PIO VESCOVO SERVO DEI SERVI A PERPETUA MEMORIA DELLA COSA
COSTITUZIONE APOSTOLICA
DIVINO AFFLATU*

98 a) I Calendari perpetui non devono essere deferiti alla Sacra Congregazione dei Riti per essere riformati e approvati;
99 b) Non si faccia alcuna istanza circa l'aumento del rito dei Festivi, o circa l'introduzione di nuovi Festivi;
104 Ant. 5. In excelsis * laudate Deum.
105 Nella Domenica III di Quaresima:
106 Ant. 3. Adhaesit anima mea * post te, Deus meus.
107 Nella Domenica IV di Quaresima:
108 Ant. 3. Me suscepit * dextera tua, Domino.
109 Nel Feria IV della Settimana Maggiore:
110 Ant. 3. Tu autem, Domine, scis omne consilium eorum adversum me in mortem.
111 Ant. 5. Fac, Domino, * iudicium iniuriam patientibus: et vias peccatorum disperde.

CONSTITUTIO APOSTOLICA
DIVINO AFFLATU*
Atque hanc quidem legem a patribus traditam decessores Nostri S. Pius V, Clemens VIII, Urbanus VIII in recognoscendo Breviario Romano sancte servarunt.
6 Itaque, harum auctoritate litterarum, ante omnia Psalterii ordinem, qualis in Breviario Romano hodie est, abolemus eiusque usum, inde a Kalendis Ianuariis anni millesimi nongentesimi decimi tertii, omnino interdicimus.
9 Datum Romae apud S. Petrum anno Incarnationis Dominicae millesimo nongentesimo undecimo, Kalendis Novembribus, in festo Sanctorum omnium, Pontificatus Nostri anno nono.

25 IN RECITATIONE DIVINI OFFICII ET IN MISSARUM CELEBRATIONE SERVANDAE AD NORMAM CONSTITUTIONIS APOSTOLICAE « DIVINO AFFLATU »
26 TITULUS I. De ratione Divini Officii recitandiivata novum Psalterii ordinem.
27 1. In recitatione Divini Officii, iuxta Romanum Ritum, Psalmi quotidie sumendi sunt, ad singulas Floras canonicas, de occurrente hebdomadae die, prout distribuuntur in Psalterio noviter disposito; quod deinceps, loco veteris dispositionis, in novis Breviarii Romani editionibus vulgandum erit.
36 7. In Feriis et in Festis Simplicibus Psalmi ad Matutinum, qui in novo Psalterio in tres Nocturnos dispositi inveniuntur, dicantur sine interruptione cum suis novem Antiphonis us quead tertium Versum inclusive, omissis Versibus primo et secundo.
37 TITULUS II. De Festorum praestantia.
45 TITULIIS III. De Festorum occurrentia accidentali eorumque translatione.
46 1. De Dominicis maioribus I classis, quodvis Festum in eis occurrat, semper faciendum est Officium: Dominicae vero II classis cedunt tantum modo Festis Duplicibus I classis, quo incasu de Dominica fit commemoratio in utrisque Vesperis, Laudibus et Missa cum IX Lectione ad Matutinum.
48 3. Duplicia I et II classis, quae seu ab aliqua Dominica maiori, seu a nobiliori Officio impediuntur, transferenda sunt in proximiorem insequentem diem, quae libera sit ab alio FestoDuplici I vel II classis, vel ab Officiis huiusmodi Festa excludentibus; salvo tamen privilegio a Rubricis concesso Festivitatibus Purificationis et Annuntiationis B. M. V., nec non Commemorationis sollemnis S. Joseph.
51 6. Dies, in qua celebratur Commemoratio omnium Fidelium Defunctorum, excludit translationem cuiusvis Festi.
52 TITULUS IV. De Festorum occurrentia perpetua eorumque repositione.
53 1. Festa omnia ritus Duplicis sive maioris sive minoris, aut Semiduplicis, si perpetuo impediantur, reponuntur in primam diem liberam, iuxta Rubricas.
54 2. Festa Duplicia I et II classis perpetuo impedita reponuntur, tamquam in sedem propriam, in primarn diem liberam ab alio Festo Duplici I aut II classis, vel ab aliqua die Octava, vel ab Officiis huiusmodi Festa excludentibus, salvo privilegio Festivitati Purificationis B. M. V. concesso.
55 3. Dominicae maiores excludunt assignationem perpetuam cuiusvis Festi Duplicis etiam I classis: Dominicae vero minores assignationem excludunt cuiuscumque Duplicis maioris aut minoris, nisi sit Festum Domini. Festum SS. Nominis Mariae perpetuo assignatur diei duodecimae mensis Septembris.
