5 Venite a me, e non glielo impedite.

38 Queste cose sanzionate dai PP.

3 candorem discipulis ait:
4 bitis in complecti, ipsis Idem indigne tulit repelli eos a discipulis, quos gravibus his dictis reprehendit:
5 animique consuevit; ipsos ad me, et ne prohibueritis Quanti vero eorundem innocentiam faceret, satis ostendit quum, advocato parvulo, Amen dico vobis, nisi efficiamini sicut parvuli, non intraregnum coelorum.
6 Quicumque ergo humiliaverit se sicut parvulus iste, hic èst maior in regno coelorum.
Contra tamen profecto sensit Tridentina Synodus quum docuit, eam esse « antidotum quo liberemur a culpis «quotidianis et a peccatis mortalibus praeservemur » ; quae doctrina 2 nuper a Sacra Congregatione Concilii pressius inculcata est decreto die xxvi mensis Decembris an.

Sacra vero Congregatio Concilii, die xv mensis Martii an. MOCCOLI Concilii Provincialis Rothomagensis caput emendavit, quo pueri vetabantur infra duodecimum aetatis annum ad Communionem accedere. Nec absimili ratione se gessit haec S. Congregatio de disciplina Sacramentorum in causa Argentinensi die xxv mensis Martii anno MDCCCCX; in qua cum P. III, tit. 14, c. % § 5.

