Humanae salutis Auctor
Apost. Pastoralis officii, 7 febbraio 1845), e da Noi in questi ultimi anni tripartita (Litt. Apost. Intendentes, 31 settembre 1880), ora comprende Agra, Patna e Punjab come regioni ecclesiastiche separate.
Apost. Exponendum Nobis, 13 aprile 1849) da un unico Vicariato che prima esisteva, assegnando all'uno le province occidentale e meridionale, all'altro i rimanenti territori dell'isola: il terzo da Noi, nell'anno MDCCCLXXXIII (Litt. Apost.

Benedictus vero XIV, edita Constitutione Omnium sollicitudinum (Prid. Id. Septem. 1744), amotis dubitationum caussis additisque opportunis declarationibus, controversiam dimidio fere saeculo acriter agitatam sustulit.
Ap.
12 Septentrionalis Indiarum tractus tres excipit Vicariatus, quod antiqua missio Indostana a Gregorio XVI in duas partes anno MDCCCXLV divisa (Litt. Apost. Pastoralis officii, die 7 Febr. 1845), et a Nobis his postremis annis tripartita (Litt. Apost. Intendentes, 31 Sept. 1880), Agrae, Patnae et Punjabii veluti ecclesiasticas regiones separatas modo complectitur. Prior veteri territorio constat, exceptis partibus alteri assignatis: altera constat regionibus, quae appellantur Nepal, Behar, parva provincia Sikhim, vetus regnum Ayadhya, Bundelkland; aliisque principatibus finitimis. Tertia vero Punjabensi regione continetur, cui regnum Cashmire deinde additum est.
13 His subiacet ad Indum Missio Bombayensis, quam Pius IX an. MDCCCLIV bifariani dispertiens, regionem australem, seu Poonensem, a boreali seiunxit. Apost.
His accedit in centro provinciae civilis Bengalensis Praefectura Apostolica anno MDCCCLV erecta. Apost. Ad universalis Ecclesiae, 20 Maii 1851) ad dignitatem Vicariatus evexit.
15 In ora Coromandelica praecipua extat Madraspatana civitas quae ab anno MDCCCXXXIV Vicarium Apostolicum obtinuit, cuius iurisdictio a flumine Krichna ad Palar inter fines missionis Bombayensis et mare extenditur, eo praerepto tractu qui nuper a Nobis Meliaporensi dioecesi assignatus est. Ad australes vero eius fines antiquus Vicariatus orae Coromandelicae in tres quoque missiones anno MDCCCL divisus fuit (Litt. Apost. Pastorale Ministerium, 3 April. Apost. Exponendum Nobis, 19 Maii 1846.).
16 Ceylanensis vero insula in triplicem Vicariatum distinguitur, Columbensem, Jaffnensem, et Kandyensem: quorum priores ex unico antea extante, assignatis alteri provinciis occidentali et meridionali, alteri vero reliquis insulae territoriis, anno MDCCCLIX (Litt. Apost. Exponendum Nobis, 13 April. 1849) a Pio IX erecti sunt : tertius a Nobis, anno MDCCCLXXXIII (Litt. Apost. Quo satius, 20 April.

APOSTOLIC LETTERS OF OUR MOST HOLY LORD LEO XIII ON ESTABLISHING THE EPISCOPAL HIERARCHY IN THE EASTERN INDIES*
LEO, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR THE PERPETUAL MEMORY OF THIS MATTER
1 Jesus Christ, the author of human salvation, when He had redeemed us by His blood from servitude, and was about to return shortly to His Father in heaven, entrusted the world to be instructed in heavenly doctrine by those whom He named Apostles, the pupils of His teaching and witnesses of the things which He Himself had done and taught. For all men needed to be healed by the counsel and grace of God: nor could they be healed except by the offering of the light of truth. Those noble ministers, therefore, mindful of their office, having received the power of the Holy Spirit, went forth with great courage into various parts of the world, proclaiming the wisdom of the Gospel everywhere, and progressed even further than the arms of the conqueror of the earth had penetrated among peoples; so that from the very beginnings of the Church that most true saying was verified, Their sound hath gone forth into all the earth, and their words into the ends of the whole world.