56 4. Dies II Novembris excludit tum Festa occurrentia quae non sint Duplicia I classis, tum Festa perpetuo reponenda cuiusvis ritus.
57 TITULUS V. De concurrentia Festorum.
59 2. Dominicae minores cedunt Vesperas, tum Duplicibus I aut II classis, tum omnibus Festis Domini, tum diebus Octavis Festorum Domini: integras autem habent Vesperas in concursu cum aliis Festis, sumptis in I Vesperis Antiphonis et Psalmisde Sabbato.
60 3. Leges, quibus ordinantur Vesperae infra Octavam Nativitatis Domini, immutatae manent.
61 TITLUS VI. De Commemorationibus.
65 3. PIUS, BISHOP, SERVANT OF THE SERVANTS OF GOD, FOR PERPETUAL REMEMBRANCE OF THIS MATTER
APOSTOLIC CONSTITUTION
DIVINO AFFLATU*
CONCERNING THE NEW ARRANGEMENT OF THE PSALTER IN THE ROMAN BREVIARY
1 The Psalms, composed by divine inspiration, which form a collection in Holy Scripture, have been shown from the very beginning of the Church not only to have been wonderfully effective in fostering the piety of the faithful, who offered the sacrifice of praise always to God, that is, the fruit of lips confessing to his name [1]; but also to have held a conspicuous place in the sacred Liturgy itself and in the divine Office, following a custom already begun in the old Law. Hence that voice, as Basil says, born of the Church [2], and psalmody, its daughter of hymnody, as our predecessor Urban VIII calls it [3], which is sung continually before the throne of God and the Lamb, and which teaches men, especially those devoted to divine worship, according to the opinion of Athanasius, in what manner God ought to be praised and by what words they may fittingly confess to him [4]. Augustine speaks fittingly to the matter: That God may be well praised by man, God himself praised himself; and because he deigned to praise himself, therefore man found how he might praise him [5].
2 Moreover, in the Psalms there resides a wonderful power to stir up in the souls of all a zeal for virtue. For although all our Scripture, both old and new, being divinely inspired is useful for teaching, as it is written; ... yet the book of Psalms, as it were a paradise containing in itself the fruits of all the other books, produces song, and moreover exhibits its own proper effects together with them in the very act of singing. This again from Athanasius 6, who rightly adds there: It seems to me that to one who sings the Psalms it is like a mirror, so that he may see himself and his own soul's movements in them, and thus recite them with feeling 7. And so Augustine in the Confessions: How much, he says, did I weep in thy hymns and canticles, moved keenly by the voices of thy Church singing sweetly! Those voices flowed into my ears and truth was distilled into my heart and thence the affection of piety welled up and tears ran down and it was well with me in them 8. For who is not moved by those frequent passages of the Psalms in which the immense majesty of God, his omnipotence, his ineffable justice or goodness or mercy and his other infinite praises are proclaimed so loftily? What similar sentiments do not those thanksgivings for benefits received from God inspire, or those humble and trusting prayers for things hoped for, or those cries of a penitent soul for sins? What admiration does not the psalmist pour forth when he recounts the gifts of divine benevolence poured out upon the people of Israel and upon all mankind, and when he delivers the dogmas of heavenly wisdom? What finally does not the carefully drawn image of Christ the Redeemer inflame with love, whose voice indeed Augustine 9 heard in all the Psalms either singing, or groaning, or rejoicing in hope, or sighing in reality? With the best of reason therefore it was provided in ancient times, both by the decrees of the Roman Pontiffs and by the canons of Councils and by monastic laws, that men of both the clergy should sing or recite the entire Psalter through each single week. And this law handed down by the fathers Our predecessors St. Pius V, Clement VIII, and Urban VIII observed faithfully in revising the Roman Breviary. Whence also now the Psalter would need to be recited in full within the space of one week, were not such recitation frequently hindered by changed circumstances.
3 For indeed, as time went on, there grew continually among the faithful the number of those men whom the Church, after they had departed from mortal life, was accustomed to enroll among the citizens of heaven and to set before the Christian people as patrons and guides for living. But in honour of these very ones, the Offices of the Saints began gradually to be propagated, whence it came to pass that almost the Offices of the Lord's Days and of the Weekdays fell silent, and therefore not a few Psalms were neglected, which are nevertheless, no less than the others, as Ambrose says [10] a blessing of the people, praise of God, laudation of the people, applause of all, discourse of the universal, voice of the Church, sonorous confession of faith, devotion full of authority, joy of liberty, cry of gladness, resounding of joy. Concerning such an omission, the complaints of prudent and pious men were not made once, both because so many supports were taken away from men of the sacred order for praising the Lord and for expressing to Him the innermost feelings of the soul, which are most suited to this; but also because that desirable variety in praying was lacking, which is most opportune for our weakness to pray worthily, attentively, and devoutly. For, as Basil has it, in uniformity the mind often grows sluggish, I know not how, and the present becomes absent: but when the psalmody and chant are changed and varied through the individual hours, our desire is renewed and attention is restored [11].
