to the propagation of the faith throughout the whole world, and let them refer to us the more serious matters which they shall have treated while gathered in the aforesaid house: but let them decide and dispatch the others through themselves according to their prudence.
7 § 3. Let them superintend all missions for preaching and teaching the Gospel and Catholic doctrine, and let them constitute and change the necessary ministers. For we grant and impart to them, both the aforesaid matters and all and singular other things necessary and fitting thereupon, even if such things should be those which require special, specific and express mention, to do, to manage, to treat, to act and to execute, full, free and ample faculty, authority and power, by apostolic authority, by the tenor of these same presents.
8 § 4. But so that a matter of such moment, in which great expenses must necessarily be made, may proceed more easily and quickly through a happy exchange of temporal things with spiritual things, hindered by no impediment, beyond those things which we have already mandated to be supplied from our private treasury, and which have been collected by the liberality of pious faithful, and in the future we trust shall not be lacking subsidies in the Lord, since it is the proper business of us and this holy See, we shall assign certain revenues to this work.
9 from our apostolic camera in perpetuity, and we shall commit their administration to the same cardinals, as shall be more fully contained in our other letters to be dispatched.
10 § 5. But the cardinals whom we place in charge of this holy business are as follows: Anthony of Ostia Saulius, Edward of Sabina Farnesius, Octavius of Palestrina, bishops; Francis Bandinus of St. Praxedes de Surdis, Maphaeus Barberinus of St. Honorius, John Garzias Millinus of the Four Crowned Saints, Gaspar Borgia of the Holy Cross in Jerusalem, Robert Ubaldinus of St. Alexius, Scipio of St. Susanna, Peter Valerius of St. Savior in Lauro, Helius Frederick de Zolleren of St. Lawrence in Pane and Perna, Louis Ludovisius of St. Mary Across the Tiber, and Francis of St. Matthew, titular presbyter cardinals; called the Sacred; but the prelates, our beloved sons John Baptist Vives, referendary in both our signatura, and John Baptist Agucchius, our secretary and notary of the Apostolic See, and Dominic a Jesu Maria of the Order of Discalced Carmelites, professor and vicar general, but the secretary likewise appointed by us, our beloved son Francis Ingolus, presbyter of Bavaria, doctor of both laws.
11 § 6. Decreeing that these present letters and all clauses therein contained shall always and perpetually be valid, firm and efficacious, and ought to be firmly and inviolably observed in perpetuity by all and singular to whom it pertains and shall in any way pertain in the future; and thus and not otherwise, by whatsoever ordinary and delegated judges, even auditors of causes of the apostolic palace, and cardinals of the Holy Roman Church, everywhere it ought to be judged and determined, and null and void whatever otherwise concerning these things by anyone, by whatever authority, knowingly or unknowingly, shall happen to be attempted.
12 § 7.