2 It is recorded in memory that the office of fulfilling the apostolic mission fell to Thomas in the widest regions of India. He indeed, as ancient monuments of letters testify, after Christ was taken up into heaven, when he had migrated into Ethiopia, Persia, Hyrcania, and finally into the peninsula beyond the Indus, undertaking a most difficult pilgrimage and enduring the gravest labors, was the first to illuminate those peoples with the light of Christian truth, and having rendered his testimony of blood to the supreme Shepherd of souls, was called to eternal rewards in heaven.
3 From that time India did not entirely cease to honor the Apostle's distinguished merit in that region: in the most ancient books of liturgical prayers and other monuments of those churches the name and praises of Thomas were accustomed to be celebrated, and in the following centuries, even after the sad propagation of errors themselves, his memory was by no means lost; and likewise the faith which he had disseminated, although it lay dormant, was not seen to be utterly extinguished. Wherefore, stirred up by the new zeal of apostolic men, it spread more widely, flourishing with excellent examples of virtues, and nourished by the blood of martyrs, it gradually recalled those peoples from savage ferocity to civilization. But in this age the Christian name has been spread among the Indians with such prosperity that the children of the Church throughout the entire peninsula have happily grown to sixteen hundred thousand: priests are held in great honor, Catholic doctrine is taught in schools with the utmost freedom, and now a certain hope shines forth that larger bands from that people will come to Jesus Christ. Therefore We have decreed to establish the Catholic cause of the Indians in a firmer order and manner: for although the zeal of Our Predecessors has been great and constant, it has not yet attained that ordered and stable constitution which has such power to safeguard the discipline of Christian life and to bring salvation to peoples.
4 To touch briefly upon something of the memory of past times, already in the sixteenth century, noble pupils of the Franciscan and Dominican families attempted to vindicate the ancient faith as it were from destruction: who, by the authority and mission of the Roman Pontiffs, having crossed over to the Indies, expended much effort in healing the opinions of heretics and abolishing the superstitions of pagans. But when a more convenient passage through the Cape of Good Hope was opened to European peoples toward the shores of India, salutary fruits grew together with the arrival of apostolic men. The Society of Jesus achieved singular praise at that time: and above all the great Apostle of the Indies, Francis Xavier, excelled to the point of wonder, who, having endured incredible labors and overcome the greatest dangers on land and sea with lofty courage, brought the sacred Cross to those regions as a conqueror, and joined to Jesus Christ a vast multitude of people, not only on the Malabar coast, but also on the Coromandel coast and on the island of Ceylon, indeed even in more remote provinces as far as the Japanese, having removed manifold superstition.
5 Toward such great propagation of the Christian name, besides the laborious cares of the Missionaries, the work of the illustrious kings of Portugal and the Algarves contributed greatly: to whom it justly befell that they be praised most honorably by this Apostolic See, because by their ministry so vast a part of the earth previously unknown to Europe became known: and especially because the Church of God was aggregated to herself through the recognition of Christian truth (Leo X, Summam Nobis laetitiam, 1513).
