In suprema Petri apostoli sede
1 LETTERE

1 LITTERAE
Pertinent quoque ad Orientis laudem frequentissimi Episcoporum Conventus, praesertim vero Oecumenica vetustiora Concilia ibidem celebrata, in quibus Romano Pontifice praeeunte Catholica Fides contra illius aetatis novatores vindicata fuit sollemnique judicio roborata.
Opportunam vero de his scribendi occasionem habuimus in missione Ven. Ipsi quidem Ven. Fratri diligenter mandavimus, ut Vos, et quaecumque ad vestram, Catholicaeque Ecclesiae causam in amplissima Othomana Ditione pertinent, eidem Imperatori nostris verbis impensissime commendet. Nec dubitamus, quin Imperator ipse, sua jam sponte erga Vos benevolus, majori porro benignitate rebus vestris faveat, et neminem ex suis subditis Catholicae Religionis causa vexari permittat. Jam vero me moratus Sidensis Archiepiscopus Nostrae in Vos caritatis studia uberius declarabit illis ex Sacris Praesulibus, Primoribusve Nationum vestrarum, quos Constantinopoli adesse contigerit: atque inde postmodum ad Nos rediturus divertet, prout res et occasio tulerit, ad nonnulla alia Orientis loca, ut, quemadmodum in mandatis a Nobis habuit, Ecclesias Catholicorum cujusque ritus inibi sitas Nostro nomine invisat, nostrisque verbis amantissime alloquatur et consoletur nostros Ven. Fratres, Dilectosque Filios, quos in locis illis invenerit.
Omnino autem sartas tectas habebimus peculiares vestras Catholicas Liturgias; quas plurimi sane facimus, licet illae nonnullis in rebus a Liturgia Ecclesiarum latinarum diversae sint.
6 Ceterum scitis jam, Ven. Fratres, Dilecti Filii, Nos in vestris religiosis negotiis procurandis adjutrice opera uti Nostrae Congregationis plurium S.E.R· Cardinalium, cui a Propaganda Fide nomen est.
12 Praeclarum aliud veneratae a vestris Majoribus Romanorum Pontificum auctoritatis documentum extat in Chalcedonensi Synodo anni 451.

1 LETTERS
2 Constituted, though with unequal merits, by the disposition of the Lord in the Supreme See of Peter the Apostle, and burdened with solicitude for all the Churches, We have regarded from the beginning of Our Pontificate the various Christian Nations of the East and neighbouring Regions of whatsoever rite, which appeared to demand from Us a particular care for more than one reason. For in the East the Only-begotten Son of God, for us men, appeared made Man, and deigned to perfect by His life, death, and resurrection the work of human Redemption. In the East the Gospel of light and peace was preached at the beginning by that same divine Redeemer, and afterwards by His Disciples; and very many Churches shone forth, distinguished by the names of the Apostles who had established them. But in the time that followed also, and through a long interval of many centuries, there flourished in the Oriental Nations Bishops, Martyrs, and other men most eminent in holiness and learning, among whom are celebrated with the common praise of the whole world Ignatius of Antioch, Polycarp of Smyrna, Gregory of Neocaesarea, Gregory of Nyssa of the same name, and Gregory of Nazianzus, Athanasius of Alexandria, Basil of Caesarea, John Chrysostom, Cyril of Jerusalem and Cyril of Alexandria, Gregory the Armenian, Ephraem the Syrian, John of Damascus, and also the Apostles of the Slavs Cyril and Methodius: to say nothing further of the rest, who are almost innumerable, and who likewise by shedding their blood for Christ, or by wise writings and works of singular virtue, commended their names to the perpetual memory of posterity. There pertain also to the glory of the East the most frequent Assemblies of Bishops, and especially the more ancient Ecumenical Councils celebrated there, in which, under the leadership of the Roman Pontiff, the Catholic Faith was vindicated against the innovators of that age and strengthened by solemn judgment. Finally, even in a later age, although no small part of the Oriental Christians withdrew from communion with this Holy See, and indeed from the unity of the Catholic Church, and although foreign nations alienated from the Christian Religion obtained supremacy in the East itself, there were never lacking there very many men who, relying on the aid of divine grace, proved their constancy in the true Faith and Catholic unity amid manifold calamities and the dangers of those times especially. Here, however, We cannot refrain from commemorating with singular praise their Patriarchs, Primates, Archbishops, and Bishops, who devoted careful labour to preserving their flocks in the profession of Catholic truth; and by whose cares, God blessing them, it came to pass that afterwards, when the harshness of the times was mitigated, so great a number of them was found who remained in Catholic unity.
