Ecclesiam Dei
LETTERA ENCICLICA
ECCLESIAM DEI DEL SOMMO PONTEFICE PIO XI AI VENERABILI FRATELLI PATRIARCHI, PRIMATI, ARCIVESCOVI, VESCOVI E AGLI ALTRI ORDINARI LOCALI CHE HANNO PACE E COMUNIONE CON LA SEDE APOSTOLICA, IN OCCASIONE DEL TRECENTESIMO ANNIVERSARIO DEL MARTIRIO DI SAN GIOSAFAT, ARCIVESCOVO DI POLOTSK
Venerabili Fratelli, salute e Apostolica Benedizione.

EPISTOLA ENCYCLICA
ECCLESIAM DEI
Quem enim Crucis amorem a prima aetatula, Iesum Crucifixum contemplando, conceperat, eum perpetuo deinceps ostendit prorsus singularem.
Misereor super turbam.
Verum haud par fuit tantae necessitati Nostra facultas.
21 Eodemque auctore et duce, augustum maxime Eucharistiae Sacramentum percolamus, pignus causamque praecipuam unitatis, mysterium illud fidei, cuius amorem studiosamque consuetudinem quotquot Slavi Orientales in ipso a Romana Ecclesia discessu conservarunt, iidem graviorum haeresum impietatem defugerunt.

ENCYCLICAL LETTER
ECCLESIAM DEI
TO THE VENERABLE BRETHREN THE PATRIARCHS, PRIMATES, ARCHBISHOPS, BISHOPS AND OTHER LOCAL ORDINARIES, WHO HOLD PEACE AND COMMUNION WITH THE APOSTOLIC SEE: ON THE FEAST OF THE THREE HUNDREDTH ANNIVERSARY OF ST. JOSAPHAT, MARTYR, ARCHBISHOP OF POLOTSK, OF THE EASTERN RITE.
VENERABLE BRETHREN, GREETINGS AND APOSTOLIC BLESSING
1 The Church of God, constituted by admirable counsel so that in the fullness of time it would be like an immense family embracing the whole of mankind, we know to be conspicuous by divine design not only by other distinguished marks, but also by ecumenical unity. For Christ the Lord not only entrusted to the Apostles alone the office which he himself had received from the Father, when he said to them: All power is given to me in heaven and in earth. Going therefore teach ye all nations (1); but he also willed that the college of the Apostles be supremely one, bound together by a twofold bond of the closest kind, internally indeed by the same faith and charity, which is poured forth in our hearts by the Holy Ghost; 2 externally moreover by the governance of one over all, since he conferred upon Peter the primacy of the Apostles, as the perpetual principle of unity and visible foundation. He most carefully commended this unity to them at the end of his mortal life; 3 he himself asked for this same unity from the Father with the highest prayers, 4 and obtained it, being heard for his reverence (5).
2 Thus the Church came together and grew into one body and is itself one living and vigorous spirit: of which indeed Christ is the head, from whom the whole body, being compacted and fitly joined together by what every joint supplieth (6); but of the same Church, for this very reason, the visible head is he who exercises the office of Christ on earth, the Roman Pontiff. Upon him, as the successor of Peter, that voice of Christ perpetually falls: upon this rock I will build my Church (7), and he, always exercising that vicarious office conferred upon Peter, does not cease to strengthen his brethren, whenever there is need, and to feed all the flock of the Lord, both lambs and sheep.
3 Now indeed nothing has ever been sought by man as hostilely and as an enemy to the Church as the unity of governance, with which the unity of the spirit in the bond of peace 8 is joined; and although he could never prevail against the Church itself, he has nevertheless brought it about that not a few of her children and even whole peoples have been drawn away from her bosom and embrace. To this end both the contentions of nations against nations, and laws alien to religion and piety, and the more ardent pursuits of fleeting goods have availed much.
4 But the greatest and most lamentable of all was the separation of the Byzantines from ecumenical unity; although the Council of Lyons and the Council of Florence seemed to remedy this evil, yet afterwards it broke out anew and persists to this day, with great detriment to souls. From this we see that not only others but also the Eastern Slavs have been turned aside and brought to ruin, although they remained longer than others in the bosom of the Church their mother. For it is established that they were accustomed to maintain some relations with this Apostolic See, even after the schism of Michael Cerularius, which custom, interrupted first by the incursions of the Tartars, then of the Mongols, they afterwards resumed and retained, so long as they were not prevented by the obstinacy of the powerful.