4 It is therefore hardly surprising that many Bishops of the sacred order from various parts of the world have brought their wishes on this matter to the Apostolic See, and especially in the Vatican Council, when among other things they requested that, insofar as it could be done, the ancient custom of reciting the entire Psalter throughout the week be restored, yet in such a way that the clergy, already laboring more heavily in the vineyard of sacred ministry on account of the diminished number of workers, should not be burdened with greater toil. To these petitions and wishes, which were also Our own before undertaking the Pontificate, and likewise to the prayers which were subsequently presented by other Venerable Brethren and pious men, We have indeed deemed it right to accede, yet with caution, lest by the recitation of the complete Psalter concluded within the space of a week, on the one hand anything should be lost from the veneration of the Saints, nor on the other hand should the burden of the Divine Office become more troublesome to the clergy, but rather more moderate. Wherefore, humbly imploring the Father of lights, and having sought the suffrage of holy prayers to this end, We, following in the footsteps of Our predecessors, have delegated certain learned and industrious men, to whom We entrusted the task of finding, by their combined counsel and study, a certain method of accomplishing this matter which would correspond to Our wishes. These men, executing the commission entrusted to them according to their judgment, have worked out a new arrangement of the Psalter; and when the Cardinals of the Holy Roman Church, placed in charge of understanding sacred rites, had carefully considered and approved it, We, as being very much in accord with Our mind, ratified it in all respects, that is, as regards the order and division of the Psalms, the Antiphons, the Versicles, the Hymns together with their Rubrics and Rules, and We ordered its authentic edition to be prepared in Our Vatican printing house and published from there.
5 Since, however, the arrangement of the Psalter has a certain intimate connection with the entire Divine Office and Liturgy, no one fails to see that by what We have decreed here, We have taken the first step toward the correction of the Roman Breviary and Missal; but on such a matter We shall soon establish a special Council or Commission, as it is called, of learned men. In the meantime, having seized this opportunity, We have deemed certain things to be restored even now, as is prescribed in the appended Rubrics: and indeed so that in the recitation of the Divine Office, the sacred Scripture in the Lessons appointed, together with the Responsories of the season occurring, might be restored to their due honor by more frequent use; and then so that in the sacred Liturgy the most ancient Masses of the Sundays throughout the year and of the Weekdays, especially those of Lent, might recover their place.
6 Therefore, by the authority of these letters, first of all We abolish the order of the Psalter as it is today in the Roman Breviary and We entirely forbid its use from the Kalends of January of the year nineteen hundred and thirteen. From that day forward in all churches of the secular and regular Clergy, in monasteries, orders, congregations, and religious institutes, by all and each who are bound by office or by custom to recite the canonical Hours according to the Roman Breviary, published by St. Pius V and revised by Clement VIII, Urban VIII, and Leo XIII, We command that the new order of the Psalter, which We have approved with its Rules and Rubrics and decreed to be published by the Vatican press, be religiously observed. At the same time We pronounce against them the penalties established in law, those who shall fail in their office to recite the canonical Hours daily; and let them know that they will not satisfy so grave an obligation unless they employ this Psalter order of Ours.
7 To all Patriarchs, Archbishops, Bishops, Abbots and other Prelates of churches, not even excepting the Cardinals and Archpriests of the patriarchal basilicas of the City, We command that each in his own diocese, church or monastery shall take care to introduce the Psalter with the Rules and Rubrics, arranged by Us, at the appointed time: which Psalter and Rules and Rubrics We also command to be inviolably employed and observed by all others whosoever are bound by obligation to recite or sing the canonical Hours. In the meantime, however, it shall be lawful for any and for the chapters themselves, provided that the greater part of the chapter shall show that it pleases them, to use the new order of the Psalter rightly from the time of its publication.
8 These things We decree, declare, and enact, determining that these letters of Ours shall always be valid and effective; notwithstanding apostolic constitutions and ordinances, general and special, and all other things whatsoever made to the contrary. Let no man therefore be permitted to infringe this page of Our abolition, revocation, permission, command, precept, statute, indult, mandate and will, or to dare to go against it with rash presumption. If anyone, however, shall presume to attempt this, let him know that he will incur the indignation of Almighty God and of the blessed Peter and Paul, His Apostles.