3 Therefore We turn Our words first to You, Venerable Brethren, Beloved Sons, Catholic Prelates, and Clergy and Laity of whatsoever Order, who have persevered firmly in the faith and communion of this Holy See, or who have come to it afterwards, when error was recognized, with no less praise of virtue. For although We wrote some time ago to many of You, from whom We had received congratulatory Letters upon Our election to the Supreme Pontificate, and from the 9th of November of the year 1846 addressed all the Prelates of the whole Catholic world by an Encyclical Letter; yet it is Our design by this other particular discourse to make You more fully assured of the most earnest charity with which We are solicitous for You and Your affairs. We have had a fitting occasion for writing of these matters in the mission of Our Venerable Brother Innocent, Archbishop of Sidon, whom We have sent as legate to Constantinople to the Most Serene Ottoman Court, that he may meet the Most Mighty Emperor of the Turks in Our name, and in the place of an Orator previously appointed by him to greet Us, render many thanks in Our name. To this same Venerable Brother We have carefully commanded that he most earnestly commend You and all things pertaining to Your cause and that of the Catholic Church in the vast Ottoman Dominion to that Emperor in Our words. Nor do We doubt that the Emperor himself, already of his own accord benevolent towards You, will henceforth favour Your affairs with greater kindness, and will not permit any of his subjects to be vexed on account of the Catholic Religion. Now the Archbishop of Sidon will more fully declare to those Sacred Prelates and Princes of Your nations who may happen to be at Constantinople the studies of Our charity towards You; and returning thence afterwards to Us, he will turn aside, as circumstances and occasion shall permit, to certain other places of the East, that, as he has had in his instructions from Us, he may visit in Our name the Churches of Catholics of each rite situated in those places, and address and console in Our words most lovingly Our Venerable Brethren and Beloved Sons whom he shall find in those places.
4 He will also deliver it to them, and will take care that our Letters are shared with the rest of you, witnesses, as we have said, of our most ardent goodwill toward your Catholic nations, and by which we make known to you all and confirm that nothing is more our desire than that we should daily merit well of you yourselves and of the state of the Catholic Religion among you. Wherefore, since it has been reported to us among other things that in the ecclesiastical governance of your nations there are certain matters which, on account of the calamities of the past time, remain in some uncertainty or are less aptly constituted, we shall willingly lend our Apostolic authority so that, according to the norm of the sacred Canons and with the institutions of the holy Fathers observed, all things may be rightly arranged and ordered. We shall certainly keep intact your particular Catholic Liturgies; which we indeed hold in high regard, although they differ in some respects from the Liturgy of the Latin Churches. For your Liturgies themselves have likewise been held in esteem by our Predecessors; inasmuch as they are commended by the venerable antiquity of their origin, and have been written in languages which the Apostles or the Fathers employed, and contain rites to be celebrated with a splendid and magnificent ceremonial, by which the piety and reverence of the faithful toward the divine mysteries may be fostered.
5 To this regard of the Apostolic See toward the Catholic Oriental Liturgies pertain many Decrees and Constitutions of the Roman Pontiffs, which have been enacted for their preservation: among which it will suffice to praise the Apostolic Letters of Benedict XIV our Predecessor, especially those whose beginning is « Allatae sunt » dated on 26 July 17551. To this pertains also that Oriental priests coming into the West are not only free to celebrate according to the rite of their own nation in the sacred buildings of the Latins, but temples have also been opened in various places, and especially in Rome, built for their particular use. Moreover, monasteries of the Oriental rite have not been lacking, nor other dwellings destined for receiving Orientals; nor indeed colleges founded for this purpose so that the sons of Orientals, whether alone or with other youths, might be instructed in letters and sacred sciences and in clerical discipline, and might become fit for the ecclesiastical offices hereafter to be performed in their respective nations. Although some of these institutions have perished through the calamity of recent times, nevertheless some still remain and flourish; in which, Venerable Brethren, Beloved Sons, you have indeed a splendid testimony of the singular benevolence with which the Apostolic See pursues you and your affairs.
