Romanorum Pontificum
26 IX. Il Consiglio Superiore Generale avrà cura:
27 1) che presso tutte le nazioni, con l'aiuto dei Vescovi, l'Opera Pia sia rettamente istituita e progredisca, specialmente con l'istituzione dei Consigli Nazionali;
28 2) che si osservi uno stesso criterio nella distribuzione dei sussidi tra le Missioni;
29 3) che le nuove iniziative per le diverse regioni si compongano convenientemente alla natura dell'Opera Pia in un'unica forma;
30 4) che gli statuti siano sottoposti a esame e approvati, così pure i libri dei conti che dai Consigli delle singole nazioni gli saranno presentati;
35 XIII. I Consigli costituiti nelle singole nazioni hanno cura:
36 1) che l'Opera Pia sia rettamente istituita in tutte le diocesi della regione e, una volta istituita, sia promossa;
37 2) che la natura e i propositi dell'Opera Pia siano opportunamente divulgati, specialmente mediante libri o fogli pubblicati, conformi al carattere dei singoli popoli, tra i quali gli Annali della Propagazione della Fede redatti nella lingua vernacolare devono essere considerati di primaria importanza;
45 1) i Presidenti dei Consigli che sono costituiti nelle singole nazioni;
46 2) alcuni uomini ecclesiastici dimoranti a Roma che rappresentino singolarmente le singole nazioni che molto contribuiscono all'Opera Pia;
55 1) affinché presso tutte le nazioni, con l'aiuto dei Vescovi, l'Opera Pia sia istituita e cresca;
56 2) affinché sia osservato un unico modo di amministrazione nell'aiutare le Missioni con sussidi;
60 1) collocare il denaro raccolto in uno in fondi sicuri e fruttiferi;

MOTU PROPRIO
ROMANORUM PONTIFICUM*
5 Iam vero cogitantibus Nobis quo pacto id propositum efiiciamus, feliciter occurrit praeclarum illud Lugdunense Opus a Propagatione Fidei nuncupatum, quod abhinc ipsis centum annis homines aliquot pietatis caritatisque laude spectatissimi condiderunt.
9 II. Operi universo Consilium, praesidebit, a Nobis per eandem Sacram Congregationem electum ex Clero earum nationum, quae sollemne habeant certam pecuniae vim in Opus conferre.
10 III.
15 Datum Romae apud Sanctum Petrum, die III mensis maii, in festo inventionis S. Crucis, MCMXXII, Pontificatus Nostri anno primo.

17 PII OPERIS A PROPAGATIONE FIDEI STATUTA GENERALIA

MOTU PROPRIO
ROMANORUM PONTIFICUM
ON EXTENDING THE PIOUS WORK OF THE PROPAGATION OF THE FAITH
1 It is evident that the chief concern of the Roman Pontiffs must be directed above all to seeking the eternal salvation of souls by extending the kingdom of Jesus Christ throughout the world, since the divine Founder of the Church commanded His Apostles thus: Going, teach ye all nations1; Preach the Gospel to every creature2. This Peter and his successors never neglected; and for this very reason, at the time when the industry and labor of men, by exploring the seas, had discovered unknown regions and opened a way to new peoples for apostolic men, Our illustrious predecessor Gregory XV, judging wisely, as his Acts declare, that "the chief head of pastoral duty is the propagation of the Christian Faith," established the sacred Congregation for the Propagation of the Faith, by which this immense work of apostolate among the infidels might be better advanced. For it is the duty of this Congregation both to send missionaries to all parts and to dispose them according to the circumstances of places, and to be ready with persons, institutions, and counsel and resources, and finally to provide all things which apostolic zeal and the manifold charity of Christ might suggest for relieving the needs of the Missions. Now as regards the external subsidies, which, although not the most important for the good of the Catholic Missions, nevertheless have great significance, Our predecessors formerly provided these abundantly themselves. It came about that Christian princes, being also persuaded that they would obtain considerable advantages of every kind for their kingdoms and nations, aided these Missions with great generosity. Now, however, this Apostolic See finds itself in quite different circumstances and fortune, as is evident; nor can it any longer rely much on the abundance of public resources for advancing the ends of the holy Church.