9 Given at Rome at St. Peter's in the year of Our Lord's Incarnation nineteen hundred and eleven, on the Kalends of November, on the feast of All Saints, in the ninth year of Our Pontificate.

24 RUBRICS
25 TO BE OBSERVED IN THE RECITATION OF THE DIVINE OFFICE AND IN THE CELEBRATION OF MASSES ACCORDING TO THE NORM OF THE APOSTOLIC CONSTITUTION « DIVINO AFFLATU »
26 TITLE I. On the manner of reciting the Divine Office according to the new order of the Psalter.
27 1. In the recitation of the Divine Office, according to the Roman Rite, the Psalms are to be taken daily, for each of the canonical Hours, from the occurring day of the week, as they are distributed in the newly arranged Psalter; which henceforth, in place of the old arrangement, shall be published in new editions of the Roman Breviary.
28 2. Excepted, however, are all Feasts of the Lord and their entire Octaves, Sundays within the Octaves of the Nativity, Epiphany, Ascension and Corpus Christi, the Vigil of the Epiphany and Friday after the Octave of the Ascension, when the Office of these is to be said; likewise the Vigil of the Nativity at Lauds and at the remaining minor Hours up to None, and the Vigil of Pentecost; as well as all Feasts of the Blessed Virgin Mary, of the Holy Angels, of St. John the Baptist, of St. Joseph and of the Holy Apostles and Doubles of the First and Second class, and their entire Octaves, if the Office of these is to be recited, which shall be recited as it is assigned, either in the Breviary or in the Proper of the Diocese or Institute, with this provision, however, that the Psalms for Lauds, Hours and Compline are always to be taken from Sunday, as in the new Psalter; but at Matins and at Vespers they are to be said as in the Common, unless special Psalms are assigned. — On the three last days of Holy Week, nothing shall be changed, but the Office shall be said in its entirety, as it is now found in the Breviary, taking, however, at Lauds the Psalms from the occurring Feria, as in the new Psalter, except for the Canticle of Holy Saturday, which is still «I said: In the midst». At Compline the Psalms are to be taken from Sunday, as likewise in the new Psalter.
29 3. In any other Double Feast, even a greater one, or Semidouble, or Simple, and on Ferias in the Paschal Season, the Psalms are always to be said, with Antiphons in all Hours, and Verses at Matins, as in the Psalter of the occurring day of the week; all other things, and the Antiphons to the Magnificat and Benedictus, as in the Proper or Common. But if any of these Feasts has its own or specially assigned Antiphons in any of the greater Hours, let it retain them in that same Hour with its Psalms, as it is found in the Breviary: in the other Hours the Psalms and Antiphons are to be said from the occurring Feria.
30 4. The Lessons at Matins in the First Nocturn are always to be read from the occurring Scripture, although sometimes Lessons from the Common are assigned in the Breviary, unless it be a Feast of the Lord or a Feast of any rite of the Blessed Virgin Mary, or of the Angels, or of St. John the Baptist, or of St. Joseph, or of the Apostles, or a Double of the First or Second class, or the matter concerns a Feast which either has its own Lessons, not from the Common, or occurs on Ferias which do not have Lessons of Scripture, and therefore necessarily receive Lessons from the Common. But in Feasts in which hitherto there were Lessons from the Common, but proper Responsories, let the same Lessons be retained with the proper Responsories.
31 5. Moreover, the Office shall be said in the following manner in Double and Semidouble Feasts not excepted above:
32 At Matins the Invitatory, Hymn, Lessons II and III of the Nocturn and Responsories of the three Nocturns proper, or from the Common: but the Antiphons, Psalms and Verses of the three Nocturns, as well as the Lessons of the First Nocturn from the occurring Feria.
33 At Lauds and at Vespers Antiphons with Psalms from the Feria; Chapter, Hymn, Verse and Antiphon to the Benedictus or to the Magnificat with Prayer either from the Proper, or from the Common.
34 At the minor Hours and Compline Antiphons with Psalms are always said from the occurring Feria. At Prime the short Lesson is the Chapter of None from the Proper, or from the Common. At Terce, Sext and None the Chapter, short Responsory and Prayer are likewise taken either from the Proper, or from the Common.
