Apostolic letter establishing the ecclesiastical hierarchy in Bosnia and Herzegovina

Apostolic letter of Pope Leo XIII ·

IN BOSNIA AND HERZEGOVINA LEO IS APPOINTED SERVANT BISHOP SERVANT OF THE SERVANTS OF GOD
To the Perpetual Memory of the Matter.

1 From this august Chair of the Prince of the Apostles, in which it pleased God to place Our humility, embracing in the cares of Our ministry all the regions of the world, We recognize that We must apply all our effort, so that the Catholic religion, mother and teacher of all right discipline and of all civil humanity, may everywhere receive day by day greater increase, and that all peoples may be aided by its guidance and protection in pursuing the path to human and heavenly happiness. In this ministry, while Our mind is affected by no light bitterness from the sight and gravity of the evils which press upon human society, from the persistent war by which this holy See is assailed by men hostile to religion, the Most Merciful God does not allow the fitting consolations of His kindness to be lacking to Us, often granting favorable outcomes to Our efforts for the salvation of souls, and making it propitious that the Catholic faith, gravely shaken and attacked in many places, may establish its seat happily in others and extend the boundaries of its saving kingdom. From this consolation We have received no small fruit in those illustrious testimonies of filial spirit and devoted will, which the peoples of the Slavonic nation, a distinguished part of the Christian family, have publicly exhibited to Us in return for Our grateful affection, on account of the paternal zeal with which We strive to promote their good. From these matters, as much as the desire for their salvation moves Us, so much also does the magnitude of hope uplift Us, by which We do not doubt that it will come to pass that those men of the same nation, who are still deprived of Catholic unity, after the sad vicissitudes which they have long endured, considering the happiness of the days in which their ancestors, instructed in Christian and civil life, adhered to the Apostolic See, and the happy condition of their brothers, who, remaining in the faith of the Roman Church, have always had in it the protection, consolation, and defense of a most loving mother prepared, may seek a faithful refuge in her bosom, and be joined to her by a firm bond of faith and charity.

2 In this solicitude and affection, moreover, with which We embrace all the Slavonic peoples, We greatly rejoice that an opportunity has been offered to Us by which We could provide for the spiritual needs and concerns of those who dwell in the provinces of Bosnia and Herzegovina, which, on account of the changes of the times and the altered state of the republic in those regions, are now held and administered by Our most beloved Son in Christ Francis Joseph, Emperor of Austria and Apostolic King of Hungary. For since We thought it fitting to Our office to bring the affairs of religion in those provinces to such a form as would better correspond to the new condition of the republics, and would be beneficial to those peoples for receiving more abundantly the aids of the Church, We, trusting in the sincere religion and piety of the most distinguished Emperor and King, dealt with Him so that He would join His efforts with Ours and comply with Our benevolent will with favorable intention. Our hopes and prayers have had the desired outcome: for the August Emperor and King, to whom the dignity of the Apostolic cognomen is an incentive for presenting the noble virtues of His Ancestors, most graciously received Our offices and desires, and by His favor it was given to Us to be able to constitute a new ecclesiastical province in that part of Illyricum, whose illustrious memory the records of the Catholic Church have transmitted to posterity.

3 And indeed it has been ascertained and attested by certain monuments of history that the provinces of Illyricum, which extended as far as the Danube River, were illuminated from the beginning by the evangelical light through the ministry of the Apostle of the Gentiles, who, writing to the Romans and recalling those things which Christ wrought through him by word and deed in the power of signs and wonders, in the power of the Holy Ghost, said that he had filled the gospel of Christ from Jerusalem round about even unto Illyricum 1. Namely, he showed himself as a minister of Christ among the Gentiles entirely. Traversing Illyricum, as the ancient Fathers transmitted to memory 2; and everywhere scattering the sparks of faith, which the Holy Ghost as its author kindled and always kept alive. When therefore the Doctor of the Gentiles had spread the seed of the divine word in those regions, which his disciples afterward and the Prince of the Apostles, Luke 3, Clement and Titus diligently cultivated, it is marvelous to relate how greatly the Christian cause advanced and what great increase it had, with the ecclesiastical hierarchy constituted, in which the episcopal sees of Thessalonica, Salona and Sirmium held the primacy, which deservedly glory in having received their first Pastors from the two Princes of the Apostles. Nor were those regions lacking in the glory of martyrs or of illustrious doctors, among whom it is fitting to mention that most brilliant light of the Western Church and distinguished interpreter of divine letters, St. Jerome, who drew his first light among the ancient borders of the Pannonians and Dalmatians.