2 Moreover, perhaps never before has there been so great a movement of hearts among the Christian people for promoting the Missions as has been recently stirred up, ever since Our most beloved predecessor, Benedict XV, issued the Encyclical Letter Maximum illud to the Catholic world for this reason. Indeed, to that most excellent and diligent Pontiff, who endured such bitter labors and sorrows while the long war lasted, and was then almost exhausted in urging peace upon Europe, it was granted by God's goodness as a consolation, that in Africa, in Asia, in America he might perceive by certain signs that the success of Evangelical preaching would soon be much more favorable than before.
3 We, whom the same expectation holds and nourishes, understand it to be Our duty to leave nothing undone in this matter, and for this reason We are most diligently concerned that both what he wisely prescribed be religiously observed, and that those subsidies which Our Missionaries need for working more effectively be abundantly supplied to them. The subsidies, indeed, which consist in external goods, are usually sought by religious families, each for its own Missions, from the Christian people: and the people, whether moved by love of faith and zeal of charity or by some other most honorable sentiment, give not unwillingly, and in some nations abundantly. Yet neither is this manner of collecting alms suited to the needs of individual Missions, nor through it is it possible to administer all Missions equally and in order with greater benefit and stability to them.
4 Whatever methods, therefore, have been found for aiding particular Missions, We, approving them equally as Our predecessors did, have in mind to provide for the totality of Catholic Missions by a certain system and way, from the collection of the Catholic world, in such manner that the contributions gathered from all nations by all who are the children of the Church, whether small offerings, be collected into one fund, destined universally for the support of the Missions, and that all this money, entrusted to the authority and discretion of Ourselves and the Sacred Congregation for propagating the Christian name, be distributed through men chosen by Us to all the Missions, according to the necessity of each.
5 Now indeed, as We were considering how to accomplish this proposed work, there happily occurred to Us that renowned Lyonese Work called a Propagatione Fidei, which certain men of most distinguished reputation for piety and charity founded a hundred years ago. There is no one who is ignorant of the singular merits of this institution; which indeed ought to be numbered among the recent ornaments and glories of Catholic France; for by the bond of this society united, it is wonderful how many from every region and part of the earth have been accustomed to aid Catholic Missions both by their own contributions and by the support of devout prayer. Wherefore Our predecessors have enriched the Work of which We speak with great gifts of pontifical indulgence and privileges, and especially Gregory XVI by Apostolic Letters Probe nostis on the fifteenth day of August in the year eighteen hundred and forty, and Leo XIII by Encyclical Letter Sancta Dei civitas on the third day of December in the year eighteen hundred and eighty, have commended it to all Bishops and to the whole flock of the faithful in most honorable words. But it pleases Us in this place to praise the prudence and especially the equity of both Councils, that of Lyons and that of Paris, by which it is governed, in aiding not only those Missions which the most noble French nation, by the study handed down from its ancestors of preserving and promoting the holy Faith, has established everywhere, but also those which other nations, impelled by the spirit of Jesus Christ into the most honorable contest, have founded.
6 For this reason, therefore, which We have mentioned, rather than that We should devise anything new, it seems that the Work itself a Propagatione Fidei, with its seat transferred to this nurturing City, the head of the whole Church, should be rendered by Us more suited to changed times, and, adorned with Our authority, should become a Pontifical instrument for collecting the contributions of the faithful for the use of all Missions. And We shall do this the more willingly because those who preside over this Work both at Lyons and at Paris, having sent most pious letters to Us, have professed themselves, as most observant sons of the Church, to embrace with great willingness whatever this Apostolic See, so dear to them and their fellow citizens, shall hereafter decree concerning this matter. In this indeed these chosen men have shown themselves worthy both by their Catholic profession and by their French name, since they have openly demonstrated that they hold it to be of such importance to labor for the enlargement of the kingdom of Jesus Christ on earth, that they do not hesitate to set aside other matters, even those which they rightly and deservedly love. But We so approve this disposition of mind, and one which is not merely their own but common to Catholic men from France, that We commend it most earnestly in the face of the Churches.