35 6. In the Office of St. Mary on Saturday and in Simple Feasts the Office is to be said in this manner: at Matins the Invitatory and Hymn are said from the same Office or from the same Feasts; the Psalmic part with its Antiphons and Verse from the occurring Feria; the First and Second Lessons from the Feria, with proper Responsories, or from the Common; but the Third Lesson from the Office or Feast, two Lessons joined into one, if perchance two are had for the Feast: but at the remaining Hours all things are said, as above, n. 5, has been set forth concerning Double Feasts.
36 7. On Ferias and in Simple Feasts the Psalms at Matins, which in the new Psalter are arranged in three Nocturns, are to be said without interruption with their nine Antiphons up to and including the third Verse, omitting the first and second Verses.
37 TITLE II. On the dignity of Feasts.
38 1. In order that it may be rightly discerned which of several Offices is more excellent and therefore to be preferred either in occurrence, or in concurrence, or in the order of repositioning or translation, the following characteristics of excellence are to be considered:
39 a) Higher Rite, unless there occur a Sunday, or Feria, or privileged Octave, or indeed any day of an Octave according to the Rubrics.
40 b) The character of Primary or Secondary.
41 c) Personal Dignity, in this order to be observed: Feasts of the Lord, of the Blessed Virgin Mary, of Angels, of St. John the Baptist, of St. Joseph, of the Holy Apostles and Evangelists.
42 d) External Solemnity, namely if the Feast be a holiday, or be celebrated with an Octave.
43 2. In occurrence, and in the order of repositioning or translation, another character also is to be considered, namely:
44 e) Propriety of Feasts. A Feast is said to be proper to some place, if it concern the Title of the Church, or the Patron of the place even if secondary, or a Saint (described in the Martyrology or in its approved appendix), of whom the body is held or some notable and authentic relic, or a Saint who has a special relation with the Church, or place, or community of persons. Therefore any Feast of this kind proper, other things being equal, is preferred to a Feast of the Universal Church. Excepted however are Sundays, Ferias, privileged Octaves and Vigils, as well as primary Feasts of Doubles of the first class of the Universal Church, which are considered and are proper to each place. A Feast of the Universal Church, of whatever rite, because it is obligatory, other things being equal, ought to be preferred to Feasts granted to some places by mere Indult of the Holy See, which however cannot be said to be proper in the sense stated above.
45 TITLE III. On the accidental occurrence of Feasts and their translation.
46 1. Concerning the greater Sundays of the first class, whatever Feast occur on them, the Office of the Sunday is always to be said: but Sundays of the second class yield only to Doubles of the first class, in which case a commemoration of the Sunday is made in both Vespers, Lauds and Mass with the ninth Lesson at Matins.
47 2. Concerning the lesser Sundays, or those throughout the year, the Office of the Sunday is always to be said, unless there occur any Feast of the Lord, or some Double of the first or second class, or an Octave day of Feasts of the Lord, in which case in the Office of the Feast or Octave day a commemoration of the Sunday is made in both Vespers and Lauds and Mass with the ninth Lesson at Matins. If a Sunday within the Octave of the Nativity occur on the Feast of St. Thomas Bp. M. or on the Feast of St. Sylvester P. C., the Office of the Sunday itself is said with a commemoration of the occurring Feast; in which case on 30 December, in the Office of the day within the Octave, the Lessons of the first and second Nocturn are taken from the Feast of the Nativity, with the Responsories of the Sunday. But as to the Sunday which occurs from the Feast of the Circumcision until the Epiphany, let nothing be changed.
48 3. Doubles of the first and second class, which are hindered either by some greater Sunday or by a more noble Office, are to be transferred to the nearest following day which is free from another Double Feast of the first or second class, or from Offices which exclude such Feasts; saving however the privilege granted by the Rubrics to the Feasts of the Purification and Annunciation of the Blessed Virgin Mary, as well as to the solemn Commemoration of St. Joseph.
49 4. Greater Double Feasts of any dignity and lesser Doubles of Doctors of the Church can no longer be transferred, but when they are hindered, a commemoration of them is to be made, as the Rubrics provide for other hindered lesser Doubles (saving what is determined in the following number concerning the omission of the ninth historical Lesson on Sundays), unless perchance they occur on Doubles of the first class, in which no commemoration of any Office is to be made, except of the occurring Sunday, or of a Feria, or privileged Octave.
50 5. Furthermore, if on a greater Sunday there occur a Double Office greater or lesser, or a Semidouble, or a Simple, the Office of the Sunday is to be said with a commemoration of the occurring Office in both Vespers (of a Simple however in First Vespers only) Lauds and Mass, without the ninth historical Lesson. The same is to be done on lesser Sundays, unless on them there occur any Feast of the Lord, or any Double of the first or second class, or an Octave day of Feasts of the Lord, in which case, as is said above in n. 2, the Office of the Feast or Octave is to be said with a commemoration and ninth Lesson of the Sunday.
