Apostolic Constitution on the Marian Congregations
PIUS PP. XII BISHOP SERVANT OF THE SERVANTS OF GOD FOR PERPETUAL REMEMBRANCE
APOSTOLIC CONSTITUTION
BIS SAECULARI DIE
ON MARIAN CONGREGATIONS
1 On this auspicious bicentennial day, since the Marian Congregations perpetually erected and instituted by Gregory XIII1 were strengthened by Benedict XIV with new benefits through the Golden Bull « Gloriosae Dominae »2, We judge it to be part of Our apostolic duty not only to offer paternal congratulations to the moderators and members of these Sodalities, but also to declare as ratified and solemnly confirmed the most ample privileges and graces with which, over the course of nearly four centuries, several of Our Predecessors—and We Ourselves—have enriched these Sodalities on account of their many and great merits toward the Church.
2 For We well know, not only how much utility in past times, to use the words of Benedict XIV in the aforesaid Golden Bull, « has been derived from this praiseworthy and pious institution for men of all ranks »3, but with how great zeal and devotion these Marian phalanxes today, treading in the glorious footsteps of their predecessors and obediently following their laws, seek to take the first place, under the auspices and guidance of the ecclesiastical Hierarchy, in undertaking and steadfastly carrying through labors for the greater glory of God and the good of souls, so that in defending, promoting, and vindicating the Catholic cause, they are to be regarded as most powerful forces and spiritual strength4. And this for several reasons.
3 For indeed, when one recalls to mind the history of Marian Sodalities, although it appears that they have always flourished with well-trained forces, yet it must be admitted that they cannot be compared with recent times in the number of members, although certainly in the fervor of their works; for whereas in past centuries the annual accessions of new groups to the Prima Primaria never exceeded the number ten, from the beginning of the twentieth century such annual aggregations are easily reckoned at many hundreds.
4 But what is most important, the norms and laws by which members are guided, as it were by the hand, to that excellence of spiritual life5 by which they may be able to ascend the very heights of holiness6, are to be valued far more than the number of sodalities; and it is most useful to employ those instruments especially by which perfect and complete followers of Christ are equipped: the use of Spiritual Exercises7 and daily meditation on divine things and examination of conscience8; frequent reception of the Sacraments9; relationship and docility, like a son, toward a certain director of souls10; their complete and perpetual dedication to the patronage of the Blessed Virgin Mary, Mother of God11; and finally firm commitment to the attainment of their own and others' Christian perfection12.
5 All these things are born in Marian Sodalists to kindle those flames of divine charity and to nourish and strengthen that interior life, most necessary in this our age, since, as We have sorrowfully warned elsewhere, so many multitudes of men « suffer from spiritual hunger and intimate poverty of spirit »13.
6 And that these things are not only described in the wisest laws but are happily brought into the daily life of Marian Sodalities is clearly evident from this: that wherever they have been established, if only they have faithfully kept their institutes and laws, there innocence of morals and the most firm observance of religion flourish and thrive everywhere; and moreover, by the inspiration of the divine Spirit, bands of sodalists frequently come forth, striving for Christian perfection, whether in the ecclesiastical order or in the sacred enclosure, seeking it for themselves and sharing it with others; nor are those so rare who attain the steep heights of holiness itself with sure flight14. From this fervent study of interior life there springs forth, as it were of its own accord, the full apostolic formation of sodalists, always adapted to new and varied necessities of human society and circumstances, so that We can assert without hesitation that the perfect Catholic man, whom the Marian Sodality has been accustomed to form from its very beginnings, is no less fittingly suited to the necessities of past times than to our own, since indeed men solidly instructed in Christian life are needed perhaps more now than formerly15.
7 Wherefore from this seat of Peter, as from the most eminent watchtower of the whole world, beholding everywhere the wonderful zeal of so many of the Christian faithful of various nations for the protection, vindication, and advancement of religion, we deem the multitudes of Marian Sodalities worthy of special praise, which from their origin have set before themselves, as their own proper work and most consonant with their laws16, to undertake whatever apostolic works commended by the Church their Mother17 and by the sacred Pastors as leaders18, both individually and collectively. How well they have satisfied this duty and office, and by what most joyful increases of religion, the repeated praises of the Roman Pontiffs most eloquently declare19. And in this present age, troubled by so many calamities, it is a most pleasant consolation to us to contemplate Marian sodalists in every part of the world strenuously and effectively directing their strength to every kind of apostolate, whether in raising men of every rank, especially young people and workers, to virtue through Spiritual Exercises and leading them to desire a more perfect Christian life, or in relieving the distress of the poor in soul and body, and this not only by private industry and the inclination of a benevolent mind, but also by laws promoted in the public counsels of the State and from the very summit of supreme authority itself, in accordance with evangelical principles and social justice20.