4 Now Our Predecessors, the Roman Pontiffs, never allowed any part of their benevolence and care to be lacking to the provinces of Illyricum; indeed, in those regions which look more toward the east, they appointed certain sacred Bishops who would preside with vicarious Apostolic See authority, employing namely the Bishops of the Thessalonian Church, who would discharge this ministry. Thus those provinces flourished under the unceasing care of the Roman Pontiffs, which the great Nicholas I, Our Predecessor, declared in letters given to the Emperor Michael with these words: The Illyrian diocese in the times of Our Predecessors, namely Damasus, Siricius, Innocent, Boniface, Celestine, Sixtus, Leo, Hilary, Simplicius, Felix and Hormisdas, holy Pontiffs, was increased by their sacred dispositions. Moreover, letters older than these of another great Predecessor of Ours, Gregory I, exhibit a perpetual and illustrious monument both of supreme authority and of special solicitude and outpoured charity, by which this Roman See

5 was accustomed to come to the aid of the needs arising for the Pastors and faithful of those same regions, for the building up and increase of the mystical body of Christ.

6 But truly, as the strength of the Roman empire grew weak, when those who held supreme power were unequal to restraining the forces of foreign nations bursting in from all sides and laying waste everything far and wide, those flourishing regions too were occupied first by the Goths and by the Huns, then by the Avars and by the Slavs. Wherefore in that sad turn of slaughter and devastation, not only were many cities of ancient renown and great size destroyed, but also many of the more noble episcopal sees entirely failed. Yet neither the strength of spirit nor the zeal of the Roman Pontiffs failed, who, bringing their cares to bear on repairing the damage, on shoring up the ruins, devoted all their effort partly to consoling the wretched and raising up the fallen, partly to instructing those rude newcomers in the ways of Christian life, so that from them as living stones they might fashion honor for the spiritual house, and noble pupils of Christian civilization for the good of civil society. And indeed in the seventh century, when the Serbs and Croats, having set out from the Carpathian mountains, fixed their seats in the regions of Slavonia, Croatia, Serbia, Dalmatia and Istria, John IV, the Supreme Pontiff, while pouring out the resources of the Roman Church for the relief of those oppressed by wretched servitude, and taking care that a safe seat of rest be prepared for the relics of the holy Martyrs, deemed it also part of his duty to provide for the salvation of the new arrivals, sending to them Martin the Abbot, a most holy man, who would lead them from the darkness of errors to the light of evangelical truth 4. Nor indeed should it be doubted that the Bishops and Priests sent from the city of Rome by the same Pontiff and by his other near Successors, instituted those peoples of Slavonia, who are called southern, in all works of piety, and having cleansed them with the bath of regeneration together with two Princes Porinus and Porga, as the firstfruits of kindred nations, received them into the fold of Jesus Christ 5.

7 This solicitude of Our Predecessors moreover shone forth notably in the following centuries, in which by the zeal of the Roman Pontiffs Nicholas I, Hadrian II and John VIII, aided by most holy men, the brothers Cyril and Methodius, whose religion and veneration We have recently deemed should be more widely set forth and increased with great consolation of Our heart, the Slavic peoples extending from south to north more fully drank in the light of evangelical doctrine,

8 and through it were led to human and civil culture, and took on the form of holy religion and justice 4.