51 6. The day on which the Commemoration of all the Faithful Departed is celebrated excludes the translation of any Feast.
52 TITLE IV. On the perpetual occurrence of Feasts and their repositioning.
53 1. All Feasts of the rite of Double whether greater or lesser, or Semidouble, if they are perpetually hindered, are repositioned on the first free day, according to the Rubrics.
54 2. Doubles of the first and second class perpetually hindered are repositioned, as in their proper place, on the first day free from another Double Feast of the first or second class, or from some Octave day, or from Offices which exclude such Feasts, saving the privilege granted to the Feast of the Purification of the Blessed Virgin Mary.
55 3. Greater Sundays exclude the perpetual assignment of any Feast of Double rank, even of the first class: but lesser Sundays exclude the assignment of any Double, whether of greater or lesser rank, unless it be a Feast of the Lord. The Feast of the Holy Name of Mary is perpetually assigned to the twelfth day of the month of September.
56 4. The second day of November excludes both Feasts occurring which are not Doubles of the first class, and Feasts to be perpetually transferred of any rite.
57 TITLE V. On the Concurrence of Feasts.
58 1. Greater Sundays have complete Vespers in concurrence with any Feast, unless it be of the rite of Double of the first or second class: therefore in the first Vespers the Antiphons with Psalms are taken from Saturday; in Advent, however, the Antiphons of the Lauds of the Sunday are said with the same Psalms of Saturday.
59 2. Lesser Sundays yield Vespers, both to Doubles of the first or second class, and to all Feasts of the Lord, and to the Octave days of Feasts of the Lord: but they have complete Vespers in concurrence with other Feasts, the Antiphons and Psalms being taken from Saturday in the first Vespers.
60 3. The laws by which the Vespers within the Octave of the Nativity of the Lord are ordered remain unchanged.
61 TITLE VI. On Commemorations.
62 1. In Doubles of the first class let there be no commemoration of the preceding day, unless it shall have been either any Sunday, even throughout the year, or a Double of the first or second class, or an Octave day of some primary Feast of the Lord, or a day within a privileged Octave, or a greater Feria.
63 In concurrence let there be only a commemoration of any Sunday, of a privileged Octave, and of a greater Feria. But of the following Office (even reduced to the manner of a Simple) let there always be a commemoration, but by no means of a day within a non-privileged Octave or of a Simple.
64 2. In Doubles of the second class a commemoration of the preceding Office must always be made, unless it shall have been of some Semidouble Feast, or of a day within a non-privileged Octave. In concurrence a commemoration is made of any Sunday, of any Double or Semidouble reduced to the manner of a Simple, of a privileged Octave, of a greater Feria, and of a Vigil: but of a Simple only in Lauds and in private Masses. But of the following Office of any kind, even a Simple or reduced to the manner of a Simple, a commemoration is always made, and also of a day within an Octave, if the Office of it is to be said on the morrow; and then with the Antiphon and Versicle from the first Vespers of the Feast.
65 3. Although Feasts of the Lord and their Octaves enjoy the privilege of prevailing in concurrence over lesser Sundays, nevertheless, when several commemorations are to be made (taking care that in Vespers the first commemoration is always of the concurrent Office, of whatever rite and dignity), both in Vespers and in Lauds and Mass this order shall be observed: 1st, of any Sunday; 2nd, of a day within the Octave of Epiphany or Corpus Christi; 3rd, of an Octave day; 4th, of a greater Double; 5th, of a lesser Double; 6th, of a Semidouble; 7th, of a day within a common Octave; 8th, of Friday after the Octave of the Ascension; 9th, of a greater Feria; 10th, of a Vigil; 11th, of a Simple.
66 TITLE VII. On the Proper Conclusion of Hymns and the Proper Versicle at Prime, on the Suffrages of Saints, on the Prayers, on the Athanasian Symbol, and on the Third Oration in Mass.
67 1. When several Offices occur on the same day, which have their own proper conclusion of Hymns or proper Versicle at Prime, the conclusion and Versicle shall be said which are proper to the Office which is recited on that day.
68 2. Henceforth, when the Suffrages of Saints are to be made, only one Suffrage shall be made, according to the formula proposed in the Ordinary of the new Psalter.
69 3. The Athanasian Symbol is added at Prime on the Feast of the Holy Trinity and on Sundays only after Epiphany and after Pentecost, when the Office of them is to be said, saving the exception of which in the following number.
