Brief extending the daily plenary indulgence of the Portiuncula
PLENARY INDULGENCE TO BE GAINED AS OFTEN AS DESIRED ON EACH AND EVERY DAY OF THE YEAR IN THE CHAPEL OF THE PORTIUNCULA NEAR ASSISI. BENEDICT PP. XV
1 To the perpetual memory of the matter. — It is well known that the church of St. Mary
2 Of St. Mary of the Angels near Assisi, which Our Predecessor Pius X elevated to the dignity of a Patriarchal Basilica, it can rightly and deservedly be numbered among the most important sanctuaries not only of Italy but of the entire Catholic world. For as it is related, in the fourth century, when Peter's Chair was held by Liberius, a small chapel was first erected by certain pious pilgrims, who had deposited there a fragment of the sepulcher of the Mother of God the Virgin, translated from Palestine, which, in honor of the Assumption of the Virgin Mother of God, was called St. Mary of the Angels. But after Benedict, the patriarch of the Western monks, offered a small portion of land as a gift to the sacred little building, it was called the Portiuncula from this small portion. This sacred chapel was venerated for centuries by the country folk dwelling in the vicinity, the inhabitants of neighboring villages, and especially the citizens of Assisi with ancient devotion, having experienced the intercession of the Virgin with God for their gratitude. Pica, the mother of St. Francis, is said to have obtained there the grace of motherhood. Wherefore Francis from his early years cultivated the little chapel of the Portiuncula with singular piety, and afterwards, having become poor for Christ, he loved that poor building, and there laid the foundations of the Minorite Order, and wrote that rule which Our Predecessor Innocent III of blessed memory, moved by divine vision, approved. There Clara, a noble virgin of Assisi, bidding farewell to the world, put on the poor Franciscan habit, and instituted the family of nuns of the Second Order. From there also that Third Franciscan Order took its origin, to which We ourselves gave the name. At the church of St. Mary of the Angels, or of the Portiuncula, the chapter assemblies of the First Franciscan Order were held: from there also flowed forth the most celebrated indulgence of the Portiuncula, which Francis obtained from Christ the Lord Himself, through the intercession of the Mother of God, for the spiritual salvation of the Christian people in the year of Our Lord 1216. For indeed, as it is handed down and as the historians of the Franciscan Order relate, that same Saint, aided by the patronage of the Mother whose help he had humbly implored, with earnest prayers asked of Christ Jesus that He would grant to all who entered that church forgiveness and indulgence of all their sins, of which they had made confession to a priest. The Lord answered him that this pleased Him, and commanded that he go to His Vicar and ask from him in His name that indulgence. Obedient to the word, Francis betook himself to Perugia, and to Honorius III, who at that time held the governance of the holy Church, he revealed the divine command, adding these words: "May it please Your Holiness not to give years, but souls." Honorius asked: "What then do you ask, Francis?" He answered: "I wish, if it please Your Holiness, that whoever shall come to this church confessed and contrite, and, as is fitting, absolved by a priest, shall be absolved from both punishment and guilt from the day of baptism until the day and hour of entering the aforesaid church." Then the Pontiff said: "You ask much, Francis," and, struck by the novelty of the matter, added that the manner of gaining such an indulgence was not consonant with the custom of the Roman Curia. But the Saint said: "Lord, what I ask, I ask not on my own behalf, but on behalf of Him who sent me, the Lord Jesus Christ." And the Pope immediately assented, saying three times: "It pleases me that you have this." — From this origin of the indulgence, and from this wonderful narrative, it is evident that the first grant of Our Predecessor was most ample, that is to say, free, perpetual, circumscribed by no limit of time. Nevertheless, as the historians themselves teach, afterwards, grave causes urging it, especially the promulgation of the Crusade, that same Honorius restricted the time of gaining the same indulgence yearly to the space of one natural day, namely from the first vespers of the Kalends of August until the setting of the sun of the following day. But this limitation of time did not always remain unchanged throughout so many centuries. For before Our Roman Pontiff Predecessors deigned to extend the plenary indulgence, to be gained yearly in the church of the Portiuncula only on the second day of August, first to all churches of the First Order, then to those of the Second Order, namely of nuns, finally also to those of the Third Franciscan Order, situated everywhere on earth, there were not lacking examples, by the grace of the same Holy See, in certain other churches of indulgences called after the manner of the Portiuncula being extended to the whole octave of some feast. Could the strict limitation to one day be observed only in the temple of St. Mary of the Angels, from which the indulgence itself had flowed forth to the entire Christian world? Wherefore it came to pass that a most ancient custom, already from the thirteenth century and especially in the late fifteenth and early sixteenth centuries, prevailed among the people, of entering and leaving the little chapel of the Portiuncula several times on the same day, for gaining the plenary indulgence, and especially on the day of the commemoration of all the faithful departed, for properly applying so salutary an indulgence to the souls detained in the fire of Purgatory. Hence the great concourse of people on all the principal festivals of the year to acquire indulgences, and the very spacious and celebrated temple, built over the little chapel of the Portiuncula, has often seemed unequal to containing the multitude of the faithful flowing in from abroad. Moreover, concerning the strict observance of Honorius's limitation, and concerning