9 Since therefore the Slavonic peoples, converted in a remarkable manner to the Catholic truth, came into communion of faith and charity with the Apostolic See, they maintained a close union with it, bound by the ties of filial devotion, and from it, whence sacerdotal unity, whence the doctrine of salvation flows forth to the whole world, they drew forth abundance as from a living fountain of heavenly dew. Indeed, with kingdoms and principalities of Slavic name established, it was placed in the custom of Slavic Kings and Princes to place themselves under the faith and protection of the most blessed Peter, whom they venerated in His Successors, as heirs of that power which He Himself received from the eternal Shepherd for the universal Christian flock. But after some of these peoples, following the rebellious footsteps of Photius, withdrew from the maternal embrace of the Catholic Church, and those striving in vain to retain the departing and to recall the wayward, like branches cut off from the vine, withered away, and from a flourishing state fell into those miseries and wretched calamities which history has handed down to posterity in its records. Wherefore to Us, taught by the experience of many centuries, it is permitted with greater right to urge and address those peoples with those words with which John VIII, Our Predecessor, as if foreknowing future events, strove to recall them to Catholic unity. For he said: You ought to remember how great prosperity most evidently accompanied your same predecessors, when to the threshold of Peter the Apostle, the key-bearer of the heavenly kingdom, they flowed together with devout heart as if their own sons, and how great adversities you have sustained even until now, since you have not hesitated to separate yourselves from that See of Peter as if strangers 5.

10 The peoples who inhabited the regions of Bosnia and Herzegovina, to which We now turn Our cares, were also subject to these various vicissitudes of affairs. For those provinces obeyed various Princes of neighboring peoples, each according as he prevailed more in strength; now they were subject to those who ruled Serbia or Croatia, now to other rulers. Hence it could not come to pass that they would escape unharmed from the deadly plague of errors which crept about those regions. When, however, in the twelfth century they came under the power of the kings of Hungary, the kingdom being received under the name of Rama, they returned to the communion of the Church and enjoyed the fruits of flourishing religion anew. But although that matter was joyful, yet it was not lasting: for not long after from the neighboring borders of Bulgaria

APOSTOLIC LETTERS

11 another evil blight crept into those regions and spread widely, far more pestilential and foul than the former, arising from the ancient errors of the Manichaeans, which gave the name to the sect of the Patarenes. From that sad corruption, which defiled those regions for nearly three centuries, very many and destructive damages flowed back upon the faith and morals of their peoples. Nevertheless in that calamity of times there shone forth most clearly the zeal of the Roman Pontiffs and paternal solicitude constantly directed to this end, that from the field of the Lord they might uproot the tares, protect and nourish the seeds of Christian faith, and thus restore the worship of sincere piety. For, to say nothing of others sent, Innocent III, Honorius III, Gregory IX, Innocent IV, Nicholas IV, John XXII, Benedict XII, Urban V, Gregory XI, Eugenius IV and Nicholas V devoted the principal and most illustrious part of their supreme ministry to this matter. They accomplished this partly by frequent legations and apostolic letters sent to Princes and Prelates, partly by sacred expeditions of apostolic men burning with zeal for the care of souls' salvation, partly by the frequent establishment of houses throughout those regions, which were to be noble seats of religion and sanctity, so that the corrupted minds of men, who had become hardened in errors and evil morals, might gradually be bent to undertake the sweet yoke of the evangelical law. The praise of this matter is claimed in no small part by the members of the religious families of the holy Francis and Dominic, from whom not a few, slain by heretics, met a glorious death for the name of Christ.