7 Wherefore from the fullness of Apostolic power, with certain knowledge, We establish and ordain these things:
8 I. The Pious Work a Propagatione Fidei, recast into a new form, shall now be at Rome with the Sacred Congregation of Propaganda Fide, so that it may be the instrument of this Apostolic See for gathering contributions of the faithful from all sides and distributing them for the use of all Catholic Missions.
9 II. A Council shall preside over the entire Work, to be elected by Us through the same Sacred Congregation from the Clergy of those nations which have the custom of contributing a fixed sum of money to the Work.
10 III. The French nation, inasmuch as it has brought forth this Work of which We speak, and has always labored most usefully in bringing barbarians to the faith, shall be a participant in the General Council by a certain preeminent right.
11 IV. How the Pious Work and likewise the General Council of the Work ought to be directed has been established by a twofold law, annexed to these Letters.
12 V. The central Councils of each nation, as they are called, shall, by the judgment of the General Council, adapt their own statutes to these Our laws. Where such Councils are lacking, the Bishops shall see to their establishment as soon as possible. But where a similar institution already exists, even under a different name, it shall be their duty to bring it under this Work, with all distinction removed; for in this matter it is of great importance for the fruit that uniformity be maintained everywhere, insofar as the diversity of places permits.
13 We indeed, relying on the patronage of Mary the Virgin Immaculate, and of the Princes of the Apostles Peter and Paul, and also of that great propagator of the Catholic Faith, Francis Xavier, the heavenly patron of this sodality, from divine goodness now trust that what was most desired by Our predecessor3 this very Work a Propagatione Fidei, and likewise the other two a Sancta Infantia and a Sancto Petro Apostolo for the instruction of the native clergy, which Works this Apostolic See recognizes as its own, shall now receive joyful increase. We are moreover assured that the Bishops and other sacred prelates will in this matter apply all their effort and diligence, each in his own Church, to Us, employing in the first place the Consociatione Cleri Missionaria, which is called: which Association, wonderfully indeed opportune, and approved by Us no less than by Our predecessor, if it should be lacking among them, they will hasten to establish.
14 All things, moreover, which have been established by Us in these Letters, We command to be firm and ratified, notwithstanding anything to the contrary.
15 Given at Rome at St. Peter's, on 3 May, on the feast of the Finding of the Holy Cross, 1922, in the first year of Our Pontificate.
16 PIUS PP. XI
17 GENERAL STATUTES OF THE PIOUS WORK OF THE PROPAGATION OF THE FAITH
18 I. The Pious Work of the Propagation of the Faith, which among other things holds the first place for the benefit of the Missions, is one and truly catholic: namely, an association of all the faithful from every nation united not only to aid the evangelization of the whole earth by prayers joined to God, but also to sustain the labors of missionaries by collected alms, and to distribute money offered by the faithful to the Missions.
19 II. This same Pious Work was established at Lyons in Gaul in the year of Our Lord 1822: thereafter it was frequently enriched by Roman Pontiffs with privileges and spiritual gifts, and finally by the Supreme Pontiff Pius by divine Providence Pp. XI through a Motu Proprio issued on 3 May 1922 was raised to the dignity of an instrument of the Apostolic See.
20 III. Wherefore the Pious Work directly relies upon the authority of the Holy See from which it derives its force and strength; its principal seat, however, is at Rome in the buildings of the Sacred Congregation for the Propagation of the Faith, from which, although distinct, it nevertheless depends.
21 IV. Members of the Work are enrolled from among the Christian faithful living everywhere on earth, who are at least twelve years of age and who contribute in each week either one-twentieth of a pound (commonly called one shilling), or one-quarter of a pound in each month, or sixty-two hundredths of a pound annually: these same persons moreover ought to recite the Lord's Prayer and the Hail Mary once daily, with the added invocation: St. Francis Xavier, pray for us. Those, however, who pay two hundred pounds at one time are enrolled as members in perpetuity.
22 V. The members of the Pious Work are distributed into groups of ten, or hundreds, or thousands, or otherwise according to the circumstances of places and things.