the validity of the indulgence of the Portiuncula for the inner chapel of the temple of the Mother of God of the Angels, whether it could also be rightly gained there on other days of the year, besides the single day designated above, has been disputed in the Roman Curia also for a long time and with indeed conflicting opinion down to our own times. But Our Roman Pontiff Predecessors, who frequently, led by piety, have come to the sanctuary of the Portiuncula, have not hesitated to lend a benign ear to the wishes of the Franciscan family. They themselves have enriched that church as if in competition with new and singular privileges; especially Paul III Farnese, who in the year 1544, while conversing with the Minorite brothers in the monastery near Perugia by the well of blessed Aegidius, being asked by the Vicar of the monastery himself what he thought of the custom which had prevailed from time immemorial of gaining the indulgences of the Portiuncula in the little chapel of the Angels on each day of the year and not once a year, answered that he believed it to be so, and to remove all doubt he approved that pious custom, and by supreme Apostolic authority, insofar as it was necessary, sanctioned it entirely. Of this grant made by the living voice of the oracle, certain testimonies survive, which are preserved in the Franciscan archives; among these is the grave deposition of Massei Bardi, a religious of the Minorite Order, afterwards Bishop of Chiusi, who asserted under the obligation of an oath that he had been present at the conversation and had heard the words of Our Predecessor. It is also fitting to mention here what the historians relate, that Pope Clement XII, although constituted in the Pontificate, deigned to retain the patronage of the Franciscan Order, to remove all anxieties, having heard the favorable suffrage of Cardinals Pico and Passeri, came to the decision of confirming, with Letters given under lead, the forgiveness for the faithful resorting to the building of the Angels, of gaining on each and every day of the year the indulgence of the Portiuncula; but, owing to the death of the Pontiff which followed shortly after, the matter remained unfinished. Innocent XII also granted to the temple of St. Mary of the Angels a perpetual daily plenary indulgence in the year 1692. We also, in the year 1916, seven centuries having elapsed from the publication of that same plenary indulgence in the little chapel of Assisi of St. Mary of the Angels of the Portiuncula, when the General Minister of the Minorite Order had made supplicant prayers that We would deign to recognize the tradition which, as We have mentioned, had prevailed in his Order concerning the privilege of gaining in that same little chapel the aforesaid indulgence on each day throughout the year as many times as, did not hesitate to assent to pious wishes, and until new studies should be undertaken on this matter, We made the indulgence for that year interim. Now, however, having carefully and diligently considered all the aspects of the matter, when the General Minister, having seized upon the auspicious occasion of the seventh century happily elapsed from the aforesaid publication of the indulgence, has again approached Us with repeated prayer, that We would deign by supreme Apostolic authority to recognize and perpetually sanction the aforesaid indulgence for each day of the year for the chapel of the Portiuncula; We, calling to mind that through the indulgence of the Portiuncula, as the Venerable Cardinal Robert Bellarmine wrote, three Catholic dogmas are confirmed, one concerning indulgences, another concerning the Supreme Pontiff, the third concerning Confession, have deemed it right to assent to these wishes, as much as in the Lord we are able. And because, at the prayers of St. Francis, Christ Himself gave a plenary indulgence, but gave it only through the ministry of His Vicar the Supreme Pontiff, and gave it only to those expiated from guilt through contrition and confession and visiting that church, since the causes of the Honorian limitation have long since been removed, all difficulties and doubts being set aside, We, abrogating all limitation of time, gladly proceed to execute in the present what first pleased Christ and Francis. These things being so, having heard and with the favor of Our beloved son Oreste, deacon of the Holy Roman Church, Cardinal Giorgi, Major Penitentiary, Patron of the Minorite Order and Our Legate for the Patriarchal Basilica of St. Mary of the Angels at the Portiuncula, trusting in the mercy of almighty God and the authority of the blessed Apostles Peter and Paul, We confirm and sanction the custom which, as We have already said, from time immemorial has prevailed in the temple of the Portiuncula, of gaining the same indulgence also on other days of the year, besides the single day designated by Pope Honorius, all limitation being removed, or, insofar as it is necessary, We grant the forgiveness entirely anew, so that henceforth the faithful of both sexes, not only on the second day of the month of August, but on each and every day of the year, having duly expiated their sins only by sacramental confession, shall not visit the Patriarchal Basilica of St. Mary of the Angels, in which indeed even on the second day of the month of August such indulgence does not apply, but shall visit the chapel of the Portiuncula situated within it, as many times as they shall enter that chapel with at least a contrite heart, so many times shall they be able to obtain the plenary indulgence of all their sins. Nevertheless, that this grace may remain altogether singular, and may illuminate only the most holy place, We expressly will and command that this amplification of the indulgence of the Portiuncula to each day of the year shall in no way pertain to or be extended, for any reason whatsoever, to other churches also of the Minorite Order. Finally, to perpetuate the memory of this auspicious event, We will that in the Roman-Seraphic Breviary in Lesson VI of the Dedication of the temple of the Portiuncula express mention be made of this recognition or new grant.