12 Nor did this Holy See cease in the meantime to bestow upon those two provinces one benefit after another, especially from that time when the kingdom of Bosnia was established. Namely, when in the fourteenth century, by the permission of King Louis of Hungary, Stephen Tuartkus, who held sway over Bosnia, called Bannus in their language, had assumed for himself the royal name and dignity, adding to his dominion the principality of Culmiae in the Herzegovinian region, which was also called the duchy of St. Saba, from that time the Kings of Bosnia were accustomed continually to appeal to the Roman Pontiffs and to seek their aid in the greatest and most necessary matters of the commonwealth, nor were counsel, assistance, consolation, and all the offices of paternal charity ever lacking to them from Our Predecessors. A notable witness to this is the illustrious Catherine, Queen of Bosnia, who, with the destruction of her country impending, found a safe asylum in this nurturing City and received from Our Predecessors a dignity befitting her station, and who therefore, as death approached, in the supreme tablets of her will, by which she instituted the Roman See as heir to the Bosnian kingdom, expressly deemed it fitting to commemorate the grace shown to her and the munificence bestowed upon her by the Supreme Pontiffs Pius II and Sixtus IV 6. But among the solicitous cares which the Apostolic See bestowed upon the Bosnians, worthy of particular remembrance is that zeal which the Roman Pontiffs repeatedly displayed, so that they might establish ecclesiastical hierarchy in that region, namely by increasing both dioceses and the number of sacred Prelates, as the condition of affairs and the more useful care of sacred matters among the Bosnians seemed to demand. Undoubted monuments testify that, after the Slavic peoples, who inhabited the southern part of the region, had received the faith of Catholic piety, sacred matters in that most extensive kingdom were administered for a long course of time under the rule of a single Bishop only, who according to the public vicissitudes of those places was subject to metropolitan jurisdiction, now of the see of Salona or Spalato, then of Diocletian or Antibar, sometimes also of Ragusa and occasionally of Colocensis, as a suffragan 7. When such was the state of sacred matters in Bosnia, Our Predecessor Innocent III, who at the beginning of the thirteenth century, inflamed with zeal to provide for religious matters in that kingdom, had sent thither John of Casemario, his legate and that of the Apostolic See, learned from his letters that the conditions of religion within the borders of the Bosnians demanded that episcopal sees be increased in all respects. Know ye, thus the Legate wrote, that in the kingdom of Bosnia there is but one Bishopric, and the Bishop has just died. If it could be arranged that some Latin be placed there and also that three or four new ones be created there, no small utility would accrue therefrom to the Church, because the kingdom is at least ten days' journey and more 8. Since it was not granted to that Pontiff to bring this pious and salutary counsel to completion, as he desired, Gregory IX, who succeeded him in the Pontificate after Honorius III, with his zeal for preserving and propagating the faith in those parts, undertook the care of fulfilling and perfecting it, and in the year 1233 gave letters to James, Cardinal Bishop of Praeneste, Legate of the Apostolic See in Pannonia, and committed to his faith and prudence that new episcopal sees be established in Bosnia, and that Bishops to be chosen should shine with solid renown of learning and piety 9. Although the most ardent zeal of this Pontiff also could not achieve the desired outcome, he nevertheless applied himself so that a more worthy Prelate should preside over the Bosnian Church, whose dignity he deemed should be amplified by the conferral also of the office of Apostolic Legate.