8 Nor should those associations be passed over in silence which have been stirred up by Marian Sodalities or strengthened by their work for restraining shameful theatrical and cinematographic spectacles and protecting good morals from the foul corruption of wicked books and periodicals, schools most frequently opened free of charge to children and adults of modest means, technical institutes for instructing workers more abundantly in their respective crafts21, especially those parts or kinds of various professions and disciplines to be learned with greater skill22; which form of apostolate, so necessary in the present conditions of the times, is cultivated by many Marian Sodalities, especially those called "interparochial," for the convenience of groups cohering in arts or disciplines more consonant with one another23.
9 Many things indeed and most useful to the Catholic cause. In this matter, credit is also due to Marian Sodalities in that they have always, especially in recent times, earnestly desired to work fraternally with other Catholic associations, so that more abundant fruits might be reaped from labors undertaken jointly, with united strength and under the authority and guidance of Bishops, for the kingdom of Christ; indeed, as we have noted elsewhere regarding Catholic Action among Italians24, associations of this kind were first established in some nations by Marian sodalists, and as others succeeded them and fervently contributed their efforts, they have in fact demonstrated that Marian sodalists are rightly to be numbered among the principal supporters of Catholic Action.
10 Furthermore, since the whole force of Catholics ordered as it were into one united line must be placed in obedience to the authority of the sacred Pastors, who does not see how opportune instruments of apostolate Marian Sodalities are to be considered, on account of their absolute and fervent obedience not only toward this Apostolic See, which is the head and foundation of the whole ecclesiastical order25, but also, according to their respective character and capacity, toward the mandates and counsels of the Ordinaries with humble submission and docile obedience? (26)
11 For whoever has examined the intimate governance of such Sodalities would easily perceive that they are governed sometimes by Bishops and Pastors, sometimes, by privilege, by us ourselves and, by delegation received from us, by the General Superior of the Society of Jesus; yet all of them in undertaking and carrying out apostolic labors are subject to the authority of their own Bishop or even sometimes the Pastor. Wherefore, since they are received by the Ecclesiastical Hierarchy among the forces of apostolic warfare and depend entirely upon it in undertaking and completing works, they are rightly and deservedly, as we have noted before27, to be called cooperators of hierarchical apostolate. This reverence and modest respect toward the sacred Pastors, as it were congenital in Marian sodalists, must necessarily be drawn from their own laws themselves, in which it is solemn that whatever the Catholic Church teaches they profess absolutely in life and conduct, "praising what she praises, disapproving what she disapproves, agreeing with her in all things, and never being ashamed to conduct themselves publicly and privately as befits the faithful and most observant son of so great a Mother"28.
12 That associations of this kind, first aroused by the Ignatian family, should appear as it were offshoots or additions of the same, in no way harms the close military unity of Catholic men, especially since that small part of them is directed by priests of the Society of Jesus under Our delegation, as We have said. Rather, since from that first institution the Marian Sodalities have proposed to themselves laws "to think with the Church," as it were a badge, namely to obey those whom "the Holy Ghost hath placed bishops to rule the Church of God" (Acts 20:28), they seem to have exhausted a certain natural inclination; whereby it comes to pass that they have been and shall be a most powerful aid in extending the kingdom of Christ. But that they have always striven not for any private cause, but for the common utility of the Church, there stands as a witness beyond all exception that most brilliant throng of Marian sodalists, to whom the Church Mother has decreed that the highest honours of the Heavenly Citizens should be bestowed, whose glory illuminates not one Society of Jesus alone, but the secular clergy itself and not a few religious families, since from the Marian Congregations there have come forth ten founders and parents of new Orders or Congregations.