6 In the provinces which the Portuguese held either on the Malabar coast or on the Coromandel coast, when the Catholic faith had spread more widely, the chief care of the Supreme Pontiffs was to summon priests from everywhere to perform the sacred offices in those regions, and to establish other things wisely and usefully, especially as pertained to the governance of Christians. When the extent of Portuguese possessions had increased, new dioceses were established in those same colonies. Among these Goa stands out, which Paul IV elevated with the honor and rights of an archiepiscopal throne: there are added Cochin and Cranganore: likewise on the Coromandel coast Meliapore, which Paul V instituted in the city of St. Thomas. To the kings of Portugal and the Algarves, because they had advanced the cause of the Catholic faith, and had munificently endowed with their own resources the dioceses which were mentioned, the Roman Pontiffs, out of gratitude, granted the right of patronage in the nine episcopal sees. These things, since they were providently decreed for the benefit of the old and recent Christian community, were undertaken in hope that soon the light of the Gospel would shine forth far and wide to the peoples of the far East, and those benefits which follow from it, like an abundant river, would flow into civil society itself. — But fortune delayed the course of what had been begun so prosperously. For when storms of wars and other calamities arose, a great disaster to the Church among the Indians seemed to be threatening. Therefore, lest the propagation of the Gospel be interrupted, and lest eternal salvation of souls be endangered among so many thousands of men, the Roman Pontiffs transferred their providence to those very extensive kingdoms, especially those which were not at all contained within Portuguese colonies, and with the greatest care strove to bring as many as possible from that vast multitude to Christian institutions, and likewise to strengthen them with those aids which pertain to the cultivation of souls, and, with heretical depravity repelled, to retain them in holy religion.
7 But since the care was more difficult on account of the immense distances of places, the breadth of regions, the hardships of journeys, they were accustomed to labor with great liberality both in selecting evangelical workers and in ordering the governance of Missions. In the seventeenth and eighteenth centuries, especially through the work of religious men whom the sacred Congregation for the Propagation of the Christian Name had sent to the Indies, several Christian communities were formed; the various languages of those peoples were learned by the Missionaries; books were written in the vernacular speech of the people; the minds of many were imbued with the spirit of Catholic instruction and raised up in hope of heavenly things. — In these matters the labors of the members of the Carmelites, Capuchins, Barnabites, and Oratorians were distinguished, who indeed in those peoples, in instructing them in Christian institutions, did not all labor at the same time, but applied the same zeal and equal constancy.
8 Meanwhile, in governing the faithful and directing the expeditions of sacred workers, provision was made by establishing suitable episcopal governance. — Our predecessors, however, applied their attention with singular zeal chiefly to this end, that apostolic men should preserve Christian doctrine throughout India holy and inviolate, nor ever permit it to be stained by any trace of ethnic superstitions. Truly no one is ignorant how vigilantly they bent their efforts to root out completely the vain observances and rites abhorrent from the Christian faith, the tares sown by the enemy in those tender shoots of the Church, which had especially grown up in the kingdoms of Madurai, Maisur, and Carnatic: likewise how providently they strove to settle by pontifical authority all questions raised among the Missionaries of those regions in a matter of the greatest gravity. So that Clement XI might be fully informed of these things, he sent Charles Thomas Tournon, Patriarch of Antioch, with the power of Legate a latere, as Commissioner and Apostolic Visitor in the East Indies in the year 1700. Clement XI added the strength of his authority to the wise decrees of Tournon, and Innocent XIII, Benedict XIII, and Clement XII gravely ordained that they be obeyed with the greatest diligence. But Benedict XIV, having issued the Constitution Omnium sollicitudinum (14 September 1744), removing the causes of doubt and adding opportune clarifications, removed the controversy which had been sharply agitated for nearly half a century.
9 Somewhat later, when the Roman Pontiffs were giving much thought to the good of the Indies, the tranquility of the Church throughout Europe was afflicted by turbulent times: which times also hindered the growth of the Christian faith among the Indians. Furthermore, a grave plague came upon the provinces of the southern peninsula, caused by the tyrant Tipu Sahib, who vexed the Catholic name in many ways. — Yet although after that time apostolic men labored much and usefully for the Christian name, nevertheless Gregory XVI, having taken the whole matter into his mind and consideration, understood and declared that those regions necessarily required that the Apostolic See, with changed circumstances of the times, should come to the aid of religion in peril there, and should moderate the form of ecclesiastical governance in such a manner as would be suited to the safety of the faith to be obtained (Apost. Litt. Multa praeclare, 24 April 1838). And straightway setting about the matter, he established not a few things salutary for Christians from India, and very opportune for amplifying religion through them in those regions.