23 VI. The Pious Work will most willingly receive not only money offered by members, but also that freely brought by any others whatsoever: stipends also for Masses to be celebrated: and likewise immovable property and precious things of any kind for the benefit of the Missions.
24 VII. The supreme administration of the Pious Work rests with the Superior General Council consisting at Rome at the Sacred Congregation for the Propagation of the Faith. It is presided over by the Secretary for the time being of the Sacred Congregation for the Propagation of the Faith, who is expressly appointed to this office by the Supreme Pontiff. The Council, however, acts and is governed according to the established laws.
25 VIII. In each nation in which the Pious Work flourishes, National Councils shall be established which shall be subject to the Superior General Council consisting in the City. Their Presidents shall be elected by the Sacred Congregation for the Propagation of the Faith, having considered the votes of the Bishops.
26 IX. The Superior General Council shall take care:
27 1) that the Pious Work be properly established among all nations with the help of the Bishops, and that it increase, especially through the establishment of National Councils;
28 2) that one and the same method be observed in distributing subsidies among the Missions;
29 3) that new undertakings for diverse regions be appropriately combined into one in accordance with the nature of the Pious Work;
30 4) that the statutes be examined and approved, likewise the account books which shall be presented to it by the Councils of individual nations;
31 5) that money offered by the faithful be distributed equally to the Missions according to the rules established for this purpose by the Sacred Congregation for the Propagation of the Faith.
32 X. Money collected each year in the month of March is distributed to the Missions by the Superior General Council. It is permitted to this same Superior General Council to disburse other distributions outside this time at the discretion of the President.
33 XI. All Missions, without exception, are aided by this money, which indeed, having regard to necessities, is distributed equally to all. Concerning the stipends received and distributed, an account shall be made each year in the journal of the Pious Work.
34 XII. The necessities of the Missions are made known to the Superior General Council both from certain knowledge of the Sacred Congregation for the Propagation of the Faith and from responses to a special questionnaire given by the Missionaries.
35 XIII. The Councils, however, established in individual nations have care:
36 1) that the Pious Work be properly established in all regions of the diocese and, once established, be promoted;
37 2) that the nature and purposes of the Pious Work be appropriately made known, especially through books or pamphlets published, suited to the character of individual peoples, among which the Annals of the Propagation of the Faith prepared in the vernacular language are to be held as principal;
38 3) that money collected in individual dioceses be properly administered and safely sent to the Superior General Council.
39 XIV. In each diocese, moreover, Moderators of the Pious Work are chosen by the Bishops for this reason, that they may care for the increase of this same Pious Work in all parishes at the urging of the parish priests, collect money offered by the faithful, and send it to the National Council.
40 XV. The Association of Missionary Clergy contributes greatly to promoting the Pious Work in individual nations, which aims at stirring up the minds of priests to promote the Pious Work and other such works.
41 XVI. In accordance with the end for which the Pious Work has been instituted, both the Superior General Council and the National Councils, and also the diocesan Moderators shall diligently take care that in the minds of the enrolled members living faith, sincere piety, and zeal for souls may flourish through sermons and solemn supplications, whence divine gifts may be obtained for the Pious Work to produce its more abundant fruits.
42 STATUTES FOR THE SUPERIOR GENERAL COUNCIL OF THE PIOUS WORK FOR THE PROPAGATION OF THE FAITH.
43 I. The Superior General Council of the Pious Work for the Propagation of the Faith has its seat at Rome with the Sacred Congregation for the Propagation of the Faith, to which it is directly subject.
44 II. The same consists of a President, a Vice-President, a General Secretary, and other members both ecclesiastical and lay. These are:
45 1) The Presidents of the Councils which have been established in individual nations;
46 2) certain ecclesiastical men residing at Rome who shall individually represent the persons of individual nations contributing most to the Pious Work;
47 3) several others, either priests or lay persons, who on account of special expertise in matters appear to be of great benefit to the Pious Work.
48 III. The President of the Superior General Council is the Secretary for the time being of the Sacred Congregation for the Propagation of the Faith, who is nevertheless appointed to this office of President by Pontifical authority.