6 Moreover, you already know, Venerable Brethren, Beloved Sons, that in conducting your religious affairs we employ the helpful work of our Congregation of several Most Eminent Cardinals, which is named from the Propaganda of the Faith. But the zeal of meriting well of you is common also to many others, both Romans and foreigners, who dwell in this Alma City. Among this number some of the Prelates of both the Latin and also your Oriental rites, and other pious men, have recently taken counsel together concerning a pious society to be instituted for this purpose, that under the authority of our aforementioned Congregation they might strive to aid the cult of the Catholic Religion among you and its more abundant progress by daily pious prayers, by contributing some alms, and by all their help and labor. Concerning which matter, when it was reported to us, we indeed commended and approved their pious counsel, and urged them to set their hand to this Work without delay.
7 After these things, we turn our words specifically to you who preside over others, Venerable Brethren, Catholic Prelates of the Orientals of every rank; so that, having again praised your zeal and that of your Clergy in performing sacred and ecclesiastical duties, we may add to you by this exhortation of ours encouragement toward virtue. Therefore we beseech you in the Lord our God, that, relying on His heavenly aid, you may watch with ever greater vigilance for the custody of your beloved flock, and do not cease to shine before them by word and example, so that they may walk worthily of God in all things pleasing to Him, bearing fruit in every good work. Let the Priests who are under you apply themselves diligently to the same care, and especially let those who have charge of souls be urged, so that they may love the beauty of the House of God, foster the piety of the people, administer holy things holily, and, by no means neglecting the other parts of their duty, employ particular diligence in instructing children in the rudiments of Christian doctrine, and in nourishing the rest of the faithful people with the food of God's word with facility of speech suited to their capacity. But with the utmost diligence it must be cared for by all of you, that all the faithful be solicitous to preserve the unity of the spirit in the bond of peace, giving thanks to God the Father of lights and mercies, that in such great turmoil of affairs they have remained constant through His grace in the Catholic communion of the one Church of Christ, or have returned to it, while others from among their people still wander outside the one same fold of Christ, from which their fathers had long ago miserably departed.
8 After this, We cannot refrain from addressing words of charity and peace also to those Eastern Christians who worship Christ, but who are separated from the communion of this holy See of Peter. For the charity of Christ urges Us, that according to His teachings and example, We should follow the scattered sheep through every difficult and rough path, and strive to succor their infirmity, so that they may at length return to the fold of the Lord's flock.
9 Hear therefore Our discourse, all of you, as many as in the Eastern and neighboring regions glory indeed in the Christian name, but have no communion with the Holy Roman Church; and you especially, who are devoted to sacred duties among them, or who shine with even greater ecclesiastical dignity and preside over others. Recall and bring to mind the former condition of your Churches, when they were bound together by the bond of unity with one another and with the other Churches of the Catholic world: and consider thereafter, whether the divisions which subsequently followed have profited you in any way, and by which it came to pass that you could retain neither with the Western Churches nor even among yourselves the ancient unity either of doctrine or of sacred governance. Remember the Symbol of Faith, in which you profess with Us to believe in the "One Holy Catholic and Apostolic Church": and from this consider whether this very Catholic unity of the Holy and Apostolic Church can be found in that great division of your Churches; while you yourselves refuse to acknowledge it in the communion of the Roman Church, under which other Churches, most numerous throughout the whole world, have always coalesced into one body and do coalesce. And to understand more deeply the nature of that unity by which the Catholic Church ought to shine, recall to mind that prayer recorded in the Gospel of John2 in which Christ, the Only-begotten Son of God, thus prayed to the Father for His Disciples: "Holy Father, keep them in thy name whom thou hast given me, that they may be one as we also are;" and then added: "And not for them only do I pray, but for them also who through their word shall believe in me; that they all may be one, as thou, Father, in me, and I in thee, that they also may be one in us; that the world may believe that thou hast sent me. And the glory which thou hast given me, I have given to them; that they may be one, as we also are one: I in them, and thou in me; that they may be made perfect in one: and the world may know that thou hast sent me, and hast loved them as thou hast also loved me."
