7 ivi l'augusto Sacramento, dolenti dei propri peccati, avrà visitato, consegua sette anni di indulgenza ogni volta che lo faccia;
8 II. Tutti gli altari di quegli edifici siano privilegiati per quei giorni; e nello stesso triduo il sacro di san Francesco, come votivo per cosa grave e insieme di causa pubblica, sia lecito farvi a qualsiasi sacerdote, osservate le rubriche generali del Messale Romano, come sono proposte nella sua ultimissima edizione Vaticana;
9 III.

3 Etenim primum omnium is vult in Tertiariis suis eminere, tamquam insigne quoddam, fraternam caritatem, pacis concordiaeque studiosissim&m.
Quare longissime se abstinentes a mundi spiritu, studebunt contra in communis vitae consuetudinem spiritum Iesu Christi, quacumque ipsis deturaditus, inferre.
ORDINARIES, HAVING PEACE AND COMMUNION WITH THE APOSTOLIC SEE: IN THE SEVENTH CENTURY AFTER THE THIRD ORDER OF THE FRANCISCANS WAS FOUNDED.
1 Since sacred solemnities are soon to be celebrated, when there will be seven hundred years since the Third Order of Penance was founded, We judge it most opportune; and in order that We may adorn them with the commendation of Our apostolic authority throughout the Catholic world, this is prompted first by the most certain and hoped-for benefit of the Christian people, and also by that which touches Our own person privately. For in the year 1882, when the zeal of good men for the Assisian was generally inflamed on account of the secular celebration of his birthday, We gratefully remember that We too wished to be numbered among the disciples of the great Patriarch, and at St. Mary in the Capitol, whose sacred building is indeed cared for by the Minorites, We duly received the holy habit of Tertiaries. Now therefore, divinely established in the chair of the Prince of the Apostles, We willingly seize upon the opportunity offered, indeed on account of Our own devotion to blessed Francis, to exhort the sons of the Church, who are everywhere, that they either zealously embrace this institution of the most holy man, wonderfully suited to human society in these times as well, or diligently retain it.
2 First of all, let the true lineaments of St. Francis's spirit be set before the eyes of each one; for he whom some of the moderns propose, fashioned in the "workshop of modernists," a man of Assisi little devoted to this apostolic chair, and likewise as it were a specimen of some vague and empty religiosity, him truly you would not rightly call Francis, nor a Saint! Now indeed to the most illustrious and immortal merits of Francis toward Christian affairs—on account of which he was truly called, in a most perilous time, a pillar given by God to the holy Church—as it were a certain accumulation, this Third Order came, by which nothing better illustrates the magnitude and force of that ardor with which he burned in propagating everywhere the glory of Jesus Christ. For from careful consideration of the greater evils with which the Church then labored, he undertook with incredible determination to renew all things according to Christian law; and when Francis had established a twofold family, one of brothers, the other of sisters, who, bound by solemn vows, would follow the humility of the Cross, and could not receive in cloisters all whom the desire of his discipline drew from everywhere, he took counsel to give to those living in the midst of the world's turmoil the faculty of attaining Christian perfection; and he instituted an order of the true name of Tertiaries, not indeed, like the two former, bound by the strict religion of vows, but adorned with similar simplicity of morals and zeal for penance. Thus what no parent of a regular family had ever devised, that a religious manner of living should be made a common thing, he both found first and effected, God granting it, most happily: concerning which that saying of Thomas of Celano stands forth splendidly: "Truly an excellent craftsman, to whose form, rule and doctrine, offering praise, in both sexes the Church of Christ is renewed and the threefold army of the saved triumphs." From which testimony of a most weighty man and contemporary of those times, to pass over other things, it is easily understood how deeply and widely Francis, by this institution, moved peoples, and how great and how salutary a conversion of things he stirred up in them. Now indeed as the Third Order, equally as the first and second, it is not permitted to doubt that Francis was its author, so without any doubt he himself was its most wise lawgiver. In this Cardinal Ugolinus rendered him distinguished service, as we have learned, he who afterwards, with the name of Gregory IX imposed upon him, illuminated this Apostolic See; and the same, when he had been most intimate with the patriarch of Assisi, as long as he lived, afterwards enclosed his sepulcher in a most beautiful and most magnificent temple. Moreover, that the Rule of Tertiaries was duly sanctioned by the authority of Nicholas IV, Our predecessor, no one is ignorant. But it is not fitting for Us, venerable brethren, to add more concerning these things: for this is what We must do before all else, that the genius and proper spirit, as it is called, of this institution may appear, from which, as in the age of Francis, so in these times which are so hostile to virtue and faith, the Church promises itself distinguished benefits to the Christian people. Leo XIII, Our predecessor of happy memory, well knowing the nature of things and times, the discipline of Tertiaries, in order to render it more accommodated to all of every grade, by a Constitution issued Misericors Dei Filius, in the year 1888, most prudently tempered their laws or rule "according to the present circumstances of society," namely by changing some things from it, the lesser ones, and those which seemed little in accord with these customs: "yet by this action," he says, "let nothing be thought taken away from the very nature of the Order, which We wholly wish to remain unchanged and entire." All therefore this change in this matter was external, it did not touch its very force and reason, which persists such as the most holy author wished it to be. Now indeed We judge that the spirit of the Third Order can accomplish very much in amending morals both privately and publicly, inasmuch as it breathes forth wholly Evangelical wisdom, if only it should again increase, as of old, when both by deeds and words Francis preached everywhere the kingdom of God.