13 From these things, therefore, it is clearly shown that the Marian Sodalities, as their laws approved by the Church proclaim on high, are associations imbued with apostolic spirit29, which, as they urge their members, sometimes raised to the very heights of sanctity30, to procure the perfect form of Christian life and eternal salvation for others as well, with sacred Pastors presiding31, and to defend the rights of the Church32, they also achieve this: that they become zealous heralds of the Virgin Mother of God and most thoroughly instructed propagators of the kingdom of Christ33.
14 Since these things are so, to the Marian Congregations, whether their laws be considered, or their nature, purpose, undertakings and acts, no mark by which Catholic Action is distinguished is to be denied, inasmuch as this, as Our Predecessor of happy memory Pius XI so often professed, is rightly defined: "the apostolate of the faithful, who bring their service to the Church and in some way assist in fulfilling its pastoral office"34.
15 So that the Marian Congregations may be called with full right "Catholic Action undertaken under the auspices and inspiration of the Blessed Virgin Mary"35, their conformity and peculiar characteristics are in no way an impediment; which rather, as they have been, so "are and shall be the protection and safeguard of a more illustrious Catholic formation of souls"36. For indeed, as has been so often decreed by this Apostolic See, "Catholic Action does not move in a closed sphere"37 as though circumscribed by certain rigidly defined limits not to be violated, nor in such a way that "what it has set before itself, it strives to attain by its own particular way and method"38, as to remove from the scene or absorb other active associations of Catholics, which rather it ought to conduct as its duty to "bind together, amicably arrange, and direct the increase of one to the benefit of others, with full harmony of souls, unity, and charity"39. For, as We have recently warned, "in this outstanding zeal for apostolate, most approved by Us, the error of some is to be guarded against, who wish to reduce whatever is undertaken for the good of souls to one single form"40 when this manner of acting is to be said to be wholly at variance with the mind of the Church41, which indeed not only does not approve such "a restriction of spontaneously germinating and flourishing life"42, whereby any apostolic work is entrusted to one association or one parish; but rather favours a manifold unity43 in conducting such works, through fraternal cooperation certainly, with Bishops as moderators, directing united forces toward one goal44. And this "harmonious agreement, orderly coordination and mutual understanding, which We have so often and so earnestly commended"45, associations of this kind will more easily attain, the more deeply, with all controversy set aside from the outset46, "loving one another with the charity of brotherhood, preventing one another with honour"47 and breathing forth one glory of God, they shall then persuade themselves that they will be superior to others, when they shall have learned to defer the first place to the same48.
16 Having therefore carefully weighed all these things, and most earnestly desiring that these schools of piety and active Christian life may flourish and grow stronger day by day49, by Our apostolic authority We set forth certain points clearly for the Marian sodalists everywhere throughout the world, to be religiously observed by all to whom it pertains.
17 I. The Marian Congregations, duly aggregated to the Primary Sodality of the Roman College, are religious associations erected and established by the Church itself50 and by it, for more aptly fulfilling the mandates entrusted to it, enriched with the most ample privileges51.
18 II. A legitimate Congregation of Mary is to be considered only that which has been erected by the competent Ordinary, namely, in the proper places of the Society of Jesus or those committed to its care, by the General Superior52; but in all other places by the Bishop of the place, or, with his formal consent, by the aforesaid General Superior53. However, in order that a Congregation thus erected may enjoy the privileges and indulgences granted to the Prima Primaria Sodality, it is necessary that it be properly aggregated to it54. This aggregation, however, which is to be obtained with the consent of the Ordinary of the place, and which pertains to the General Superior of the Society of Jesus alone55, confers no right upon this Prima Primaria or the Society of Jesus over that Sodality56.
19 III. Congregations of Mary, inasmuch as they are said to be fully suited to the present necessities of the Church57, ought by the will of the Supreme Pontiffs to preserve their laws, character, and institution intact58.
20 IV. The Common Rules, the observance of which, at least in essentials, is necessary for obtaining aggregation59, are earnestly commended to all Congregations, as a summary and document of the discipline anciently used by sodalists and received by constant practice60.
21 V. All Congregations of Mary, differing accidentally but substantially the same, no less than other associations devoted to apostolic works, depend upon the Ecclesiastical Hierarchy61.