70 4. When on a Sunday a commemoration is made of some Double Office, or of an Octave day, or of a day within an Octave, the Suffrage, the Prayers, the Symbol Quicumque, and the third Oration in Mass are omitted.
71 TITLE VIII. On Votive Offices and on Other Additional Offices.
72 1. Since by this new arrangement of the Psalter the reasons for the General Indult of 5 July 1883 for Votive Offices have ceased, these same Offices, and other similar ones granted by particular indults, are entirely removed and declared abolished.
73 2. The obligation likewise ceases of reciting in Choir, on the days hitherto prescribed by the Rubrics, the Little Office of the Blessed Virgin Mary, the Office for the Dead, as well as the Gradual and Penitential Psalms. But Chapters which are bound to these additional Offices by a particular constitution or bequest shall obtain their commutation from the Holy See.
74 3. On the Feast of St. Mark and in the Triduum of the Rogations the full obligation of reciting the Litany of Saints remains, even outside the Choir.
75 TITLE IX. On the Feasts of the Dedication and Title of a Church and on Patrons.
76 1. The Feast of the Dedication of any Church is always primary, and a Feast of the Lord.
77 2. The Anniversary of the Dedication of the Cathedral Church and the Titular Feast of the same are to be celebrated under the rite of Double I class with an Octave throughout the entire Diocese by all the secular clergy and also the regular clergy using the Diocesan Calendar: but by Religious of both sexes dwelling in the same Diocese and having their own Calendar, likewise under the rite of Double I class, but without an Octave.
78 3. Since the Most Holy Lateran Archbasilica is the mother and head of all the Churches of the City and of the World, both the Anniversary of its Dedication and the Feast of the Transfiguration of the Lord, which, apart from the great solemnity of the Resurrection of the Lord, is customarily observed by it as its Titular Feast, shall henceforth be celebrated by all the clergy, both secular and regular, even by those who follow a particular rite, under the rite of Double II class.
79 4. The Feast of the principal Patron of a Town, or City, or Diocese, or Province, or Nation, the secular clergy and regular clergy dwelling there and following the Diocesan Calendar shall celebrate under the rite of Double I class with an Octave: but Religious dwelling there and having their own Calendar shall celebrate the same Feast, although it was never a day of obligation, under the same rite, but without an Octave.
80 TITLE X. Concerning Masses on Sundays and Weekdays and Masses for the Dead.
81 1. On Sundays, even minor ones, whatever Feast may occur, provided it is not a Feast of the Lord, or its Octave day, or a Double of I or II class, the Mass shall always be said of the Sunday with a commemoration of the feast. But if the Feast to be commemorated is a Double, then the third Oration is to be omitted.
82 2. On the Weekdays of Lent, the Ember Days, the Rogation Days, and on Vigils, if the Office of some Feast of Double class (but not I or II class) or Semidouble should occur, private Masses may be said at will, either of the Feast with a commemoration and the last Gospel of the Weekday or Vigil, or of the Weekday or Vigil with a commemoration of the Feast: but private votive Masses or private Masses for the Dead are prohibited: which are likewise prohibited on the Weekday on which the Mass of the Sunday is to be anticipated or transferred. But in Lent private Masses for the Dead may be celebrated only on the first day of each week free in the Church Calendar on which Mass is celebrated.
83 3. If anywhere some Feast hindered by a minor Sunday is celebrated by vow, or with the concourse of the people (of which matter the Ordinary shall be the judge), Masses of the same hindered feast may be celebrated, provided that one Mass of the Sunday is not omitted. Whenever outside the order of the Office any Mass is sung or read, if a commemoration of the Sunday, or Weekday, or Vigil is to be made, the Gospel of these is always to be read at the end.
84 4. At the Mass of the Sunday, even a minor one, with a commemoration of a Feast of Double class, both major and minor, and of a day within an Octave, however it is celebrated, the proper color of the Sunday is retained, with the Preface of the Most Holy Trinity, unless there be a proper one of the Season, or of the Octave of some Feast of the Lord.
85 5. The laws for Masses for the Dead in chant remain unchanged. But read Masses are permitted in Doubles only on the day of death, or for the day of death, provided it is not a Feast of precept, or a Double of I or II class, or a Weekday excluding Doubles of I class. But as for read Masses for the Dead to be said on days of Semidouble or Simple rite, in the future they shall never be celebrated on the Weekdays enumerated in n. 2, saving however the exception admitted there. It shall be permitted, however, in such Masses of the Weekday to add a prayer for the Dead, for whom the Sacrifice is applied, in the penultimate place, as the Rubric of the Missal permits. But since in order that the Indulgences of a privileged Altar might be applied, Masses for the Dead have hitherto had to be celebrated in black vestments, the Supreme Pontiff henceforth benignly grants the same indulgences, even though the Mass be said of the Weekday, with a prayer for the Dead. But on the remaining Weekdays throughout the year not excepted in n. 2, as well as in Semidoubles, within non-privileged Octaves and in Simples, Masses for the Dead, like other votive Masses, may be said according to the Rubrics.