10 But that same Author of human salvation, Christ the Lord, placed the foundation of His Church, that one Church against which the gates of hell shall not prevail, in Peter, the Prince of the Apostles; to whom He gave the keys of the kingdom of heaven3; for whom He prayed, that his faith should not fail, adding also the command that he should confirm his brethren in it4; to whom finally He committed to feed His lamb and His sheep5, and indeed the whole Church, which consists in the true sheep and lambs of Christ. And these things pertain equally to the Roman Pontiffs, the Successors of Peter; since after Peter's death, the Church, which is to endure until the end of the world, cannot lack the foundation upon which it was built by Christ. Wherefore St. Irenaeus, a Disciple of Polycarp, who had heard the Apostle John, and afterwards Bishop of Lyons, whom the Orientals esteem no less than the Occidentals among the principal lights of Christian antiquity, when he wished to set forth against the heretics of his time the doctrine handed down from the Apostles, deemed it superfluous to enumerate the successions of all Churches of apostolic origin, affirming that it sufficed for him to allege against them the doctrine of the Roman Church, for the reason that "to this Church, on account of its more eminent principality, it is necessary that every Church should resort, that is, the faithful from everywhere, in which the tradition which is from the Apostles has always been preserved by those who are from everywhere6.
11 We know that it is your common concern to adhere to the doctrine guarded by your Forefathers. Follow therefore the ancient Bishops, and the Christian faithful of all Eastern Regions, concerning whom almost innumerable monuments demonstrate that they agreed with the Western bishops in reverence for the authority of the Roman Pontiffs. Among the principal documents of this matter from the East itself (apart from the passage of Irenaeus cited a little before), it is fitting to recall here what was done in the fourth century of the Church in the cause of Athanasius, Bishop of Alexandria, most renowned no less for his sanctity than for his learning and pastoral zeal, who, unjustly condemned by certain Eastern Bishops especially in the Council held at Tyre, and driven from his Church, came to Rome; where also came other Bishops from the East, likewise cast out from their sees by injury. "The Bishop of Rome therefore (who was Julius, Our Predecessor) when he had examined the causes of each one, and all who consented to the doctrine of the Nicene faith he received into communion. And because by reason of the dignity of the See the care of all pertained to him, he restored to each his Church. He wrote also to the Eastern Bishops, rebuking them, because in the aforesaid causes they had not judged rightly, and because they had disturbed the state of the Churches7. At the beginning also of the fifth century, John Chrysostom, Bishop of Constantinople, a man likewise most renowned, who had been condemned at Chalcedon in the Synod at the Oak with the greatest injury, he too took refuge by letters and his intermediaries at this Apostolic See and was declared innocent by Our Predecessor St. Innocent I8."
12 Another illustrious document of the authority of the Roman Pontiffs, venerated by your Forefathers, exists in the Council of Chalcedon of the year 451. For the Bishops, who assembled for it to the number of about six hundred, and almost all (a few excepted) were from the East, after the Letter of the Roman Pontiff St. Leo the Great was read in the second session of the Council, cried out: "Peter has spoken thus through Leo." Then, when the Synod itself, presided over by the pontifical Legates, was concluded, the same Fathers of the Council in the report of the proceedings sent to Leo, affirmed through the aforesaid Legates that he had presided over the assembled Bishops as the head over the members9.
13 Moreover, not from the Acts of the Council of Chalcedon alone, but from the history also of the remaining Synods of the ancient Orientals, it would be permitted to bring forth many other monuments; from which it is established that the Roman Pontiffs held the first place especially in Synods, and particularly in Ecumenical Councils, and that their authority was implored both before the celebration of Councils and after they were concluded. And we could also, apart from the matter of Councils, bring forward many other writings or deeds of the Fathers and ancient Orientals; from which it likewise appears that the supreme authority of the Roman Pontiffs prevailed continually among your Forefathers in all the East. But since it would be too long to recount all these things in this place, and what we have already indicated is sufficient to show the truth of the matter: here we shall only recall as a crowning point how in the most ancient age, namely in the very age of the Apostles, the faithful of Corinth conducted themselves in the dissensions by which their Church had been most gravely troubled. Indeed the Corinthians brought those dissensions of theirs by Letters, and by Fortunatus sent to carry them, here to St. Clement, who had become Bishop of the Roman Church a few years after the death of Peter. Clement, however, having seriously considered the matter, wrote back through Fortunatus himself and through the associates and intermediaries sent with him, Gaudius of Ephesus and Valerius Vito: by whom there was brought to Corinth that most celebrated Letter of the holy Pontiff and of the Roman Church10, which was held in such esteem both by the Corinthians themselves and by other Orientals, that in the subsequent period also it was read publicly in many Churches11.