22 VI. Lest in spreading God's kingdom and protecting the rights of religion the ranks of Christian militia be scattered and the strength of Marian sodalists be weakened, faithfully following in the footsteps of their predecessors and the present manner of action itself, in undertaking and pursuing apostolic works, let them remember:
23 a) the Ordinary of the place
24 1° to have power, according to the norm of sacred canons, and always with the firm prescriptions and documents of the Apostolic See, over all Sodalitates of his jurisdiction concerning the exercise of external apostolate;
25 2° to have power over Sodalitates constituted outside the bounds of the Society of Jesus, and thus to be able to give them their own norms, provided however that the substance of the Common Rules is maintained62.
26 b) the Pastor
27 1° to be the natural President of parochial Congregations, which he therefore moderates as he does the other associations of his territory;
28 2° to enjoy over all Sodalitates exercising apostolic works in his territory that power granted to him by sacred canons and legitimate diocesan statutes for the proper ordering of external apostolate63.
29 VII. The moderator of any Marian Sodality, legitimately appointed, who must always be distinguished by sacerdotal dignity, although he is entirely subject to the legitimate ecclesiastical Superiors, nevertheless, according to the norm of the Common Rules, enjoys full power in the internal life of the Congregation itself, which he usually exercises through sodalists associated with him as helpers in his office64.
30 VIII. Such Sodalitates are to be called Marian, not only because they assume the title of the Blessed Virgin Mary65, but chiefly because individual sodalists profess singular piety toward the Mother of God66 and bind themselves to her by complete consecration67, by which they pledge, although not under sin68, that they will fight with all their strength for their own and others' Christian perfection and eternal salvation under the standard of the Blessed Virgin Mary69; by which consecration the sodalist is perpetually bound to the Blessed Virgin Mary, unless he be dismissed as unworthy or he himself abandon the Sodality through fickleness of mind70.
31 IX. In enrolling sodalists, those are to be carefully chosen71 who, not content with the common and ordinary way of life72, strive or are eager to "make ascents in their heart" (cf. Ps. 83, 6)73 according to the ascetical norms and exercises of piety proposed in the Rules74.
32 X. It is therefore the duty of Marian Congregations to instruct sodalists, according to each one's condition, so that they may be proposed to their equals as an example of Christian life and apostolic diligence75.
33 XI. Among the primary purposes of Congregations76 is to be reckoned apostolate in all its forms, especially social apostolate, for spreading Christ's kingdom and defending the rights of the Church77, entrusted to them by the ecclesiastical Hierarchy itself78; for the purpose of rendering true and complete cooperation with hierarchical apostolate79, the proper norms of Sodalitates concerning the modes of such cooperation are in no way to be changed or altered80.
34 XII. Finally, Congregations of Mary are to be considered in the same order as other associations pursuing an apostolic purpose81, whether they are federated with these or together with the Catholic Action association itself cohere as one. Moreover, since Sodalitates ought to contribute their work and effort to any other association, under the guidance and authority of the sacred Pastors8283, it is not necessary that individual sodalists also give their name to another association84.
35 We command, decree, and determine that these present letters shall remain firm, valid, and effective in perpetuity and shall endure, and shall produce and obtain their full and complete effects, and shall most fully avail those to whom the matter pertains, and thus are to be judged and decided rightly, and whatever may be attempted contrary to these things by anyone, by whatever authority, knowingly or unknowingly, is from now declared null and void. Notwithstanding any contrary provisions whatsoever.
36 Given from the Castle of Gandulph, near Rome, on 27 September in the year 1948, two hundred years from the Golden Bull "Gloriosae Dominae", in the tenth year of Our Pontificate.

1 Bis saeculari die auspicato vertente, ex quo Marianas Congregationes a Gregorio XIII perpetuo erectas atque institutas1 Benedictus XIV Aurea Bulla « Gloriosae Dominae » novis beneficiis solidavit2, apostolici Nostri muneris ducimus non modo earumdem Sodalitatum moderatoribus sociisque paterne gratulari, verum etiam privilegia gratiasque amplissimas, quibus, quattuor ferme saeculorum decursu, plures Decessores Nostri - Nosque ipsi, ob tot tantaque in Ecclesiam promerita, huiusmodi Sodalitia ditavimus, rata ac sollemniter confirmata declarare.