5 Nor indeed did the Roman Pontiffs omit anything in this matter that was their part; some of whom bestowed singular zeal and care upon the salvation of the Eastern Slavs: such as Gregory VII, who, when the prince of Kiev, "King Demetrius of the Russians and his queen wife," were beginning their reign, being asked by their son at Rome, most kindly prayed for all good things from God through letters; 9 such as Honorius III, who sent legates to the city of Novgorod; which also Gregory IX did, and likewise not long after Innocent IV, who sent thither a man of great and strong spirit, John of Plano Carpino, an ornament of the Franciscan family. The fruit of the diligence of these Our predecessors was indeed manifested in the year 1255, when a reconciliation of concord and unity was made, and to celebrate this the abbot Opizo, legate in the name and authority of the Pontiff, imposed the insignia of kingship upon Daniel, a son of Rome, with solemn ceremonies. Thus, according to the venerable tradition and custom of the ancient Eastern Slavs, it came to pass also that at the Council of Florence Isidore, metropolitan of Kiev and Moscow and likewise a Cardinal of the Holy Roman Church, professed the Catholic unity in the faith of the Apostolic See in the words of his own people, and solemnly swore that he would keep it inviolate.
6 The reunion therefore remained at Kiev for many years indeed restored; the causes for its dissolution were increased by those disturbances which were completed in public affairs at the beginning of the sixteenth century; yet it was happily renewed in the year 1595 and, the year after, promulgated in the assembly of Brest, with the Metropolitan of Kiev and other Ruthenian Bishops as authors and agents; whom indeed Clement VIII received most lovingly, and having issued the constitution Magnus Dominus he called upon all the Christian faithful to give thanks to God, "who always thinketh thoughts of peace, and willeth all men to be saved and to come to the knowledge of the truth".
7 But in order that this unity and agreement might endure forever, most provident God consecrated it as it were with a sign of both sanctity and martyrdom. This great praise fell to that Archbishop of Polotsk, Josaphat, of the Slavonic Eastern rite, whom we rightly recognize as the glory and pillar of the Eastern Slavs; for scarcely any other has more illustrated their name or better consulted their salvation than he, their Pastor and Apostle, especially since he shed his blood for the unity of the holy Church. Since the three-hundredth anniversary of his most glorious martyrdom is at hand, it greatly pleases Us to renew the memory of so great a man, that the Lord, entreated by the greater prayers of the good, "may stir up in His Church the spirit with which blessed Josaphat, Martyr and Pontiff... laid down his soul for his sheep"10; and with increased zeal for promoting unity spread abroad, may that work which he himself urged be continued, until that promise of Christ and likewise the desire of all the saints come to pass: and there shall be one fold and one shepherd (11).
8 He was born indeed of parents separated from unity, but was sanctified, receiving the name John, and from his earliest years cultivated piety; and since he followed the splendor of the Slavonic liturgy, he sought truth above all things and the glory of God, and for this reason, impelled by no human considerations, he applied himself as a boy to the communion of the one ecumenical or Catholic Church; to which communion he judged himself destined by the very reception of baptism itself. Moreover, feeling himself moved by a certain heavenly instinct to restore the holy unity universally, he understood that he could contribute much to this if he retained the Eastern Slavonic and Basilian rite and the monastic institution of life in the unity of the universal Church. Wherefore in the year 1604 he was enrolled among the monks, students of St. Basil, and laying aside the name John was called Josaphat, and gave himself entirely to the exercise of all virtues, especially piety and austerity. For that love of the Cross which he had conceived from his earliest years, contemplating Jesus Crucified, he showed forth perpetually thereafter as altogether singular.
9 Witness to this is Joseph Velamyn Rutsky, Metropolitan of Kiev, who had presided over that same monastery as archimandrite, "that in monastic life he made such progress in a short time that he could be the master of others". And so when he was raised to the priesthood, Josaphat himself is appointed archimandrite and placed in charge of the monastery. He in the administration of this office, not only strove to keep the monastery and its church in good repair and to fortify them against the attacks of enemies, but also, because they were almost deserted by the faithful, he therefore instituted measures so that the Christian people would again celebrate them. Meanwhile, being especially concerned for the union of his fellow citizens with the chair of Peter, he sought from every quarter whatever arguments might be available both for promoting and for confirming it, especially by perusing liturgical books, which the Orientals and the dissenters themselves were accustomed to use according to the prescriptions of the holy Fathers.