3 For indeed, first of all, he wished fraternal charity to shine forth in his Third Order as a certain distinctive mark, and he was most zealous for peace and concord. Assuredly, understanding this to be the proper precept of Jesus Christ, which contained all Christian law, he most diligently conformed the minds of his followers to it. In this he also achieved that this Third Order would become most salutary to the community of men of its own accord. To such a degree did the seraphic ardor of love for God and man burn in him that Francis could not contain it shut up within his mind; he had need to pour it forth outwardly to whomever it was permitted. And so, having begun to correct the private life of his associates and their domestic conduct and to cultivate them in Christian virtues, as though he seemed to regard nothing else, he did not think he should stop there; but by the amendment of individuals, as though by an instrument, he appeared to use it to kindle the study of Christian wisdom in the bosom of human society, and to win over all men to Jesus Christ. What therefore had been Francis's design, that the Third Order members should present themselves as messengers and heralds of peace in those great discords and civil disorders of his age, the same was ours of old, when almost the whole world was ablaze with horrible war; the same it is now, while that fire is not yet wholly extinguished, when its embers smoke in many places and in some even burst into flame. To this misfortune there is added an internal evil afflicting cities—which the prolonged forgetfulness and contempt of Christian principles themselves has engendered—we mean the discord of citizens, orders contending with orders so fiercely over the division of earthly goods, that the common ruin of things is now to be feared.
4 Why in this so vast a field, into which We, bearing the office of the King of Peace, have directed certain principal cares and thoughts, do We desire the industry of all indeed, as many as are the sons of Christian peace, to be called forth, but especially of the members of the Third Order, who have brought about a wonderful amount of good toward reconciling the harmony of souls, if both their number everywhere and their zeal should increase. It is therefore to be desired that there should now be no town, no village or hamlet even, which does not have a sufficiently large number of members of this kind, and that you should not rest content with some who bear only the name of Tertiaries, but rather those who are industrious and zealous for their own salvation and that of others. Why should not those manifold and various associations which flourish everywhere among the Catholic name, whether of young men, or of workmen, or of women, join themselves to this Third Order, and with the same zeal with which Francis pursued peace and charity, persevere in striving for the glory of Jesus Christ and for the benefit of the Church? For indeed mankind does not cry out for that peace which the laborious counsels of earthly prudence have fashioned, but for that which Christ brought, thus affirming: I leave peace with you: my peace I give unto you: not as the world giveth, do I give unto you1. For that composition of cities or of civil order among themselves, which men have devised, can neither endure for long, nor can it have the force of true peace at all, unless it consist in the very tranquility of souls; but this exists not at all unless desires are restrained as by the bridle of duty, from which all dissensions of every kind are born. Whence the Apostle James asks, From whence are wars and contentions among you? Are they not hence, from your concupiscences, which war in your members?2 Now to rightly order all things which are in human nature, so that man does not himself serve his own desires, but commands them, obedient and subject to the divine will, in which ordering, as in a foundation, common peace rests, this is the virtue of Christ, and it appears wonderfully efficacious in the Franciscan family of Tertiaries. For because this Order, as We have said, has this quality, that it instructs its members toward the perfection of Christian life, although entangled in secular affairs—for holiness of morals does not shrink from any state or manner of living—therefore, where there are many who live in accordance with this institute, it follows by a certain necessity that they should be a great incentive to all others among whom they move, not only to the fulfillment of every duty, but also to the attainment of something more perfect in life than common law has commanded. What therefore is the praise which Christ the Lord bestowed upon His disciples, adhering to Him in a preeminent manner, when He said, They are not of the world, as I also am not of the world3, the same is deservedly to be attributed to these pupils of Francis who, observing the evangelical counsels in mind and spirit, as far as is permitted in the world, can truly affirm of themselves what the Apostle said: Now we have not received the spirit of this world, but the Spirit that is of God. Wherefore, keeping themselves at the greatest distance from the spirit of the world, they shall strive on the contrary to bring the spirit of Jesus Christ into the common manner of life, in whatever way it may be granted to them. Now there are two things which today dominate in the greatest perversity of morals, a certain infinite desire of possessing and an insatiable thirst for pleasures. Hence especially does this age have that stain and blemish, that, although it makes perpetual progress in all things which pertain to the convenience and enjoyment of life, in that which is greater, namely in the duty of living well and rightly, it is seen miserably to regress to the shameful deeds of pagan antiquity. For the more the eternal goods prepared in heaven are obscured among men, the more