86 TITLE XI. Concerning Collects in Masses.
87 As regards Collects commanded by the Ordinaries of places, henceforth they are prohibited (unless they are prescribed for a grave matter) not only on the Vigils of Christmas and Pentecost and on Doubles of I class, but also on Doubles of II class, on major Sundays, within privileged Octaves, and whenever in the Mass more than three Orations prescribed by the Rubric for that day are to be said.
88 TITLE XII. Concerning Conventional Masses.
89 In Churches in which there is an obligation of the Choir, only one Mass with the assistance of the Choir shall always be celebrated; and indeed of the Office of the day, unless the Rubrics provide otherwise; other Masses, which hitherto were celebrated with the aforesaid assistance, shall henceforth be read outside the Choir, after their own Canonical Hour; excepted however from this rule are Masses in the greater and lesser Litanies, and Masses on the Feast of the Nativity of the Lord. Likewise excepted are Masses on the anniversaries of the Creation and Coronation of the Supreme Pontiff, the Election and Consecration or Translation of the Bishop, as well as on the anniversary of the last deceased Bishop, and of all Bishops or Canons; and all Masses from a foundation.
90 TITLE XIII. On the Commemoration of All the Faithful Departed.
91 1. In the Commemoration of All the Faithful Departed, the Office and Mass of the current day being omitted, there is only the Office with Mass for the Dead, as prescribed in the Appendix of the new Psalter.
92 2. If on 2 November there falls a Sunday or some Double of the First class, the Commemoration of the Departed shall be celebrated on the next following day, similarly unimpeded; in which, if perchance a Double of the Second class falls, this shall be transferred according to the rule given in Title III, no. 3.
93 TEMPORARY PRESCRIPTIONS.
94 I.° The Calendars of each Diocese, or Order or Congregation using the Roman Breviary, for the year 1913, are to be entirely reformed according to the Rules given above.
95 II.° On Sundays, to which in the Calendars of the coming year 1912 are inscribed, under the rite of Double greater or lesser, Feasts of Saints, or Angels, or even of the Blessed Virgin Mary, or days of an Octave, which is not of the Feasts of the Lord, both the Office in private recitation and read Masses shall be at choice, or as noted in the Calendar of the year 1912, or of the Sunday with commemoration of the double greater or lesser. On Ferias also, concerning which Title X, no. 2, private Masses may be celebrated, as noted there.
96 III.° What is provided in Title XIII of these Rubrics concerning the Commemoration of All the Faithful Departed is to be brought into use entirely from the year 1912.
97 IV.° Until the new correction of the Breviary and Roman Missal, decreed by Our Most Holy Lord, is published:
98 a) Perpetual Calendars are not to be referred to the Sacred Congregation of Rites for reform and approval;
99 b) No petition shall be made concerning the increasing of the rite of Feasts, or the introduction of new Feasts;
100 c) Particular Feasts, whether of the Blessed Virgin Mary, or of Saints or Blessed, of the rite of Double greater or lesser, assigned to Sundays, the Ordinaries of places or Superiors of Religious communities shall either prescribe to be commemorated in both Vespers, Lauds and Mass; or shall take care that they be transferred to another day, valid arguments being presented to the S.R.C.; or rather omit them.
101 d) Meanwhile, no correction of the Rubrics being made, the Rules given above shall be inserted in new Breviaries and Missals after the General Rubrics, the Decrees of the S.R.C., which hitherto have been found inserted at the beginning of the Breviary, being omitted.
102 e) In future editions of the Breviary, the following Antiphons in the Lauds shall be changed, on account of the new reform of the Psalter:
103 On Sunday Sexagesima:
104 Ant. 5. In the highest * praise God.
105 On Sunday III of Lent:
106 Ant. 3. My soul hath cleaved * after thee, my God.
107 On Sunday IV of Lent:
108 Ant. 3. Thy right hand hath upheld me * O Lord.
109 On Wednesday of the Greater Week:
110 Ant. 3. But thou, O Lord, knowest all their counsel against me unto death.
111 Ant. 5. Do, O Lord, * judgment for them that suffer wrong: and destroy the ways of sinners.