14 In accordance with these things, We exhort and beseech you, that without further delay you return to the communion of this Holy See of Peter, in which the foundation of the true Church of Christ is, as the tradition of your forebears and other ancient Fathers, and the words of Christ the Lord which We have before recalled, related in the Holy Gospels, demonstrate. For it can never come to pass that those who have wished to be divided from the solidity of the rock, upon which the Church itself has been divinely built, should be in the communion of the One Holy Catholic and Apostolic Church. And there is surely no reason by which you can excuse yourselves from this return to the true Church and the communion of this Holy See. For you know that in matters pertaining to the profession of divine religion, there is nothing so difficult that it ought not to be endured for the glory of Christ and the reward of eternal life. But as far as concerns Us, We testify and confirm that nothing is more important to Us than that you, returning to communion with Us, should be afflicted not only by no prescription which might seem harsh, but should be received with the constant practice of this Holy See, most lovingly and in a manner altogether paternal and benign. Therefore We impose upon you no other burden than these necessary things; namely, that you, having returned to unity, should consent with Us in the profession of the true Faith which the Catholic Church holds and teaches, and should maintain communion with the Church itself and this supreme See of Peter. Hence as far as concerns your sacred rites, those things only are to be rejected which may have crept into them during the time of separation, which are contrary to the same Faith and Catholic unity: and these being removed, your ancient Oriental liturgies shall remain intact and unharmed for you; which, on account of their venerable antiquity and ceremonies suited to fostering piety, were held in esteem by Our Predecessors, as We have already declared in the earlier part of these Letters, and are likewise greatly valued by Us.
15 Moreover, it is determined and fixed with Us that toward the sacred Ministers, Priests and Prelates who from these Nations return to Catholic unity, We should maintain the same practice which Our Predecessors both of the recent and earlier age have used many times; namely, that We should preserve for them their ranks and dignities; and that We should employ their services, no less than those of the rest of the Catholic Oriental Clergy, for the protection and advancement of the cult of the Catholic religion among their own peoples.
16 Finally, both those same persons and the laity who shall have returned to communion with Us, We embrace with the same benevolence with which We embrace the other Catholics of the East; indeed, it shall be a joy to Us to strive with all zeal that We may deserve well of these equally as of themselves daily more and more.
17 Would that the most merciful God might deign to give to this word of Ours the voice of power; would that He might bless the efforts of Our Brothers and Sons, who are solicitous with Us for the salvation of your souls; would that He might gladden this Our Humility with that consolation, that We might see Catholic unity restored among the Oriental Christians, and in that unity itself have a new means for propagating the true Faith of Christ even among nations still estranged from Christ more and more. We indeed do not cease to beseech this humbly from God the Father of mercies and of lights through His Only-begotten Son our Redeemer in all prayer and supplication; and We invoke to the same end the patronage of the Blessed Mother of God the Virgin, and of the Holy Apostles, Martyrs, Fathers, by whose preaching, blood, virtues and writings the true Religion of Christ was once propagated through the East and has been preserved. Desiring with great desire at length to rejoice over your return into the bosom of the Catholic Church, and to bless you as Our Brothers and Sons; meanwhile We follow with repeated testimony of Our most ardent charity all those who are now in the East and in neighboring places, Catholic Patriarchs, Primates, Archbishops, Bishops, Clergy, Laity, and to all of them We most lovingly impart the Apostolic Blessing.
18 Given at Rome at St. Mary Major on 6 January in the year 1848. In the second year of Our Pontificate.