28 Hisce omnibus mature perpensis, Sacer hic Ordo de disciplina Sacramentorum, in generali Congregatione habita die xv mensis Iulii a.
34 VI. DECREE ON THE AGE FOR ADMISSION TO FIRST EUCHARISTIC COMMUNION.
1 How singularly Christ loved the little children on earth, the pages of the Gospel plainly testify. For He delighted to converse with them; He laid His hands upon them and blessed them.
2 Suffer the little children to come unto me; for the kingdom of God is for such.
3 their brightness to His disciples:
4 to embrace them, and to them. He was greatly displeased that they were repelled from Him by His disciples, whom He rebuked with these grave words:
5 and of soul was accustomed; bring them to me, and forbid them not. But how much He esteemed their innocence, He sufficiently showed when, calling a little child, He said: Amen I say to you, unless you become as little children, you shall not enter into the kingdom of heaven.
6 Whosoever therefore shall humble himself as this little child, he is the greatest in the kingdom of heaven. And whosoever shall receive one such little child in my name receiveth me.
7 Mindful of these things, the Catholic Church, from its very beginnings, took care to bring little children to Christ through Eucharistic Communion, which she was accustomed to administer even to infants. This, as is prescribed in almost all ancient ritual books down to the thirteenth century, was done at Baptism, and this custom persisted in some places for a longer time; among the Greeks and Orientals it still continues. To prevent the danger, however, that infants especially might cast out the consecrated bread, from the beginning the custom prevailed of administering the Eucharist to them under the species of wine only. And not only at Baptism, but afterwards infants were frequently refreshed with the divine banquet.
8 For it was also the custom of certain churches to give the Eucharist to children immediately after the clergy, and elsewhere to give them the remaining fragments after the Communion of adults. This custom afterwards fell into disuse in the Latin Church, and infants began to be made partakers of the sacred table only when they had some use of reason and a certain knowledge of the August Sacrament. This new discipline, already received by several particular Synods, was confirmed by the solemn sanction of the ecumenical Council of the Lateran IV, in the year
9 1215, promulgated by the celebrated canon XXI, by which the faithful, after they have reached the age of discretion, are prescribed sacramental Confession and Holy Communion, in these words: "Every faithful person of either sex, after having reached the age of discretion, shall faithfully confess all his sins alone at least once a year to his own priest, and shall strive to the best of his ability to fulfill the penance imposed, and receiving the injunction shall reverently receive at least at Easter the sacrament of the Eucharist, unless perhaps by the advice of his own priest for some reasonable cause he should think it best to abstain from its reception for a time."
10 The Council of Trent, in no way disapproving the ancient discipline of administering the Eucharist to little children before the use of reason, confirmed the decree of the Lateran and pronounced anathema against those who thought otherwise:
11 "If anyone shall deny that all and each of the faithful of either sex, when they have reached the age of discretion, are bound to communicate every year, at least at Easter, according to the precept of Holy Mother Church, let him be anathema." 1 Therefore by virtue of the decree of the Lateran Council still in force, the faithful, as soon as they have reached the age of discretion therein prescribed, are bound by obligation to approach, at least once a year, the sacraments of Penance and the Eucharist.
12 But in determining this age of reason or discretion, not a few errors and lamentable abuses have been introduced in the course of time. For there were those who thought that a different age of discretion should be assigned for the sacrament of Penance and for receiving the Eucharist. They judged that the age of discretion for Penance was that in which right could be distinguished from wrong, and thus sin; but for the Eucharist a more mature age was required, in which fuller knowledge of the things of faith and more mature preparation of soul could be brought. And thus, according to the various customs of places and opinions of men, the age of ten years or twelve, or fourteen or even greater, was fixed for the first reception of the Eucharist, while in the meantime children or adolescents below the prescribed age were prohibited from Eucharistic Communion.
13 This custom, by which the faithful are kept from the Eucharist under the guise of protecting the dignity of the august Sacrament, has been the cause of grave evils.
14 For it came to pass that the innocence of childhood, separated from the embrace of Christ, was nourished by no inward sustenance of spiritual life; from which it also followed that youth, deprived of so powerful a protection and surrounded by so many snares, lost its purity and fell into vice before it had tasted the holy mysteries. And even if more careful instruction and accurate sacramental Confession are placed before first Communion, which indeed is not done everywhere, the loss of first innocence is still to be lamented, which, had the Eucharist been received in more tender years, might perhaps have been avoided. Nor is the custom less to be reprobated which prevails in many places, whereby sacramental Confession is forbidden to children not yet admitted to the Eucharistic table, or absolution is not given to them. Whereby it comes to pass that they themselves, perhaps ensnared in the snares of grave sins, lie in great danger for a long time.
15 What is most serious is that in certain places children not yet admitted to their first Communion are not permitted to be fortified with the Sacred Viaticum even when death is imminent, and thus, having died and been buried after the manner of infants, they are not aided by the sufferings of the Church.
16 Such losses have been incurred by those who insist excessively on extraordinary preparations to be prefixed to first Communion, perhaps not sufficiently observing that this sort of caution has proceeded from Jansenian errors, which contend that the Most Holy Eucharist is a reward, not a remedy for human frailty. The Council of Trent, however, certainly thought otherwise when it taught that it is "an antidote by which we are freed from daily faults and preserved from mortal sins"; which doctrine 2 was recently more strictly inculcated by the Sacred Congregation of the Council by a decree issued on the twenty-sixth day of December in the year nineteen hundred and five, by which access to daily Communion was opened to all, both of more advanced and of tender age, with only two conditions imposed, namely the state of grace and a right intention of the will.
17 Nor indeed does there seem to be a just cause why, since in antiquity the residue of the sacred species was distributed even to infants still nursing, an extraordinary preparation should now be required of children who are in the most happy condition of their first purity and innocence, and who are in greatest need of that mystical food on account of the many snares and dangers of this time. Those abuses which we reprove are to be traced to this, that they neither wisely nor rightly determined what the age of discretion is, assigning one age for Penance and another for the Eucharist. Yet the Lateran Council requires one and the same age for both Sacraments, when it imposes the burden of Confession and Communion together. Therefore, just as for Confession the age of discretion is reckoned to be that in which the honest can be distinguished from the dishonest, namely that at which some use of reason is attained; so for Communion it must be said to be that age at which the eucharistic bread can be distinguished from common bread; which again is the same age at which a child has attained the use of reason.
18 Nor did the principal interpreters of the Lateran Council and those of their times understand the matter otherwise. For from the history of the Church it is established that several synods and episcopal decrees, already from the twelfth century, shortly after the Lateran Council, admitted children of seven years to their first Communion. There exists moreover a testimony of the highest authority, Doctor Thomas Aquinas, whose words we read: "When children now begin to have some use of reason, so that they can conceive devotion toward this Sacrament (the Eucharist), then this Sacrament can be conferred upon them." Which Ledesma thus explains: "I say by the consensus of all, that the Eucharist is to be given to all having the use of reason, however quickly they have that use of reason; even if that boy still confusedly knows what he is doing." Vasquez explains the same passage in these words: "If a boy once attains to this use of reason, immediately by divine law itself he is so bound that the Church cannot entirely free him." St. Antoninus taught the same, writing: "But when the boy is capable of deceit (i.e., when he can commit mortal sin), then he is bound by the precept Summ. Theol., 3 part., q. 80, a. 9, ad 3.