10 Yet the cares of the Apostolic See, undertaken indeed for the sake of common salvation, being interpreted far otherwise by many, when that disastrous discord had broken out which seemed about to erupt into greater evils, Pius IX dealt once and again with Peter the Most Faithful King, so that certain matters might be decreed by common counsel, which would bring a remedy for so many inconveniences. And so a convention was entered into in the year 1857: but various difficulties stood in the way of its conditions being fulfilled.
11 But when We, by the supreme goodness of God, took up the governance of the Church, thinking most carefully about this grave matter, We urged the administrators of the Portuguese kingdom not to refuse to treat with Us about this matter and to write new conditions, such as the times had suggested. When this pleased them, We committed Our mind to letters sent to Our beloved Son the King Louis in this year, on 6 January, and having tested his fairness joined with a desire for harmony, We duly concluded a convention, through which it was permitted to establish many things usefully by common agreement, which have been committed to writing, as is the custom (Concord. 1886). But first of all the right of patronage of the Portuguese kings was defined in an equitable manner: the Archbishopric of Goa was raised in dignity to that of Patriarch, to his honor, and both its Suffragan Dioceses were designated and its other rights established. Furthermore, it was agreed that the governors of Portugal should publicly assign to each of the aforesaid Dioceses a revenue for the support of Canons, Clergy, and Seminaries: they themselves should join their efforts with the Bishops for establishing schools for children, foundling homes for orphans, and other pious institutions, which might seem able either to benefit the salvation of Christians or to remove the superstition of the heathen. — For these reasons, since We have good reason to be confident that harmony of minds among the Christian peoples of India will be calm and firm, We therefore judge that the time has come for establishing the Catholic faith throughout the entire peninsula beyond the Ganges, so that those peoples, drawing near to the mountain of the house of the Lord prepared for them, may feel the benefits of stable and well-ordered governance.
12 The northern tract of the Indies is occupied by three Vicariates, which the ancient Indian mission, divided into two parts by Gregory XVI in the year 1845 (Apost. Litt. Pastoralis officii, 7 February 1845), and tripartite by Us in these recent years (Apost. Litt. Intendentes, 31 September 1880), now comprises as separate ecclesiastical regions of Agra, Patna, and Punjab. The first consists of the old territory, except for the parts assigned to another: the second consists of the regions which are called Nepal, Behar, the small province of Sikkim, the old kingdom of Ayodhya, Bundelkhand; and other neighboring principalities. The third is contained in the Punjab region, to which the kingdom of Kashmir was afterwards added.
13 Beneath these lies the Mission of Bombay toward the Indus, which Pius IX in the year 1854, dividing it into two parts, separated the southern region, or that of Poona, from the northern. This, besides the islands of Bombay and Salsette, has the provinces and kingdoms of Broach, Ahmedabad, Baroda, Gujarat, Marwar, Kutch, Sindh, Baluchistan as far as Kabul and Punjab: but the southern has the kingdoms and provinces of Konkan, Khandesh, and Deccan as far as the boundaries of the kingdoms of Hyderabad, Mysore, and Northern Kanara, except from both territories and provinces assigned to the Archdiocese of Goa and also to the Archdiocese of Daman or Cranganore recently assigned. Following along the Kanara and Malabar coasts, besides the Archdiocese of Goa, there are three Vicariates situated between the Ghats mountains and the western sea, namely Mangalore, separated in the year 1853 from Verapoly or Malabar (Apost. Litt. Ex delito, 15 March 1853), through the province of Kanara to the river Ponnani; Verapoly from that river to the boundaries of the Diocese of Cochin recently restored by Us, and Quilon from the boundaries of that Diocese situated to the south as far as Cape Comorin, except for the parishes assigned to the Diocese of Cochin.