13 In the times that followed, Eugene IV, adhering to the footsteps of his Predecessors, when he bestowed upon Stephen, King of Bosnia, the honour of a royal crown, thought it necessary to treat with him concerning the establishment of the grades of sacred authority in his kingdom. When this Prince, hindered by fear of impending enemies, failed to seize the offered opportunity, and Stephen his son, who succeeded his father in the kingdom, showing greater strength of spirit, having sent a legation to this Apostolic See, declared that he would willingly make use of the opportunity offered to his father, Pius II, the Supreme Pontiff, having taken the Most Eminent Cardinals of the Holy Roman Church into counsel, decreed that new cathedral sees should be established in Bosnia and committed to suitable rectors, and caused these matters to be brought to the King himself through royal Legates 10. But while, with all impediments removed, a suitable opportunity seemed to be given for properly establishing religious matters in Bosnia, the state of public affairs, which was daily collapsing for the worse in that region, was overturned in a lamentable manner; and thus the plans and cares fell fruitless, which Our Predecessors had never ceased to bring forth over many centuries for promoting the welfare of the Bosnians. In this great disturbance of affairs, with religion likewise struck by great calamities, the Bishop, who alone exercised pastoral ministry among the Bosnians, was forced to abandon his seat and placed his see in Diakovae, a city in neighbouring Slavonia. The peoples of Herzegovina, afflicted by like calamity of affairs, were also cut off by grave impediments from the use of the sacred authority of the Bishop of Mercana and Tribunium, whose pastoral governance they used in great part, while the care of the remaining parts pertained to the neighbouring Bishops of Dalmatia. When therefore matters had been brought to such a pass that those peoples could no longer experience the protection of their Pastors, the Roman Pontiffs, inflamed all the more to bring aid, the greater the danger in which their salvation was placed, having stirred up the zeal of apostolic men and employed the work of the sacred Council for propagating the Christian name, consulted in the best manner that could be done for protecting the faith in those parts and for relieving the losses of religion. In this matter the constancy and virtue of the members of the Franciscan order of the old observance shone forth clearly, who, laboring in those provinces for the propagation of the faith, even shed their blood at times, with many fruits of salvation related 11, have merited excellently of religion. Moreover, since it did not escape Our Predecessors what grave losses are incurred by those from whom the care of a Pastor is far distant, by their authority a decree having been issued by the sacred Council for the propagation of the faith, on the fifth day of November in the year 1735, an Apostolic Vicariate was instituted, which, taking the place of the episcopal see of Bosnia, would provide for both the Bosnians and Herzegovinians; and the duty of this ministry was entrusted to a man adorned with episcopal dignity, so that, establishing his see in Bosnia, he might duly discharge the spiritual care of both provinces; But when, God favouring, joyful fruits appeared from these cares, and the number of the faithful was happily increased, in the year 1852 Our Predecessor of happy memory Pius IX, for more widely propagating the Christian name and fostering the unity of spirit in the bond of peace among the workers who labour in the vineyard of the Lord, established a particular and proper Apostolic Vicariate for caring for religious matters in Herzegovina, the episcopal see of Mercana and Tribunium being nevertheless preserved, whose administration, after consultations previously held with the imperial Government of Austria, Gregory XVI had entrusted to the Bishop of Ragusa. These measures, undertaken by the providence of Our Predecessors, have redounded greatly to the good of those provinces, in which the opportunity afforded to men of receiving the truth and the aids for cultivating Christian profession have caused faith, religion and piety to receive ample increase in them.

14 But now We understand that singular thanks are to be rendered by Us to God Most Merciful in the humility of our heart, since by His gift it has been given to Us, that after the lapse of so many centuries, after so many sorrowful changes of affairs, what once Our illustrious Predecessors desired with the greatest wishes, what pertains to bringing the affairs of the Church in the aforesaid provinces to a better state, We are able opportunely to provide and accomplish, namely the establishment of ecclesiastical hierarchy in them. For there is no doubt that ecclesiastical hierarchical administration, in which, as in the framework of the human body, the very variety of grades and offices, on account of the common bond of faith and charity and the supreme authority of the head moderating and directing all things, redounds wonderfully to the mutual consent and safety of all parts among themselves, when it shall have been established in those provinces, will gradually increase the protections which pertain to religious worship of souls, and will direct all forces to the common

Scilicet ille ministrum Christi in gentibus se exhibebat totum.

In maxima hac perturbatione rerum, religione pariter magnis calamitatibus perculsa, Episcopus, qui unus pastorale ministerium apud Bosnienses exercebat, solum vertere coactus, Diakovae in finitima Slavoniae urbe suam sedem collocavit.