49 IV. Honor is paid to the French nation, among whom the Pious Work had its origin and whose distinguished merits in promoting missionary works are eminent, by holding two seats in the Superior General Council.
50 V. For the same reasons one of the French members of the Council shall perform the office of Vice-President of the Superior General Council.
51 VI. The Sacred Congregation for the Propagation of the Faith, with the exception of the President, appoints the members of the Council, not neglecting the wishes of the Bishops, for a period of five years.
52 VII. If it should happen that any of the Councillors is co-opted among the Cardinal Fathers or honored with episcopal dignity, he ceases from the office of Councillor by that very fact.
53 VIII. The Superior General Council has two principal duties: to administer the Pious Work and to distribute properly the money offered by the faithful to the Missions.
54 IX. As regards the first, the Superior General Council maintains the most harmonious relationship with the Councils of individual nations:
55 1) so that the Pious Work may be established among all nations with the Bishops lending assistance, and may increase;
56 2) so that one method of administration may be observed in assisting the Missions with subsidies;
57 3) so that in accordance with the nature of the Pious Work new undertakings for diverse regions may be brought together into one.
58 4) Moreover it is the duty of the Superior General Council to examine and approve the statutes of the Councils of individual nations: likewise to approve the account books together with the money offered to it annually.
59 X. For the proper distribution of subsidies to the Missions the Superior General Council has the care:
60 1) to place the money collected in one place in safe and productive funds;
61 2) to distribute the same money and any other things perhaps offered to the Missions equitably according to the rules established by the Sacred Congregation for the Propagation of the Faith for this purpose, solely for the end that the kingdom of Christ may be extended everywhere among the nations.
62 XI. The President governs the Pious Work with the full consent of His Eminence the Cardinal Prefect of the Sacred Congregation for the Propagation of the Faith; he presides over the sessions of the Superior General Council and governs its deliberations and decisions.
63 XII. The Vice-President, in the absence of the President, fulfills his role; moreover he contributes his efforts to the President in the sharing of labor as his nearest and most diligent assistant.
64 XIII. The Superior General Council decrees what has pleased the greater part. Decrees, however, which happen to be made concerning more important matters, are submitted to the Sacred Congregation for the Propagation of the Faith so that they may be approved by it.
65 XIV. The General Secretary is appointed by the Sacred Congregation for the Propagation of the Faith, upon the proposal of the Superior General Council. It falls chiefly to him to promote the Pious Work; he has consultative vote in the assemblies of the Superior General Council; he performs his office at the pleasure of the Sacred Congregation for the Propagation of the Faith; he receives a stipend.
66 XV. The Secretary immediately presides over the lower officials; he prepares matters to be discussed in the assemblies of the Superior General Council; he executes the mandates of the Superior General Council; he sends and receives letters and performs other such duties.
67 XVI. Under the Secretary are a Vice-Secretary, a Treasurer, and other officials hired for a stipend, whom the Superior General Council appoints as circumstances require.
68 XVII. The Vice-Secretary assists the Secretary in all things and performs his duties in his absence, and likewise attends the sessions of the Superior General Council when necessary. He is appointed by the Superior General Council, upon the proposal of the Secretary.
69 XVIII. The Keeper of the Treasury most diligently guards the funds of the Pious Work: moreover he submits to the Council annually the account of receipts and expenditures, examined and approved by two Auditors appointed for this purpose by the Superior General Council.
70 XIX. The Treasurer receives money given by the enrolled members or offered by others; under the direction of the Keeper of the Treasury, however, he administers it diligently.
71 XX. The Superior General Council convenes approximately once a month; outside the regular order, however, as circumstances require. The right and duty of convening it rests with the President.
72 XXI. All members of the Council residing at Rome convene; and they have the right of deliberative vote.
73 XXII. Money offered by the faithful is distributed each year in the month of March by the Superior General Council.
74 XXIII. All Councillors living outside Rome are summoned in good time to the meeting to be held by the Superior General Council in the month of March.
75 XXIV. Three or four of the Council members are entrusted with the task of preparing, before the Superior General Council convenes for the distribution of money, a plan for distribution and proposing it to the Council.