2 Probe enim novimus, non solum quanta anteactis temporibus, ut Benedicti XIV verbis in memorata Bulla Aurea utamur, « ex hoc laudabili et pio instituto in omnium ordinum homines utilitas derivata fuerit »3, sed quanto studio animique contentione hodie phalanges hae mariales, gloriosis maiorum vestigiis insistentes suisque legibus religiose obsequentes, primas sibi appetant, ecclesiastica Hierarchia auspice et duce, in laboribus ad maiorem Dei gloriam animarumque bonum suscipiendis constanterque perferendis, adeo ut in re catholica propugnanda, provehenda, vindicanda, tamquam validissimae copiae viresque spiritales sint habendae4. Idque pluribus de causis.
3 Etenim Marialium Sodalitatum historiam memoria repetenti, etsi eas semper instructissimis agminibus floruisse apparet, non tamen easdem, sociorum numero cum recentioribus comparari posse fatendum est, quamvis utique fervore operum; nam cum saeculis anteactis novorum quotannis coetuum ad Primam Primariam accessiones denarium numerum numquam excederent, ab inito saeculo XX annuae id genus aggregationes facile ad decies centenas computantur.
4 Verum, quod caput est, multo pluris quam sodalitiorum numerus normae sunt habendae legesque, quibus sodales manu veluti ducuntur ad eam spiritalis vitae excellentiam5, qua ipsa sanctimoniae culmina valeant conscendere6, e illorum maxime instrumentorum ope, quibus perfecti absolutique Christi asseclae instruantur perutile est: Spiritualium Exercitiorum7 et cotidianae rerum divinarum commentationis conscientiaeque disquisitionis usu8; Sacramentorum frequentia9; necessitudine ac docilitate, filii instar, erga certum animae moderatorem10; sui plenissima perennique in B. Virginis Deiparae clientelam deditione11; firma denique sponsione suae aliorumque christianae perfectionis comparandae12.
5 Quae quidem omnia nata sunt in Marianis Sodalibus illas divinae caritatis flammas excitare eamque vitam interiorem alere ac roborare, maxime hac nostra aetate necessariam, cum, ut alibi dolentes monuimus, tot hominum turmae « animi ieiunitate intimaque egestate spiritus » laborent13.
6 Atque haec non tantum sapientissimis legibus describi sed in cotidianam Sodalitatum Marialium vitam feliciter deduci exinde luculenter conficitur, quod ubicumque eae coaluerint, si modo instituta sua legesque sancte servaverint, ibidem morum passim innocentia et religionis observantia firmissima vigeat floreatque; quin etiam, divino afflante Numine, sodalium manipuli prodeant frequentes christianae perfectioni inhiantium, sive in ecclesiastico ordine, sive in sacris septis sibi conquirendae cum aliis communicandae; neque adeo rari sint qui ipsa sanctitatis ardua fastigia securo volatu contingant14. Ex quo ferventi vitae interioris studio sua quasi sponte illa plena sodalium apostolica institutio efflorescit novis semper variisque humanae consortionis necessitatibus adiunctisque accommodata, ut asserere minime ambigamus perfectum virum catholicum, qualem Sodalitas Mariana iam inde ab exordiis effingere consuevit, non minus congrue praeteritorum temporum necessitatibus convenire quam nostrorum, cum videlicet viris vita christiana solide instructis magis fortasse, quam olim, opus sit15.
7 Quapropter ex hac Petri sede, veluti ex eminentissima universi orbis specula, tot christifidelium mirum ubique gentium studium religionis tuendae, vindicandae, provehendae conspicientes, peculiari laude dignas Marialium Sodalitatum copias existimamus, quae inde ab origine tamquam sibi proprium legibusque suis apprime consonum16 opera apostolica quaecumque ab Ecclesia Matre commendata17 sacrisque Pastoribus ducibus18, cum viritim tum coniunctim suscipienda proposuere. Cui quidem muneri officioque quam bene satisfecerint quibusque religionis laetissimis incrementis, Romanorum Pontificum iterata praeconia disertissime declarant19. Atque hac praesenti aetate tot calamitatibus exagitata, iucundissimo Nobis solacio est marianos sodales in quavis mundi plaga animo contemplari in omne genus apostolatus vires strenue efficaciterque intendere, sive in hominibus cuiuslibet ordinis, adulescentibus praesertim atque artificibus, per Spiritualia Exercitia ad virtutem erigendis potiorisque christianae vitae desiderio incedendis, sive indigentium animi corporisque angustiis sublevandis, idque non solum privata quadam industria ac benevolae mentis propensione, sed etiam legibus in publicis Reipublicae consiliis atque ex ipso supremae potestatis vertice promovendis, evangelicis principiis ac sociali iustitiae congruentibus20.