14 To the eastern shore of the peninsula ten Missions pertain. In the Bay of Bengal three at the mouths of the river Ganges: namely the Vicariate of the West established in the city of Calcutta, and of the East, both derived in the year 1850 from a single Vicariate of Bengal (Apostolic Letter Exponendum Nobis, 15 February 1850). Those, however, which are said to pertain to the jurisdiction of the Bishop of Meliapore are to be excepted from the number of subjects of either Vicariate. To these is added in the center of the civil province of Bengal an Apostolic Prefecture erected in the year 1855. Bordering on the western Vicariate of Bengal is the vast mission called Vizagapatam, which comprises the entire territory between the boundaries of the Vicariate of Bombay and the Bay of Bengal as far as the river Godavery to the south, and was separated from Madras in the year 1850 (Apostolic Letter Ex pastoralis officio muneris, 3 April 1850). The neighboring mission of Hyderabad extends through the kingdom of the Nizam and the province of Masulipatam to the river Krishna, which Gregory XVI had designated, and Pius IX in the year 1851 (Apostolic Letter Ad universalis Ecclesiae, 20 May 1851) elevated to the dignity of a Vicariate.
15 On the Coromandel coast the principal city is Madras, which from the year 1834 has had an Apostolic Vicar, whose jurisdiction extends from the river Krishna to the Palar between the boundaries of the mission of Bombay and the sea, with the exception of that tract which We have recently assigned to the diocese of Meliapore. To its southern boundaries, moreover, the ancient Vicariate of the Coromandel coast was also divided into three missions in the year 1850 (Apostolic Letter Pastorale Ministerium, 3 April 1850), namely the Pondicherry mission between the river Palar to the north and the river Kavery to the south; the Mysore mission to the western region, comprising the kingdom of that name and the provinces of Coorg, Collegal, and part of Wynaad and Salem; finally the Coimbatore mission which is contained between the Missions of Verapoly, Mangalore and Madura to the east of the Ghats mountains. The great Madura Mission lies at the extreme south of the peninsula, bounded by the Coromandel sea, the Ghats mountains and the rivers Kavery and Vettar, with the exception of those regions and places which We have assigned to the Bishop of Meliapore: and Gregory XVI constituted it a Vicariate in the year 1846 a few days before his death (Apostolic Letter Exponendum Nobis, 19 May 1846).
16 The island of Ceylon, moreover, is distinguished into three Vicariates, Colombo, Jaffna, and Kandy: the first two of which were erected from a single one previously existing, by assigning to one the western and southern provinces, and to the other the remaining territories of the island, in the year 1849 (Apostolic Letter Exponendum Nobis, 13 April 1849) by Pius IX: the third was constituted by Us in the year 1883 (Apostolic Letter Quo satius, 20 April 1883), by separating from the first a territory in the center of the island.
17 Since, therefore, in all the Missions of India which We have mentioned, the Christian religion has been advanced by the zeal and labors of the Evangelical preachers to such a degree that not only is the name of Our Savior invoked with the greatest freedom, but the Church numbers many faithful, and these same flourish with many institutions wisely and usefully established, We indeed first of all render singular thanks to God the best and greatest for the prosperity granted to the Catholic name. Moreover, since it was long the desire of Our Predecessors that an ecclesiastical hierarchy be established in India and in the island of Ceylon, We undertake to accomplish this. From this action, with God's help, We trust that not a few nor insignificant goods will follow, namely an increase of concord and charity, similarity and firmness of discipline, a more stable connection of peoples with their Bishops and especially with the Roman Pontiff, a more expeditious propagation of the Catholic name together with a more ample cultivation of Christian virtues.
18 Accordingly, having sought, as the gravity of the matter demanded, the opinion of Our Venerable Brethren the Cardinals of the Holy Roman Church placed in charge of the sacred council for propagating the Christian name, having poured forth prayers in the humility of Our heart to almighty God, and having implored the aid of the Immaculate Mother of God, the holy Apostles Peter and Paul, the holy Apostle Thomas and Francis Xavier, who as they once led those peoples to the light of the Gospel, so now protect and defend them by their heavenly patronage; by Our own motion, with certain knowledge and mature deliberation, from the fullness of Apostolic power, for the greater glory of the divine name and the increase of the Catholic faith, by the authority of these Letters, We establish an Episcopal hierarchy in all the Missions of the East Indies according to the prescriptions of the canonical laws.