3 Decreeing that these Our Letters, sealed with Our seal, shall always remain firm, valid and efficacious, and shall produce and obtain their full and complete effects, and shall most fully and perpetually avail for those to whom they pertain or may pertain, now and in the future, and thus are to be rightly judged and determined, and that anything whatsoever attempted contrary to these by anyone, by whatever authority, knowingly or unknowingly, shall be rendered null and void from now on. Notwithstanding the Apostolic constitutions and ordinances, and all other things whatsoever, even those worthy of special and individual mention and derogation, acting to the contrary in any way. Given at Rome at St. Peter's, under the Fisherman's Ring, on 16 April in the year 1921, in the seventh year of Our Pontificate. P. CARD. GASPARRI, Secretary of State.

INDULGENTIA PLENARIA TOTIES QUOTIES IN SACELLO PORTIUNCULAE PROPE ASI- SIUM LUCRANDA AD OMNES ET SINGULOS ANNI DIES EXTENDITUR. BENEDICTUS PP. XV
1 Ad perpetuam rei memoriam. — Constat apprime, ecclesiam Sanctae
Pica, divi Francisci genetrix, ibi maternitatis gratiam obtinuisse dicitur. Quare Franciscus ab ineunte aetate singulari pietate Portiunculae aediculam coluit, et postea, pauper pro Christo factus, pauperem aedem illam adamavit, ibique Minoritici Ordinis fundamenta posuit, regulamque illam conscripsit, quam Innocentius III cl. me. Praedecessor Noster, divina monitus visione, probavit. Hic Clara, nobilis Asisiensis virgo, mundo valedicens, pauperem Franeiscalem induit vestem, monialiumque secundi Ordinis familiam instituit. - Haec indulgentiae origo, atque e miranda narratione patet amplissimam fuisse primam illam Nostri Praedecessoris concessionem, liberam idest, perpetuam, nullo temporis limite circumscriptam. Attamen^ sicuti ipsi docent historici, postea, gravibus id suadentibus causis, praecipue promulgatione Cruciatae, idem Honorius tempus lucrandi eamdem indulgentiam quotannis ad unius diei naturalis spatium coarctavi!, nempe a primis vesperis Kalendarum augusti mensis ad occasum usque solis diei sequentis. Haec vero temporis limitatio haud semper tot per saecula immutata permansit. Antequam enim Romani Pontifices Nostri Decessores dignati sunt plenariam indulgentiam, quotannis, in ecclesia Portiunculae dumtaxat, lucrandam die secunda mensis augusti, extendere primum ad omnes ecclesias primi Ordinis, deinde ad illas Ordinis secundi, nempe monialium, tandem ad eas quoque tertii Franciscalis Ordinis, ubique terrarum sitas, non defuerunt exempla, eiusdem Sanctae Sedis gratia, in nonnullis aliis ecclesiis hasce indulgentias ad instar Portiunculae nuncupatas ad totam octavam alicuius festi fuisse productas. Poteratne stricta ad unum diem limitatio servari tantummodo in templo Sanctae Mariae Angelorum, unde indulgentia ipsa manaverat in universum orbem christianum?
Datum Romae apud Sanctum Petrum, sub anulo Piscatoris, die XVI mensis aprilis anno MCMXXI, Pontificatus Nostri septimo. P. CARD. GASPARRI, a Secretis Status.

INDULGENZA PLENARIA TOTIES QUOTIES NELLA CAPPELLA DELLA PORZIUNCOLA PRESSO ASSISI LUCRANDA PER TUTTI E SINGOLI I GIORNI DELL'ANNO. BENEDETTO PP. XV
P. CARD. GASPARRI, della Segreteria di Stato.