do these transitory things allure and captivate them; but when once the minds have cast themselves down to earth, it is easy for virtue gradually to grow dull in them, and with these same things despising what is of the spirit, they now savor nothing except the delights of pleasure. Therefore we see commonly on one side no measure applied either to the seeking or the increase of wealth, on the other side the ancient patience for the hardships which are wont to accompany want or poverty is desired; and since between the poor and the rich there exist those enmities of which We have spoken, there is added to sharpen the envy of the poorer an excessive cultivation of the body by many, joined with unworthy license. In this matter We can scarcely sufficiently deplore so many women of every age and kind, who, infatuated with the desire of pleasing, do not see how much that madness of dress which they employ not only displeases all good people, but offends God. For they do not think it enough to go forth in public with such adornment—which most of them would once have shuddered at as too repugnant to Christian modesty—but they do not fear to enter sacred buildings and to be present at the celebration of sacred rites, and even to approach the very Eucharistic table itself, at which the divine author of chastity is received, bearing the foul enticements of base desires. But We pass over those dances which have recently come from barbarism into the manner of refined people, each worse than the other, by which nothing can be found more apt to cast off all shame. If the members of the Third Order shall carefully attend to these things, they will understand what the times demand of them, as pupils of Francis. Surely they ought to look upon the life of their Father; let them consider how great and how express was his likeness to Jesus Christ, especially in fleeing the comforts of this world and in taking upon himself sorrows, he who earned for himself the name of the poor man, and received in his body the stigmata of the Crucified; and let them show that they do not degenerate from him, embracing at least poverty in spirit and denying themselves and each one taking up his own cross. But the Tertiary women, as far as concerns them especially, should show themselves to other girls and matrons as a model of holy modesty; nor should they think they can better deserve well of the Church and of the commonwealth than by preparing the correction of corrupted morals. But if the members of this Order have instituted various forms of beneficence to help the needy in their manifold necessity, certainly they will not fail to deprive their brothers, who are in want not of earthly things but of much greater things, of the offices of their charity. And here comes to Our mind that saying of the Apostle Peter, who exhorted Christians to wish, by living holily, to be an example to the gentiles for this reason, that they, considering your good works, may glorify God in the day of visitation. Similarly the Franciscan Tertiaries, both by integrity of faith and by innocence of life and by eagerness of zeal, ought to spread abroad the good odor of Christ far and wide and should be an exhortation and invitation to brothers who have strayed from the way to return to repentance: this is what is required of them, this is what the Church expects.
5 We, however, from the approaching solemn celebrations trust that this Third Order will receive good increase; nor do we doubt that you, venerable brethren, and the other pastors of souls will take great care that the sodalities of the Tertiaries, wherever they languish, may flourish again, and that others also, wherever it can be done, may be aroused, and all may flourish in the observance of discipline no less than in the number of members. For this is what is finally being pursued, that through the imitation of Francis the way and return to Christ may be secured for as many people as possible, in which return the greatest hope of common salvation is contained. For what Paul says: Be ye followers of me, as I also am of Christ, the same thing Francis may rightly claim for himself, who, imitating Jesus Christ, became his most similar image and likeness in all respects. Therefore, in order that these same solemnities may turn out more fruitful, We, at the earnest request of the Ministers General of the three families of the Franciscan First Order, grant these things from the treasury of holy Church:
6 I. In all sacred buildings where sodalities of the Third Order have been legitimately established, since there, throughout the entire year from the sixteenth of April next, on account of this centennial solemnity a three-day supplication will be made, the Tertiary sodales indeed on each of those days, but others once, may gain a plenary remission of sins, with the usual conditions: whosoever 1 Pet. 2,- m.
7 shall visit the august Sacrament there, grieving for their sins, shall obtain an indulgence of seven years as many times as they do so;
8 II. All the altars of those buildings shall be privileged during those days; and on the same three days the Mass of St. Francis, as a votive Mass for a grave matter and at the same time a public cause, may be celebrated there by any priest, observing the general rubrics of the Roman Missal, as they are set forth in its most recent Vatican edition;
9 III. All priests attached to those buildings may, during those same days, by blessing Rosaries, medals, and similar objects, enrich them with the gifts of apostolic indulgence, and likewise bless the Rosaries of the Crusaders and of St. Bridget. As a pledge moreover of divine gifts and of Our
10 benevolence, We most lovingly impart the apostolic blessing to you, venerable brethren, and to all the sodales of the Third Order.
11 Given at Rome, at St. Peter's, on the Epiphany of the Lord, 1921, in the seventh year of Our Pontificate.