19 Moreover, following in the footsteps of Our Predecessors, who first erected the Archdiocese of Goa and its suffragan sees of Cochin, Meliapore and Cranganore, We confirm these same according to that arrangement which is indicated in the recent convention entered into with the illustrious Most Faithful King of Portugal and the Algarves, and We will that they coalesce again into one ecclesiastical province.
20 Furthermore, all the Apostolic Vicariates of the entire peninsula and the island of Ceylon, as described by Us above, as well as the Prefecture situated in the center of the province of Bengal, We erect and establish as Episcopal Churches by Our Apostolic authority, by the tenor of these presents. Moreover, from the number of new Dioceses which follow, namely the Church of Agra, Bombay, Verapoli, Calcutta, Madras, Pondicherry and Colombo, We elevate to the honor of Archiepiscopal dignity. As for what pertains to designating the provincial or suffragan churches, it shall remain within Our discretion to determine what shall seem more expedient.
21 The Archbishops and Bishops, each concerning the state of their respective Churches, shall report at proper times to Our Congregation for the Propagation of the Faith: which shall exercise particular care for those regions, as it has done hitherto, so also in the future, and shall take cognizance of all matters which the sacred Prelates shall propose on account of the duties of their office.
22 The Archbishop of Goa and his suffragan Bishops shall report concerning the state of the churches to the sacred Congregation for matters of the Church pertaining to extraordinary business. Let them strive with the greatest care to establish things piously and usefully, according to the aforesaid convention, and each within the bounds of his jurisdiction to protect and advance the Catholic faith in every way.
23 It shall be permitted to all the Bishops of India gradually to decree those things which, as times shall permit, may contribute to introducing common law, and which are permitted by the general discipline of the Church to the authority of Bishops. But it shall be Our part and that of this Apostolic See to assist the Bishops in the performance of their duties with labor, authority, and counsel, and to aid in every way that can be done whatever shall appear useful and opportune for the salvation of souls.
24 It remains that the Clergy and all the people, which We earnestly exhort, retain harmony of will, preserve charity inviolate, obey the Bishops and especially this Apostolic See willingly and eagerly in all things, and adorn and enrich themselves with Christian virtues in such manner that those who still lamentably lack the truth may themselves by their example call them to the admirable light and kingdom of Christ.
25 We finally decree that these Our letters can never at any time be noted or impugned on account of the vice of subreptiousness or obreption, or of Our intention or any other defect whatsoever, and shall always be valid and firm, and shall obtain their effects in all things and be inviolably observed, notwithstanding Apostolic sanctions and those issued in Synodal, Provincial and universal Councils, general or special, and all other contrary provisions whatsoever, even those worthy of special mention: all of which, insofar as they stand in the way of the aforesaid, We expressly derogate. We also decree null and void if anything contrary to these matters should happen to be attempted by anyone of any authority, knowingly or unknowingly. We will, however, that copies of these letters, even printed ones, subscribed by the hand of a public Notary and sealed with the seal of a man constituted in ecclesiastical dignity, shall have the same faith as would be had in Our expression of will shown by this very document.
26 Let no man therefore presume to infringe this page of Our erection, constitution, institution, restoration, dismemberment, suppression, assignment, addition, attribution, decree, mandate and will, or to act against it with rash presumption. If anyone, however, shall presume to attempt these things, let him know that he shall incur the indignation of Almighty God and of the blessed Apostles Peter and Paul, His Apostles.
27 Given at Rome at St. Peter's, in the year of the Lord's Incarnation one thousand eight hundred and eighty-six, on the Kalends of September, in the ninth year of Our Pontificate.