10 With such diligent preparation therefore undertaken, the work of restoring unity began to proceed with such force at the same time and such gentleness, and with such fruit, that even by his adversaries he was called "a snatcher of souls." For it is wonderful how many he led to the one fold of Jesus Christ, and these from every order and kind—plebeians, merchants, knights, and even prefects and administrators of provinces, as we have learned from Sokolinski of Polotsk, from Tyszkievicz of Novogrodek, from Mieleczko of Smolensk. But he extended his apostolate into a far wider field, from which he was given as bishop to the Church of Polotsk. The incredible power of this apostolate must surely have been great, since he exhibited examples of most chaste, most poor, most abstinent life, and yet of such liberality toward the needy that he pawned his omophorion itself to relieve their want; since he kept himself strictly within the bounds of religion and touched nothing of political matters, although he was more than once and greatly urged to undertake the cares and contentions of civil affairs; since finally he strove with distinguished zeal in the manner of the most holy Bishop, who ceased not in words and writings to inculcate the truth. For he published many works most aptly composed for the understanding of the people, such as on the primacy of Peter, on the baptism of St. Vladimir, a defense of Catholic unity, a catechism drawn up according to the method of blessed Peter Canisius, and other works of this kind. And since he was much occupied in exhorting both clergy to diligence in their office, gradually, with the fervor of priestly ministry aroused, he brought it about that the people, duly instructed in Christian doctrine and nourished by apt preaching of the divine word, became accustomed to frequent the sacraments and sacred liturgy, and were renewed unto a yet holier discipline of living. Thus with God's spirit diffused far and wide, Josaphat magnificently confirmed the work of unity to which he had devoted himself. But he confirmed and indeed consecrated it most especially when he fell as a martyr for the same cause, and that with supreme willingness and admirable magnanimity. He always had martyrdom in mind, frequently on his lips; he desired martyrdom for himself in a solemn sermon; he finally implored martyrdom as a singular benefit of God; so that a few days before his death, when he was warned of snares prepared for him, he said, "Lord, grant me that I may be able to shed my blood for unity and obedience to the Apostolic See." He obtained the fulfillment of his prayer on Sunday, the twelfth of November in the year sixteen hundred twenty-three, when, with enemies surrounding him who sought the Apostle of unity, he presented himself to them cheerfully and courteously, and praying, after the likeness of his Master and Lord, that they would not harm his own household, he delivered himself into their hands; and when he was most cruelly wounded, he did not cease to the last breath to beseech God that he would forgive his slayers.
11 The benefits of this so glorious martyrdom were great: especially much strengthening and vigor was added to the Ruthenian Bishops, who two months later, having sent letters to the sacred Council for the Propagation of the Faith, thus professed themselves: "We offer ourselves most ready to pour out our life together with blood, just as already one of us has shed it, for the Catholic faith." A great number of people also, among whom were the very murderers of the Martyr himself, subsequently received themselves into the bosom of the one Church.
12 The blood of St. Josaphat, therefore, just as it has been three centuries ago, so now especially stands as a pledge of peace and a seal of unity; now, we say, when the most cruel fury of savage wars has bloodied the most wretched Slavic provinces, disturbed by the most turbulent upheavals. This blood we seem to hear speaking, as it were, better than Abel12, calling upon the Slavic brethren, as once, with the words of Christ Jesus: The sheep are without a shepherd. I have compassion on the multitude. And truly, in what miserable condition are they pressed! In how many straits of all things do they find themselves! How many exiles from their homeland! What slaughter of bodies! What destruction of souls! Indeed, contemplating these times of the Slavs, which are far worse than those which our predecessor lamented, we can scarcely restrain tears out of paternal affection of heart.
13 We indeed, in order to lighten so great a burden of miseries, strove to bring aid willingly to those in calamity, regarding nothing human, and making no distinction among the needy, save that we helped most urgently those most in need. Yet Our resources were not equal to so great a necessity. Nor truly could we prevent that, with every religion held in contempt, indignities against truth and virtue should increase, and indeed, in some places, Christian men and even priests themselves and prelates of sacred things should be sought even unto imprisonment and death.
14 Beholding these evils, it is no small consolation to Us that the solemn commemoration of that most illustrious Bishop of the Slavs affords a truly opportune occasion to declare the paternal affection which We bear towards all the Eastern Slavs, and to set before them the sum of all goods, which consists in the ecumenical unity of the holy Church.
15 To this unity, while we earnestly exhort the dissident, we also wish all the Christian faithful, under Josaphat as author and teacher, to strive, so that each may contribute his effort and zeal to Us according to his ability. Let them understand that this unity is to be promoted not so much by disputations or other incitements, as by examples of holy life and by duties, and above all by charity toward the Slavic brethren and other Orientals, according to that word of the Apostle: Having the same charity, being of one mind, having the same sentiment, doing nothing by contention, nor by vainglory, but in humility, each esteeming others better than themselves, not considering the things that are their own, but those that are another's (13).