8 Neque silentio praetereundae sunt illae a Marianis Sodalitatibus excitatae vel sua opera corroboratae consociationes turpibus ludis scenicis ac cinematographicis spectaculis coercendis bonisque moribus a prava librorum atque ephemeridum colluvie tutandis, scholae frequentissimae pueris adultisque tenuioris fortunae gratuito apertae, technica instituta opificibus in propria cuiusque arte uberius instruendis21, ea praesertim variarum professionum ac disciplinarum partibus seu generibus potiore peritia perdiscendis22; quae apostolatus forma, hodiernis temporum condicionibus tam necessaria, a plurimis Marianis Sodalitatibus, iis potissimum quas « interparoeciales » vocant, excolitur in coetuum commodum artibus vel disciplinis magis inter se congruentibus cohaerentium23.
9 Multa haec quidem reique catholicae apprime utilia.
19 III. Congregationes Marianae, quippe quae hodiernis Ecclesiae necessitatibus plene congruere sint dicendae57, debent ex Summorum Pontificum voluntate suas leges, indolem, institutionem intactas servare58.
20 IV. Regulae Communes, quarum observantia, in substantialibus saltem, ad aggregationem impetrandam necessaria est59, omnibus Congregationibus enixe commendantur, tamquam disciplinae antiquitus sodalibus usitatae constantique usu receptae summarium ac documentum60.
21 V. Omnes Congregationes Marianae, modis accidentaliter diversis at substantialiter iisdem, non secus atque alii coetus apostolicis operibus dediti ab Ecclesiastica Hierarchia dependent61.
22 VI. Ne in Dei regno propagando religionisque iuribus tutandis christianae militiae ordines dissipentur viresque enerventur mariani sodales, maiorum vestigiis ipsique hodiernae agendi rationi fideliter insistentes, in apostolicis operibus suscipiendis et prosequendis, meminerint:
23 a) loci Ordinarium
24 1° potestatem, ad normam sacrorum canonum, firmisque semper Sedis Apostolicae praescriptis et documentis, habere in omnes prorsus suae ditionis Sodalitates circa externi apostolatus exercitium ;
25 2° potestatem habere in Sodalitates extra Societatis Iesu septa constitutas, eisque proinde normas proprias dare posse, firma tamen Regularum Communium substantia62.
26 b) Parochum
27 1° Praesidem natum Congregationum paroecialium esse, quas igitur ut ceteras sui territorii consociationes moderatur;
28 2° in omnes autem Sodalitates opera apostolica in suo territorio exercentes illa potestate frui a sacris canonibus legitimisque statutis dioecesanis eidem concessa ad rectam externi apostolatus ordinationem63.
29 VII. Cuiuslibet Sodalitatis Marianae moderator legitime renunciatus, qui quidem semper sacerdotali dignitate insignitus sit oportet, quamquam legitimis Superioribus ecclesiasticis omnino subicitur, tamen, ad normam Regularum Communium, in ipsa Congregationis vita interna plena fruitur potestate, quam plerumque per sodales sibi muneris adiutores adscitos exercere convenit64.
30 VIII. Huiusmodi Sodalitates dicendae sunt Marianae, non tantum quod a B. V. Maria titulum assumant65, sed quod potissimum sodales singuli erga Deiparam pietatem singularem profiteantur66 eique plena consecratione devinciantur67, qua spondeant, licet non sub peccato68, se omni ope pro sua aliorumque christiana perfectione ac salute sempiterna sub B. M. Virginis vexillo pugnaturos69; qua quidem consecratione perpetuo sodalis B. M. Virgini obligatur, nisi indignus dimittatur aut animi levitate ipsemet Sodalitatem deserat70.
31 IX.

24 1° avere il potere, secondo la norma dei sacri canoni, e sempre fermi i precetti e i documenti della Sede Apostolica, su tutte assolutamente le Sodalità della sua giurisdizione circa l'esercizio dell'apostolato esterno;
27 1° essere il Presidente nato delle Congregazioni parrocchiali, che quindi modera come le altre associazioni del suo territorio;