21 "of Confession, and consequently of Communion"
22 The Council of Trent also impels us to this conclusion. For when it recalls in Session XXI, c. 4: "little ones lacking the use of reason are bound by no necessity to sacramental Communion of the Eucharist," it assigns this one reason for the matter, that they cannot sin: "For indeed," it says, "they cannot lose the grace of the children of God at that age." From which it is clear that this is the mind of the Council, that children are then bound by the necessity and obligation of Communion when they can lose grace by sinning. These words of the Roman Council, celebrated under Benedict XIII and teaching, accord with this, that the obligation of taking the Eucharist begins "after little boys and girls have reached the year of discretion, namely to that age at which they are apt to distinguish this sacramental food, which is none other than the true body of Jesus Christ, from common and profane bread, and know how to approach with due piety and reverence." The Roman Catechism, however, says: "At what age the sacred mysteries should be given to children, no one can better determine than the father and the priest to whom they confess their sins. For it pertains to them to examine and to inquire of the children whether they have received any knowledge of this admirable Sacrament and have tasted it."
23 From all which it is gathered that the age of discretion for Communion is that at which a child can distinguish the eucharistic bread from common and ordinary bread so that he can approach the altar devoutly. Therefore perfect knowledge of the matters of Faith is not required, since some elements only are sufficient, that is some knowledge; nor is the full use of reason required, since some beginning of use suffices. Wherefore to defer Communion further, when the use of reason has begun, is some use of reason:
24 to establish a more mature age for receiving it is altogether to be disapproved; and the Apostolic See has condemned this repeatedly. Thus the late Pope Pius IX, in letters of Cardinal Antonelli to the bishops of France given on 12 March in the year 1866, sharply disapproved the custom, gaining strength in certain dioceses, of deferring First Communion to more mature and fixed years. But the Sacred Congregation of the Council, on 15 March of the year 1910, amended a chapter of the Provincial Council of Rouen, by which children were forbidden to approach Communion before the twelfth year of age. Nor did this Sacred Congregation act differently concerning the discipline of the Sacraments in the Argentine case on 25 March in the year 1910; in which when P. III, tit. 14, c. % § 5.
25 Instruction for those who are to be admitted to Holy Communion for the first time. Append. XXX, P. 11.

27 the matter was being treated, whether children of twelve or fourteen years could be admitted to Holy Communion, it replied: "Boys and girls, when they have reached the years of discretion or the use of reason, are to be admitted to the sacred table."
28 Having carefully weighed all these matters, this Sacred Order concerning the discipline of the Sacraments, in a general Congregation held on 15 July in the year 1910, in order that the aforementioned abuses be entirely removed and children from tender years adhere to Jesus Christ, live His life, and find protection against the dangers of corruption, deemed it fitting to establish the following norm concerning the first Communion of children, to be observed everywhere.
29 I. The age of discretion both for Confession and for Holy Communion is that at which a child begins to reason, that is around the seventh year, whether above or even below. From this time begins the obligation of satisfying both the precept of Confession and Communion.
30 II. For first Confession and for first Communion, complete and perfect knowledge of Christian doctrine is not necessary. The child, however, must afterwards learn the entire catechism gradually according to his capacity for understanding.
31 III. The knowledge of religion which is required in a child so that he may properly prepare himself for first Communion is that by which he perceives the mysteries of faith necessary by necessity of means according to his capacity, and distinguishes the eucharistic bread from common and corporeal bread, so that he may approach the Holy Eucharist with that devotion which his age permits.
32 IV. The obligation of the precept of Confession and Communion, which weighs upon the child, falls especially upon those who ought to have care of him, that is upon parents, upon the confessor, upon teachers, and upon the parish priest. To the father, or to those who take his place, and to the confessor, according to the Roman Catechism, pertains the admission of the child to first Communion.
33 V. Once or more in the year let parish priests take care to arrange and hold a general Communion of children, and to admit to it not only those receiving it for the first time, but also others who, with the consent of parents or confessor, as aforesaid, have already previously tasted the sacred altar. For both groups let some days of instruction and preparation be provided beforehand.
34 VI. Those having care of children must take every care that after first Communion these same children approach the sacred table frequently, and, if it be possible, even daily, as Jesus Christ and the Mother Church desire, and that they do so with that devotion of spirit which such an age permits. Let them remember moreover that those to whom this care falls have a most grave duty of providing that the children themselves attend public catechetical instruction of the Sacred Congregation of the Council.
35 or otherwise supply for their religious instruction in another way.
36 VII. The custom of not admitting children to confession, or of not absolving them when they have reached the use of reason, is altogether to be disapproved. Wherefore the Ordinaries of places, employing also the remedies of law, shall take care that it be entirely removed.
37 VIII. The abuse of not administering Viaticum and Extreme Unction to children after the use of reason and of burying them with the rite of infants is altogether detestable. Upon those who do not depart from such a custom, the Ordinaries of places shall inflict severe punishment.
38 These matters, sanctioned by the Cardinal Fathers of this Sacred Congregation, our Most Holy Lord Pope Pius X, in an audience of the 7th of the current month, approved all, and ordered that the present decree be published and promulgated. To each Ordinary moreover he commanded that the same decree be made known not only to parish priests and clergy, but also to the people, whom he wished to have it read annually at the time of the Easter precept, in the vernacular language. The Ordinaries themselves must, at the end of each five-year period, together with other diocesan matters, also report to the Holy See concerning the observance of this decree.
39 Notwithstanding anything to the contrary.