16 In this matter, just as it is necessary that the dissident Orientals, laying aside ancient prejudiced opinions, strive to know the true life of the Church, and not attribute to the Roman Church the private faults of individuals, which the Church herself both condemns and strives to correct; so too let Latin people more abundantly and more deeply come to know the affairs and customs of the Orientals, from whose intimate knowledge so much efficacy has flowed into the work of holy Josaphat.
17 Moved by these considerations, We have taken care to foster with new studies the Pontifical Oriental Institute, founded by Our most beloved predecessor, Benedict XV; being persuaded that from correct knowledge of things there springs forth both fair estimation of men and sincere benevolence, which, joined with the charity of Christ, shall be, by God's gift, most beneficial to religious unity.
18 Inflamed with this charity, all shall feel what the Apostle divinely teaches: There is no distinction of the Jew and the Greek; for the same Lord of all is rich unto all that call upon him (14). Moreover, which is greater, religiously obeying the same Apostle's precept, they shall cast off and lay aside not only prejudiced opinions, but also vain suspicions, enmities, hatreds, and finally all those movements of mind which turn away from Christian charity, by which nations are divided among themselves. For thus the same Paul says: Lie not one to another, despoiling yourselves of the old man with his deeds, and putting on the new, him who is renewed unto knowledge, according to the image of him that created him: where there is neither Gentile nor Jew ... Barbarian nor Scythian, bondman nor freeman, but Christ is all and in all (15).
19 Thus through this reconciliation both of individual men and of peoples, the union of the Church shall likewise be perfected, with all returning into her bosom, as many as for any reason have been separated from her. This perfect union shall not come about by human counsel, but by the goodness of God alone, who is not a respecter of persons, and who made no distinction between us and them (16): it shall come about, however, so that all united peoples may enjoy equal rights, of whatever kind or language, of whatever sacred rites, which the Roman Church has always most reverently venerated and retained, and has always decreed to be retained, adorning herself with them as with precious garments, as a queen ... in gilded clothing, surrounded with variety (17).
20 Since, however, this consensus of all peoples in ecumenical unity, as a work primarily of God, must be secured by divine aids and protections, let us diligently persist in pious prayers, following the examples and teachings of holy Josaphat himself, who, relying chiefly on the power of prayer, labored for unity.
21 And under the same author and guide, let us venerate with the greatest reverence the august Sacrament of the Eucharist, the pledge and principal cause of unity, that mystery of faith, whose love and devoted practice as many Slavic Orientals preserved even in their very separation from the Roman Church, by the same they escaped the impiety of graver heresies. From which we may at last hope for what the Church, our mother, piously and confidently prays in these same mysteries being celebrated, that God graciously grant the gifts of unity and peace, which are mystically signified under the offered gifts (18); which the same, joined in prayer, both Latin and Oriental pray to the same Lord Christ during the sacrifice: these invoking the Lord for the unity of all, those supplicating the same Christ the Lord that looking upon the faith of His Church, He deign to pacify and unite it according to His will.
22 Another bond of reconciled unity with the Oriental Slavs is contained in their singular devotion to the great Mother of God, the Virgin, and piety, which separates them from many heretics and makes them closer to us. In this indeed Josaphat excelled greatly, and placed great confidence for persuading to unity: wherefore he was accustomed to venerate with particular reverence an icon, as is the custom of Orientals, of the Mother of God, which by the Basilian monks and in the City itself, at the church of Sts. Sergius and Bacchus, is most religiously honored by the Christian faithful of every rite, as Queen of the Pastures. Let us therefore invoke this most benign Mother especially by this title, that she may lead the dissident brethren to the salutary pastures, where Peter, never failing in his successors, the vicar of the eternal Shepherd, feeds and governs all the sheep and lambs of the Christian flock.
23 Finally, let us call upon all the Heavenly Citizens as advocates in so great a matter, especially those who in former times flourished among the Orientals in the esteem of holiness and wisdom, and who even now flourish in great veneration and worship among peoples. But above all let us call upon Josaphat as our intercessor, who championed the cause of unity so mightily while he lived, and may he now foster it with God and defend it most powerfully. — Him indeed We beseech with these suppliant words of Our immortal predecessor of blessed memory Pius IX: « Would that, holy Josaphat, that blood of thine, which thou didst shed for the Church of Christ, might be the pledge of that union with this holy Apostolic See, which thou didst ever hold in thy desires, and which day and night thou didst earnestly beseech from God the Best and Greatest. That this may at length sometime come to pass, We ardently desire thee as a constant intercessor before God Himself and the heavenly Court ».
24 As an auspice of divine gifts and a witness of Our benevolence, We most lovingly impart the apostolic blessing to you, venerable brethren, and to your clergy and people.
25 Given at Rome at St. Peter's, on the 12th day of the month of November, in the year 1918, in the second year of Our Pontificate.
